NSSRA (Northern Suburban Special Recreation Association) was formed in 1970 and is an extension of ten park districts, two cities and one village in the northern suburbs of Chicago. This partnership includes the Park Districts of Deerfield, Glencoe, Glenview, Highland Park, Lake Bluff, Kenilworth, Northbrook, Northfield, Wilmette and Winnetka; the Cities of Highwood and Lake Forest; and the Village of Riverwoods.

NSSRA has been creating an environment of belonging through play for over 40 years, and has the distinction of being the first Special Recreation Association in the country.

NSSRA’s mission is to enrich the lives of people with disabilities in our partner communities through quality recreation services.

NSSRA’s vision is to be leaders in recreation by providing innovative and exceptional services for people with disabilities.

NSSRA’s core values are Compassion, Respect, Quality, Flexible, Accountable and Ethical Practices.

NSSRA’s services include traditional, inclusive, cooperative, summer camp and in-home programs. Special events, trips, overnight camps, Gator Athletics/Special Olympics, adaptive sports and more are also available.

This program guide offers recreation activities for preschool, youth, teen, young adult and adult participants with disabilities.

Our program guide is published in fall, winter, spring and summer. Every effort has been made to assure the accuracy of information contained within this program guide. However, errors can occur and circumstances may require adjustments to fees, schedules, locations, or other information. NSSRA reserves the right to make such adjustments and apologizes for any inconvenience these errors or adjustments may cause.

As a cooperative of thirteen partner agencies, one representative from each partner community serves on our Board of Directors, collaborating to provide leadership and governance to NSSRA.

NSSRA families are invited to attend board meetings on designated Thursdays at 9:00 am at NSSRA’s office. Upcoming board meetings are scheduled for September 4 and October 23. Call (847) 509-9400 or visit our website at www.nssra.org for details or accommodations.

INClusion NSSRA recognizes that some individuals with disabilities would benefit from social opportunities available by participating in programs offered through their local park district or recreation department. Inclusion provides a choice for individuals of varying abilities to experience recreation programming within their community. NSSRA and partner agency staff work closely with the participant and family to provide enriching recreation experiences in a least restrictive environment while maintaining safety and confidentiality.

Inclusion services are offered to residents of NSSRA’s 13 partner agencies at no additional cost to the family. Inclusion support may come in the form of one or more of the following: program observation, staff training, program modifications/adaptations, modified equipment, and/or an inclusion companion. An inclusion companion’s role is to blend into the program with the partner agency staff while providing the appropriate amount of support to promote independence and growth in a least restrictive environment. A companion can support 1-3 participants (depending on their needs).

REQUESTING INCLUSION SERVICESWhen registering for a program with one of NSSRA’s partner agencies:• Mark the accommodation section of the registration form. This can be indicated in the following ways: Special Accommodations, ADA Information, or Americans with Disabilities Act.• Once the registration form is submitted, the partner agency will contact the family to discuss the type of inclusion support needed for the participant.• The partner agency will provide NSSRA with an inclusion request that contains both program and participant information.• The family is then contacted by NSSRA to further discuss the needs of the participant and get input on the type of support needed.• NSSRA will work with the partner agency to put the necessary inclusion accommodations in place for participation in the desired program(s).• Communication between NSSRA, partner agency staff, and the family continues throughout the inclusion process.

REASONS TO REQUEST INCLUSION SUPPORT• A parent or family member recognizes that a participant would benefit from additional support in a partner agency program.• The partner agency staff identifies a need for additional support, for safety and programmatic reasons and communicates this need to the family.

If you’re itching to make your mark on the court, in the pool, or on the field, Gator Athletics is your chance. Gator Athletics is the competitive division of NSSRA’s Athletics & Fitness programs. Participants competing on Gator teams are active in Illinois Therapeutic Recreation Section competitions and Special Olympics games.

Gator Athletics gives NSSRA’s athletes the experience of competing against other individuals of similar abilities from nearby communities. Gator Athletics run on a different schedule than NSSRA traditional programs to meet deadlines established by Special Olympics Illinois. It is important for athletes to attend and participate in all practices and games as well as tournaments. Athletes attending any tournament with NSSRA are required to register for this additional program with no extra cost. Registration materials will be sent home during the program and must be turned in by the deadline printed on the registration form. This registration is a commitment that the athlete will participate in the tournament.

Athletes who compete in Special Olympics competitions are required to have a valid Medical Application (Med App) on file with Special Olympics. All Med Apps must be original with an original doctor’s signature to be considered valid. Med Apps must be valid from the start of practice through the last tournament date for each sport the athlete competes in. Med Apps are available in English or Spanish through the NSSRA office and at www.nssra.org/forms and will be submitted to Special Olympics by NSSRA.

NSSRA currently offers ten Gator Athletics programs. They are:

Basketball (Fall/Winter) Softball (Summer) Bocce (Spring) Swimming (Winter/Spring) Bowling (All Seasons) Tennis (Summer) Golf (Summer) Track & Field (Spring) Powerlifting (All Seasons) Volleyball (Fall)

Gator Basketball, Softball, and Volleyball are team sports and require participants to be a minimum of 16 years old to play. All other Gator sports are considered individual sports for both children and adults. Participants ages 8 and up are eligible for individual Gator sports.

For more information, contact Recreation Specialist for Athletics & Fitness Mark Schultz at (847) 509-9400 x6827 or [email protected].

Registr

ation Policies

IMPORTANT REGISTRATION INFORMATIONNSSRA programs have become so popular that many reach their maximum capacity quickly and therefore waiting lists must be started. To be fair to all registrants, procedures have been established as follows:

Registration, Transportation Fees and DeadlineEach program and event listed in our program guide is assigned one code and one fee. If the program offers transportation, a separate code and fee will be listed. On the registration form (pages 55 - 56), registrants should fill in the program name, code and fee. If transportation is required, registrants should also complete the transportation location/codes and fee.

Random Drawing*The random drawing policy was devised to provide all residents with an equal opportunity to enroll in our programs. If a program is full and the waiting list has a minimum of four names, a random drawing will be conducted for all residents who register by the deadline. The drawing will be conducted one week following the registration deadline. Participants whose names are not drawn will be placed on a waiting listing pending program availability. Non–resident registrants and any registration received after the deadline will be processed on a daily basis, first priority given to residents.

*Due to the varied registration deadlines, the random drawing system will not be used for special events and trips. Registrations will be processed in the order that they are received.

RefundA refund of the program fee minus 10% will be made only up to the second session of a program. There will be no refunds for cancellation after the start of the second session. Refunds, minus 10% and NSSRA prepaid costs (tickets, staff costs, etc.), are given for one-time events and social clubs when participants give NSSRA at least one week advance notice. When canceling for a medical reason, refunds are minus NSSRA prepaid costs and NSSRA would require a note from your doctor. To receive a full refund of trip cost, you must cancel at least 90 days before departure date; a detailed trip cancellation policy will be mailed with your registration confirmation.

Resident/Non-Resident PolicyIf you live in one of NSSRA’s ten partner park districts or two cities and one village, you are considered a resident. These include the Park Districts of Deerfield, Glencoe, Glenview, Highland Park, Kenilworth, Lake Bluff, Northbrook, Northfield, Wilmette and Winnetka, the Cities of Lake Forest and Highwood, and the Village of Riverwoods.

Individuals residing outside the NSSRA boundaries (in an area that does not support NSSRA through tax dollars) must pay an annual Administrative Fee prior to registering for any NSSRA program. The Administrative Fee is determined annually. The Administrative Fee is approximately $2,200. This fee allows participation in NSSRA programs for one year.

Primary Mailing Address Used for NSSRA Mailing ListsWhen a participant’s parents or guardians have multiple mailing addresses, all of our correspondence will be sent to the address listed on the program registration form. If another parent or guardian, living at a different address, would like to receive information from NSSRA, the person who signed the registration form must submit a request in writing to the Superintendent of Recreation. Program and participant information will also be communicated to the individual that signed the registration form. Sometimes the person who signed the registration form and the person that paid the program fees are different. Nevertheless, the person that signed the registration form would be our primary contact.

AMERICANS WITH DISABILITIES ACT (ADA)NSSRA complies with the Americans with Disabilities Act (ADA) and will make reasonable accommodations to enable individuals with disabilities to participate in and enjoy recreation programs. If you have a question about NSSRA’s compliance, or feel that NSSRA has discriminated against you, please call Craig Culp, Executive Director, at NSSRA, (847) 509-9400 x6820 or [email protected].

INCLEMENT WEATHER POLICYIf inclement weather occurs, NSSRA may still decide to hold programs. If the weather turns dangerous, (100 degrees or higher actual temperature or heat index; 2 degrees or lower actual temperature, -30 degrees or lower wind chill or severe snow/ice) NSSRA will call participants prior to the start of a program to cancel the program. If you are not sure whether a program will meet due to inclement weather, call NSSRA. Refunds are issued for cancelled programs.

FINANCIAL ASSISTANCEParticipants in need of financial assistance may request a Reduced Fee Application by contacting the NSSRA Registrar, or by downloading from our website at www.nssra.org/forms.

Send in your registration form with the application and enclose a 15% deposit to reserve a place in the program. All requests are reviewed by the Executive Director and you will be notified upon approval. Your deposit will be deducted from any balance due. Payment plans are also available. Financial assistance is not awarded to non-resident participants, for cooperative programs, special events, trips or transportation.

ANNUAL INFORMATION FORM (AIF)To better serve our participants and their family, it is necessary for us to have a current AIF on file in our office. This form contains medical and other information that NSSRA needs to know in case of an emergency.

If you are new to NSSRA or do not have a 2014 form on file, please submit your AIF with your registration form. The current AIF can be found on our website at www.nssra.org/forms. If we do not have your AIF on file, you will not be allowed to register for programs.

SEIZURE INFORMATION FORM (SIF)If a participant has a seizure disorder, a SIF must be completed and signed before he or she is allowed to register for any NSSRA programs. The SIF can be found on our website at www.nssra.org/forms. Complete each category and list any other information necessary for NSSRA to provide safe and enjoyable activities for the participant. Please update this form whenever there is a change in the information and submit it to NSSRA with the registration form. You will be asked to review and update this form on an annual basis.

MEDICATIONAt times participants may require assistance taking medication during programs. If the participant is unable to self–medicate or take the medication prior to or after the program, NSSRA requires additional paperwork and pre–packaged medication be delivered to our office prior to the program. Please contact Safety Coordinator Katie Kotloski at (847) 509-9400 x6825 or [email protected] with any questions.

TRANSPORTATION INFORMATIONProgram descriptions will indicate if transportation is available. NSSRA provides door-to-door, community location and after school transportation for select programs. The term “After School Transportation Provided” means participants are transported from school to programs with the option of drop off transportation after the program to a community location.

If you register for a transportation option, please list your choice of pick up AND drop off locations on the registration form where indicated, using codes provided on page 54. If you would like to use NSSRA as a transportation location and it is not listed as an option, please contact NSSRA Recreation Specialist Malory Smysor at (847) 509-9400 x6816 or [email protected].

If your participant is registered for transportation and will not need transportation pick up and/or drop off on particular day(s), please notify NSSRA by calling the front office at (847) 509-9400. Routes are otherwise unnecessarily delayed.

DOOR-TO-DOOR ROUTESDoor–to–door transportation is for residents only. Door–to–door routes are planned according to the number of participants registered and their locations, as well as the final destination. With limited vehicles available, it may be necessary for participants to ride in the bus for up to 1.5 hours. The NSSRA staff will assist participants to and from their homes, but driveways and walkways must be clear of debris and obstacles. Staff will not enter homes. Persons unable to be in a house alone should have someone meet the bus at the designated time of return. NSSRA cannot wait more than ten minutes due to the demanding transportation schedule. Participants will be picked up and dropped off in geographical order. If this schedule is inconvenient, please contact NSSRA Recreation Specialist Malory Smysor at (847) 509-9400 x6816 or [email protected]. We will do our best to accommodate you!

AFTER SCHOOL ROUTESAfter school transportation is only for participants attending a school in one of NSSRA’s partner agency communities. Routes are planned according to the registrants and their locations, as well as the final destination. NSSRA may not be able to accommodate pick up for participants being dismissed from school earlier than 1.5 hours prior to the start time of the program, to limit the participant’s time on the bus to 1.5 hours or less. The drop off for after school transportation will be at designated transportation locations in the community.

LATE PICK UP POLICYWhen parents/guardians/group home staff are late picking up their participant, drivers will wait a maximum of ten minutes from scheduled time. After the ten minute wait period, the driver will continue on the route to the next location. Participants/families who do not arrive on time may be asked to meet at an alternate location. After ten minutes, a fee will be applied.

PARENT PICK UP & DROP OFFFor the safety of all participants, parents must personally check in with a program leader/driver when dropping off and picking up their child. Staff cannot leave a program or other participants to escort an individual to or from a vehicle. Therefore, parents are asked to park and check in with the program leader during both drop off and pick up for all programs.

PARTICIPANT TRANSPORTATION SAFETYNSSRA has implemented the following transportation procedures in order to ensure participants’ safety while riding in NSSRA vehicles.1. All passengers must be sitting in seats or wheelchairs with seat belts securely fastened. The driver will not proceed until all seat belts

are fastened.2. All wheelchairs must have brakes that are in good working order and can stop the chair from moving.3. The NSSRA drivers will assist participants to and from their homes, but driveways and walks must be clear of debris and obstacles.4. NSSRA drivers are responsible to determine whether or not a participant can be transported safely. If it is determined that it would be

dangerous to transport an individual, the driver may refuse to transport that person.*5. Persons riding in Amigo-type wheelchairs must transfer into a van seat and must use a seatbelt.6. Persons unable to be in the house alone should have someone meet the NSSRA staff at the designated time of return. NSSRA cannot

wait more than ten minutes due to the demanding transportation schedule.

*NSSRA reserves the right to refuse to transport individuals. Please realize that these policies have been developed to ensure the safety of everyone riding in the NSSRA vehicle. Your cooperation is greatly appreciated.

A minimum of three participants is needed at each pick up/drop off location. Transportation may not be available for late registrants. Participants will be notified of any scheduling changes should they occur. When necessary, NSSRA may use SEPTRAN, 303 Taxi, or other contract carriers.

GENERAL TRIP INFORMATIONThe following general information pertains to all overnight trips.

EligibilityFor all trips lasting longer than three days and two nights, participants must attend an NSSRA overnight trip prior to the registration deadline for the desired trip in order for our therapeutic recreation specialists to assess the individual’s readiness for the trip. Assessments will be completed at the end of all trips to determine eligibility for future trips.

HousingParticipants will be sharing rooms, and possibly beds, with peers. If you want your own room or bed, you must call the trip contact as listed in the program guide by the designated registration deadline to make arrangements. SAFETY/INSURANCE INFORMATIONNSSRA is committed to conducting its recreation programs and activities in the safest manner possible and holds the safety of participants in the highest possible regard. Participants and parents registering for recreation programs must recognize, however, that there is an inherent risk of injury when choosing to participate in recreation activities. NSSRA continually strives to reduce such risks and insists that participants follow all safety rules and instructions which have been designed to protect the participant’s safety.

Please recognize that NSSRA does not carry medical accident insurance for injuries sustained in its programs. The cost of such would make program fees prohibitive.

Therefore, each person registering themselves or a family member for a recreation program/activity should review their own insurance coverage. It must be noted that the absence of health insurance coverage does not make NSSRA automatically responsible for the payment of medical expenses.

Due to the difficulty and exorbitant cost of obtaining liability insurance, the agency providing liability coverage for NSSRA requires the execution of a Waiver and Release. Certain high risk activities may require an additional waiver prior to participation.
