Expression of Interest (EOI)

Memo no. 5-2 I 042- Bridge Date:17 February, 2013

1. The Government of the People's Republic of Bangladesh (GoB) has applied for a loan fromthe Japan International Co-operation Agency (JICA) to finance construction of three new 4-lane bridges at Kanchpur (length 397 meter), Meghna (length 930 meter) and Gumti (length1,410 meter) along the Dhaka - Chittagong National Highway (N1) adjacent to the oldbridges and rehabilitation of the existing bridges for the proposed "The Kanchpur, Meghnaand Gumti 2nd Bridges Construction and Existing Bridges Rehabilitation Project." A portionof the JICA fund will be utilized for the consultancy services. All payments for theconsultancy services will be made both in local and foreign currency.

2. Roads and Highways Department (RHO) under Roads Division, Ministry of Communication(MOC), (hereinafter referred to as 'the Client') now invites Expression of Interest (Eol) fromthe reputed consultancy firm/firms in single or in the form of Joint Venture / Association forshortlisting for the consultancy services for Detailed Survey, Investigation, Design andConstruction Supervision under the proposed project. The Additional Chief Engineer, RHO,Bridge Management Wing represents as the Client for the Project till formation of ProjectImplementation Unit (PIU).

3. As part of the services the consultant will conduct:1) Engineering / Detailed Design

a) Review of the Feasibility Studies and relevant existing reports;b) Preparation of the detailed design;c) Cost estimates based on the detailed design; andd) Financial analysis based on the revised cost estimation and toll policy.

2) Bid Assistancea) Preparation of bidding documents; bid evaluation; award of the contract; contract

negotiation; and finalizing the contract documents.b) Prepare Revised Draft DPP of the project, if required.

3) Construction Supervisiona) Supervision of Works comprising aforementioned three components of bridge

rehabilitation and construction;b) Guidance on Operation and Maintenance measures (Preparation of Manual, Training

plan, and others) for the Client officials and outsourcing;c) Guidance on Axle load scale and weigh scale and its Control for outsourcing;d) Capacity building for Operation and Maintenance;e) Assist in the preparation of the Progress Reports and Project Completion Report,

Budget Report; andt) Other necessary supports to the Client concerned in implementing the Project.

4) Safeguards Assistancea) Environmental and Social Considerations (updating, and implementing, the

Resettlement Action Plan (RAP) , Environmental Management Plan (EMP), and theEnvironmental Monitoring Plan (EMoP), and other relevant considerations)

5) Othersa) Safety Considerations (Complying with Safety policy based on JICA policy)b) HIV/AIDS preventionc) Dispute Board (DB) assistanced) Transfer of Technologye) Assistance in implementation of Public Relations of the Project.

4. Selection will be made in accordance with the "Guidelines for the Employment ofConsultants under the Japanese ODA Loans, April 2012."

5. The Client will conduct the short-listing of interested consultant firms for the abovementioned consultancy services. The firm I JV I Association must have following previousexperiences of rendering consultancy services:a) Design of at least 100 meter long Continuous Steel Narrow Box Girder Bridges;b) Construction Supervision of at least 100 meter long Continuous Steel Narrow Box Girder

Bridges or Steel Box Girder Bridges or Plate Girder Bridges;c) Design and Construction Supervision of Seismic Retrofitting for bridge substructures;d) Design and Construction Supervision of Steel Pipe Sheet Pile (SPSP) foundation,

preferably for bridges.

6. The EOI should specially include:1) The firm's registration certificate;2) Company profile: i.e. management, no. of employee, firm's specialty, performance;3) The latest annual report;4) List of the rendered services for:

a) Design and Construction Supervision for bridges minimum 500 meter length indeveloping countries in last 15 years;

b) Design for Continuous Steel Narrow Box Girder Bridges minimum 100 meterlength in last 15 years;

c) Construction Supervision of Continuous Steel Narrow Box Girder Bridges or SteelBox Girder Bridges or Plate Girder Bridges, each with minimum 100 meter length,in last 15 years;

d) Design and Construction Supervision of Seismic Retrofitting for bridgesubstructures in last 15 years;

e) Design and Construction Supervision for Steel Pipe Sheet Pile (SPSP) foundationin last 15 years;

f) Experience of Japanese ODA Loan Projects in last 10 years;In the list, following information should be provided: Client's name, nature of services,contract amount, man-months the firm extended, duration of the service withcommencement and completion date;

5) Summary of permanent professional employees with key qualifications;6) Number of Bridge and Highway Engineers, those who belong to the firm more than a

year and average working experiences (years) of those Bridge and Highway engineers;7) Audited financial statement (Balance Sheet, Profit & Loss Account, and Cash Flow

Statement) for last 3 (three) years;

8) Average annual turnover in last 3 (three) years; and9) History of litigation in courts or any arbitration proceedings (if any)

7. The sole consultant shall be solely, and the consultants in case of the Joint Venture (JV) orin the form of association shall be jointly and severally liable for the entire performance ofthe contract.

8. Interested reputed consulting firm(s) in sole or JV are being invited to submit their EOI forshort-listing. The lead firm of JV, must have previous experience of 6.4(b) and 6.4(c) above.

9. With all supporting documents, the EOI must be delivered at or before 4.00 P.M on 31March, 2013 in sealed envelopes, marked with "The Kanchpur, Meghna and Gumti 2ndBridges Construction and Existing Bridges Rehabilitation Project" to the signatoryaddressed and any late submission will be returned (un-opened).

10. The request for proposal is expected to be issued to the short listed Firm /Firms by May,2013. The Employer will not be responsible for any costs or expenses incurred by theFirm/Firms in connection with the preparation or delivery of the I.
