growthinQuito,thelargestcityinEcuador.Quito,towhichwewill
travelforaweek,isgrowingrapidly.TheonlysourceoffreshwatersupportingQuitoandsurroundingterritoriesistheshrinkingicecapsonthevolcanoesthatsurroundthecity.Thisisnotaregionalplanningexercisebutafine-grainedexplorationofdesignedchangestothepublicrealm.
TheintentofeachteamsproposalwillbesupportedbyadetailedstudyoftheconditionsalongatransectfromthePinchincha,thevolcanodirectlyoverQuito,downtoTena,intheAmazonrainforest,wheretheNapoRiverendsQuito’slandreach.Thereciprocitybetweenthecity’sneedforawaterinfrastructureandhowthatformtransformstheshapeofthecity,isthesiteforengagement.AsintheexampleofanIndianstepwellatthecenterofaRajastanivillage,eachteammustproposeboththeinfrastructurerelatedtowaterandasocial,political,orculturalinstitutionassociatedwithitsmanagement,andthenspeculateonhowthesechangeswillpositivelydeterminethecityin50years.
CourseDescription: Theamountofnewconstructionaroundtheglobeinthelast
twentyyearsstaggerstheimagination.LandinginPanamaCity,forexample,youseeanewlyman-madelandscape(composedofalterationsateveryscale)stretchingintotheskyandtothehorizon.Littleofitwasthereaquartercenturyago,andalmostnoneofitiscohesivelyimagined.ThesameistrueofSanPaulo,Austin,Berlin,Beijing,Melbourne–andQuito.Everywherethisdevelopmentistiedtoalooseningofstrictures—onlending,zoning,planning,approval,oversight,tradition,propriety,politicalfinancing,environmentalimpact,andqualityofconstruction—andatriumphantinternationalrealestatemarket,towhich,let’sbeclear,architectureandlandscapearchitecturehavewillingly(mostly)beenhandmaidens,theirvoicesincreasinglymuteormarginalized.
It’sperhapsthescaleanduncertaincontrolofthisdesperate,blindimpulsetobuildthatmakestheconsequencetoyouasarchitectandlandscapearchitectsoprofound.Youcanproudlyworkalldayontheperfectdetail–adoorjamb,adry-stackedretainingwall–thenwalkhome,eyesopentotheever-metastasizingworldactuallyhappeningaroundyou,andwonderif,really,gooddesignatthescalewe(mostly)serveortheimpactwe(mostly)havemakesanydifferenceatallbeyondtheinternaldiscussionsofourfields.
Butithasalsoregularlybeenthecaseinourhistoriesthatthedesigndisciplineshavenotmerelybeenserviletowhatis,buthavealsoservedbyspeculatingradicallyonwhatshouldbe.Thesespeculationshaveoftenhadprofoundconsequence(asin,say,TonyGarnier’sUneCitéIndustrielle),orhaveatleaststoodasevidenceofprinciple(asin,say,theworkofJohnHedjuk).Thisstudioasksyou–

Thespecificmeansforthisspeculationis,asdescribedinthebriefabove,theproposalofwaterinfrastructureandrelatedinstitutions:thediscreteconstructionsthatwill,bytheconsequenceoftheirorderandpresence,determinethefuturelandscape.Institutionsandinfrastructurearelikechickenandegg:neithercomesfirst–andneitherisexclusivelythedomainofeitherdiscipline.Inyourdesigns,theymustbefundamentallylinkedasoneproposal–theinfrastructurebegetstheinstitution;theinstitutiondemandstheinfrastructure–andforthesakeofthisstudiotheymustbepublic.ThesubjectforyourspeculationtheroleofwaterinthefuturegrowthofQuito,bothwithinitscurrentlimitsandwithout.Thespecificsiteisthetransectlinethroughtheexistingcityeastward,fromthePinchinchavolcano,whichtowersoverthecity’swesternedge,intotheAmazondrainagetotheeast.Allofthislandiscurrentlythesubjectofrealestatespeculation,muchofwhichisfinancedbyyetotherkindsofspeculation:oilintheEcuadorianrainforest,mostly,butalsointernationalcurrency(EcuadorusestheU.S.dollar,whichmakesitahavenformoneytogotoground).Quito–whichwewillvisitforjustoveraweek–ishometothemostintactSpanishColonialcityintheWesternHemisphere.Thatoldcity(thefirstUNESCOWorldHeritagesite)isnow,ofcourse,onlyasmallpieceofavasturbanexpanse—1.6millioninhabitants—growingeveroutward.Overthelastfewhundredyears,Quito’sexpansionoccurrednorthandsouthalonganarrowhangingvalleyoriginallysettledbytheInca.Thatvalleyisdistinctlydefined,boundonitslong,steepwestandeastsidesbythePichinchavolcanoandanupliftridge,andonitsnarrownorthandsouthendsbymountainsandan(essentiallyuninhabitable)valleythatprotects
thecityfromtheashofthemassiveandiconicCotopaxivolcano,visibletothesouthofthecity.
TheSite: Quito’sgradualnorth/southexpansionwastraditionallydefinedby
largeandiconicmonumentsandmonumentalbuildings,alternatingwithandpublicvoids–squaresandparks–thatoncegavethecitybotharhythmicscaleandaphysicalidentity.Butthecurrentexplosivegrowth,drivenbyanenergyeconomy,continuedmovementfromcountrytocity,foreigninvestment,etc.,lacksanyplanthatrespectsthatolderorder,andsuchaplanmaynot,infact,bepossible.
Thereareseveralreasonsforthis.First,thegeophysicallimitsthatdefinedthetraditionalcity’sdomainhavebeenreached(anewsubwaylinehasjustbeencompletedalongitslength:expandingthisfurtherisconsideredirrelevant).Butthecitywantstogrowevenfaster,asmoneypoursintodoso.Second,anew,biggerairportwasrecentlycompletedinthelarge,adjacentvalleytotheeast,whichhasrealignedhowthecityoperates.Thisvalleysitsatloweraltitude(theIncatendedtobuildabovethemalarialine),whereitisoftenlesscloudy.AircraftapproachedtheoldairportbydescendingalongthelengthofQuito,whichrestrictedbuildingheightstoavoidcollisions;nowthatrestrictionhadbeenlifted,andanewscaleofconstructiondwarfstheoldorder,astowerssprouteverywhere.Third,arapidlyexpandingupper-middle-classinQuitohasbroughtwithitadesiretoconsidercitylifeinadifferentway,whichhasbroughtaboutmassivesuburbanization.ThishasoccurredtotheeastofQuito,inthesamevalleyinwhichthenewairportwasbuilt(growthtothewestislimitedbytheseverityofthemassivePinchincharidge,whichalsoregularlyeruptsonitswestface).Thatvalley,centeredaboutthetownsofCumbayaandTumbaco,israpidlytransforminginaquilt-likepattern,asitshaciendas–large,family-heldagriculturalestates–arebeingpurchasedandsubdivided.Thoughmuchofitisstillagricultural(Ecuador’smostlucrativeproductafteroilandbananasisroses,whicharegrowneastandsouthofQuito,andshippedaroundtheworld),sotoowasmostofoldQuito.LiketheHillCountrywestofAustin,thisareawillsoonbecity.TheeasternedgeoftheCumbayavalley(onthefarsidefromQuito)isformedbythelastridgeoftheAndes:beyondthat,theslopeoftheAmazondrainagebegins.Whilethisarea(whichwewillvisitfor3days)isstillmostlycloudandrainforest,ittooisinthepathofQuito’sspeculation,connectedbyamajorhighwaythroughthePapallactapass,wherethereisapopularhotspringsspa.Atthebottomofthatlongslopeareaseriesoftowns,likeTena,thatmarktheeasternlimitofQuito’sterrestrialreach.HeretheNapoRiver
beginsthesystemofwatermovementthat,streamingdownintotheAmazondrainage,actsasthehighwayforthepetroleumindustryfromwhichmostofQuito’swealthisderived.ButoilisnottheonlysourceofrevenueorspeculationinEcuador.Eco-tourism(andbirdinginparticular)isthethirdhighesteconomicsectorafterpetroleumandagriculture,andgrowing.Thisisaconsequenceofanumberoffactors.First,therangeofnaturalenvironmentsisastonishinglybroad,fromtheAmazondrainageuptotheAndes,thendowntothePacificslope,andouttotheGalapagos.Second,unliketemperateregions,equatorialeco-systemstendtoberemarkablystabile(daylightlengthisthesameallyear,andtemperaturerangeislimited),whichmeansspeciesdiversificationoffaunaandfloraisveryhigh,withatendencytowardsspecialization(and,thus,fragility)inevolution.Finally,andcrucially,onedirectconsequenceoftheseeco-systems’specializationistheirfragility.Ecuadorisoneofthefewcountriesintheworldinwhichtherightofnaturetoexistisguaranteedinthefederalconstitution,andthisistrueofcityspaceaswell.Allofthisgrowthis,ofcourse,madeproblematicbytheneedforfreshwater.Quito’swatersupply,andwaterreserve,iscontainedintheicecapsonthesurroundingvolcanoes.Theseicecapsareshrinkingandatsomepointtheircapacitywillbeoutstrippedbydemand.ThisisnottheonlywaterdilemmaQuitofaces.MuchofthedrinkingwaterinQuitoisboughtinplasticbottles.Thecitydoeslittletoreclaimwastewater.Ithasnopublicspacerelationshiptotheriversthatdocoursethroughit(theSpaniardsalreadypavedovermajordrainagesbeginninginthe1500’s).Volcanicashcanquicklycausetheentirestormsewagesystemtoclog(whenthePinchinchaerupts,peoplequicklytaketothestreetswithbrooms).
TheAssignment: Giventhiscontext,theassignmentforthisAdvancedDesignStudio(inwhich,again,youwillbeworkingin2personteams)has,asitssubject,water.Thoughwaterconveyance,collection,treatment,andstorageisoneissue–andyouhavetoconsiderwatercollectioninsomeform:rainwater,surfacesheetflow,groundwaterfromspringsorwells,reclaimedwastewater–itisnotlimiting.Theprojectmightariseconsideringthetransportationofwaterfromelsewhereacrossyoursitebypipelinesoraqueducts(theopportunitieswillarisebyelevationandorientation).Inaddition,youhavetoconsiderwastewaterreclamation,newwastewater,erosion,flooding,humansafety,waterquality.And,really,thesetechnicalconcernsarethemeansbywhichtoaddressamorefundamentalproblem:theformationofthepublicrealm.Theprojecthasthreesimplevariables.
Thefirstvariableisthelocation.Teamswillsubdividetheterritoryintodistinctunitsrelatedtowaterandthenclaimaunitforchange.Thesecondvariableistheprogram.Eachteammustidentifyasocial,politicalorculturalinstitutionrelevanttothepurpose,presence,andphenomenonofwaterinthesiteandcity.Eachteamwilldevelopaspecificfunctionwithregardtothislargerprogrammatictrajectory,thengiveformtoalltheconstituentpartsthatadvancetheinstitutionalmissionandbetransformativeoftheunitsselected:anexampleofwhichisastepwell,which,whileguaranteeingasupplyofcleandrinkingwater,alsoservesaspublicspace,theater,palace,laundry,publicoffices,etc.ThefunctionmustbecommensurateinscalewithwhatisexpectedofanAdvancedStudio(i.e.,largerthanapoolorspa!).Thatsaid,functioninthisstudioisNOTthejustificationforform.Sustainability,asyoushouldbeaware,ispartlyresponsibleforthisapproach,astheideaofprogram-drivenform—thathallmarkoftheModern—slipsintothepast.Sustainableurbanconsequenceisthejustificationforforminthisstudio.Thethirdvariableistime.TheproposaloftodayestablishestheQuitoof2070.TheexpansionofQuito,mustbebeautiful,andteamsmustdemonstratewhatwillbe.That’stheactualdesignproblem.Thisprojectisdrivenbyculturalidentityandtheoriesofvalue,notprogram.Itisspeculative,andmeanttobepartofalonghistoryofinfluentialproposals,whichincludesthespeculationsofPierodellaFrancesca,Boullée,Ledoux,Garnier,Melnikov,Tatlin,Speer,Taut,LeCorbusier,Wright,Archigram,SuperStudio,Krier,andOMA,amongmany,manyothers.Youmustplaceyourprojectinthathistory.ThestudiowillbeassistedbyProfessorMariaIsabelPazattheUniversityofSanFranciscoinQuito[USFQ],whowilljoinusformanyofthedailytripsinQuito.
