Welcome to the Fall & Winter 2014/2015 edition of the Municipal Guide, developed by Community Services. In this edition you will find information on the offered fall and winter events and programming - details on our sponsored skating and swimming programs and ideas on how to stay active as the snow falls. You’ll also be sure to find helpful information from Development Services, Treasury and of course the Public Works Department.

What an incredible summer. I’d like to extend a thank you

to the residents of Saugeen Shores who make this commu-

nity truly welcoming for our seasonal visitors. Residents,

business owners, accommodators – what a great season

you have provided us with. Thank you.

Port Elgin Main Beach had special visitors this season. Two adult Piping Plovers were

discovered in June and four eggs had been laid on the north end of the Port Elgin Main

Beach. These eggs hatched in July to reveal healthy Plovers. The Piping Plover is an

endangered species who have been reported in Sauble Beach, Wasaga Beach and now Port

Elgin. The Ministry of Natural Resources protected the eggs during incubation and monitored

the birds throughout the summer. Thank you to residents and visitors for respecting the

Plovers’ space.

Once again, the Town had arranged and found sponsorship for the Bandshell Concert Series -

which took place every Sunday night. It is always delightful to see so many people out enjoy-

ing these concerts at the Emmett McGrath Pavilion and the new Fairy Lake Rotary Pavilion -

another wonderful tradition in Saugeen Shores.

Park Project Updates

Fairy Lake Rotary Pavilion

The Town of Saugeen Shores is thrilled

with the new Fairy Lake Rotary Pavilion, in

Southampton. This project was the result

of funding received through Ontario

Trillium Foundation, Southampton Rotary

Club and the Town of Saugeen Shores.

The Construction Co-op Class of Saugeen

District Secondary School made the plans

on paper a reality for the community.

Thank you for your commitment and

dedication to this project.

New Trail in Southampton

You may have had the chance to explore

the new trail developed between the flag

in Southampton and Pioneer Park. This

accessible trail has not yet been named

but is certainly being enjoyed by residents

and visitors.

A naming survey has been completed and

a name will be presented to Council for

approval shortly.

The trail includes a bridge which has been

graciously funded by the Southampton

Rotary Club. Thank you Rotarians for your

continued support and dedication to the

betterment of the community.

Parks & Trails

Utilizing Trails & Parks Year Round

The Town of Saugeen Shores has great pride in the naturally beautiful trail system. The community support

from volunteers, committees and residents amongst the trails continues to be exceptional.

The trails in Saugeen Shores are designed to be used all four seasons of the year. As the weather changes,

the trails maintain their beauty. Whether snow shoeing, jogging, biking or cross country skiing, residents

and visitors of Saugeen Shores are encouraged to explore the back yard of the Town of Saugeen Shores.

Tips for the Trails

Take nothing but photographs, leave nothing but thanks

No motorized vehicles

Respect private property

Stick to the right of the trail

Respect other trail users

If stopped moved off to the side of the trail

Allow others to pass on the left of you

Keep pets on leash at all times and obey Poop & Scoop By-Law

Keep an eye on your children while using any of the trails

Travel at a safe speed

REGISTRATION for Programs/Events

Online registration for Fall /Winter programming will

be available Sept 3rd, beginning at 12am. To register

online, users will be encouraged to visit

www.saugeenshores.ca and select the

“Online Registration/Reservations” button.

First time log in:

User will be prompted to create their profile,

including address, contact information and if

choosing, add family members to their

profile

Aquatic and dry land programming will be ac-

cessible for search, selection and registration

Payment can be accepted online, in form of

credit card (MasterCard, Visa, American

Express)

Receipts will be emailed to your attention and

stored within the online registration system

FACILITY RESERVATION REQUESTS for

Functions/Events

Requests for facility bookings will be available

online, beginning winter of 2014. The requesting of a

facility, using online services will be quick, easy and

direct to our Facility Booking Coordinator for approv-

al.

Similar to the registration component, users will

need to develop an account during their first log in.

Requested reservations will be confirmed through a

permit, developed by the Facility Booking

Coordinator.

Learn to Skate (4 - 12 years) - Activity # 11889

New to Skating or looking to develop your skills? Join the Saugeen Shores

Skating Club Instructors, as they help you get your first feet on the ice or if

you are looking to brush up on your skills. This is a great way to try the

sport of skating without the intimidation of a large class size. Maximum: 10 Participants

Where: The Plex - Ice Surface When: Friday Sept 26 10:30 – 11:30am Cost: $5.00

Try Out Your Equipment (4 - 12 years) - Activity # 11875

Come to our open ice session to give your new equipment some time

on the ice, before the season starts. Our staff will be on ice to super-

vise. This is a Free program but registration is required.

Maximum: 25 Participants

Where: The Plex - Ice Surface When: Friday Oct 24th 12:00pm—1:00pm Cost: FREE

Kids Can Bake (8 - 14 years) - Activity # 12074

Why should grown-ups have all the fun? Cake Decorating for kids aged 8-14. Each student will

get to decorate and take home their own 4” cake. All supplies and cake are provided. Just

bring your imagination. Taught by Christalea Mulholland Bertin

Maximum: 6 Participants

Where: The Coliseum - Green Room When: Friday Nov 21st 1 - 3pm Cost: $40.00

Babysitters Course (11 - 15 years) - Activity # 11886

Basic First Aid and caregiving skills for youth age 11-15. Participants

learn how to provide care for younger children in a variety of age

groups and how to prevent and respond to emergencies. The

Course also offers you the training to promote yourself as a

babysitter to prospective parents. Maximum: 20 Participants

Beach Volleyball Extravaganza (8 - 12 years) - Activity # 11887

Bump! Set! Hit! Come join us at the Port Elgin Main Beach

for some Beach Volleyball Fun. With certified coaches from

the Port Elgin Beach Volleyball Club, you are guaranteed to have a blast

playing a variety of games and learning new skills!

Lifesaving Sport Fundamentals—Juniors (9 - 12 years) Activity #11862 or #12016

Athletes will work on strokes, endurance and lifesaving sport technical skills. Working with

fins, obstacles, weights and ropes, athletes will train the transitions and races performed at the

Ontario Junior Lifeguard Games. Coaches will work with athlete's strokes to improve their

swimming proficiency and endurance. Tuesday and Thursday nights are designed to work on

transitions and stroke improvement and Sunday's are designed for endurance and race

training.

Standard First Aid: This Lifesaving Society first aid program is recognized

by the Workplace Safety and Insurance Board (WSIB) and includes CPR C

and Automatic External Defibrillation (AED). This first aid program will

train you in the following areas: Learn to deal with injuries and medical

emergencies at home, work or play.

Small steps for success. You want to learn to swim but your fear of the water stops you.

Begin to feel more comfortable in the water in an environment that will assist you to learn at

your own pace.

Aquatics

Centennial Pool - General Information

Centennial Pool, located at Saugeen District Secondary School, is owned and operated by the

Town of Saugeen Shores. This 5 lane x 25 m lap pool maintains a temperature of 84 F.

Pool rentals are available, for more information contact Community Services of the Town of

Saugeen Shores at 519-832-2008.

Accessibility

Centennial Pool has an access ramp to the lobby, from the main school entrance. There are

steps for access to the pool tank.

Admittance Requirements

Children 6 years of age and younger must be accompanied by a parent or guardian who is

at least 16 years of age, and responsible for their direct supervision.

Children 7 – 9 years of age must pass a facility swim test or be accompanied by a parent or

guardian, who is at least 16 years of age, and responsible for their direct supervision.

The pool encourages all swimmers to swim with a buddy.

Those with serious medical conditions should be accompanied by an individual who is

knowledgeable of their condition and responsible for their direct supervision.

Change Rooms

Children 7 years of age or older are required to use the change room designed for their gender.

If this is not suitable, please see facility staff for appropriate accommodation.

Swimming Lessons

Centennial Pool offers Red Cross and Lifesaving Swimming classes. All classes are taught by a

certified Red Cross / Lifesaving Society Instructor. Swimming lessons are progressively evaluated

and participants who complete all of the required skills will receive a badge or sticker. If you

should have questions about your child’s progress please talk with the Deck Supervisor or

Aquatic Supervisor. Parents are welcome to stay and watch their child’s swimming lesson from

the on deck viewing. Please remove shoes before entering the pool deck, to comply with the

Health Regulations. The Centennial Pool will continue to accommodate swimming needs - if you

are not seeing what you are looking for please let pool staff know.

Regular Programming for Centennial Pool Includes:

Public Swim - pool toys and floatation aids are allowed in the shallow end. Please check with the

lifeguard on duty for approval.

Family Swim - geared to parents with young children, seniors and patrons with special needs.

Lane Swim Morning/Noon/Night – available for patrons 13 years of age or older, lanes are divid-

ed into slow, medium and fast lanes.

Aqua Fit Class - These are high energy, low impact fitness classes and allows participants to work

at their own pace/ability.

Personal Property All patrons are responsible for their personal belongings while in

attendance at the facility. The Town of Saugeen Shores assumes no responsibility for lost or sto-

len goods.

Direct Supervision Being within arm’s reach at all times. When directly supervising children,

there is a maximum of two children, under the age of 9 per guardian.

Swim Test Two widths of a recognizable stroke, without

stopping and one minute of treading water . Want to be a Lifeguard?

Aquatics can be a rewarding part time

job. It combines leadership with skill

and dedication, to safety and fun. If you

pick up a “How to be a Lifeguard/

Instructor” brochure, at Centennial

TAX & WATER/SEWER PAYMENT OPTIONS

Mail your cheque or post-dated cheques along with

your remittance stubs to Town of Saugeen Shores,

P.O. Box 820, Port Elgin, Ontario, N0H 2C0.

Pay your tax or water/sewer bill at Canadian

Banks.

By telephone or Internet Banking.

Pay by our Pre-authorized Payment Plan

service. Enrollment and authorization forms

are provided on the website and at the Town

Office.

Visit the Municipal Office at 600 Tomlinson

Drive, Port Elgin to make a cash, cheque or

debit payment in person.

After Hours Payment: Leave your cheque

payment in the envelope drop-off slot outside

the Municipal Office at 600 Tomlinson Drive,

Port Elgin.

NEW CONSTRUCTION OR ADDITION

Property owners are reminded that there is often a

delay between the time a property owner can occupy

a residence that is newly constructed or has had an

addition and when the Municipal Property Assess-

ment Corporation (MPAC) assesses the new construc-

tion or addition. MPAC aims to assess all new resi-

dential buildings and additions within six months of

occupation; however, if your new home or addition is

not assessed during the year that it was completed

and occupied, you will still be responsible for the tax-

es from the date you occupied the property.

The Assessment Act allows MPAC to assess any new

house or addition that has been omitted from the as-

sessment roll for the current and any part or all of the

two previous years. The Treasury Department pre-

pares these tax bills as soon as we receive the assess-

ment information from MPAC.

If you move into a new house or have made some

major improvements to your property, plan ahead for

the tax bill that will eventually come your way. Treas-

ury staff can assist in estimating what your tax bill

may eventually be so that you are prepared when the

bill arrives.

CANADA POST EPOST BILLING

Saugeen Shores is excited to announce that Canada

Post Epost Billing services are available for water and

sewer (utility) billing for your tax bill. This

convenient electronic billing service will enable

customers to sign up for secure on-line access to their

tax and utility bills through the Canada Post Epost

web-site. Traditional paper copies of bills will still be

produced for customers who prefer to receive their

bills through the mail.

RENTAL PROPERTIES

Owners of rental properties are reminded that it is

the property owner’s responsibility to keep the

Water and Sewer Billing Coordinator informed of

changes in the occupancy status of your property if

the utility bills are paid by the tenant. We require

signed authorization to transfer the account into your

tenants name and require either a deposit or

payment pre-authorization to complete the set-up

process.

Public Works Reminders

PUBLIC INFORMATION REGARDING THE EMERALD ASH BORER EMERALD ASH BORER

It has been verified that the Emerald Ash Borer is present in Bruce County and Saugeen Shores.

The Emerald Ash Borer attacks and kills all species of ash, except mountain ash which is not a true

ash. Emerald Ash Borer is very difficult to detect early. When infested trees are found, it’s often 1 year or

more after the attack occurred. In addition, there are several other factors affecting ash health in Ontario

which may disguise its presence.

Ash trees of all sizes are susceptible to attack. Larvae have been found in branches as small as 1.1 cm in

diameter. If not effectively controlled, the Emerald Ash Borer is expected to spread across the entire

range of ash, causing widespread tree mortality.

Emerald Ash Borer adults are metallic green, 8.5 to 13.5 mm long, and slender. The head is flattened, with

black compound eyes that cover most of the side of the head. Short antennae extend from the face, then

curve back to just past the eyes. The upper side of the abdomen is copper to purplish, and is visible when

the wings are open.

WASTE DIVERSION PROGRAMS

Styrofoam Recycling Only "Packaging Styrofoam" in clear plastic bags will be accept-

ed at the landfill. The Landfill does not recycle peanuts, food

containers, pink/blue or black construction styrofoam.

Fluorescent Bulb Recycling Household 4 ft. fluorescent tubes and bulbs are now being

accepted at the Southampton Landfill. The tubes/bulbs are

taken to a facility where mercury and other hazardous chemi-

cals are properly disposed of.

Cardboard Recycling Depots Cardboard recycling depots are located at: The Port Elgin Sewage Treatment Plant on Lehnen St. Concession 6 at Guyers Drive (Public Works Garage) The Southampton Landfill Site on the 14th Concession

Yard Composters Composters are available at the Municipal Office for residents

of Saugeen Shores.

Compost Site Yard waste is accepted at the Compost Site located on Con-

cession 14 beside the Southampton Landfill. Brush is not

accepted at the Compost Site.

Mattress & Box Spring Recycling Mattresses and box springs will only be accepted through this

program at the Landfill. There is a fee for these individual

items.

Battery Recycling Program Your household batteries can be dropped off at the Landfill

Site, Municipal Office, or the Public Libraries in Port Elgin or

Southampton. You can also recycle vehicle batteries at the

Landfill Site.

Ontario Tire Stewardship Tires can be brought to the site during regular Landfill hours

at NO COST.

Freon Units Freon units, air conditioners, fridges, freezer, water coolers

and dehumidifiers WILL NOT BE ACCEPTED at the South-

ampton Landfill unless they have been certified as Freon-free

and tagged.

Public Works Reminders

LANDSCAPING ON TOWN PROPERTY

We would like to remind all residents and contractors that landscaping on town property, requires pre-authorization from the Town of Saugeen Shores.

Please contact the Public Works Department at 519-832-2008.

Winter Damage

Neither the Municipality, nor the Snow Plow Operator will be financially responsible for any

damages to a homeowners property deemed to be on Municipal road allowance when performing

their daily maintenance operations. This includes, but is not limited to, damages involving

fencings, mailboxes, entranceways and entrance signage. There is no practical way to plow the

roads without depositing snow into driveways. Municipal staff and Snow Plow Operators

appreciate your cooperation and will continue to maintain the Municipal road system to the best

of their ability.

CALL BEFORE YOU DIG

Are you putting in fence posts, planting a tree, excavating for a pool, deck or a new

addition? Before you dig, think about what services might be buried in the ground

because what you can't see can hurt you.

Before You Dig

As a Contractor or Homeowner, you are responsible

for obtaining locates for all utilities/services prior to

digging. These services include: natural gas pipes,

telephone lines, hydro or cablevision cables and

water/sewer pipes. Ontario One Call will confirm

which utility company they provide locate services

for. You are responsible for directly contacting utility

providers, who are not members of Ontario One Call.

What is at Risk?

If you are digging by hand or excavating with machinery,

you risk damaging an underground network of services.

Having your utilities located before you dig is also the law

under the Ontario Occupational Health and Safety Act

Damaging underground services can have serious

consequences:

Personal injury

Loss of essential services, creating a safety risk

for others

Expensive restoration costs and potential legal ac-

tions

Development Services

Southampton Streetscape Plan Concerns with the social and economic viability of downtown Southampton as it continues to evolve prompted the commission of a streetscape master plan and façade improvement study. In May 2014, the Town of Saugeen Shores retained SGL planning associates and thinc design to undertake the study to examine, design and development options that will enhance the appearance, atmosphere and business opportunities within downtown Southampton. In June, we held a very successful public workshop to identify the major opportunities and constraints in downtown Southampton. We followed up with another successful public workshop in August to work through several design options. We continue to learn from input we have been receiving from the community and hope to present a final recommendation in late Autumn 2014.

Winter Parking:

You may park your car up to 24 hours on a Town street or Town parking lot, except from November 1 to March 31.

During these months you cannot park your car between 2:00 AM and 8:00 AM.

If your car is parked on a Town street or Town parking lot between 2:00 AM and 8:00 AM in the winter it will be towed at your expense.

Change of Use:

Building Permits are required when certain existing commercial uses change to a new (proposed) use as prescribed by the 2012 Ontario Building Code Compendium.

The Town’s Sign By-law regulates the type, size and location of business signs. You may be required to obtain a Sign Permit for your business. Consult us as soon as possible.

Kitchen Fire Safety Cooking has a way of bringing friends and family together, can be a fun activity, and bring out the creative side in you. But did you know cooking fires are the number one cause of home fires and home injuries? By following a few safety tips kitchen fires can be prevented!

Cook with caution!

The number one rule while cooking is to never leave your stove or cooking appliances un-attended. If you have to leave your kitchen at all while cooking, turning the power off to those appliances will reduce the risk of causing a fire.

Always be alert!

If you are simmering, baking, roasting, or boil-ing food, ensure you check it regularly, do not leave your house, and use a timer to remind yourself that you are cooking.

Keep anything that can catch fire- oven mitts, wooden utensils, food packages, towels or curtains- away from stove top.

While cooking with kids, have a “kid-free-zone” of at least three feet around the stove, and areas where hot food or drink is prepared or carried.

It is always good to keep a fire extinguisher in reach in your kitchen. Do not put an extin-guisher beside or between appliances that have a risk of catching fire. Never let a fire become between you and an exit.

Many night fires are caused by people attempting to cook, while under the influ-ence of alcohol.

Finally, test your smoke alarms regularly!!!

If You Have a Cooking Fire

Always keep a large lid near the stove when you are cooking. If a pot catches fire, slide the lid over the pot and turn off the stove. Never put water on a burning pot or try to move it to the sink.

For an oven fire turn off the heat and keep the door closed.

If you attempt to fight a small contained fire with a fire extinguisher, ensure others are able to get out, and you have a clear way out.

If not, just get out! When you leave, close the door behind you to help contain the fire.

Call 911 as soon as possible; never assume someone has done it for you.
