6.2 Regarding any additional TIDS funding available from other RRTG’s

FNQRRTG have advised RAPT that due to the scope of the Aumuller Street project Cairns Regional Council is able to absorb any additional state funding at a late stage.

6.3 State Controlled LRRS PREVIOUS ACTION REQUIRED TMR will be required to give a brief report on details of 2014/15 reseal and structures projects on the state controlled LRRS network when available. 7. 2015/16 to 2018/19 Works Program. 7.1 RRTG Board has approved the motion

MOVED Ray Kirkman SECONDED Dave Goodman That, for the 2014/15 financial year, the savings from jobs No. 264/LGSR/19 Anzac Avenue ($1,232) and No. 264/LGSR/30 Black Mountain Road ($14,249), totaling $15,491, be transferred to the highest ranked project for 14/15 - Cairns Regional Council project No. 214/LGSR/23 Aumuller Street, and that the 15/16 financial year expenditure amount would decrease by the same amount. Aumuller Street 14/15 allocation would increase from $316,500 to $331,991 and the 2015/16 financial year allocation would decrease from $583, 500 to $568,009.

Northern Australia Infrastructure Facility The Commonwealth is establishing a $5.5 billion Northern Australia Infrastructure Facility over five years, which will aim to help promote private sector participation in major infrastructure for economic development in the North, by providing concessional loans to incentivise the development of major projects ie: in Joe’s words - construction of ports, pipelines, electricity and water infrastructure. The loan facility will be open for applications from 1 July 2015, with $8.5 million provided to Department of Treasury over five years from 2015-16 to engage expert advice on the appropriate eligibility criteria and governance for the proposed facility. The cost of the Government’s borrowing to finance the loan facility has an impact of $138 million over three years from 2016-17. This measure will form part of the Government’s White Paper on Developing Northern Australia. Northern Australia Infrastructure projects pipeline The Government will provide $3.7 million over four years from 2015-16 to develop a new infrastructure project pipeline which will be informed by the priorities identified in Infrastructure Australia’s Northern Australia Infrastructure Audit. This pipeline will be developed by the Department of Infrastructure and Regional Development in consultation with northern jurisdictions, and will provide business and jurisdictions with information on potential roads, rail, water, electricity, ports, airports and communication projects. This project pipeline will also form part of the broader National Infrastructure Construction Schedule, complementing Infrastructure Australia’s national infrastructure priority list, and relevant state and territory infrastructure plans.

7. 2014/15 Works Program – Progress Review

7.1 Roads & Transport Alliance TIDS: David Hamilton provided updated expenditure figures at the meeting. DH advised that the TIDS expenditure is at 77% with the inclusion of invoices submitted to date Council representatives provided a progress update for 2014/2015 RTA TIDS projects at the meeting – see table below.

Val Shannon from Mareeba Shire Council advised that MSC projects No. 264/LGSR/19 Anzac Avenue and No. 264/LGSR/30 Black Mountain Road that there were budgetary savings from the projects to the value of $14,259 for Anzac Avenue and $1,232 for Black Mountain Road. ACTION REQUIRED As there were no scheduled meetings of the RRTG Board until Monday 1 June, Steve Cosatto to forward “flying minute” to RRTG Board members. ACTION REQUIRED Steve Cosatto to amend the 14/15 and 15/16 works program accordingly and advise TMR of the changes to the works program values. Cairns identified that if any similar circumstance should arise, i.e. other projects from Council’s are underspent the same process could be utilised (Cairns Regional Council project No. 214/LGSR/23 Aumuller Street increased in 14/15, and that the 15/16 financial year expenditure amount would decrease by the same amount). CCRC identified that it was possible that there would be under expenditure on Shrocks Bridge Project.

8. 2015/16 to 2018/19 Works Program

Steve Cosatto advised that at the RRTG Board meeting the 2015/16 to 2018/19 Works Program was endorsed.

9. Update from the Roads & Transport Alliance

9.1 2014/15 RTA TIDS Expenditure FNQ RRTG expenditure end of February 2015, showing approximately 77% claimed. Refer item 7.1

9.2 Operational Review Jo Lencz advised that the RATB arrangement with Huelin Consulting group had ceased and that the RATB would continue the review in house at this stage no timeline had been set.

9.3 ATSI Councils in the RTA Jo Lencz advised of the formalisation of Yarrabah Aboriginal Council membership to the FNQRRTG. ACTION REQUIRED Jo Lencz to email Jaime Guedes, WWASC, confirming that 14/15 allocation may be utilised for planning and scoping works. ACTION REQUIRED Steve Cosatto, to organise a RRTG workshop with Yarrabah and Wujal Wujal representatives.

9.4 RTAB update

Jo Lencz advised that the RTAB anticipated an announcement from the State Government regarding a possible increase to TIDS funding allocation and would confirm as soon as the RTAB receive official notification.

General discussion regarding what would be required by councils and the RRTG TC in the event that there was an increase in TIDS funding in the 15/16 fin yr and or 16/17 fin yr and the need for councils to be prepared to discuss options at the next Technical Committee meeting in Atherton. ACTIONS REQUIRED Jo Lencz to advise FNQRRTG of any confirmed increases in TIDS allocation. In the event that the FNQRRTG receive official advice

o Steve Cosatto will forward Project Prioritisation Tool (PPT) to councils. o All councils to review their work programs 15/16 and 16/17 to gauge their ability to

increase capacity should funding permit. o Councils to populate PPT with the additional projects that they wished to be considered

by the FNQRRTG TC, for consideration at the next FNQRRTG TC meeting Friday 22 May Atherton.

12. Inland Queensland Roads Action Plan (RDA) The Inland QLD Roads Action Plan Working Group requested from each of the 40 councils represented in the Working Group’s scope in principle support by Friday 13 March for payment of $5,000+ GST for the development of the Inland Queensland Roads Action Plan. Mayor Peter Scott on behalf of the FNQ RRTG advised the Inland Working Group that as a group FNQRRTG would provide in principle support for the payment of $5,000 + GST, although it was acknowledged that individual councils within FNQ would wish to contribute the full in principle support requested. To date those councils have been Croydon, Etheridge and Tablelands.

13. Training LGAQ Diploma of LG Administration (Asset Management)

Steve Cosatto advised that the first block of three days had been completed and that there had been extremely positive feedback from participants. The course had focused on LG financial responsibilities regarding AM linking with Community, Corporate plans and annual reports.

14. 2014/15 Capability Agreement & Action Plan – Progress Review Steve Cosatto advised that amendments had been made see Capability Agreement & Action Plan document attached for amendments.

Steve Cosatto provided an update to Regional procurement on behalf of Amanda Hancock. Regional Reseal arrangements 14/15 and 15/16. Initiatives from Regional Procurement committee:

o Regional registers, Arrangements being reviewed for possible collaboration;

o Ready mix Concrete, o Provision of External Labor hire services, o RPC and Storm Water Pipes, o NDRRA Road Works Services.

18. General Business: 18.1 James Stewart from Hinchinbrook Shire Council (HSC) raised matter of maintenance

of unsealed roads within HSC

Strategy for maintaining the unsealed networks. Total Network to be maintained vs rates base Inspection frequency (based on road hierarchy, monthly, quarterly, etc.) Defect collection methods (paper, tablet software) Defect information collected (pick up each defect vs rating ride-ability of road

segments) Determining treatment (at what point is a med grade warranted over a heavy

formation grade, re-sheet)

During general discussion on the topic it is apparent all councils face difficulties with the maintenance of unsealed roads and had over time developed their own Asset Management framework on the matter. James advised he would continue discussions with TC members after meeting. ACTION REQUIRED Where able councils to provide unsealed road data to FNQROC or direct to James Stewart.

Notification to Local Governments re upcoming Transport Infrastructure Contract - Sole Invitation Dear Local Governments, Department of Transport and Main Roads (TMR) will be replacing the current Roads Performance Contract (RPC) with the Transport Infrastructure Contract – Sole Invitation (TIC-SI). The TIC-SI is expected to be released in the second half of 2015. Please forward this email to everyone in your procurement, design, and capital works units for their information. As you are probably aware, TMR has many different standard contracts for the procurement of roads and bridges. Some of these contracts originated in the late 90s and have evolved over time. It can be very time-consuming to maintain everything and to keep all contracts up to date. In order to improve efficiency, TMR has begun in 2014 conceptual work with our industry partners around improving the overall infrastructure procurement process and contract types. We have sought improvement ideas from the users of our infrastructure contracts including TMR districts, contract administrators, construction contractors and design consultants. We have also decided to extend our infrastructure contracts to a broader level, to incorporate not just roads and bridges but also marine and busway projects, and furthermore to review usage and determine exactly what was really needed. As a result, the Transport Infrastructure Contact (TIC) was initiated and some key changes include: • Common clauses across different contract types captured in a generic base contract conditions; • Revised contract clauses to reflect policy/legislative changes and current industry best practice; • Generic base contract conditions with infrastructure-specific provisions included in a clause bank; • Potential for marine and busway provisions to be added to clause bank increasing versatility of the contract; • Reduced duplication of contract requirements;

• Strengthened commitment to relationship principles; • Existing forms simplified to be more user friendly; and • New templates developed to cater for contracts of different needs. The TIC is a suite of contract types and will include the following: • Transport Infrastructure Contact – Construct Only (TIC-CO) • Transport Infrastructure Contact – Sole invitation (TIC-SI) • Transport Infrastructure Contact – Design & Construct (TIC-DC) The first phase of the TIC implementation commenced in April 2015, with the introduction of the TIC-CO which went live on the TMR internet site and Works Management System (WMS). The TIC-CO replaces the current Road Construction Contract (RCC). Positive feedback was received from users and industry.
