FOR THE PAST THREE YEARS — and especially since March — NGAT staff and volunteers have

spent untold hours preparing for the 132nd Annual Conference of the National Guard Association of

the United States that was held here in Austin in late August. What a success! Guests complimented

Texas for its outstanding display of hospitality, and there were only kudos for the entertainment venues,

transportation, and the food. Many enjoyed visiting Sixth Street, jogging around Lady Bird Lake, and

tasting the variety of food to be found in the downtown area. Everyone loved the rodeo, and certainly

felt that they had gotten a true taste of Texas during their visit. To all of you who volunteered your time

and talents, thank you!

Fiscal year 2009-2010 was an extremely successful one for the

Association, and the Board is exploring ways to invest more

in our membership and its needs. Our first priority is expanding our legislative efforts and

fully integrating our efforts with the TXMF. NGAT continues to host several legislative

events annually, and we will continue to do this as well as find new avenues to get our

message out. I encourage each of you to become more involved in our legislative program

through participating in emailing legislators through either the NGAUS or EANGUS links

to Congress. This election cycle has exposed a raw economic nerve in our country, and

I see entitlements not just drying up, but in some cases going away. The military will see

this through increased medical premiums and co-pays, and I also see funding for some

educational and family programs drying up.

A second priority is addressing our physical building on Crawford Avenue, which

has deteriorated considerably over the years and is in dire need of improvement or

replacement. We have formed a committee to address the best way forward, and are

exploring options that include moving or rebuilding on our current site. We will keep you

informed of our progress.

Membership has been growing, particularly in our life membership category. I’d ask

each of you to reach out to non-members and encourage their participation. Our annual

conference will be held in Corpus Christi in March 2011, and we have fashioned a great

package deal for our junior enlisted: $250 for hotel, registration, and a full meal

package — for two! This is limited to fifty packages,

so you’d better move fast. This would also be a great

way for you to sponsor someone to attend, or share

sponsorship with three or four of your buddies

who are members. What a great way to get

someone started!

We bid our 36th Infantry Division headquarters

farewell in a ceremony in September, and as many

of you know, I will be deploying with the division

to Iraq. MAJ Justin Perryman, our president-elect,

will be assuming duties as president here in my

absence, although I will be able to continue limited

participation through electronic media. I am

confident that our Board of Directors will continue

to direct the Association onwards and upwards.

SHIFFER HEADED TO US EMBASSY IN IRAQ

SIMPSON PROMOTED TO BRIGADIER GENERAL

NGAT Life Member COL Lester Simpson, Commander of the 176th Engineer Brigade, was promoted to Brigadier General in a ceremony held at Fort McCoy, Wisconsin, just prior to his deployment to Afghanistan. He was promoted by the Adjutant General of Texas MG Jose S. Mayorga. Simpson became the first African American in the Texas Army National Guard to hold the rank of Brigadier General. SUBJECT: 52nd Annual NGAT Conference Update

1. The 52nd Annual Conference of the National Guard Association of Texas will be held jointly

with the TAG Commanders’ Conference on 25-27 March 2011 at the American Bank Center

and Omni Bayfront Towers Hotel in Corpus Christi, TX. The conference hotel is the Omni

Bayfront Towers Hotel, Corpus Christi, Texas. Please make your hotel reservations directly

with the hotel by calling 361-887-1600 or 800-843-6664. The hotel rate is $89 plus tax for

single/double accommodations. Please make your reservations prior to 25 February 2011 to

receive the discounted room rate.

2. All joint conference participants are invited to all sessions of the Commander’s Conference

unless it is noted as a closed session. Joint conference participants are also invited to attend

the NGAT Annual Business Meeting.

3. The NGAT business session will take place on Saturday, 26 March 2011 (see draft schedule).

4. Information pertaining to committee meeting times, tentative agenda, appropriate attire and

administrative instructions are enclosed.

5. Get your registration form in early. The deadline to register for the NGAT Conference is

18 Mar 2011. Meal packages will not be available to on site registrations. The deadline

for the NGAT Treasure Chest Package for E1-E6 is 1 Feb 2011 or when all rooms are

gone.

6. The hotel cut-off date for the discounted sleeping room rates is 25 February 2011.

7. Scholarship applications are due at this office by 15 February 2011.

8. All Association members and friends of the Guard are encouraged to sponsor a soldier or

airman’s registration and lodging fees for the conference by becoming a Patriot Sponsor. To

become a Patriot Sponsor, simply enclose an additional $300 with your conference

registration fees. All Patriot Sponsors will be recognized in the NGAT Conference Program.

9. We hope to see you at our 52nd NGAT Conference, so make sure to reserve your hotel room

and register early.

36th Infantry Division Departs for Operation New Dawn

THE 36TH INFANTRY DIVISION held its deployment ceremony at the University of Texas Frank Erwin Center. With this final farewell, the division’s historic headquarters of more than 700 troops deploys into theater for the first time since World War II, and takes with it the hearts and prayers of Texans everywhere. The division’s mission, titled Operation New Dawn, will establish the outfit as the headquarters of U.S. Division South, where it will provide command and control of both active and reserve units throughout the nine provinces of southern Iraq. The division’s objectives in Iraq include maintaining sustainable security conditions in the region, transferring authority to the new state department consulate in Basra, and the drawdown of American forces. Also on hand at the ceremony was guest of honor and keynote speaker Governor Rick Perry, who praised the division for their patriotism and sense of duty. “I believe there is no higher form of public service,” said Perry, “than wearing the uniform of one’s country. You follow a higher calling, rooted in the fundamental values of our nation that flow from the undeniable importance of freedom.”

Family Support Foundation Awarded Grant

THE TEXAS NATIONAL GUARD FAMILY SUPPORT FOUNDATION was awarded a $160,000 grant from the Texas Veterans Commission (TVC) to provide short-term emergency medical and

dental funding and to cover health insurance premiums for a period not

to exceed one year. Service members who receive assistance through the project will also receive a referral for TVC employment counseling and other TVC services.

39TH ANNUAL EANGUS CONFERENCE • ST. LOUIS, MO

The 39th Annual EANGUS Conference was held in St. Louis, Missouri . Texas brought 37 members and guests to the conference. During the conference, the fol lowing EANGUS bylaw change was approved in reference to EANGUS annual membership:

EFFECTIVE 1 JANUARY 2012, EANGUS annual membership will increase from $9.00 per year to $11.00 per year.

A change in the life membership fees will go into effect on 1 January 2011. The life membership fee will increase

from $100 to $250 at age 50 or over. If under age 50, the fee will increase from $100 to $250, plus the regular

annual dues for each year the member is under age 50.

THOUSANDS OF ARMY AND AIR NATIONAL GUARDSMEN gathered from around the country in Austin, Texas, to discuss issues that will effect guardsmen’s past, present and future. The National Guard Association of Texas, with its many volunteers and with support from the Texas Military Forces, hosted the 3-day conference. The conference opened with a performance by the Mighty Blue Guard, the award winning drill team from General Douglas MacArthur High School in San Antonio. National Guard leadership from all 54 states and territories were given a big Texas welcome with barbecue and a Texas Rodeo complete with bucking broncos and bull riding, followed by a concert by Rick Trevino. Spouses were given the opportunity to visit and shop in Fredericksburg, San Marcos, San Antonio or Austin as part of the Spouses Adventure. Guest speakers included Governor Rick Perry, Chief of the National Guard Bureau General Craig R. McKinley, Commander US Northern Command Admiral James A. Winnefeld Jr. and Director of the Air National Guard Lt Gen Harry “Bud” Wyatt.

The conference ended in grand Texas style with members attending the States Dinner dressed in western attire. It was a major success for NGAT, which had been involved with the planning of this conference for the past two years.

TRICARE RETIRED RESERVE LAUNCHES

FOR THE FIRST TIME, members of the Retired Reserve who are not yet age 60, the so-called “gray area” retirees, can purchase TRICARE health coverage for themselves and their eligible family members under the TRICARE Retired Reserve (TRR) program which launched on September 1, 2010.

Retired Reservists may qualify to purchase TRR coverage if they are under the age of 60 and are not eligible for or enrolled in the Federal Employees Health Benefits (FEHB) program. They must also be members of the Retired Reserve of a Reserve component and be qualified for non-regular retirement. For instruction on how to qualify for the purchase of TRR go to www.tricare.mil.trr.

Below are the monthly premiums for calendar year 2010 and 2011. Premiums will be adjusted annually.

THE 1ST BATTALION, 143rd Infantry Regiment, commanded by LTC Douglas O’Connell (NGAT Board of Directors), conducted its re-activation ceremony at the Texas State Technical College Airport in Waco, Texas, on Patriot’s Day 2010. The event reinstated the country’s first and only National Guard Airborne unit. The battalion,

comprised of paratroopers from units in Alaska, Rhode Island and Texas, will deploy globally in support of U.S. peacekeeping missions in the years ahead. Special guest speakers for the event included the Adjutant General of Texas MG Jose S. Mayorga, Waco Mayor Jim Bush, battalion commander LTC Douglas O’ Connell, Vice President of the 143rd Airborne Infantry Regiment Association Robert Hawkins, and U.S. Representative Chet Edwards (D-TX), who secured $5 million for the planning and design of a new Battalion headquarters for the Airborne Battalion in McLennan County. The 143rd Regiment’s history goes back more than a century and a half. Officially recognized in 1873 in Waco, the 143rd Regiment developed from the Texas militias, which had previously fought for Texas Independence and for Confederate sovereignty during the Civil War. Following its consolidation with the 5th Texas Infantry Regiment in 1917, the 143rd Infantry joined the ranks of the celebrated 36th Infantry Division, serving in World War II. After the 36th Infantry Division’s retirement in 1968, the battalion reactivated with assignment to the 71st Infantry Brigade (Airborne), officially standing as an Airborne outfit. It remained there until 1973, when the 71st Infantry Brigade (Airborne) restructured as the 36th Infantry Brigade (Airborne). The 143rd Infantry Regiment last saw Airborne service as G Company, 143rd Infantry (Long Range Surveillance) in 2001, and now the proud lineage of this regiment will live again as the only Airborne Infantry Battalion in the Army National Guard.

CW4 Kurt Gruner of the 1-149th Avn was honored to fly Medal of Honor recipient 1SG (Ret) David McNerney in an AH-64 “Apache” helicopter on August 7th, 2010. NGAT was honored to have 1SG McNerney attend the 2008 NGAT Conference held in Austin, Texas. We regret to report that 1SG (Ret) David H. McNerney, lost his battle with lung cancer on October 10, 2010, at the DeBakey VA Medical Center in Houston, Texas. 1SG McNerney’s valiant actions on 22 March 1967, in Polei Doc, RVN (near the Cambodian border), while serving as 1SG of A-Co, 1/8, 4th Infantry Div, saved the lives of many of his men and eliminated the threat of capture by an NVA battalion. The documentary film Honor in the Valley of Tears by Eric S. Dow relates the unit’s experience and the respect they all share for their First Sergeant. In September 2010, President Obama announced that SSG Salvatore Giunta, who at the time of his actions was serving as the team leader in Company B, 2nd Battalion, 503rd Infantry Regiment, was named the first living recipient of The Medal of Honor since the start of the wars in Iraq and Afghanistan. Current and former members (dating back to 1958) of the 221st Combat Communications Squadron and the 254th Combat Communications Group stand in military formation for a final retreat ceremony marking the closing of Garland Air National Guard Station. The Garland Air National Guard Station has been a vital part of the Texas Air National Guard since 1952. The units in Garland will relocate to Hensley Field in Dallas, Texas.
