Philippine Defense Secretary Delfin Lorenzana said Duterte also allowed the government to proceed with a 2014 defense accord with Washington permitting U.S. forces to be stationed temporarily at five des- ignated Philippine military camps, along with their warships and planes. Duterte had previously threatened to end military exercises with the U.S. and the presence of American forces in the country in about two years, saying the Philippines’ still ill-equipped troops have not benefited from America’s superior military. Lorenzana said he and other security officials explained to the president at a Cabinet meeting on Monday how the Philippines benefits from the annual maneuvers. “We presented to him the long years of bilateral relationship,” Lorenzana said. “The Armed Forces of the Philippines enumerated the bene- fits obtained from these exercises.” U.S. Embassy spokeswoman Molly Koscina cited the swift response of American forces after Typhoon Haiyan ravaged the central Philippines in 2013. U.S. personnel reached the area four hours after the Philippines sought help. U.S. troops, aircraft and aid, along with those from other countries, have been credited with preventing more casualties after the powerful storm struck. Haiyan left more than 7,300 dead or missing. “That can’t happen unless you have an alliance and that you train together and work together,” Koscina said. Defense department public affairs chief Arsenio Andolong said the changes in annual joint maneuvers will be discussed with American military officials led by U.S. Pacific Command chief Harry Harris Jr. at a Nov. 22 meeting in Manila. Duterte ordered assault exercises to be discon- tinued, the defense department said. Andolong said two naval exercises involving amphibious beach landing and boat raids may be stopped. A largescale exercise called Balikatan or shoulder to shoulder will be retained but will shift its focus to disaster response, humanitarian aid and counter terrorism, he said. “We still have to discuss with the Americans what form this will take as it will be modified,” Lorenzana told The Associated Press. Duterte has opposed combat exercises, saying in September that China did not want such maneuvers. While wanting to scale back engagements with the U.S. military, Duterte has reached out to China and Russia for possible deals, including the acquisition of weapons and defense assets. Lorenzana said he expected no major change in the Philippines’ treaty alliance with the U.S. following the electoral victory of Donald Trump. “Through the years, whoever wins, Democrat or Republican, the U.S. inter- est in the Asia-Pacific region has remained the same,” Lorenzana said. We do not see any change with Trump’s win.”“It has been a longstanding friend- ship that some misunderstanding and irritants along the way cannot alter in a grave way,” he said. —AP Suspected Filipino militants kidnap 6 Vietnamese sailors MANILA: Suspected Abu Sayyaf militants attacked a Vietnamese cargo ship and kidnapped its captain and five crewmen off the southern Philippine island of Basilan early Friday, in the lat- est in a wave of sea assaults that have alarmed the region’s leaders. About 10 gunmen boarded the MV Royal 16 at dawn off southern Basilan island, where the Abu Sayyaf is active, then fled with their captives in a speedboat, regional military spokesman Maj. Filemon Tan said, citing crewmen from another ship, MV Lorcon Iloilo, who provided help to the Vietnamese ship after the attack. Tan said ransom-seeking Abu Sayyaf militants are suspected in the raid. In Vietnam, the Tuoi Tre newspaper said the MV Royal 16 was on its way to Indonesia from Vietnam’s northern port city of Hai Phong with 19 crew members and a cargo of cement when it was attacked. The ship sent an alert at 3:31 a.m. when it was about 18 kilometers (12 miles) southwest of Basilan, the newspaper said, adding that six crew members were kidnapped. After the attack, the cargo ship anchored safely at Zamboanga port, near Basilan, with the remaining 13 crew mem- bers, including one who suffered gunshot wounds in the arm, the newspaper said. A Vietnam Maritime Administrationofficial confirmed the attack, but gaveno details. The Vietnamese agency hasasked regional and international anti-piracy agencies for help.

Friday’s attack happened a day afterPhilippine President Rodrigo Duterteand Malaysian Prime Minister NajibRazak discussed ways to deal with thespike in piracy incidents.

Najib said at a news conference inMalaysia that Duterte had agreed toallow Malaysian security forces to enterPhilippine waters while in “hot pursuit”

of kidnappers. “The ‘hot pursuit’ is anew development, this has beenagreed to by President Duterte andPresident Jokowi and now with me,”Najib said, referring to Indonesianleader Joko “Jokowi” Widodo. “So thethree countries will work to make it intoa new standard operating procedure.”

“I appreciate him (Duterte) becauseit’s a very practical way of us helpingeach other because we really need tostamp out this kidnap for ransombecause it is affecting the welfare, thesecurity of not only the Sabahans butalso foreigners who visit us in Sabah,”Najib said, referring to the Malaysian

state on Borneo island near the south-ern Philippines.

After flying back to the Philippines,Duterte refused to provide detailswhen asked about his discussion withNajib on the mounting number ofattacks at sea.

Duterte has said the attacks embar-rass him because the Abu Sayyaf per-petrators are based on the southernPhilippine island of Jolo, an impover-ished region where the militants holdtheir hostages for ransom.

During a recent visit to Indonesia,Duterte said he discussed possiblesecurity strategies with Widodo.

Despite talks by the three countrieson ratcheting up security, Abu Sayyafgunmen and allied militants - part of awider Muslim rebellion that has beenraging in the predominantly RomanCatholic nation for decades - have con-tinued attacks at sea this year, kidnap-ping Malaysian and Indonesian crew-men of slow-moving tugboats that aremostly pulling coal barges.

The security talks are complicatedbecause the Philippines and Malaysiahave had territorial issues, and ques-tions have arisen about how farMalaysian authorities chasing militantscan go as they approach Philippine ter-

ritory. In initial talks, the countries haveconsidered establishing a more securesea lane for commercial vessels as wellas coordinated law enforcementactions, including sea and air patrols.

Indonesia has restricted coal ship-ments to the Philippines because ofthe danger.

Although most of their targets havebeen tugboats, which are easy toboard, the militants attacked an ocean-going South Korean cargo ship for thefirst time about two weeks ago offsouthern Tawi Tawi province, near Sulu, abducting its South Korean skipperand a Filipino crewman.—AP

BATAC: The body of Former President Ferdinand E. Marcos is temporarily being kept and displayed at the Ferdinand E. Marcos Presidential Center is a museum situatedin Batac, Ilocos Norte . He died of lung, kidney and liver complications in Hawaii on September 28, 1989. In September 1993, after having been kept in a refrigerated,glass-topped coffin inside an air-conditioned crypt for four years, Marcos’ remains were finally taken to the Philippines. The body has been there ever since and his fami-ly refused to bury him other than hero’s cemetery.

The late dictator Ferdinand Marcos mayget his hero’s burial before the yearends, Malaca?ang said on Friday.

The President’s spokesperson ErnestoAbella said he could not provide a workingdate for Marcos’ burial at Libingan ng mgaBayani, but indicated that it was bound tohappen soon.

“The best we can say is it will be withinthe year,” Abella said in a press briefing onFriday.

The Supreme Court on Tuesday deniedpetitions to stop President Duterte fromallowing Marcos’ burial at the cemeteryreserved for soldiers and heroes.

According to the tribunal, the order waswell within Mr. Duterte’s prerogative as

President. Mr. Duterte earlier said he wouldallow Marcos to be laid to rest at Libingan ngmga Bayani because he was a former soldier, which under the law qualifies him to beburied there.

The decision has outraged martial lawvictims and their families, who view themove as an insult to the spirt of the 1986people’s revolution that ousted Marcos aftera 20-year rule.

They also fear that the decision wouldwhitewash Marcos’ crimes against the peo-ple.

Several petitioners, led by martial law tor-ture victims Satur Ocampo and Etta Rosales, have filed an urgent motion asking theSupreme Court to stop the Marcos family

from burying the former President at theLibingan ng mga Bayan until the magistrateshad ruled with finality on their motion forreconsideration which has yet to be filed.

The petitioners claimed that governmentofficials, led by Executive Secretary SalvadorMedialdea and Rear Admiral Ernesto C.Enriquez of the Armed Forces of thePhilippines, were already preparing for the“hasty transfer” of Marcos’ cadaver fromBatac, Ilocos Norte, to the Libingan ng mgaBayani even before the high court has yet toreceive a motion to reconsider its 9-5 deci-sion upholding President Duterte’s order tobury Marcos at the heroes’ cemetery.

Lawyer Ed Olalia of the National Union ofPublic Lawyers (NUPL), counsel of the anti-

Marcos petitioners, said the 15-day periodfor the filing of the motion for reconsidera-tion has not yet started since petitionershave yet to get a formal copy of the courtruling. Aside from Ocampo and Rosales, theother petitioners were Albay Rep. EdcelLagman and former Senator HehersonAlvarez.

“There have been reports that the prepa-rations for the interment of former PresidentFerdinand Marcos Sr., are being undertakenby respondents causing concern amongpetitioners that his remains may be hastilytransferred to the Libingan ng mga Bayanieven before the filing of a Motion forReconsideration by petitioners or during itspendency,” said Olalia. —Inquirer.net

FPSC-K holds gun handling and safety seminar

KUWAIT: FPSC-K , Filipino Practical Shooting Club Kuwait conducted a gun han-dling and safety seminar recently. Handling and safety seminar participantsinclude some Filipino Professionals Organization in Kuwait. ‘Funshoot’ was alsoone of many agendas!

DAVAO CITY: The Communist Partyof the Philippines (CPP), one of thestrongest allies of the PresidentRodrigo Duterte, advises him againstthe burial of late dictator FerdinandMarcos at the Libingan ng mgaBayani.

“President Duterte must beadvised against proceeding withsuch a plan. Such payment of politi-cal debt to the Marcoses willundoubtedly be regarded as an actof contempt against the Filipinopeople’s historic judgment againstthe Marcos dictatorship,” the CPPsaid in a statement.

Despite its good relations withDuterte, the CPP openly denouncedthe Supreme Court decision votingin favor for the hero’s burial forMarcos.

“In giving Marcos a hero’s burial,he would virtually be spitting on thegraves of the tens of thousands ofmartyrs who laid down their lives inthe struggle to end the puppet, bru-tal and rotten Marcos dictatorship,”the CPP said.

The CPP said Duterte “will bringto question his own assertions ofbeing a Leftist considering that theMarcos dictatorship is the epitome

of the anti-Left.”Even before the campaign,

Duterte has been consistent in hispronouncements of his leftist orien-tation asserting pro-people and anti-foreign intervention policies.

“The CPP advises GRP PresidentDuterte against fulfilling such anelection promise to the Marcosesmade in exchange for financial andpolitical support. For sure, theMarcoses would resent such anunfulfilled promise. But such will beincomparable to the deep indigna-tion that will be stirred among theFilipino people,” the CPP expressed.

The communist movement saidthat the Filipino people are still seek-ing for justice for all the crimes com-mitted by Marcos including his wife, children and cronies “who all invari-ably played nefarious roles underthe Marcos dictatorship.”

“If Duterte allows Marcos’ body tobe dug-up from Ilocos Norte and re-interred with hero’s burial, he wouldhave provided the Marcoses with theultimate act of rehabilitation,” theCPP said. —Iquirer.net
