1.4 Summary

Axis 1 “Environmental, cultural and infrastructural protection and enhancement of the across-the-border area”;Measure 1.3 “Development and strengthening of tourist and cultural infrastructures”;Action 1.3.3 “Protection and enhancement of the historical, cultural, architectural and language heritage of the across-the-border area”. This project aims at carrying out interventions and exchanges in the field of goods cataloguing and of protection and enhancement of the historical, cultural, architectural and language heritage of the across-the-border area.Aim of the action: Knowing, protecting and enhancing the ancient cultural heritage of the Adriatic area, by identifying both the heritage besides the Greek and Roman influences, and the one whose creation is due exactly to those influences. The project will focus on two particular periods: on the one hand, the Roman, Gothic and Byzantine Age, which will be studied and enhanced by analysing, restoring, preserving and cataloguing the archaeological finds, and particularly the antique mosaics; on the other hand, the pre-Roman Age, when the practice of commercial exchanges was widespread among the people living along the coast: this period will be studied by collecting and cataloguing literary texts.The project boasts the participation of public authorities, local authorities, Universities and research institutes of the selected areas: Italy (Ravenna, Rimini), Albania, Croatia, Bosnia Herzegovina, Serbia and Montenegro.
1.5 Objectives

It will encourage the development of a cultural orientation targeting the study of the local history of the Adriatic peoples, and the conservation and appreciation of their most important surviving artistic works. In this way it aims to raise the profile of a common historical identity for all population groups linked by their location on the Adriatic coast. It also aims to diversify the area’s tourist appeal in order to promote more sustainable tourist development in a region traditionally reliant on seaside attractions.Two historical-cultural strands will be highlighted, each with specific, distinct, objectives:
B.A.R.C.A: The objective of the project is to create a centre of excellence for the restoration and conservation of ancient mosaics. The intention is to encourage research through the construction, within the Classe Archaelogical Museum, of 10 laboratories for the recovery and restoration of the ancient remains and mosaics found in the Classe area, the Province of Ravenna and the entire Ionic Adriatic.
The laboratories will open the door to experimentation in new procedures and best practice in the restoration, conservation, and cataloguing methods of remains, especially ancient mosaics. This activity will be carried out by the University of Bologna in Ravenna and the Department of Cultural Heritage for Emilia Romagna, as outlined by the agreement signed with the Fondazione Ravennantica).
They will invite a number of academics, experts, technicians and students from the whole Adriatic area, to encourage the exchange of best practice and knowledge, and in this way promote a common archaeological and technical heritage. It is intended that the laboratories will host a staff of 30 (researchers, students, lecturers), from the University of Bologna and universities in the eastern Adriatic countries (EAC) – Albania, Croatia, Bosnia-Herzegovina, Serbia and Montenegro – who are partners in the project. So training programmes will be put in place (especially in the ancient mosaics laboratory) to create a stable scientific network between technicians and university students from the western Adriatic and the EAC involved. In particular, at least 7 operators and students from 4

universities and museums in the partner EAC countries, who for 15 days, at different periods, will study alongside students and technicians at the University of Bologna.
The specific objectives can be summarised as follows: - The creation of an international centre of excellence for the restoration and conservation of ancient mosaics at the Archaeological Museum of Classe (Ravenna), by provided the basic instrumental equipment for 9 restoration laboratories for the conservation and cataloguing of archaeological remains, and the complete instrumental equipping of a pilot laboratory for the restoration of ancient mosaics;-The communication and spread of restoration techniques for archaeological remains, especially ancient mosaics, through training initiatives within the above laboratories, study and research programmes and assistance at sites managed by EAC partner countries; - The distribution on networks of existing archaeological knowledge in the Adriatic countries, especially concerning ancient mosaics, and the expression of a common regional heritage through the involvement of EAC countries in the restoration and study activities in the laboratories during the communication stages of the project;- Raising the profile of the culture of archaeology and the protection of cultural heritage among the Adriatic peoples by promoting public awareness of ancient mosaics and their special restoration techniques through the creation of an exhibition event in Ravenna, and a number of local exhibitions in the various EAC countries;– Making archaeology a cultural tourism resource on both sides of the Adriatic.
ADRIAS KOLPOS:
The project aims to define and disseminate the characteristics of an ancient “Adriatic identity”. Taking into account the single ethnic groups, it will move from the effects of the cultural relations maintained with the Greek, change its objective to the process (or refusal?) of homologation with the Roman culture. By realising and disseminating a historical-literary research, accompanied by the study and valorisation of several harbour sites of greek age, it strives at the acquisition and the diffusion of knowledge on the most ancient vestiges and documentary traces of the coastal populations.. The Province of Rimini, lead partner of the sub-project, will have carried out its activities on its own territory as well as in collaboration with the partner of the opposite Adriatic coast. The investigations to be carried out will be aimed at scheduling the principal documentation on local cultural in pre-roman age, collecting the literature which survived from greek and roman age relative to this local culture, to catagorise – important and highly qualified operation – the cultural stratifications related to the epichorical divinities, related to the single territories which are object of the research.The collaboration between scientists and localities of both coasts of the adriatic sea and the exchange of knowledge on the local activities carried out in ancient harbour sites, will aim at the creation of a network of knowledge, source of future collaborations and knowledge exchange.The result will be reproduced in an interactive database, on the local level (between Rimini, Verucchio and Cattolica), as well in transadriatic dimension with the centres which participate to the project (in Croatia, Bosnia and Serbia). The disemination is aimed at informing the population of the involved areas on the characteristics of a common ancient identitiy, and at producing a further tourist attraction in the same territories, in order to contribute to the development of a more sustainable and diversified tourism then nowadays exist in the various sea-side ressorts which participate to the project.

B.A.R.C.A:Axis 1 of the complement of program “Environmental, cultural and infrastructural protection and enhancement of the across-the-border area” concerns interventions of principally public interest, also at the infrastructure level, related to environment integrated management, transports energy, telecommunications, territorial and cultural asset. In particular, measure 1.3 “Development and strengthening of tourist and cultural infrastructures” aims at protecting and enhancing the historical and architectural heritage, capable to produce a solid impact on across-border cooperation. This is the reason of the involvement of the Universities taking part to the project, in using innovating methods, solid good praxis and innovating management methods.The mosaic art found in Ravenna its wider expression: here was born the Christian iconology, a mixture of symbolism and realism, of roman and Byzantine influences. Still nowadays this art is alive in schools and workshopsDuring the last 50 years, restoration and preservation activities have had a quick change; the wider and wider demand of the general public for using the cultural heritage, together with the growing technological progress, increased restoration activities in number: research and scientific thoroughness are the new passwords. mosaic restoration represent an important and fundamental step in the process to create the Classe museum. furthermore, the language peculiarity of mosaics demands particular methodological approaches, rigorous and suitable to the technical-scientific operating methods due to the preservation problems and linked to archaeological research in the Parco Archeologico in Classe.On the one hand, the imperative is the acknowledgement of ancient techniques, tradition and experience, tradition and research science, tradition and history; on the other hand it is methodological rigour in the sense of critical restoration. it is all based on studying and recognising the relationships between the characteristics proper of every constituent materials (marbles, stones and enamels)Tesseras – wood and interaction with the new environmental impact
Moreover, culture and cultural tourism represent one of the most important economic sources for the regions involved, and at the same time, one of the sector with the lowest allocations for qualification and enhancement.Furthermore, there are only few experiences gained in the field of sustainable financial management of goods, buildings and areas used for preserving and recovering of archaeological finds. Another limitation that has led us to launch this project is the difficulty in finding funds for recovery, restoration and conservation activities to protect remains found in the important archaeological area of Classe, dating back to the 6th century, and the resulting need to equip our institution in a way that gives it independence in the restoration of these remains, allowing it to become an international scientific centre that can also be used by universities in this field; The chosen target groups are Universities, public authorities such as the Ravenna Province. The Superintendence for Archaeological heritage, the Superintendence for architectural heritage and landscape, museums, operators, technicians, undergraduates.Thanks to now long-established networks, the identified target groups fully correspond to the needs of the project – the students and operators involved cannot only participate actively in training courses and learn how to restore ancient remains, especially mosaics, but will also be able first of all to initiate a healthy confrontation between the methodologies current on either side of the Adriatic, so as to

develop greater collaboration and integration between local cultural institutions hosting targeted, combined activities;The project conforms to the needs of the target groups already involved. Teaching restoration techniques in the laboratories will consolidate already existing skills on both sides of the Adriatic, and the promotion of common training and scientific research between Italy and EAC. It will also contribute to an effective transfer and exchange of historical-archaeological and technical know how in the Adriatic region through shared study and teaching of methodology;
ADRIAS KOLPOS:(a) The project responds to the objectives of the ADRIATIC NEW NEIGHBOURHOOD PROGRAMME (ANNP) in its desire to create a real integration and to enforce the transnational cooperation process by the creation of a situation which is favourable to the development of diversified and sustainable tourism sector. The project responds moreover, to the necessity of institutional enforcement and of an increase of cooperation by the development of local initiatives and the creation of research and development equipment in the cultural setting. (b) Also this part of the project is located in the 1st axe as far as it refers to interventions with a mostly public interest and partly of infrastructural character, relative to the integrated management of the cultural sector. In particular, it refers to the measure 1.3, i.e. to the development and the enforcement of tourist and cultural infrastructure. Morover, the possibility of connecting a cultural heritage management strategy with the socio-economic structure of the territory should be underlined, in order to improve the quality of territorial products and services.The research which Rimini proposes to its partners aims to recuperate the ancient cultural identity of both sides of the Adriatic sea. The problem is historically very important, as the process of romanisation touched both sides of the Adriatic and finished inevitably by obscuration the ancient local identity. This, at least in part, on a socio-economic level, happened already before the roman expansion by the massif trading penetration of the Greek – and mostly Athens – which in the VI-IV centuries BC transformed the Adriatic in a Greek lake.© The Adriatic of the Greek, and especially of the romans, has strangled the local cultures and deprived them from their individual pecularities. Therefore, a revival of these cultures can be strived at by following the ancient documentary traces of the coastal populations which, in pre-roman age, had contacts with the Romagnola coast (Epiroti, Illiri, Dalmati, Viburni, Istri, ecc…) and of the romagnolan population (Umbri, Etruschi, Nord-Piceni) which had contacts with the opposite adriatic coast. The project responds to the need to recover the 'historical memory' in order to contribute to the creation, by way of huge dissemination, of a common identity of the Adriatic people. Studying and recognising oneself in a shared identity and history, is the basis for a fruitful collaboration between people of different nationalities around the Adriatic sea. The dissemination of local history knowledge localised in the area which is the object of the project, represents a good base for the creation of future generations which are conscious of their common identity. Moreover, the project tackles the need, perceived in the area concerned, to diversify the tourist sector. The traditional vocation to mass tourism of the Province of Rimini, evidences its scarce compatibility with a sustainable development of the environment. It is therefore necessary to valorise the important cultural testimonies which can be found locally in order to promote a cultural and environmental tourism. In reference to the needs of the Riminese territory, it is specified that from the museum institutions of the various localities, grouped in a specific 'Museal system', emerges the need of a strong coordinated promotion of educational and research activities referred to divers target groups, also in order to insert the cultural offer in vocational and specialised tourist circuits, like scolastic tourism. A last need regards the possibilities to riconstruct cultural connections between the conserved heritage and the physical and symbolic environment, by the design of tematic cultural itineraries. Realisation of these kinds of promotional instruments, constitutes a fundamental condition to have tourists involved in cultural initatives on the territory, during their stays – in summer but more and more also in other periods of the year – at the seaside or in the inner country.
As far as Croatia is concerned, it should be stressed that in recent years archaeological research has brought to light important evidence on the layout, phasing and metrology of the Greek land division of Pharos. Situated at Stari Grad on the island of Hvar. Of the 700 greek settlements, founded between the 8° and the 14° Century BC around the Mediterranean and the Back sea, only four display visible remains of regular land division of some desciption, of which the one of Pharos – founded in 385/4 BC - is the best preserved. Currently, efforts are being made to protect

this first cultural landschape in Croatia, and to revitalise its full agricultural potential for local authochthonous wine and olve production. A project of a cultural heritage park is being discussed, and archaeological and ethnographic sites are to be displayed as part of heritage itinenaries there. In order to complete archaeological research, targeted survey is needed in parts of the Chora, which have not yet been fully investigated, to complete the map of communications, farmsteads, water resources, fortifications, cult places and burial mounds, and to provide detailed documnetation on the subsistent landscape structures pertaining to the ancient land division. Besides analysis of new aeial photographs and satellite images, field survey will include landscape and architectural sutructures survey, on site archaeological survey and geophysical survey. Data layers will be integrated within GIS environment, and 3D visualisations will be provided using old catastral maps, aerial photographs and survey documents. At completion of the works a result will be achieved which is not only worthwile for the tourism sector but it will also scientifically illustrate the identity of a population which lived on the Adriatic coast in pre-roman area and kept numerous relationships with the people of the other side of the sea.
(d) Target groups: owners and managers of involved archaeological areas and museumsi; tourists and local population interested in this particular type of vocational tourism; students, scholars, scientists and heritage operators. Direct Beneficiaries: according to the tipology of the activity (research or dissemination): researchers, students, teachers implied in history, archaeology and literature; operators employed in the preservation of cultural heritage, in museums and in archaeological areas; associations for the promotion of local/national/regional culture; Municipality officers and directors engaged in cultural or tourism policy; citizens, tourists.Indirect Beneficiaries: tourist operators; local population of the involved areas, as future beneficiaries of a more diversified and sustainable tourism
(e) The above mentioned target groups represent the best selection to achieve optimally the project results. In particular, the researchers and scientists have a primary role in accessing the historical sources and in disseminating the knowledge and the notion of common identity amongst students and citizens in general, assisted by the public authorities involved. Several dissemination activities are directly addressed to the local population and residing tourists. The forecasted activities are functionally to the realisation of the research and the diffusion of the local history amongst the people of the Adriatic area.
(f) It is emphasised that the complementarity between the literary and the archaeological efforts will facilitate the achievement of a complete picture of a common past culture. The foresaid target groups are coerent with the primary wish to offer an authentic local history to the population itself – passing by scientists and experts – and to vocational tourists interested to know about it. The acquisition and dissemination of the knowledge on the ancient documentary traces regarding the coastal populations and the definition of an ancient 'adriatic identity' will give birth to a tight relationship between the values expressed in the researches and the popolation of the adriatic region in its totality.

1.7 Detailed description of activities
Maximum 9 pages. Indicate the title and a detailed description for each activity to be undertaken to produce the results, specifying where applicable the role of each partner or associate or subcontractor in the activities. In this respect, the detailed description of activities must not be confused with the plan of action (see 1.9).
The project comprises a series of literary and archaeological research activities, and research activities involving the recovery of archaeological sites and artefacts, along with the exchange of knowledge and communications projects. The overall objective is to promote and share knowledge concerning the historic identity of the Adriatic region from the Roman to the Byzantine period.
The project will be carried out following two specific paths, defined as its sub-projects.The first one, called BARCA, is dedicated to the Roman, Gothic and Byzantine Ages, and aims at studying and enhancing the archaeological fins, especially antique mosaics, through analysis, restoration, recovery and classification.This project will be directly lead by Fondazione Parco Archeologico di Classe - RavennAntica. The second, called ‘Adrias Kolpos’, concentrates on the Roman period, characterised by important commercial and cultural exchange among the people who lived along the Adriatic coastline. The characteristics of these people and the contacts that existed among them will be studied through the collection, classification and publication of literary and illustrated texts on the analysis and reclamation of several archaeological sites reflecting their culture. This project will be coordinated by the Province of Rimini.The parallel development of these two sub-projects enables the exchange of experience and know-how through conduits opened up by organising joint training workshops and seminars. Wider distribution of the general results will be encouraged by the organisation of mid-project and final conferences.
Activity of the project:
GENERAL MANAGEMENT OF THE PROJECTActivity 1) The project will be monitored by a steering committee, comprising the project manager from each partner organisation. The Steering Committee will be chaired by a transnational project manager, nominated by the head of RavennAntica. A technical-scientific committee will be set up for each of these sub-projects. They will follow specific activities and report to the common steering committee. The ADRIAS KOLPOS technical-scientific committee will be led by the Province of Rimini project manager, and also comprises representatives of the partners - Comune di Cattolica (It), Comune di Rimini (It), the Serbian Unity Congress (S-M), University of Split philosophy department interdisciplinary research institute (Cr) and the Istituti I Munumenteve te Kultures (Al). The BARCA technical-scientific committee will be chaired by RAVENNANTICA, and comprises the representatives of the Province of Ravenna (It), Museum of Parenzo (Cr), Museum of Tuzla (B&H), Academy of the Arts, University of Sarajevo (B-H) and the Serbian Unity Congress (S-M). The Steering Committee will convene every six months, possibly on the occasion of transnational events The technical committees will meet at more frequent intervals, decided according to concrete operational needs.The BARCA projectThe BARCA project will develop the Classe archaeological site by equipping 9 laboratories for the restoration of ancient remains, in particular an international pilot lab for the restoration of ancient mosaics. Dubrovnik will be the location for a study assessing the feasibility of excavations in the archaeological area recently reinstated near the «Marin Getaldić» primary school. Ravennantica experts will provide technical support for the study of the archaeological area. The study and initial structural work on the recovery of of a building will also be launched, and assigned to the Tuzla archaeological museum (B-H) with the technical collaboration of experts in the sector provided by Ravennantica. Restoration and conservation activities for the AQUA-S in Ilidja (B-H) archaeological region are also to be carried out, along with digitalisation operations for the Adriatic remains by the Serbian Unity Congress. The final initiative will be a revision of the material in the Parenzo Archaeological Museum according to modern criteria, targeting the museum’s future layout and display.

Students of the above-mentioned countries will take part in in an apprenticeship at the Classe Museum restoration laboratories.
The activities will take place as follows:
RAVENNANTICA
Project BARCA:Activity 2.1-2.2) Setting up of the9restoration laboratory: : they will be equipped with the basic instrumentation to enable them to recover, enhance and catalogue the finds from the Classe site.The workshops will be characterized by the use of restoration and preservation innovating techniques, and for experimental solutions as well.The mentioned workshops will treat the following materials:1) glass, wax and metals washing; 2) ceramic, metals and glass laboratory; 3) organics and palaeobotany laboratory; 3) museology laboratory;4) First reception laboratory; 5) carpentry laboratory; 6) chemistry laboratory ; 7) RX laboratory ; 8) microscope laboratory; 9) didactic laboratory;
Activity 2.3-2.4) Creation of an international pilot-laboratory for the restoration of antique mosaics: This workshop is characterized by the employment of the most innovating techniques of restoration and preservation, spread also in the eastern Adriatic countries; the creation of such a pilot workshop will aim at “certifying” types of intervention which can be used in other environmental contexts and on mosaics coming from other areas besides Ravenna. Experts coming from the partner countries will take part to restoration and cataloguing as well, in order to render these workshops real learning and documentation workshop (even for students).
The restoration activity connected to the museum and characterized by the so-called “preventive restoration” which allows a “planned preservation”, and by continuous maintenance works.a preventive restoration does not imply the possibility of a sort of prophylaxis, which, just as a vaccination, can immunize the works of art in the years. instead, by preventive restoration, we intend every action aiming at preventing the need of a radical restoration intervention. preventive restoration means prevention and preservation targeted to preservation both museological and in situ.
Restoration intended as sole “methodological moment of recognising a work of art”, even if integrated by that transformation process toward a new acknowledgement: all those technical and cultural operation targeted at the application of a “critical and planned preservation”.
An example is given by the binding necessity of removing the bearings in reinforced concrete, a real scourge for mosaics; During a restoration intervention, both in situ and in the museum, the emphasis is put on the importance of the possibility – or rather the duty – of acting on the basis of an assessment of all the inherent and side effects of the intervention, which can compromise the integrity and preservation of the work of art.
Most importantly, from an operational perspective the laboratory will be able to effect diagnostic work in situ and in museums, carry out emergency interventions, design and plan restoration and conservation initiatives, implement the analysis of materials and binding agents and carry out non-destructive, pre-consolidation investigations, complete cleaning and deep consolidation activities, apply light supports, and remove cement supports and apply new supports;
Concerning the last point, the workshop will be provided with specific equipment (laser, diamond saw bench) which represents an unique example at the international level;
The workshop will have the role of “laboratory school” with international characteristics, granted by the persons attending the courses coming from partner countries and universities, but not only, since the activity will be open and addressed to every partner in the world.

The Italian adriatic regions and the PAO countries us possess have great artistic and cultural archaeological site; both decide of qualified investigators who inserted in the context of the laboratories can implement the research on the restoration techniques and conservation in order then to diffuse it and to create one net of best practices to share in a distance structured with the University. This involves the constant modernization on the methodological plan that technical-scientific. They will come shared and diffuse the experiences of restoration, recovery, catalogazione realized of the various laboratories near all the partner, through the realization of seminaries and workshop of study on the restoration and its techniques, and in particolar way on the restoration of the antichi mosaics the teaching that it will see been involved students and operating Italians and of countries PAO, will have like base the study of the materials and the ancient techniques; fundamental the acquisition in primis of the techniques of execution of the ancient mosaic put to point during the important restoration of the mosaics of the Basilica of S. Severo that will come exposed in the event that will keep March 2006 to Ravenna beginning from.
Attività 3.1- 3.2) Organizattion of the summer school:
The prepared laboratories will be use during the teaching training that will have beginning with this BARCA project and that protrarranno then in future. The number of the participants to the Summer School will be limited to 7 for every partner PAO and based on the ordinary activity of the laboratory and to the demands for formation. The participants will operate near of the restorers of the laboratory and in concert with all the scientific laboratories of the museum, and under the guide of a tutor an expert member of the same laboratory. They will stay in the archaeological Museum of Class for 2 weeks, in the period from May to september 2008. Ravennantica will purposely take care of the accomodation of the students in apartments puttinges to they disposition, and determines a formation-job program to follow during their stay in Italy. The interested partners to make to participate the own operating students or to the summery teaching, will make the selection of the own candidates in the previous months.
Attività 3.3) Stage fot the italian students: for all the duration of the plan and not only obviously to the inside of the laboratories the equipes of students and operators coming from the university world who will work in team with students PAO and under the supervision of tutor and university professors; they will carry the important restoration job and study of the funds and at the end of the BARCA Project they will realize a publication with the data and the considerations and the used methodology. Such publication will be equipped from the photographic material where the most importants moments of such operations will be visible.
UNIVERSITA’ POPOLARE DI PARENZO – MUSEO ARCHEOLOGICO DI PARENZO (CR)Attività 11) Valorization of the funds of the Museo Archeologico di ParenzoThe Parentino Civic Museum is Istria’s oldest museum, founded in 1884 by the Istrian archaeology and homeland history Society, which has launched a collection of archaeological finds in the region. This first collection marks the first steps in the development and exploitation of Istria’s archaeological treasures. This is a rich trove of material covering an extensive chronological period stretching from prehistory to mediaeval times. They are exceptional materials for the reconstruction of the city and its surroundings, revealing aspects of its spiritual, economic, social, political, cultural and artistic life. In the late nineteenth century the Museum’s founding fathers placed great value on the revision of prehistoric finds from the famous Pizzughi necropolis, a short distance from today’s urban centre. It’s an outstanding collection for our museum but so far we have not had the chance to analyse them and present them in a way that does them full justice. Parenzo, an important Roman colony in Istria, conceals many ancient monuments: epigraphs, funeral monuments, sculptures, mosaics and everyday objects which form a unique document narrating Parentium’s life and history. Despite the huge heritage from the prehistoric and Roman era, past and current museum authorities did not neglect their responsibility to rescue and collect mediaeval remains - these form a collection that is almost as important as its counterpart. The museum has promoted and encouraged ongoing excavation work. Every day these initiatives add to the wealth of the collection. Unfortunately, lack of adequate means and space creates difficulties for the optimum presentation of the artefacts and setting up permanent displays that highlight their fundamental value. The museum is breaking free of its restraints by setting

up excavation initiatives, presenting the archaeological sites by creating explanatory trails in the region. Our museum is in the tourist relaunch stage, we’re working on many ideas and proposals intended to create a modern, inviting display that conforms to contemporary European parameters and guidelines in the museum world.
The Parenzo Archaeological Museum intends to concentrate on four particular activities:
1) launching a study of all the museum’s archaeological artefacts according to contemporary museum methodology This includes revising the material catalogued and documented so far. For this reason the museum must consult specialist archaeological institutions (the Istria archaeological museum at Pola, the Croatian archaeological museum of Zagreb, the Zagreb Archaeology Institute and the Civic museum of Art and History of Trieste) and national and international libraries (the Pola university library, the Zagreb national and university library and the library of the Friuli Venezia-Giulia department of Archaeological objects) and archives (the Parenzo diocesan Archives, the Trieste state archives, the Venice state archives and the Pisino state archives). The results obtained will be brought together in a study that will present all the materials for the first time, according to contemporary criteria. They will be accompanied by a comparative bibliography that will highlight their original context and ownership. The main aim of this study will be to integrate all the data obtained into the museum’s forthcoming permanent setup.
2)The museum’s future setup seeks to harness all the power provided by information technology. For this reason it is intended to recreate and evoke periods and moments of the past once again, linking the artefact to information media through simulations and theoretical reconstructions. Such a task involves consulting IT experts and designers, who together with archaeologists and historians will give shape to an interdisciplinary project that will succeed in revealing archaeological and historical heritage without affecting the quality of the scientific work that underpins it.
3)In the past many objects were restored using inadequate know-how, especially protohistorical and ancient ceramics. Given the future setup, new restoration is vital. This must be launched with external collaborators from the restoration laboratories of the Istrian archaeology museum in Pola, the Croatian archaeological museum of Zagreb, etc.
4)As well as the objectives described, there is another, extremely ambitious aim - to transform the museum into a vital centre of public culture that attracts a young audience and collaborates with educational establishments at all levels. Teaching laboratories will be set up where children learn the mosaic techniques and handle materials for themselves. Exhibitions of the results of the laboratories’ work will also be organised.
MUNICIPALITA’ DI DUBROVNIK (CR)Activity 12) Valorization of the archaeological park of ‘Marin Getaldić’ in Dubrovnik:The Archaeological Park is located within the «Marin Getaldić» Elementary School in Dubrovnik, Croatia, which is situated in the old historical center. It was uncovered during reconstruction work carried out on the elementary school.
The Archaeological Park is of great historic significance, as it has revealed much on the history of the city up to the 17th century. The great earthquake of 1667 virtually destroyed the entire city, but was fortunately preserved in certain details in this precise area. This includes various forms of construction work, such as pavement and stone wells that are no longer in use, gold-decorated reliefs, preserved Renaissance frescoes, as well as activity related to workshops.
It can be seen that the construction of the northern section was regulated according to the Dubrovnik Statute of 1296, which implies that the southern section is of an older date. It was kept intact up until the earthquake, subsequently covered and preserved as such up into the present.
Considering that enough elements remain, it is possible to attempt a partial reconstruction of the walls, openings, ceilings and floors that have been found. The entire area itself will remain uncovered and open-aired, and will represent a renovated Archaeological Park. This, in turn, will enrich the cultural, aesthetic and spatial premises of the school.

According to the opinion of the Center of Historical Sciences in Zagreb and the Dubrovnik Department of Conservation, the site has enormous value due to its unique cultural-historical heritage.
The Archaeological Park itself will be used by the school as an outdoor classroom, as well as a children’s playground and free recreational activities, both during and after school hours.A specially controlled entrance to the Archaeological Park, along the northwest border of the parcel, will ensure the free movement and access to the garden by the public and tourists alike. In order to accomplish the above, the site needs to be partially reconstructed and preserved from further deterioration. Work needs to be done on the overall stability, walkways, staircases, and new wall openings that would connect all areas of the Archaeological Park.The entire project will be divided into Phase I and Phase II, based on detailed historical and conservation practices. Phase I will be started and included in the B.A.R.C.A. Project in 2006 – 2007 - 2008, due to limited funding at this time. 1. The first phase of the project necessitates the formulation of a Project Plan that concerns the
revitalization of the Archaeological Park. This will include an archaeological survey of the entire locality.
2. This will be followed by the clearance of superficial debris, earth, greenery and stones that cover the archaeological site. Due to the tourist season in Dubrovnik, such work can only be attempted from end October 2006 onwards.
3. The debris, etc. under point II must be removed manually and hauled by wheelbarrows to trucks waiting at the exits to the old historical center. The streets are narrow and vehicle traffic is very limited in the historical center. The debris must be trucked outside the city limits.
4. Minor constructional work over the winter period (November 2006 – April 2007) that would enable access to the Archaeological Park by children, the public and tourists.
5. The installation of various billboards around the city, which would promote the Archaeological Park and its location within the “Marin Getaldić” Elementary School.
6. The public will be informed of ongoing activities with the distribution of brochures (ie. inclusion in the Dubrovnik Tourist Board Guidebook for tourists, various local websites).
7. Seminar for professionals and experts involved in the archaeological restoration of the Park (methods, new techniques, encountered problems, solution planning).
8. In early 2007 (January – March), archaeological excavations are to be carried out according to the Project Plan, using the local Institute for the Restoration of Dubrovnik and the Dubrovnik Conservation Department.
9. Workshop for professional conservationists and archaeologists from Croatia and Italy based on the case study of Dubrovnik.
10. Restoration of frescoes, tiling, existing walls by the local Workshop for Restoration.11. Final coordination activities related to preparations for the official opening of the site to the general
public and tourists.
MUSEO ARCHEOLOGICO DI TUZLA (B&H)
Activity 10) Rehabilitation and adaptation of the Museum building – the FIRST PHASE of reconstruction of roof and loft:The Municipality of Tuzla allocated to the Museum of east Bosnia the building of former hospital of total area 1500 m2 in the city centre. To meet the criteria of museum function, it is necessary to reconstruct and adapt the building for the needs of Museum in accordance with European standards. Our experts (architects, expert on urbanism, museologists) do not have enough experience in this field therefore at later stage of project implementation they need consultancy assistance of experts in Italy. Other important activity within this project proposal is organisation of the summer camp for students from Tuzla and Ravenna, which will be implemented in the second year of the project implementation.This project represents priority for the Municipality of Tuzla and Museum of east Bosnia. Since the project is very complex as from aspect of implementation as well as from the financial aspect, adaptation will have to be executed in phases and per priorities. The main aim of the project is to obtain modern museum building that would enable realisation of museum internal and public activity and ensure a long-term development of the Museum. The reconstructed museum building should provide for general museum conditions, in particular preservation and protection of cultural heritage as well as its presentation.

Reconstruction of the roof and loft in the first phase aims at securing the building from the outdoor impacts as well as ensuring the space for work of the Museum. In order to adapt the loft to the new purpose, which is to enable loft for working premises of the Museum it is necessary to perform the following works: (g) to uninstall existing leaden trimming and horizontal and vertical gutter(h) to remove present slates(i) uninstall complete wooden roof construction(j) to build new roof construction according to technical documents for the new purpose of the loft
space(k) to install adequate thermal isolation with steam weir and other layers in the loft space that would
be used as offices(l) to install adequate leaden trimmering according to technical documents(m) to install new tiler on adequate foundation(n) to install new slate according to technical documentsSummer camp would be organised in spring in the second year of project implementation. It would gather students of archaeology, history and other disciplines from Bosnia and Herzegovina (Tuzla, Sarajevo, Mostar and Italy (Ravenna). Results :By adapting the museum building more quality and secure protection of movable cultural heritage would be provided. Presentation of the cultural heritage through permanent and thematic exhibitions will enhance and enrich the cultural offer of Tuzla and Tuzla Canton, that will affect directly improvement of tourist offer.
The Museum should become the centre of cultural events and education of citizens, youth in particular, on values of our cultural heritage.
ACCADEMIA DELLE BELLE ARTI – UNIVERSITA’ DI SARAJEVO (B&H)Activity 13) Restoration and e preservation of the romanic Mosaics inthe area of AQUA-S in Ilidja The Sarajevo Academy of the Fine Arts intends to concentrate on three main activities, with the aim of contributing to the construction of an International Laboratory for the restoration of ancient mosaics:restoring and conserving Roman mosaics in the AQUA-S area of Ilidja (B-H);organising several workshops for students concerning the restoration and conservation of Roman mosaics;the publication of informational material about the results obtained in the two activities above.In the various activities, the academy intends to make use of knowledge acquired during the project’s transnational work, such as participation in various seminars and conferences, and encouraging its best students to take part in the Summer School organised by Ravennantica (activity 2).The Academy will report the results of its work during the transnational events, especially the conferences.
SERBIAN UNITY CONGRESSActivity 9) Digitalization of the ancien mosaics subject of the project activityBased on its plurienal experience with digitalisation of historical and archeological heritage, the Serbian Unity Congress will be engaged in the BARCA project in the digitalisation of the mosiacs which are object of the various partner's activities and thoese presented in the Serbian territory. To this end, the Congress operates in tight collaboration with the other partners and with research and museum entities in Serbia.
ADRIAS KOLPOS
The sub-project ‘Adrias Kolpos’ focalises on the pre-roman age, and more particularly, on the trading and cultural relationships which existed in that time between the adriatic people and which was cultivated mainly by water routes. The activities consist in:
a transnational literary study to be reproduced in an interactive multi-languages database. To this activity participate the partners Municipality of Rimini (IT), Municipality of Cattolica (IT), Interdisciplinary Research Centre of the Faculty of Philosohpy of Split (CRO) and the Serbian Unity Congress (Ser);
Archaeological-historical study of the Municipality of Cattolica on population dynamics, migration, trade and traffic between antichity and low medieval in the ’area of the low valley of the Conca;

Study on an ancient iatreion, found in the Municipality of Rimini, as artefact of the cultural-scientific relations between both costs from the pre-roman age until the third century;
archaeological research of the Interdisciplinary reseaqrch Centre of the Faculty of Philosophy of Split, in the ‘Chora of Pharos’, greek settlement on the croatian island of Hvar; field work, processing and documenting of archaeologic findings, which will be elaborated by GIS technology in a visualisation in 3D of the area;
Feasability study of the Province of Rimini for the design of tourist itineraries, based on the river and marittime routes along which the coastal populations interacted in the pre-roman age.
The foresaid activities will be completed by a series of seminars in Cattolica, a workshop in Croatia and two dissemination events in Verrucchio and Rimini during the 'Ffestival del Mondo Antico'.
MUNICIPALITY OF RIMINIActivity 4) Literature study The Municipality of Rimini will direct a transnational literary study in which will be involved the Municipality of Cattolica, the Interdisciplinary Centre of the Faculty of Philosophy of Split (Cro) and the Serbian Unity Congress (Ser). Locally, Rimini will operate in tight collaboration with the Municipalities of Verrucchio and Cattolica, because of the close relations of the three centres in pre-roman age, today documentated in the museal structures of the three localities. Pre-roman Rimini, at the mouth of the Marecchia, was nothing else than the harbour of the very important Etruscian settlement of Verrucchio.. Cattolica, on the north of the cape of Focara, close along the Conca, represents an important transit site for the Greek trading navigation on their way to the Padanian Delta. Next stop is Rimini, which, apart from being the harbour of Verrucchio, probably hosted a real Greek colony during the age of major commerce with Greece. Therefore, in Verucchio, considering its historical importance in the IX-VII centuries BC, human movements and cultural exchange will be studied between Romagna, and in particular, the Marecchia, and the Egeo, based on testimonies on the exchanges of the city of Verrucchio with the most famous sanctuaries of the Greek world.
Cattolica will concentrate its research attention on the cape of Focara which constituted – in every age but especially in pre-roman age – a fundamental node for routes and navigation in the Adriatic area. From the beginning it was a point of reference for all coastal people that from the other side of the Adriatc maintained trade and cultural relations with the Romagna people. Trade and relations are testified in particolar by a stratification of cults tenaciously berthed to the territory. The Interdisciplinary Centre of Split focalise essentially on the sources related to the trade activities and other relations with the opposite side of the sea of the area of the Chora of Pharos. This Greek coastal settlement is to be considered an important transit site during the pre-roman age. Serbian Unity Congress will contribute with a research related to Serbian sources.
The actions will be carried out as follows:
4.1) Collection of literary materials
The activity will start with a meeting between the involved partners, in order to share the knowledge of the actual available sources and and to establish a detailed work plan.
Thereafter, under the coordination of the Province of Rimini, the Municipality of Rimini will collect and schedule, in collaboration with the transadriatic partners, the principal documentation on local culture in pre-roman age and all the preserved literary reality of greek and roman age, related to the local cultures.
4.2) Analysis and catagorisation of the materials Subsequently, the collected materials will be catagorised according to common, scientific criteria. In particular, attention will be paid to the cultural stratifications related to the epichorichal divinities, in relation to the singular territories object of the research, an important and scientifically qualified operation. The results will be discussed by the partners in occasion of a workshop, organised by the partners in Croatia, in order to establish the modalities of pubblication.
4.3) Sviluppo database interattivoFinal objective will be the creation of an interactive database, on the local level (Rimini, Cattolica, Verrucchio) as well as in a transadriatic dimension with the participating centres. To this end, To this end, contemporary to the before described activities, an electronic information strucutre will be designed and realised, which will host subsequently the results of the research. The municipality of Rimini will take care of the final definition of the database.

4.4) Insertion of materials in interactive database and take offOnce the database will be developed and all materials will be analised and catagorised, the latter will be inserted in the database, which will than be made accessable on the web and offered in minimal two languages.
The database will be kicked off by a dedicated transnational event.
The hereafter described local activities will accompany the literary study. They are intended to offer sources and illustrations to the scheduled literature and to produce local structures where to promote the results of the transnational activities, i.e, to propose to the broader public the notions of an ancient adriatic culture.
MUNICIPALITY OF RIMINIActivity 5) Study of the iatreionA study on the recently found iatreion of the third century in Rimini, aims to demonstrate the persistence from the pre-roman age until the third century of flows of ideas and techniques between the east and the west of the adriatic sea. As the practising doctor was a Greek, it is expected that this will offer an illustration of huge international interest in the framwork of reconstructing ancient adriatic relationships.A documentary movie will be realised of the study, which will be shown to the public in the Archaelogic Musem of Rimini and during scolastic activities and such.
MUNICIPALITY OF CATTOLICAActivity 6) Archaeology and History: dynamics of population, migration, traffic between antichity and low medievalThe Municipality of Cattolica, will complete the literature study with a research which focus on the historical-archaeological reconstruction of the territory of the low valley of the conca, which from the most remoted ages reveals to be of great interest as far as the population dynamics regards. . The research will exist of a systematic analysis of the toponomastics; the cartographic definition of the viability and supply sources; a study on the physical characteristics of the area; the comparison of ancient and contemporary cartographies; a study on the material rests of the settlement and agricultural dynamics; the analysis of archaeological data (recovered during previous researches and field work). Bu GIS technologies the collected data will be integrated in a system which permits, combining on a graphical and conceptual level the various study phases, to reconstruct the historical and environmental dynamics of the human settlements in the low valey of the Conca.
The operational phases are the following: Literature study (activity 4) and design and creation of the basic GIS architecture; analysis and riconstructive study of the most probable ancient 'model' according to the
data recovered by the geomorfological, hydrographical, orographical investigations and the viability study;
field research by superficial investigation, requested by the analysis and study of other sources (survey, field walking, cartography, topography, aerial photographs);
start of the phase of implementation of the documentation into the GIS, creation of data layers into the territorial information system, development of first reconstructive hypothesis of the historical dynamics relative to the environmental transformation of a natural and/or anthropological character, the evolution of the agricultural and natural landscape, the modifications in the human settlements, the urban structure, the housing conditions.
Synoptic confrontation of the documentation inserted and analysed in the first 4 phases of the research, elaboration of the results and the historical reconstruction.
The results will be shared with the partners of the project and other interested people by way of two specific seminars and presentations on the project conferences.
INTERDISCIPLINARY RESEARCH CENTRE OF THE FACULTY OF PHiLOSOPHY - SPLITActivity 8) Chora of PharosIn recent years, archaeological research has brought to light important evidence on the layout, phasing and metrology of the Greek land division of Pharos. Currently, efforts are being made to protect this first cultural landscape in Croatia, and to revitalize its full agricultural potential for local autochthonous

wine and olive production: a project of a cultural heritage park is being discussed, and archaeological and ethnographic sites are to be displayed as part of heritage itineraries there. To complete archaeological research, targeted survey is needed in parts of the chora, which have not yet been fully investigated, to complete the map of communications, farmsteads, water resources, fortifications, cult places and burial mounds, and to provide detailed documentation on the subsistent landscape structures pertaining to the ancient land division. Besides analysis of new aerial photographs and satellite images, field survey will include landscape and architectural structures survey, on-site archaeological survey and geophysical survey. Data layers will be integrated within GIS environment, and 3D visualizations will be provided using old catastral maps, aerial photographs and survey documents.These activities will be carried out according to the following schedule:
1. field work – may 2006/July 20072. processing and documenting of archaeological findings, revision of earlier documentation February 2007/January 20083. writing final report – February 2008/May 2008
PROVINCE OF RIMINIActivity 7) feasability study for the design of tourist itinerariesBased on the technologies developed in the project ROMT, the Province of Rimini intends to carry out a feasability study on the creation of tourist itineraries, outlined by the river and sea routes along which the coastal people interacted in the pre-roman age. The knowledge gathered in the project ADRIAS KOLPOS – the literary as well as the archaeological – will be interprete in their potential for tourist offer, assessing the economic opportuntiy as well as the expected effects on the prolungation of the tourist season. The study will be carried out at the end of the project, qhen the major part of the activities have brought up their results.
DISSEMINATION OF THE RESULTS Activity 14) DisseminationActivity 14.3 – 14.4) Kick off meeting (Ravennantica e Provincia di Ravenna)The first activity to see all the project partners playing a role will be the organisation of the kick off meeting in Ravenna on July 2006. The kick off will include the assignment of the work to be carried out on both sides of the Adriatic, along with the timing of the project. The communications instruments and updating procedures for both the Italian partners and the EAC will also be defined, along with the selection criteria for the students who will take part in the restoration workshops. The specific roles and responsibilities of the individual partners will then be more closely outlined. Organisation will be handled by both Ravennantica and the Province of Ravenna
Activity 14.5-14.6) Preparation of the website with links to the partners:The Province of Rimini will create a web site where to publish not only the publications realised within both parts of the project, but also the announcements on the various local and transnational events. The web site will as well contain links to partner's web site. The site will be managed by the Province with external technical assistance, and will be alimentated thanks to the collaboration with the other project partners.
Activity 14.13 e 14.14) 1° International Conference:The Province of Rimini will organise a conference in february 2007, in order to present the first results of the many project activities to a large international public of experts and others interested in the management of historical-cultural heritage. The conference will last two days and is intended to welcome about 100 participants. Representatives of the partners will expose the work they carried out and there will be space for interventions by the participants in reaction to the presented works and as well an exchange of knowledge.
Activity 14.20) Final conference: The Province of Ravenna and RavennAntica are to organise an important concluding event for the project, where the results obtained by the laboratories of the

BARCA Project , the results obtained in the field of the ADRIAS KOLPOS project and the projects undertaken in EAC will be presented, along with the publications completed during the three secondment periods of EAC students and technicians, and one further publication including photographic evidence, showing the results of the restoration work carried out by all the laboratories, also including the period following the EAC students’ involvement.To sum up. the aims are:-To publicise the final results of the experiment-To encourage cross-frontier debate on the methods for the recovery and restoration of Archaeological objects;-To involve students, tourists and the general public in the recovery of an archaeological find linked to the historical awareness of the local community;-To guarantee the widespread communication among public and professionals of the activities carried out in the laboratories;Encourage a general consideration of the evolution of recovery and restoration methods in the archaeology of the city of Ravenna and participating EAC cities;Communications activities concerning the ‘BARCA’ sub-project:
Dissemination activity related to the sub-project “BARCA”
Activity 14.1 – 14.2) Setting out of an exhibition concerning the restored mosaicsIn March 2006, Ravenna will host an important event at the international level, titled “Santi, Banchieri, Re” (Saints, bankers and kings) which will contain items of great value, coming from the most important international museums. Nevertheless, the core of the exhibition will be the mosaics recently restored and coming from the St. Severo basilica in Classe (Ravenna); through this great work of preserving restoration, our Foundation wanted to give back to Ravenna those important mosaics which otherwise would have been at the mercy of aggressions of time and progressive degrade. Then, the techniques used for their restoration will be studied by students and operators coming from the eastern Adriatic area, inside the pilot workshop for antique mosaics.
Activity 14.11) Seminar on the restoration of ancient mosaics: it is intended to present participants in the project with a two day analysis of the intervention methods used for mosaics uncovered by archaeological excavation, through a revision of traditional operational emergency techniques and the need for new work on mosaics restored in the past . The occasion may be a favourable one for a discussion of the current situation in mosaic restoration training. Another important aspect is the public use of museum heritage – in other words, everything regarding its display, museum organisation, on-site conservation and public enjoyment, controlling visitor flow and protection work, and the publicisation of archaeological, historical and conservation studies and projects
Dissemination activities related to the sub-project ‘ADRIAS KOLPOS’
Cattolica intends to publish in the first months of the project its first book on the state of the art of the archaeological knowledge of the low valley of the Conca (activity 6).It will organise two conferences (2006) on the topics of the sea, navigation, and trade in the adricatic.In the first occasion it will present the first publication on the preliminary achaeological works carried out during last months, in order to initiate the project activities with a presentation on the 'State of the art'. (August 2006).In the second (December 2007) it intends to present the first results of the project activities and to illustrate to interested experts the methodology applied for the creation of the GIS on the area (actvivities 14.9 e 14.10).
The Municipality of Rimini intends to organise a dissemination event for the inauguration of the interactive database, fruit of the literature study of activity 4 (February 2008, activity 14.19).
The Province of Rimini coordinates two workshops in the framework of the 'Festival del Mondo Antico', one in June 2006 and one in June 2007 (activity 14.8). The first workshop will be organised on the territory of the Municipality of Verrucchio in order to valorise the historical relevance of the area for the interactions maintained by river and sea of the Adriatic populations. The second workshop will be organised by the Municipality of Rimini on its own territory.

The Interdisciplinary Centre of the Faculty of Philosofy of Split will organise a transnational seminar for the dissemination and the exchange of knowledge on the activities related to GIS in archeological settings, presenting as such its local activities and permitting a confrontation between the activities carried out by the Municipality of Cattolica and those of the Centre itself. (14.8).

It has been decided to divide the project into two sub-projects, so as to make the two types of activity manageable, with their own methods, deadlines and targets. To achieve this, Ravvenantica will adopt a hands-on approach to the management of the BARCA sub-project, while the Province of Rimini will coordinate activities falling within the remit of the sub-project called ‘Adrias Kolpos’, backed at a technical level by the Comune di Rimini. Each project will be managed by a technical committee, as specified above in paragraph 1.7, sub-section ‘management’.Internal evaluation will be handled by the steering committee. This will meet at least once every six months, and will evaluate progress in terms of time, and the quality of results and objectives achieved. In the event of inconsistencies the same body will decide how to confront the problems arising, and will make pre-emptive arrangements for changes in the plan of activity or the division of responsibilities between the various partners.The methodology adopted for both the sub-projects will then be described.
BARCA:Through the setting up of the workshops inside the Classe Museum, RavennAntica plans the organisation of some training courses for students in Archaeology coming from EU and eastern Adriatic areas Universities.
Through the study of archaeological finds coming from Classe site, these workshops will enable students and operators to learn new techniques of restoration, preservation and cataloguing of the finds. Students and operators, supervised by expert university professors, could learn new research methods of the archaeological evidences by means of innovating information systems and bearing instruments (georadar, magnometer, total station) which will be part of the workshops themselves.
The management of this information will be possible thanks to new software which link computer archives with superimposable graphics platforms.
The activities inside the restoration workshops will be coordinated also by researchers and experts coming from Italian and eastern Adriatic Universities, which will organize theoretical and practical seminars on restoration and preservation techniques, so that it will be possible to compare the techniques used in every country and to elaborate new praxis which will be spread internationally at the end of the training period. Through a stable support of Universities, Institutes, Italian and foreign organisations (of the eastern Adriatic area), besides experts ad students of both geographical areas, feasible through conventions, during the next four years, RavennAntica wants to create an example of

permanent and stable synergy on a local and international level, as well as give the project an international character.
The workshops activities will be organised and managed by the Fondazione Parco Archeologico di Classe- RavennAntica, and supervised by university professors and highly qualified experts committed to the project.
In order to allow the diffusion and the public consultation of excavation works results, each workgroup will write a final report concerning data and methods used during restoration or cataloguing works; these reports will become part of the annual publication on the progress of works inside workshops. Periodic seminars, such as six-month statement and control in progress, involving Italian and eastern Adriatic Universities participants, and an International Conference to globally define the project, will mark the last phase of the research and will lay the foundations of restoration and cataloguing good praxis and methods, which should be spread to the committed subjects and not only.
We planned the creation of a group of specialists, who will be responsible for themes projects: natural environment, geology, palaeobotany, ceramics, metal, glass, archaeometry, and whose role will consist not only in representing a scientific point of reference for workgroups, but also in homogenizing languages, classification systems and procedures inside the different research workshops. Experimental archaeological activity will act as a support to the research progress in the field of production of archaeological materials.
It will be necessary to create a Technical Scientific Committee (made up of researches and foreign university professors, executives of local institutions, and a member of RavennAntica staff) in order to control and evaluate the activities during the whole project. They will have to check the good progress of the research and will control the application of the standard required for achieving both general and specific objectives. The work done inside each workshop will be evaluated on the basis of significant samples of restoration and recovery activities as far as the preserving activity is concerned.
After its constitution, the Committee will publish a document defining the operational guidelines, establishing recovery and restoration techniques for the finds, and outlining the study of the didactic and training models to follow; this document will represent the base for their periodic evaluation. The Committee will gather every six month in order to evaluate the work of the students coming from the partner countries as well as the progress made in the research inside the workshops; at the end of every meeting, they will write a report which will be part of the project documentation; thus, a first operational meeting will be organized, where all the partners (including those of the PAO area) will take part: the purpose of this meeting are the establishing of actions to undertake on the one hand, and the entrusting of the different activities of the project on the other. During this meeting will be appointed the persons who will be part of the technical scientific Committee.
In order to achieve the estimated purposes, the project, in all its articulations, establishes the organization of collective meetings, during which all the potentialities and equipment of workshops will be presented.The constructive part concerning restoration and cataloguing of archaeological finds will take place in other meeting, under the aegis of internal members of the Foundation and of Universities, and under the supervision of operators specialized in the field, but obviously open to figures coming for example from PAO countries. The knowledge and experiences exchange will be at the basis of every action.The partners’ involvement will take place following the scanning of the different activities of he project, and it will be constantly monitored by the Technical Scientific Committee.To that purpose, in order to grant the progress of activities of the PAO partners involved, a reference team will be determined, made up of the recommended persons in charge.The projects wants to make use of tools focused on research and effectiveness on line for integrated documentation and praxis of the different cultural resources, in order to grant a growing knowledge of all the opportunities which allow on the one hand the enhancement and restoration of archaeological finds, and on the other the development of museum organization as a specific supplying structure of services concerning cultural and tourist activities.
ADRIAS KOLPOS: (a) Rimini, in collaboration with its partners, will be in charge for the delivery of a literary research and the spreading of the related outcomes to the local population.For the delivery of the study the literary method has been chosen. We mean to investigate on the most ancient relics and documentary trails of the coastal population, which had, in pre-roman age, contacts

with the people living in Romagna. Also the ancient population of Romagna that have had relationships with the people of the opposite adriatic coast are concerned. The investigation work will be mostly focused on filing the main documentation of the local culture in the pre-roman age, to collect all the literary heritage survived of greek or roman age related to the local culture. A very relevant activity, that must be carried out with the highest scientific quality, is the classification of the different cultural layers related to epicoric divinities for each single territory under investigation. In the local area Rimini will operate in tight collaboration with the Municipalities of Verrucchio and Cattolica. For the dissemination activity an interactive database will be developed both a local and transadriatic level with the partners involved in the project.Dissemination of the results is planned to take place during the festival of Rimini and by some seminars on both the coasts of Adriatic sea. Beside workshops and seminars an internet site will be delivered to extend the reach of the results.
The literary study will be supported by some activities of conservation, preservation and valorisation of archaeological sites of ancient harbours that were the center of trading contacts in pre-roman age. These activities, carried out in Croatia (Chora di Pharos) and in Italy (low valley of Conca by Cattolica) permit to illustrate by means of archaeological relics the informations gathered with the literary study. With the same objective, an ancient Iatreion will be studied in Rimini. Here, in the ancient age, a greek doctor practised. This is a good example of very ancient cultural, medical and scientific contacts in Adriatic sea of the same historical period. At last the Province of Rimin will try to translate the work carried out in a potential tourist offering.
(b) Due to the wide availability of documental sources the literary method has been chosen for the delivery of the research. The dissemination and the availability on line of the results are designed to reach different target groups. On the one hand an audience of experts and musea, archaeological and tourist operators, on the other hand an audience of local inhabitants and tourists. The collaboration among Rimini, Verrucchio and Cattolica is justified due to the tight interrelation among the three towns in the pre-roman age. This is thoroughly documented by different sources. Rimini preroman town, at the mouth of the Marecchia, is nothing but the harbour of the important etruscan settlement of Verrucchio. Cattolica, in the north of Focara promontory, by the landing of the Conca, represents an important port of call for the greek trading navigation routed to the trading centers of the padan delta. Next comes Rimini that is not only the harbour of Verrucchio, but might, in the golden age of the greek trading, have hosted a real hellenic colony where the greek Iatrion stems from.
(c) The action of ADRIAS KOLPOS follows from the ROMIT project – About new methods of protection and maintenance of archaeological sites of roman origin with Province Rimini as a lead partner, approved in december 2003 and funded within Interreg III B CADSES. The main objective of ROMIT was the research, at the european level, of new methods for the protection and the management of the archaeological sites of roman origin, taking into account the “heritage factor”. This is a combination of traditions, values, ideas and tangible elements like handmade articles, buildings, etc. Considering the objectives of the ROMIT project just described and the itineraries that have been designed in the scope of the project, the current initiative is meant to focus the attention on the pre-roman age and narrowing the scope to the fluvial and maritime ways, paving the path to new tourist itineraries, and, more in general, to a diversification of the territory offering.

(e) While the Municipality of Verrucchio is not a project partner, nevetheless the authority will be involved particularly in the research activities related to its own territory and in the organisation of the event that will be held in Verrucchio. The Municipality of Rimini will interact with the institute of cultural and natural heritage of Emilia Romagna region (IBACN).
(f) The province will take care of the supervision of the ADRIAS KOLPOS project, based on the renowned experiences in transnational projects management and, particularly, INTERREG. The Municipality of Rimini can boast upon the deep know-how developed by its Museo Archeologico and the network of experts that have been collaborating with it for a long period to cohordinate the literary research and carry out the study activities on Iatrion on the territory of the Municipality. The other

project partners will be involved in activities to be operated on their own territory and they were selected for their deep competences on that topic (see partners profiles).
(g) As already described in paragraph 1.7, ADRIAS KOLPOS will be managed by a technical committee at transnational level. Locally scientific committee will be formed beside workgroups made of people coming from the participating organisations and external subject matter experts. For Municipality of Rimini, the staff of the Museo Archeologico will take care of the coordination of the activities, supported by university personnel. Depending on the actual activities in the programme, the workgroups will change their composition accordingly for the team be able to offer the highest competence for the specific activity.
1.9 Duration and action plan
The duration of the action will be 28 months.
Note: The indicative action plan must not mention real dates, but must simply show "month 1", "month 2", etc. Applicants are recommended to leave a certain amount of slack in the timetable of their action plan as a precaution. 2. Expected Results
2.1 Expected impact on target groups

(a) the situation of final beneficiariesBy supplying the laboratories of the Museo Archeologico di Classe, RavennAntica will enhance and improve the present university and scientific outline (from a research and restoration point of view) of the region Emilia Romagna. The creation of these workshops allows students and university researcher to work in synergy and inside rooms placed in a single building (the museum): therefore they will be able to analyse and restore, without displacement, which would be dangerous for the finds, all that it will be found during Classe excavation works; the finds will be studied and analysed in a sole structure which will become their exhibition site, with enormous advantages in financial and transportation terms, compared to the present situation.Among the beneficiaries, it is important to mention students, citizens and tourists, because all the workshops are structured in such a way that the restoration phases can be easily observed, stimulating the interest in the field and making evidence of all the work done for a single find, in order to make it visible to the public.
The activities related to the research on adriatic relationships – mostly for the water ways in the pre-roman age, will facilitate the creation of a network of italian and eastern partners. Such a network will be entitled to carry out future research on the object of the proposed action. Moreover, those activities allow the the PAO country partners to increase the value of their archaeological legacy sited in harobour areas, according with the best practices and the most up-to-date knowledge. This way it will be passible to re-build the historical memory of the local population and, at the same time, to provide a cultural asset to be capitalised in a sustainable way as tourist appeal.Hopefully, this action plan will involve also group of students from the universities of the areas concerned and people from the offices of the Cultural Heritage organisation of each country increasing the collaboration of the different participants and the degree of shared knowledge.Getting deeper into the studies carried out (archaeological/architectural – literary), made possible by the project implementation, will facilitate the organisation of tourist programs and the development of the cultural tourism. The Province of Rimini, strive to provide a followup to ROMIT project, favouring the design of tourist routes featured by ancient adriatic relationships of the pre-roman age on the water ways. The tourist and the local population will be offered a way to get to know the ancient identity of the adriatic area. The tourists and the citizens in general will benefit of a new type of sustainable tourism that is expected to generate new investments from private sector and to deseasonalize and diversify the current tourism in the area.
(b) the technical and management capacities of final beneficiaries and partners (where applicable)
The Fondazione Parco Archeologico has been in operation for around 3 years, and the ability to look for funding is an important part of its responsibilities;Every year it presents projects for the various activities, and so we have gradually developed management capability at both a planning and accounting levelOur foundation carries out this activity in synergy with the Comune di Ravenna, which includes the European policy office, and the Province of Ravenna – also expert in the planning and management of Interreg IIIA projects.Our partners have always been contacted and involved in Interreg projects by the Province of Ravenna, and they are also public bodies that use the services of consultancy companies specialising in similar projects, and are therefore able to manage the planning and future accounting for this initiative, too.
The Province of Rimini will take care of the supervision of the project ADRIAS KOLPOS, based on its by now consolidated experiences in the management of transnational projects and in particular INTERREG. The Municipality of Rimini can boost upon a recognisied know-how within its Archaeologic Museum and within its network of experts who collaborate with the museum since a long

time. This enables her to coordinate the literature study and to carry out the study on the iatrion found on its own territory. The other partners of the project are mainly engaged in activities to be carried out on their own territory and are selected for their wide competences (we refer to partner's profiles).
For all partners, it should be said that their participation in the project widen their experiences in international collaboration, increase the opportunities for exchange of know-how on the techniques and methods and, as far as ADRIAS KOLPOS is concerned, improve the common knowledge on the transadriatic relations in pre-roman age.

The BARCA project’s practical primary aim is the creation of the workshops inside the museums, and the consequent study of good praxis concerning the restoration of finds. This implies that all the researchers involved could improve their skills as well as improving the skills of those who collaborate with them to this project (Italians and Eastern Adriatic countries)Students and professors of the PAO areas attending the workshops for a certain period could learn the fore mentioned good praxis and contribute with their experiences creating an exchange of precious information; at the end of every period, reports and documents, stating the progress of works, will be written and which will represent important tools at the international level, since they will be written both in Italian and English.
ADRIAS KOLPOS, which cannot be considered as an excaustive research programme on such a wide investigation area like the literature research on relationships in the Adriatic Sea in pre-roman period, will pave the way to additional and more specific investigations on the region. Namely, the availability on the internet of the knowledge base will enable an easier communication among the partners. The database delivery will be the foundation for future and additional specific analyses. The design of tourist itineraries based on ancient relationships, by Provice of Rimini, is a future source of greater dissemination of the project activities.Moreover, the project has the features to be reproduced in the future in other mediterranean areas, where either ancient greek and pre-roman settlements can be found. This will facilitate a more accurate scheduling of the pre-roman world.Such dissemination should be supported both from the internet project site, managed by Province of Rimini, and from the events organised by the financing programme aimed at exchange of experiences
2.4 Short- and long-term impact

After fitting out the laboratories, the Foundation will be joined by private and public institutions in the Emilia-Romana area to carry out the Classe archaeological museum project. In the near future the museum’s objective will be to become self-financing through the exhibition activities it hosts;
Some of the activities of ADRIAS KOLPOS project will be completed on the project closure. The results will contribute to the tourist attraction of the adriatic sea sites where they will be delivered or where they will be published. Namely, the interactive database will be made accessible on line on the internet and in the museum infrastructures that join the project. The GIS data entry for the Municipality of Cattolica will be funded with apart financial resources by the Municipality itself.(b) Institutional level (Will structures allowing the activities to continue be in place at the end of the
project? Will there be local "ownership" of action outcomes?)
The ultimate goal of the Classe Archaeological Park Foundation is to set up and open the future Classe Museum. Before this is completed the aim is to set up the restoration labs involved in this project so they are active not only for the duration of the project but also in the years to come. In fact it is the years following the start-up that will be more profitable and interesting at the level of research and results, as it will be possible to make use of the results obtained during the period of the project.The definition and construction of an interactive database on the historical-cultural itinerary of the Adriatic area, through the necessary publicity of the work, is intended to promote the spread of awareness throughout society of an “Adriatic” identity, which is the common heritage of all the people around this sea.

It is believed that the type of conservation, cataloguing and exhibition activities at museums of historical remains (especially mosaics) and the resulting spread of awareness regarding the historical, social, cultural, architectural and literary-linguistic heritage of the cross-frontier areawill lead to greater understanding and collaboration among the institutions involved and also among tourist operators. The joint efforts which will, in a university context, be given suitable publicity opportunities, should result in stronger multilateral relationships between university institutions, the authorities charged with conserving cultural heritage in the countries involved and tourist operators.During the conception of the project, the partners wanted to emphasise the need for an increasingly close relationship among the great cultures that met or fought in the region. In this sense it is possible to imagine that this exchange and awareness can inspire a peaceful approach to the resolution of international problems, and an improvement in management methods in restoration and the wider cultural area

Our Foundation is promoted by the Local Authorities, The Bologna University, Archdiocese of Ravenna and Cervia, the Del Monte Foundation of Bologna and Ravenna and the Cassa I Risparmio di Ravenna Foundation. Waiting for the support of the Ministry of National Heritage and Culture with its related conferring of use of the Sant’Apollinare in Classe Basilica, the Superintendences for the Archaeological Heritage of Emilia Romagna and for the Architectural Heritage of Ravenna already sit in the Governing Body of our Foundation.Our primary mission concerns the enhancement of the extraordinary archaeological heritage of the ancient site of Classe, belonging to Ravenna, the creation of a real Archaeological Parc in stages, including a Museum under construction through a heavy recovery project concerning an industrial archaeology building: the former sugar mill of Classe.In a little more than three years of activity, we restored and gave back to the public the extraordinary Domus dei Tappeti di Pietra, opened on the 30th October 2002 by the President of the Italian Republic,Mr. Ciampi, and which, with its 160000 visitors, became a destination not to be missed for the tourist flows visiting the city.Since 2003, inside the beautiful Church of St.Nicolò, which was restored too, we organized several important exhibitions: the “Domus del Triclinio” first, and the “Convivium” now, both destinations of important tourist flows. Finally, in the port area, archaeologically abandoned since a long time, we undertook intensive excavation works, involving professional operators, and most of all 160 persons

(a) the object and location of the projectThe aim of this project is to do a archaeological dig programmed in cooperation with different European organisations (University, Students and loal bodyes) in order to bring to light a sector of the town of Classe. This site, that is of global interest from the historical and archaeological point of view, is situated on the channel that once connected Classe with the Adriatic Sea and the town of Ravenna. The project shall allow to expand on the topography of the town of Classe. Furthermore it shall allow ascertaining the quality and level of involvement of the two towns into the economic framework of the Later Roman Empire and Byzantine Empire. To this end the study shall focus on a new area near the St. Severo's Basilica, a building erected during the second half of sixth century, after the byzantine conquest.(b) the results of the project-Opening a new excavation area in the archaeological site of Classe, which shall provide new information on the inner organisation of the town;Implementing a series of laboratories - archaeometallurgy, ceramics and glass - regarding the study of materials of the Late Roman period;-Creating a Laboratory for studying the production of metal during the transition period between the Late Roman and the Early medieval period, in order to develop a new analysis centre;-Organising a study group on the glass produced in this region.-Organising 3 seminars in the countries participating in the project (Leicester , Barcelona and Bucarest), where students shall report on their experience;-Creating a Web page in the Internet site of the Foundation and in the multilingual sites of participating countries in order to report on the work done and the results achieved-Final conference and public report on the results achieved. The province of Ravenna cooperates with that of Forlì-Cesena to carry out various Adriatic trans-frontier projects, currently underway, as Adria-Safe, Adria Tur and Adria Link.

The Municipality of Rimini took care of the definition of research and dissemination activities which will take place on its territory, involving as well the Municipality Verrucchio. Moreover, it invited to participate to the project some of its contacts on the other side of the Adriatic Sea, in particular in Croatia and Albania.

The Municipality will be responsible for the scientifi activities related to the realisation of the transnational historical-letterary study and the successive creation of the interactive database. The Municipality of Cattolica has initiated study activities related to the territory of the low valey of Conca, area which from the most remote ancient age reveals to be of enormous interest as far as the population dynamics are concerned. A first publication on this study will be presented during the current project, in order to diffuse the knowledge actually available on the object of the project activities. The Municipality did not yet develop activities in the framework of European project.

4 Capacity to manage and implement projects

Tuzla Municipality participated in the numerous international projects during the last five years , mostly financed trough partners from EU countries. In post war period the most important cooperation is with partner from Italy and experiences gained with partners from Norway, Sweden, Holland and Japan.
● Projects from Interreg III A – Cross-border Adriatic cooperation Within Program Interreg II A are implemented or are in implementation following three projects: - “Adria Link” - “N.E.W. – New European Welfare” - “Adria – tur”
Project “Adria Link” has five main activities: - Providing unique labour date base trough education and practice of pupils from Public Institution Tourists School Tuzla in hotels and restaurants in Italian coast (Ravenna, Rimini);- Economical cooperation of Province Ravenna and Tuzla Municipality and their developing
agencies (Delta 2000 from Ferrara and NERDA from Tuzla); - Education , exchange of experiences and introduction of good practice in field of
environmental protection ( water, air, garbage, and etc) . In this part of project is involved Municipality of Pancevo (SCG) which participates with Province of Ravenna in ecological projects;
- Exchange of youth – experiences , mutual introduction of tradition and culture of different territories , implemented trough contacts of pupils from Gymnasium in Province Ravenna , Tuzla., Sarajevo and Pancevo.
- Support for production of health food and food industry ( cooperation between School of Agriculture from Kalesija with similar school in Province of Ravenna- exchange of pupils and teachers) .
The greatest part of this project has been already implemented and has given excellent, concrete experiences and results , especially in part which is related to the unique labour data base or practice of pupils from Tourist School, which is to be implemented in the future as well. Similar results are expected in other activities within this project , which is very complex and covers few very important fields. Main Italian partner in this project is Province of Ravenna , and other province from Emila Romanga Region are involved as well ( Ferrara, Rimini, Forli Cesana). Tuzla Municipality as the partner participated in defining project activities which are related to our region , preparing application , as well as in all activities which are implemented within this project. Trough this activities few institutions are directly involved from our municipality : Tourist School , Gymnasium “Ismet Mujezinovic” Ministry of Education, science, culture and sport , Ministry of urbanism and environmental protection ,and apporpriete municipal administration. Since this is the Project within Program Interreg III A , Tuzla Municipality as foreign partner did not dispose finance for implementation of project. Project “N.E.W.” (New European Welfare) – This project is directed toward cooperation and experience exchange in social sector. The main goal is building of network between social institutions and public administration, making equable social politic between countries in South East Europe with European /Italian practice, which is based by model “welfare mix” or in other

words common activities of non-governmental sector, public and private sector in determination of measures and implementation of social politic activities. Partners in this project are : from Italian side Province Forli – Cesena and Ferrara , and on Bosnian side Association Amica Tuzlanska and Tuzla Municipality, and some other partners from Albania and SCG. The project means education of expertise from social field ( as well as public institutions and NGO Sector), seminars, workshops from field of mix models of social protection , forming of social protection, forming of social firms, education in fund rising , and preparation for designing of territorial social plan. At the moment we are making analyse for each area , what will be the basis for design of territorial plan and planning of new models for social protection of citizens made in accordance to European practice. Project implementation June 2004- July 2006.
Main partners : Province of Forli-Cesena (Province of Ravenna, Provincija Ferrara, Region of Emilia Romagna). Othere partners are : Bosnia and Herzegovina (Tuzla), Srbije and Crne Gore (Novi Sad, Kragujevac, Beograd) and Albany (Skadar, Elbasan,Tirana) – partners from Government sector (authorised ministries, Municipalities, public institutions, and NGO sectors . Partners from Tuzla are: Association of citizens “Tuzlanska Amika” (NGO ) and Municipality of Tuzla . Main goal of project : Support for strengthening of capacities for public and private entrepreneurs in social services in field of programming, standard defining, identification and mapping , managing of services.
Specific goals:
(c) Strength the capacities of institutions , central and decentralised , organizations of civil society in applying existing legislative in countries – partners in field politic of welfare.
(d) Improve cooperation between institutions in order to make equal and stronger systems and make stronger network of social services for prevention and care of social endangered population.
Planned activities:
1. Education of workers from field of politic welfare and administrative decentralization based on logic “welfare mix”.
2. Education of workers in associations and organizations about social entrepreneurship , managing resource providing and development of service.
3. Education of workers in collecting and systematisation of information and managing of data base.
4. Education of workers, public and private in psychosocial field.5. Specific education about gender. 6. Research of dimension and characteristics of social services and welfare politic in partner

Activities are implemented trough professional education, exchange of experiences , building network in order to harmonize existing systems and introduction with practise and legal law solutions in Italy – result : strengthening. In comparison to mention problem, in program of seminar we will involve some other organizations (except representatives of Tuzla Municipality and Tuzlanska Amika) : Centre for Social Work, Referentna Group, Tuzla Orphanage, Cantonal Red Cross , Pease Flame House, Biro for human rights and etc
Project “Adria Tur” has the main goal to connect two Adriatic coasts in field of tourism and promotion of tourist-economical potential of city partners ( Ravenna, Dubrovnik, Tuzla) and their region. Activities of project are directed toward connecting tourist offices in partners cities , making

unique tourist-propaganda material and common presentation of tourist-economical potential of involved regions. Expected activities are : making tourist material according to unique methodology and social tourism – organisation of summer holidays in Province Ravenna for orphanages , children with bad social status mostly from region of Tuzla and Srebrenica. This activities will be realised during 2006 and in this implementation are involved the following organisations “Adottando” from Bologna, Tuzlanska Amika from Tuzla ,as well as Tuzla orphanage and Tuzla Municipality . The Tourist material for Tuzla will prepare Tuzla Municipality and Regional Development agency for North East Bosnia ( NERDA). Construction of Elementary School “Sjenjak “- Donation of People and Government of Japan Within help to Bosnia and Herzegovina , the Government of Japan donated finance for construction of 13 elementary schools in Bosnia and Herzegovina (8 in Federation of BIH and 5 in Republic Srpska) among which is the Elementary School “Sjenjak” in Tuzla.
The Agreement about donation was signed by the ministers of education from Federation of BIH and Republic Srpska and the representative of the Ministry of Foreign Affairs BIH. Local partner was Tuzla Municipality. The Japanese international help in this project was implemented trough the Governmental agency JICA; consultant in implementation of project was Japanese organization MOHRI and main constructor was Japanese firm OBAYASHI. The constructor was domestic firm “Tehnograd” d.d Tuzla . The surface of Sjenjak School is around 2000m².The values of total works is around 2.5 millions of KM. For the first time , the project of construction of school meant also providing the equipment , furniture and equipment for classrooms and cabinets. According to Agreement , the obligation of Bosnia and Herzegovina side ( or in other word Tuzla Municipality ) was to provide connection for communal infrastructure and organization of terrain for total school complex. Project was successfully implemented and school started to work in September 2004. (Embassy of Japan in Sarajevo, Mula Mustafe Baseskije 2, 71000 Srajevo, tel. +387 33 209580, H.E. Mr. Itaru Umezu).
SEENET – Network of South East cities - Project is financed by Government of Republic Italy and implemented trough Region Toscana in cooperation with few cities from South East Europe (Croatia, SCG, Albany, B&H) . It is about complex project whose activities are going toward two directions:
- Improvement of local economic development and - Improvement of communal infrastructure .
The first part of this project consisted of education on experiences and good practice in developing European countries for project participants. This phase is concluded by construction of concrete subprojects in accordance to the priorities of each local community , and their implementation in terrain. In our region we set up three projects in field of local economical development or offering support for development of small and middle size enterprises.
- Construction of business areas for start up of small business ( support for new established firms) within Development Business Center Lipnica- Incubator Lipnica .
- Development of data base of small and middle size entrepreneur within Department of Budget , Finance and entrepreneurship in Tuzla Municipality.
- Forming of Business Info Center within Association for independent entrepreneurs in Tuzla Municipality.

This project is directed toward strengthening of capacities for basic levers and development of entrepreneurship in our municipality, and those are: Sector for entrepreneurship, RPC Tuzla – Incubator Lipnica and Association of Independent Entrepreneurs in Tuzla. The SEENET project, as well as its side-projects which have been realized in our area, are supporting the cooperation between these institutions. The resources aimed for the realization of the three side-projects mentioned above reach the amount of about 200.000 KM, and they are going to be realized through the office for such projects in BiH in Sarajevo. Fund for the regional development EU-RED - Municipality of Tuzla has been actively involved in the preparation of the part of the project and its applying for the financial help at the Fund for the regional development EU-RED, whose response was positive. The project is called “ Establishment and the development of the network of incubators and building a centre for supporting small and middle size enterprises in South-East Bosnia.”, presented by Independent bureau for development, Modrica-Gradacac.The partners of this regional project are Municipality of Tuzla and RPC Tuzla-Incubator Lipnica. With this project Incubator Lipnica , along with the technical help and knowledge acquired in cooperation with other incubators in the region, will be provided a support for development of structural capacities worth about 65.000 KM (with Municipality of Tuzla’s participation of 15%). ABGT – Agenzia di Buon Governo Territoriale – The “online studying” project, or in other words, education in public services and practices in different fields of interest: water, waste, menagement services, European normatives and standards within those fields, economy of services and access to European funds, was financed from the resources of Government of Republic of Italy (L84/2000). Municipality of Tuzla received appropriate equipment for so called video-conference, through which experts working on the project in Rome gave lectures, while participants from B&H were qualified lecturers from municipality and cantonal institutions, as well as from NGOs working on environment protection and producing international projects. This very project is also realized for the partners from South-East Europe, with the participation of B&H cities, Tuzla, Sarajevo and Banjaluka. The project ended in July, but the second phase of the project is planned for the beginning of the next year. Decentralized cooperation: MONITORING OF THE SINKING OF TUZLA TOWN AREA – In cooperation with Emilia-Romagna Region, The Province of Ravenna and University of Bologna – The Faculty for Environmental Sciences in Ravenna, a project named “Decentralized cooperation: realization of a programme of technical assistance to managing a territorial system aimed at controlling and monitoring local problems of sinking, caused by exemption of salt” is currently in the process of its realization. The first phase of the project already ended, and it includes the purchase of equipment ( for the satellite measurements etc.), needed for monitoring of the sinking. Throughout this phase, Italian experts have visited Tuzla several times, and together with our experts from the Municipality , Directorate for restoration and development , and University of Tuzla, provided training for our personnel and made the first shooting necessary for analysis. We are now going through the realization of the second phase of the project, whose aim is making more precise shots, producing suitable data base needed for urban planning, education of our experts in certain institutions in Italy and postgraduates exchange programmes. The second phase of the project should end in an international scientific meeting, at which the future activities related to this problem of sinking in Tuzla would be discussed (based on the findings of the monitoring project). The total number of employees in Tuzla Municipality is 417 – all of them are full time employees, and 176 of them graduated from university. The Mayor is the chief body of government and is assisted by 10 assistants, each designated for specific field of governing ( budget, financing and entrepreneurship, comunal sector, social sector, inspections, urbanism and environment....). Municipality of Tuzla employs nine accountants, all of them working within Sector for budget, financing and entrepreneurship.
The services are positioned in 4 locations, in the buildings owned by the Municipality. By the end of this year all of the services should be moved into one building at the following address: ul. ZAVNOBIH-a No 11. Municipality of Tuzla took over the building from The Ministry of Defence FBiH, and adapted it for its needs. All the services and sectors have developed information network and has necessary technical support (good enough to satisfy the basic needs of this institution).
Municipality of Tuzla is currently involved in realization of so called GAP project (OSCE & USAID), which is expected to improve technical equipment and raise the number of highly gualified people working within this institution.

The Academy will partecipate in the activities presided by Ravennantica regarding the creation of an International head laboratory for the restauration of ancient mosaics. To this end it will organise local workshops for students regarding restauration and conservation of Roman mosaics; it will carry out restauration and conservation of Roman mosaics in the area of AQUA-S in Ilidja (BiH) and prepare publications on the foresaid activities.

The Serbian Unity Congress (SUC) was founded in 1990, with Belgrade office founded in 1991.

4 Capacity to manage and implement projects
4.1 Experience of similar projects

BLAGO project:(a)the object and location of the projectThe aim of the BLAGO project is to help preserve Serbian cultural heritage and make it universally accessible to all.
1. Digital archives creation(b)the results of the project
In the past 7 years, we have photographed and digitised frescoes and architecture from q2 Servian Orthodoc monastries in Serbia, Montenegro and Kosovo and Metohija. Material numbers almost 10.000 high quality photos and about 50 virtual reality movies which enable visitors to walk through and around churches and their grounds. All photos and movies are freely accessible on our BLAGO project site, http://blago.serbianunity.net.
(c) your organisation's role (lead manager or partner) and its degree of involvement in the project Serbian Unity Congress did all the work involved and financed the project.

The costs are estimated at 45000 € yearly.

2. Monastries of Serbia 2004 CD/DVD(a) the object and location of the projectThis project is near completion. The CD/DVD will present 3 churches that BLAGO project digitised in 2004 – Sopocani, St. Peter’s Church and Pillars of St. George – with approximately 1000 photos, approximately 10 VR movies and 1 documentary movie.
(b) results of the project the results of the projectWhen finished, 1000 copies will be freely distributed to the monasteries, embassies, schools and government agencies.

3. Save the White Angel

(a) the object and location of the project
After a visit to the 13th century monastery Mileseva in 2000, BLAGO crew noticed that the most famous frescoes in Serbia – White angel and the Last Supper – are endangered. SUC made a fundraising campaign in 2001 and in 2002 the frescoes were restored with professional help of the Institute of the Protection of Cultural Monuments of Serbia. (b)results of the projectIn 2002 the frescoes were restored with professional help of the Institute of the Protection of Cultural Monuments of Serbia.

SUC carried out the fundraising campaign and provided for having the frescoes restored. SUC also participated in making the CD about Mileseva monastry.

Public bodies as well as bodies governed by Italian Public Law are exempted from producing such documentation.
The Serbian Unity Congress has a large number of volunteers helping with their projects, most of them being students who received scholarships from Studenica foundation. It also has a large network of highly professional associates that are employed from time to time for specific projects.

2 Partnership statement17
A partnership is a relationship of substance between two or more organisations involving shared responsibilities in undertaking the action funded under the INTERREG IIIA Adriatic Cross Border Programme for its internal element and under CARDS-PHARE ANNP for its external element. To ensure that the project runs smoothly, the Managing Authority for the internal element as well as each Contracting Authority involved for the external element requires all internal and external partners, (including the lead applicant that signs the Contribution Agreement), respectively, to acknowledge this by agreeing to the principles of good partnership practice set out below.
Principles of Good Partnership Practice
12. All partners must have read the application form and understood what their role in the project will be before the application is submitted.
13. All partners must have read the standard contribution agreement (internal and external) and understood what their respective obligations under the contract will be if the grant is awarded. They agree with their respective internal or external lead applicant to sign the contribution agreement, as the case may be, with the Managing Authority and with the Contracting Authority concerned and to represent them in all dealings with the concerned Authority in the context of the project's implementation.
14. The applicant must consult with its partners regularly and keep them fully informed of the progress of the action.
15. All partners must receive copies of the technical and financial report submitted to the Managing Authority and the Contracting Authority concerned.
16. Proposals for substantial changes to the action (e.g. activities, partners, etc.) should be agreed by the partners before being submitted to the Managing Authority and the Contracting Authority concerned. Where no such agreement can be reached, the applicant must indicate this when submitting changes for approval to the Managing Authority and the Contracting Authority concerned.
17. Before the end of the project, the partners must indicate the distribution of equipment, vehicles and supplies for the action purchased with the EU grant among local partners situated in the target countries. Copies of the transfer titles must be attached to the final report.
