Minutes of the Stated Meeting of Second Presbytery,

ARP Synod October 9, 2018

Christ Reformed ARP Church

The meeting was called to order by Moderator Draffin at 10:00 AM, and opened with prayer. A Quorum was established. The published agenda was adopted.

The motion was made and approved that no moderators committee meetings be held. All who submitted excuses were excused and the Reading Clerk would send appropriate thanks to our hosts. Mr. Bobby Duran presented a Student Sermon. The Lord’s supper was celebrated. The minutes from the summer meeting were approved. The minutes from the installation service of Rev. Brandon Barrett were approved. The minutes of the July 2, 2018 called meeting of presbytery were approved Mr. Timothy A. Rice presented a Student Sermon. Reports: The report of the Executive Committee was received as information and approved. Standing Committee Reports: A. R. Presbyterian Home The oral report of the A.R. Presbyterian Home was received as information and approved. Candidates and Credentials: The motion was made and approved that Bobby Duran and Tim Rice preach student sermons at this meeting of presbytery. The motion was made and approved that Will Barron’s License to Preach be renewed for two years. This report of the Candidates and Credentials committee was approved and received as information. The report of the Church Extension Committee as updated was approved and received as information. Minister and His Work: The following recommendations were made and approved:

1. That Presbytery take a minute to pray for Rev. Craig Wieberdink and his family. 2. The approval of Mr. Murry Tuck as a certified elder and to present him to the congregation of

the Cedar Springs ARP Church for a vote. 3. The approval of a call to Mr. Fred Hope as Associate Pastor of the White Oak Church.

(Installation and Ordination to be held on Oct. 21, 2018 at the White Oak Church.) 4. The approval of Rev. Matt Miller to seek licensure in Calvary Presbytery (PCA). 5. The approval of Rev. Scott Cook to work at the Lebenon PCA Church and seek licensure in the

Calvary Presbytery (PCA). 6. The following individuals be approved for continuing Moderator for one (1) year:

a. Todd McCoy (Abbeville – Mt. Carmel) b. Steve Hardy (Iva) c. Carl Geisik (Wrens and Ebenezer) d. Allen Derrick (Johnston) e. John Paul Marr (Cedar Springs) f. Mark Hornby (Faith and Peachtree Corners) g. Sam Roper (Providence) h. Tanner Cline (Tucker) i. Eldredge Kelly (Lower Long Cane)

8. Second Presbytery approve the dissolution of First Presbyterian Church of Tucker GA, and that the Stated Clerk of Second Presbytery issue certificates of transfer for all remaining members upon request, and that all assets properties and liabilities be the responsibility of the Stewardship committee immediately.

9. Second Presbytery allow Minister and His Work committee to conduct a final service at First Presbyterian Church in Tucker GA on October 28, 2018.

The report of the Minister and His Work was approved and received as information. Nominations Committee The nominations committee nominated Mr. Woody Stone to complete the term of Dr. Steve Suits on the Minister and his work committee. The nomination was approved. The report of the Nominations Committee was approved and received as information.

Stewardship Committee: The following recommendations were made and approved:

1. That Second Presbytery of the Associate Reformed Presbyterian Church authorize the Chairman of the Committee on Stewardship Charles W. Wilson and one other member of the committee to sign all documents necessary to transfer any and all interest the Presbytery may have to The Palmetto Trust for Historic Preservation DBA Preservation South Carolina the property situated on the southern corner of McNeary and Church Street, identified with Newberry County Tax map #464-1-2-5 which is part of the site of the Prosperity Associate Reformed Presbyterian Church in Prosperity, South Carolina, in order that the property be protected as a place honoring the memory of the church with informational signage and protecting the property with a conservation easement.

2. Presbytery dues be raised by $2.00. 3. That Second Presbytery direct its committee on Stewardship to receive control of all the

financial and real assets of the Tucker Associate Reformed Presbyterian Church, Tucker, GA; that said assets be placed under the oversight of the Treasurer of Second Presbytery; that all necessary procedures to transfer title of all properties to Second Presbytery be undertaken and that the Chairman Charles W. Wilson and one other member of the committee be authorized to sign all documents appertaining thereunto. Furthermore, that, having taken possession of the property of the Tucker Associate Reformed Presbyterian Church, the Committee on Stewardship be directed to oversee the care and use of the property and authorized to do all things necessary to sell the property.

The Stewardship report was received as information and approved. Treasurer: The treasurer’s report was received as information and approved. World Witness: The World Witness report was received as information and approved. New Business: Election of Moderator-elect: Mr. Jay Younts was elected as moderator elect by acclamation. Other business: The report of the Women’s Ministries of Second Presbytery was received as information. Announcements: The Spring 2019 meeting of Presbytery will be on March 12, 2019 at the Oconee ARP Church in Seneca, SC. The meeting will begin at 10:00 AM.

Executive Committee Report The executive committee met on September 6, 2018 at the Due West ARP Church. The committee

heard reports from the standing committees. There are no issues from the executive committee that need to come before the court.

Christian Education Committee Report to the Executive Committee of Second Presbytery of the ARPC

Executive Committee Meeting, September 6th, 2018

The Committee has continued to function well as we have begun our preparations for the fall

season of retreats. Bobby Duran has been added to the committee as an advisory member. There have

been 3 meetings in preparation for the fall retreats. See below for a synopsis of our recent activity.

- High School Fall Retreat 2018 is planned for September 21-23. Matt Carr from Backcreek ARP

will be the speaker.

- Middle School Fall Retreat is planned for November 9-11. Daniel Wells from Church of the

Redeemer, PCA, in NY. Daniel was formerly an ordained minister in the ARP.

- Our budget is currently satisfactory and sustainable.

- No recommendations or requests at this time.

Church Extension Committee

Since the Summer meeting of Presbytery, the Church Extension Committee has the following information and actions to report.

Village Presbyterian Church at Verdae - Mission Developer, Jay Crout In addition to the three areas of written information presented in this report, Mission

Developer Jay Crout will give a short oral report.

1) Attendance: - instead of the summer decrease in attendance typical in many churches, Village Presbyterian’s summer worship attendance experienced the best growth since worship services began last September. Jay reports, “We have consistently held between 30-45 people each Sunday morning, with an average of about 37. Please be praying that the Lord opens up, in His timing, a new facility for us to worship in.”

2) Membership: at the Spring Presbytery meeting Village Church reported eleven members. Currently there are twenty-five members and an additional five families who are at various stages of the membership process. Village Pres. hopes to receive some of them into church membership before the end of the year.

3) Leadership: identification of leaders has begun. Again, Jay reports, “We hope to begin an official form of leadership development and training in early 2019, and we have already identified three men who have some interest in participating in that. Please continue to pray that the Lord would raise up a number of men who would like to participate in this development and training.”

Clemson Korean Church – Mission Developer Jae Park Effective July 1, 2018 the Church Extension Committee appointed elders Howard Cox from

Christ Reformed Church, and Rob Bell from Young Memorial Church as the Provisional Session for the Clemson Korean Church Mission. These appointments are for two-year terms. They already have met on several occasions with Jae Park.

Exploratory Work in Savannah, Georgia – Soren Kornegay First of all, at the request of the exploratory group in Savannah, the Church Extension

Committee gave permission for them to use the name “Christ the King Savannah – an exploratory work of the ARPC.”

In addition to the information in this report, Soren will give a short oral report to Presbytery. Soren reports a very positive summer: “September has been an exciting month at Christ the

King! Our end of summer cookout was a huge success; several new families were introduced to our group. Furthermore, our group benefitted from celebrating with one another out in a public, visible place... it helped us to get a sense of ourselves as a group united in mission for the city.”

Currently there are 20 adults and 11 children actively participating in the exploratory work, meaning they are committed and attend weekly gatherings.

Finances are a positive point as well. In addition to Presbytery and ONA support, Soren needed to raise $34,646 in additional funds. He reports that $27,582 has already been pledged from Church, local and individual supporters. This means all but $7,064 has been pledged/given.

Committee on Minister and His Work Report to Second Presbytery of the ARPC

Fall Meeting 2018

September 26, 2018

The committee has been very active in assisting a number of congregations since the Summer Meeting. The following report is a synopsis of our activities:

• Rev. Paul Joyner retired from Active Duty on 1 October 2018 and is now back in

Spartanburg SC. His plans are TBD. PRCC has modified the Chaplain Roster and we are

no longer responsible for dues for Rev. Joyner’s endorsement.

• The M&HWC has been working with Rev. Craig Wieberdink over the last 19 months

regarding his Marriage to Christine Wieberdink. After seven years of professional

counseling Craig and Christine were divorced in April of 2018. Rev. Wieberdink has been

transparent with the committee and has worked closely with Rev. Tanner Cline during this

time of distress in his life. Christine has been removed from the role at Westminster

Presbyterian Church (PCA). The committee has found no reason for any further action with

Rev. Wieberdink and his divorce and wish him well in his ministry and future endeavors.

• Cedar Springs has trained one possible elder Mr. Tuck. The commission will meet with Mr.

Tuck on 29 September to certify him and present him to the congregation on a date TBD.

• White Oak ARP is extending a call to Mr. Fred Hope. Upon approval White Oak ARP has

set an Ordination and Installation date set for 21 October, 2018. (MOP CH 8 App. L C.1.)

See Rec. 3.

• Rev. Matt Miller is currently working as the executive director of Erskine Theological

Seminary Greenville and as the city director for the C.S. Lewis Institute Greenville. Matt is

requesting permission to also work out of bounds as the interim pastor of Redeemer

Presbyterian Church (PCA) in Greenville. Approval would allow Rev. Miller to go before

Calvary Presbytery and examined for licensure. (FOG 9.67 A&B) See Rec. 4.

• Rev. Billy Barron will continue to work out of bounds as the interim pastor at the North

Greenville Church.

• The PRCC has increased chaplain’s dues to $900 per Chaplain. Synod will pay $600 and

the Presbytery will be responsible for the remaining $300. We currently have 6 chaplains.

• Mr. Steve Suits has resigned from his position as a member of this committee. We are

working with the Nominations Committee to secure another member for the vacant seat.

RECOMMENDATIONS:

Recommendation 1: The committee recommends that Presbytery take a moment to pray for

Rev. Craig Wieberdink and his family.

Recommendation 2: The committee recommends the approval of Mr. Murray Tuck as an

certified elder and to present him to the congregation for a vote.

Recommendation 3: The committee recommends the approval of the call to Mr. Fred Hope.

Recommendation 4: The committee recommends the approval for Rev. Miller to seek

licensure in Calvary Presbytery (PCA).

CALL OF A PASTOR

ASSOCIATE PASTOR

We the officers of the White Oak Associate Reformed Presbyterian Church of Senoia, GA, being well satisfied with your ministerial qualifications, and confident that we have been led to you, Fred Hope, by the Holy Spirit as one whose ministry will be profitable to our spiritual interest, do earnestly call you to undertake the office of Associate Pastor of this congregation. On the acceptance of this our call, we promise you in the discharge of your duty all proper support, encouragement, and obedience in the Lord.

That you may devote yourself wholly to this ministry, we promise and obligate ourselves to:

a. Pay you an annual salary of $ 45,000 in at least monthly payments. b. Housing:

1) Provide you with housing in the form of the White Oak Church Manse; utilities not included

2) Estimated manse fair rental value is $1,200 per month or $14,400 per year for tax purposes.

c. Provide travel reimbursement of $3,650 annually. d. Reimburse you for professional expenses up to $1,200 annually. e. Pay into the Associate Reformed Presbyterian Retirement Fund as prescribed by the

anniversary. 2) Pay the annual employer Social Security contribution based on taxable income (Est. $4,550). 3) Provide an annual book allowance of $360 We desire also to express our commitment to you and to your family for events which could occur

in the providence of God. Every effort will be made to assist and lovingly sustain and uphold you and/or your family should such an event occur. In the event of total disability, as defined in the Synod insurance program, we promise:

a. To continue the provisions of this call during the prescribed waiting period for commencement of benefits from Synod’s insurance program;

b. To continue the provisions of this call for a period not to exceed 3 months from the onset of the total disability;

In the event you should die during the terms of this call, we promise:

a. To continue the provisions of this call dealing with annual salary, housing, and group insurance for a period of 6 months;

For the C. S. Lewis Institute, I organize conferences and events and lead their Fellows

Program. This year we have ten Fellows, ages 39-79. I teach about every other month,

find teachers for the other months, and personally mentor two fellows once/month.

For Redeemer PCA, I preach 50% of the Sundays and attend Session meetings. I also

hope to pursue licensure with Calvary Presbytery, which would permit me to preach

more than 50% of the Sundays and to moderate their Session.

There were four items on the agenda. 1. An update from the treasurer 2. An update on the Grace property in Atlanta. An extension has been

granted to the buyer in order to complete a search for a Certificate of Occupancy.

3. Mike Bedenbaugh who is the Executive Director of Preserve South Carolina has gotten in touch with about a slither of land we own in Prosperity, SC. It is about an eighth-of-an-acre. It is all that is left of the old Prosperity ARP Church. When he contacted me, I didn’t know we had this piece of land. His organization is asking us to give the land to them so that they can create a “green space” with a historical marker stating this was the site of the Prosperity ARP Church.

4. The committee was reminded we are required to set Presbytery dues for the calendar year of 2019.

RECOMMENDATIONS: 1. That Second Presbytery of the Associate Reformed Presbyterian Church

authorize the Chairman of the Committee on Stewardship, Charles W. Wilson, and one other member of the committee to sign all documents necessary to transfer to Preservation South Carolina the property situated on the southern corner of McNeary and Church Street, identified with Newberry County Tax map #464-1-2-5 which is part of the site of the Prosperity Associate Reformed Presbyterian Church in Prosperity, South Carolina, in order that the property be protected as a place honoring the memory of the the church with informational signage and protecting the property with a conservation easement whereby the property cannot be commercially developed.

Report of the World Witness Liaison Meeting of Second Presbytery

October 9, 2018 Brothers, As my report to the October 9, 2018, meeting of Second Presbytery, I want to highlight two items of interest for you: The 2-2-20 Initiative World Witness is encouraging each of our churches to submit 2 names of 2 potential missionaries by the year 2020. The 2-2-20 initiative is an opportunity for us to join World Witness and our denomination in a new era of missions. The request is for each church to spend the coming two years in prayer, asking God to raise up two members from our churches to be part of a new generation of missionaries. Imagine what our God would do with 500 men and women sent out into the mission field, at home and abroad! Imagine what He would do in distant lands,

with such a great mission force! Imagine what He would do in our own country? Imagine what He would do within our local churches, as we are devoting ourselves to such prayer! Who in your congregation might the Lord of the harvest be calling into the harvest? Rev. Heiko Burklin (Mission Developer for World Witness) is available to speak to our churches about this prayer initiative. Heiko can be contacted at [email protected]. Urbana 2018 Urbana is the triennial missions conference sponsored by InterVarsity Christian Fellowship and is held in St. Louis, MO. This year’s conference is scheduled for December 27-31. Urbana is designed primarily for high school seniors, college students, and graduate students, but anyone 17 years old or older is welcome. The cost is $1,000 ($1,100 for non-students), which includes: a non-refundable deposit ($150), conference registration, hotel lodging, and breakfast & dinner meals during the conference. World Witness is coordinating group transportation from Greenville to St. Louis. The round-trip cost is $100/person. The registration deadline with World Witness is October 15. Report to Second Presbyteryof Women's Ministries of

Second Presbytery October 2018

Gentlemen: Women's Ministries, with the guidance and assistance of ARP Women's

Ministries, has begun the process of revitalization. Following four informational and listening meetings throughout Second Presbytery, a group of interested women met at First ARP Church, Greenwood. There we reviewed the desires that

women expressed at the earlier meetings are reviewed the current Constitution and Bylaws, much of it closely.

It was determined that continuing to have area (or perhaps cluster)

representatives would give us that greatest chance of information being communicated to all of the local churches and their women. It was suggested that the number of areas be increased to six to greater facilitate this communication. This will be among the proposed amendments to our bylaws. This will also require more women to be involved in leadership so the encouragement of local church Sessions will be very much coveted. (If pastors and sessions are questioning the value of women's ministries may I recommend reading either Women's Ministries in the Local Church by Ligon Duncan and Susan Hunt or Building an Effective Women's Ministry by Sharon Jaynes. Both of these have been approved by CEM)

The Greenwood church has been gracious and will also host a general meeting

on November 10. All women from all churches in Second Presbytery will be invited to attend this meeting. At that time we plan to vote on the many amendments to the Constitution and Bylaws and elect officers. We are currently refining the amendments and once that is done I will submit a copy to Presbytery through the Moderator and Stated Clerk. At that time we will also be submitting the proposed amendments to all of local churches women's ministries so that they can consider them carefully prior to the November meeting.

I am open to being contacted by any woman, pastor or ruling elder if anyone

(Synod 2018 approved) That each presbytery consider appointing an alternate representative to Synod’s Committee on Nominations in the event that the chairman of a presbytery’s committee on nominations is not able to attend Synod’s committee meeting (and) That presbyteries consider making recommendations for service during their fall meetings.

Benefits (Synod 2018 approved) – That presbyteries direct their congregations to enroll and pay premiums for all eligible employees to participate in the life, accidental death and dismemberment, and long term disability plans AND that presbyteries direct all their churches (except Canadian Presbytery) to offer General Synod medical and dental insurance coverage to all eligible employees in compliance with the Affordable Care Act.

Bonclarken (Synod 2018 approved) - That General Synod encourage all presbyteries, boards, and churches to encourage and assist their members in attending the various camps/conferences/retreats hosted by Bonclarken during the year.

ONA (Synod 2018 approved) – That each presbytery be encouraged to refer the findings of the Life way/BGCE/ONA study, “Ten Factors That Predict Small Church Growth Through Evangelism” to each of their congregations for consideration, application and encouragement;

That presbyteries encourage churches to utilize the MissionInsite tool and ONA training as a source of important and accurate information about their community so that they may develop a strategic ministry plan to reach their communities for

Christ; That churches and presbyteries be encouraged to set aside time to specifically pray for

congregational and personal evangelistic fervor, church planter recruitment and intentional church vitality within the ARPC. (With special prayer emphasis coinciding with the monthly devotionals; March-Multi Cultural ministry, June- Faith in Action and September- Evangelism.);

That Synod encourage churches and presbyteries to use the Korean ARPC ASK council when needed.

SYNOD 2019 REGISTRATION – Online registration for Synod 2019 will be open starting Sept 21, 2018. It is

important to register and reserve travel and lodging early. The Special Committee on 2019 Concurrent Synods
