According to the Ministry of Fi- nance, the necessary gazette notification has also been is- sued today. While launching the Faceless Assessment and Taxpayers' Charter as part of "Transpar- ent Taxation - Honoring the Honest" platform, Prime Minis- ter Narendra Modi on August 13, had announced the launching of Faceless Appeals on September 25 on the birth anniversary of Pt. The economic offences watchdog attached the proper- ty worth Rs 127 crores in Lon- don, United Kingdom, under the Prevention of Money Laundering Act in the Yes Bank scam case. According to ED officials, the property was purchased by Kapoor in 2017 for 9.9 million pounds (Rs 93 crores) in the name of DOIT Creations Jersey Limited, wherein accused Kapoor is the beneficial owner. Kapoor was arrested by the investigative agency on March 7 in the matter. The Central Bureau of In- vestigation and the Enforcement Directorate have already filed charge sheets against Kapoor and other accused persons in connection with the Yes Bank-DHFL scam and money laun- dering case being probed by the two probe agencies respectively. The traffic came to standstill at vari- ous points as farming community observed complete bandh to sup- port their demand of roll back of contentious bills. As per reports available the agitation was said to be peaceful as no untoward inci- dent was reported from any place. The Punjab bandh call is get- ting support from government employees' unions, singers, com- mission agents, labourers and so- cial activists. Shops, commercial establish- ments and vegetable markets at many places remained shut. Shop- keepers have been appealed to keep their shops shut in support of farmers. Farmers on Thursday had started a three-day rail rook stir against the Bills and squatted on tracks in parts of the state. Chief Minister Amarinder Singh had said the state government was with them in fight against the Bills and no FIR will be registered for the violation of Section 144 of the CrPC, which bars assembly of more than four people at a place. As many as 31 farmers' organisa- tions came together for a complete shutdown of the state. Among farmers' unions supporting the bandh call are the Kisan Mazdoor Sangharsh Committee, Kirti Kisan Union and factions of the Bharatiya Kisan Union (BKU). Buses of the state-owned Pepsu Road Transport Corporation (PRTC) remained off road in Pun- jab on Friday. Farmers can sell their produce as per his choice." The Prime Minister appealed to all BJP karyakartas to reach out to farmers on the ground and in- form them using simple language about the importance and intricacies of the new farm reforms and how these will empower them. According to the CEC, the date for issue of notification for the first phase will be October 1, last date of nomination is October 8, scrutiny of nominations October 9, last date for withdrawal of candidature October 12, and date of polling will be Octo- ber 28th. The counting of votes, for all phases, will be on November 10. For the second phase, the date for issue of notification is October 9, last date of nomination is October 16, scrutiny of nominations October 17, last date for withdrawal of candida- ture October 19, and date of polling will be November 3. In the third and final phase, issue of notification on October 13, last date of nomination is October 20, scrutiny of nominations October 21, last date for withdrawal of candida- ture October 23, and date of polling will be November 7. "Assembly elections in Bihar will be conducted in three phases. In the first phase 71 constituencies in 16 districts will go for polls, it will be held in approximately 31,000 polling stations. In the second phase, 94 As- sembly constituencies in 17 districts will go for polls, with around 42 thousand polling stations. In the third phase, 78 constituencies in 15 dis- tricts, it will have approximately 33.5 thousand polling stations," Arora added. The CEC also said that the need for holding Assembly elections was being felt even during the crisis phase. Around 15 lakh COVID tests conducted in single day NEW DELHI: India has scaled a historic peak in the fight against COVID-19--for the first time, a record number of nearly 15 lakh COVID tests were conducted in a single day, said the Ministry of Health and Family Welfare on Friday. "With 14,92,409 tests conducted in the last 24 hours, the cumulative tests have touched nearly seven crore (6,89,28,440). This exponential surge in the daily testing capacities strongly demonstrates the determined escalation of the testing infrastructure in the country. The last one crore tests were conducted in merely nine days. The Tests Per Million (TPM) stand at 49,948 as of today," said the Ministry in a press statement. It said, evidence has shown that higher numbers of test- ing subsequently lead to lowered positivity rate. States that are testing the highest numbers are also reporting a gradual decline in the positivity rate. The national cumulative pos- itivity rate stands at 8.44 per cent today. AGENCY MUMBAI, SEPT 25 Reliance Jio has partnered with Panasonic Avionics Corporation subsidiary, AeroMobile, to launch India's first in-flight services for JioPostpaid Plus users allowing them to stay connected with voice and data services on flights while travelling abroad, a company statement said here on Friday. According to the statement, the in-flight services will be available to Indians when they travel abroad for now and will be available for all Jio customers once the services are available in the In- dian airspace. "As the first Indian operator to launch an in-flight roaming bundle, this proposition further cements Jio's position as a market innovator and a tech- nology leader, with a highly competitive of- fering that brings more value and a greater ex- perience for its nearly 400 million-strong user base," said Re- liance Jio statement. GOHANA, SEP 25( ): Seats have been reserved for sarpanch posts in gram panchayats of Gohana and Kathura and Mundlana blocks. Through the chairmanship of SDM Gohana Ashish Kumar, seats have been fixed for general category women and scheduled caste men and women for sarpanch posts. The draw was organized on Friday to reserve seats for the sarpanch posts of gram panchayats of the three blocks in Gohana tehsil. SDM Ashish Kumar said that seven seats have been reserved for Scheduled Castes under Gohana section, out of which three seats are for women and four seats for men. Nayaat and Jolly and Bhainswal Kalan Mithan have been reserved for scheduled class women. Similarly, Sargathal, Rabdha, Bali Brahmin and Garhi Ujale Khan have been reserved for the Scheduled Caste men. He said that nine seats have been reserved for general category women including Bilbilan, Garhi Sarai Namdar Khan, Kasandi, Khedi Damkan, Moi Hooda, Nagar, Putthi and Gamdi and Kailana Khas. The sarpanches of the remaining gram panchayats are kept unreserved. SDM said that in Mundlana section also, reservation of seats on sarpanch posts of gram panchayats has been done in this way. Besides this, an ultra modern ricemill will also be set up by Hafed at acost of Rs 12 crore in this area, so asto assure that farmers do not have togo elsewhere to sell this variety ofpaddy. The Minister further informedmedia persons that Delhi-AmritsarExpressway which is under construc-tion will pass through this assemblyconstituency, therefore as per ChiefMinister's vision, the State Govern-ment has decided that along with thisExpressway, a new industrial ModelTownship (IMT) will be developed.This will provide employment oppor-tunities to local youth along with in-vestment.

The farmers expressed their anger by jamming theroad near village Ramba on Indri Yamunanagar road, in whichemployees and workers collaborated, but the movement hadmixed effects. "Weexamined whether conditions amenable tolife could exist deep underneath the sur-face of rocky objects like the Moon orMars at some point in their histories andhow scientists might go about searchingfor traces of past subsurface life on theseobjects," said Lingam, the lead author onthe research. "We know that these search-es will be technically challenging, but notimpossible." One challenge for researcherswas determining the potential for the exis-tence of water where there appears to benone. "Surface water requires an atmos-phere to maintain a finite pressure, withoutwhich liquid water cannot exist. However,

when one moves to deeper regions, the up-per layers exert pressure and thus permitthe existence of liquid water in principle,"said Lingam. "For instance, Mars does notcurrently have any longstanding bodies ofwater on its surface, but it is known to havesubsurface lakes." The research analyzesthe "thickness" of the subsurface region--

where water and life might exist in princi-ple--of the nearby rocky objects, andwhether the high pressures therein couldrule out life altogether.

According to Loeb, the answer isprobably not. "Both the Moon and Marslack an atmosphere that would allow liquidwater to exist on their surfaces, but thewarmer and pressurized regions under thesurface could allow the chemistry of life inliquid water." The research also arrived ata limit on the amount of biological materi-al that might exist in deep subsurface en-vironments, and the answer, althoughsmall, is surprising.

Houston researchershave unveiled a studyof over 5,000 genetic

sequences of coronaviruswhich reveals the pathogen'svirus's continuous accumula-tion of mutations.

The study, released onWednesday, however, doesnot conclude that these muta-tions made the virus deadlieror changed clinical out-comes. According to scien-tists, all the viruses accumu-late genetic mutations andmost of them are insignifi-cant, The Washington Postreported.

Study author JamesMusser of HoustonMethodist Hospital said thatcoronaviruses like SARS-CoV-2 are relatively stable asviruses go since they have aproofreading mechanism asthey replicate. "But everymutation is a roll of the dice,and with transmission sowidespread in the US --which continues to see tensof thousands of new, con-firmed infections daily -- thevirus has had abundant op-portunities to change, poten-tially with troublesome con-sequences," Musser said.

"We have given this virusa lot of chances. There is ahuge population size outthere right now," he added.

Several scientists fromWeill Cornell Medicine, theUniversity of Chicago, Ar-gonne National Laboratoryand Austin's University of

Texas also contributed to theresearch. The study, whichhas not been peer-reviewed,appears to be the largest sin-gle aggregation of genetic se-quences of the virus in theUS as of now. Last month, astudy by UK scientists said amutation that changes thestructure of the "spike pro-tein" on the virus's surfacemay be driving the outsizedspread of that particularstrain, according to TheWashington Post.

According to the newHouston study, the findingspointed out the strong possi-bility that the virus, whichmoved through the popula-tion, became more transmis-sible, and this "may have im-plications for our ability tocontrol it", said David

Morens, a virologist at theNational Institute of Allergyand Infectious Diseases.

Morens said it is a singlestudy and "you do not wantto over-interpret what thismeans." However, the virolo-gist stated that the viruscould be responding poten-tially through random muta-tions to such interventions associal distancing and wear-ing of masks.

"Although we do notknow yet, it is well within therealm of possibility that thiscoronavirus, when our popu-lation-level immunity getshigh enough, this coron-avirus will find a way to getaround our immunity. If thathappened, we would be in thesame situation as with flu.We will have to chase thevirus and as it mutates, wewill have to tinker with ourvaccine," Morens said.

According to the study,the virus spread in two wavesacross neighbourhoods inHouston -- firstly affectingwealthier and older individu-

als and then spreading toyounger people and lower in-come areas -- infecting sever-al Latino city residents.

Genetic data showed thatthe virus arrived in Houstonmany times, possibly by airtravel first. Kristian Andersen, animmunologist at the ScrippsResearch Institute in Califor-nia, downplayed the re-search's significance, sayingit "just confirms what has al-ready been described -- G in-creased in frequency overtime."

Andersen, who was notinvolved in the study, said asfor numerous other muta-tions, "they just cataloguethem, but we do not know ifany of them have any func-tional relevance." The studycharacterises some of thespike protein mutations as"disconcerting". Althoughthe research does not showstrong proof that additionalevolution of the spike proteinis taking place, it suggests"these repeated substitutionsprovide a hint as the virus in-teracts with our bodies andour immune systems, it maybe learning new tricks thathelp it respond to its host". "Ithink there is pretty good ev-idence that is consistent withimmunologic selection act-ing on certain regions of thespike protein," Musser wasquoted as saying.

36 more COVID-19 cases reported in LadakhLEH: Thirty-six more COVID-19 cases were reported in Ladakh on Thursday, takingthe total number of active cases to 1,022, according to the Department of Healthhere. The recovery rate stands at 73 per cent with 2,893 cured patients so far. Atotal of 41 samples have been sent to PGIMER Chandigarh for testing and 329passengers have also been tested at Leh Airport on Friday morning. Ladakh has180 COVID-19 care centres and 108 isolation facility wards for treatment. There are70 COVID-19 positive patients admitted in the state hospitals while 629 patients arehome stationed for isolation.
