Executive Summary On August 10, 2015, the City of Elysian accepted a Capital Improvements Plan (CIP) for improvements to the City’s core section of town (City Center), which includes the area south of Lake Francis.

As part of the CIP, this CIP study area was split in to four different project areas, identified as Project A, Project B, Project C, and Project D. In the report, Project A was identified as the first project to be improved in the 2016 construction season, and is referred to at the 2016 Street and Utility Improvement Project. This project includes an area generally between 4th Street NW and 6th Street NW north of MN Trunk Highway 60 (TH 60). This includes:

Park Avenue NW from 5th Street NW to 4th Street NW

Frank Avenue NW from 6th Street NW to 4th Street NW

Lake Avenue NW from 6th Street NW to 4th Street NW

4th Street NW from Main Street to Lake Avenue NW

5th Street NW from MN TH 60 to Lake Avenue NW

6th Street NW from Frank Avenue NW to Lake Avenue NW

On October 27, 2015, a neighborhood meeting was held with residents adjacent to the proposed project. A description of the project was presented with preliminary drawings and assessment information. Seventy-three (73) parcels, owned by 59 different property owners, are adjacent to the proposed project. Fifteen (15) of the 59 property owners (27 percent) signed the attendance roster.

Existing utilities will be partially replaced as part of the project. Sanitary sewer was constructed in the 1970s and only minor spot repairs are anticipated. Approximately 70% of the water main will require replacement, with the remaining 30% being left in place as it is expected to be in good condition. Existing storm sewer is mostly in backyards and will be likely be left in place, though new storm sewer will be constructed within the street to manage the majority of the runoff within the project area. A stormwater drainage basin is proposed at the north end of 4th Street NW to treat runoff before discharging to Lake Francis.

Up until the early 1990s, the streets within the project area were gravel surfaced. A paving project in 1992 and 1993 included bituminous surfacing and curb over the existing gravel roads. The streets have now reached their life expectancy and the need for utility replacement and better stormwater management will require their replacement. The streets in the project area are proposed for full reconstruction, with a new pavement section including a thicker aggregate base and new bituminous surfacing. Concrete curb and gutter will be constructed along each side of the street to manage stormwater. Streets are proposed to be constructed 28 feet wide through most of the project area with the exception of 5th Street NW, which will be constructed to 36 feet wide south of Frank Avenue NW. New sidewalk is proposed along the west side of 5th Street NW connecting existing sidewalk along the school to the Sakatah Trail.

Feasibility Report 2016 Street and Utility Improvement Project Prepared for City of Elysian, Minnesota

1.0 Introduction/Background On August 10, 2015, the City of Elysian accepted a Capital Improvements Plan (CIP) for improvements to the City’s core section of town (City Center), which includes the area south of Lake Francis. As part of the CIP, this CIP study area was split in to four different project areas, identified as Project A, Project B, Project C, and Project D. In the report, Project A was identified as the first project to be improved in the 2016 construction season. Project A includes an area generally between 4th Street NW and 6th Street NW north of MN Trunk Highway 60 (TH 60). See Figure 1 for the project location.

At the same August 2015 meeting that the CIP was approved, the City Council authorized SEH to prepare this Feasibility Report. The Feasibility Report outlines the scope of the project, the probable costs, the funding options, and the potential assessment amounts to the benefiting properties.

On October 27, 2015, a neighborhood meeting was held with residents adjacent to the proposed project. A description of the project was presented with preliminary drawings and assessment information. Seventy-three (73) parcels, owned by 59 different property owners, are adjacent to the proposed project. Fifteen (15) of the 59 property owners (27 percent) signed the attendance roster. Also in attendance were Public Works Director Ron Greenwald and City Administrator Lorri Kopischke, as well as Lee Istvanovich, Chris Knutson, and Chris Cavett of SEH.

2.0 Project Recommendations 2.1 Sanitary Sewer

Sanitary sewer within the project area was constructed in the early 1970s as part of a city wide sanitary sewer collection and treatment project. The sanitary sewer was constructed with polyvinyl chloride (PVC) materials which meets current standard for sanitary sewer. As the PVC sanitary sewer appears to be in good condition, its replacement is not proposed as part of the project. However, minor spot repairs are anticipated as part of the project along with new castings and seals around each of the manholes. The sanitary manhole located at the intersection of Lake Avenue NW and 4th Street NW is anticipated for full replacement so it can be relocated within the roadway, as it is currently in a driveway apron.

2.2 Water Main Information on the City’s water distribution system map gathered during the CIP process showed that existing water main within the project area is a mixture of different sizes and materials. Much of the water main within the project area was constructed before the sanitary

sewer and is 4-inch diameter cast iron pipe. Water main located on 5th Street NW, 6th Street NW, and the west block of Frank Avenue is newer and believed to be 6-inch or 8-inch PVC pipe.

Cast iron is susceptible to breaking and the Minnesota Department of Health (MDH) requires that water mains be a minimum of 6-inch diameter. For that reason, all water mains less than 6-inch diameter and not made of pressure grade PVC pipe shall be replaced.

In areas where water main will be replaced, water services will also be replaced. Replacement residential water services will be constructed of 1-inch diameter high density polyethylene (HDPE) pipe between the proposed water main and the connection to the existing water service, with new curb stop shutoff valves also installed. At this time, there are no commercial or industrial water service replacements anticipated as part of the project.

Two homes on the north block of 5th Street NW are currently served by a long water service off of Frank Avenue NW. It is recommended to remove the long water service and serve each of the homes off the nearest proposed water main on either Frank Avenue NW or Lake Avenue NW.

2.3 Storm Sewer 2.3.1 Existing Condition

Runoff within the project area north of Park Avenue primarily flows toward Lake Francis. This includes most of the project area. A limited amount of storm sewer and inlets located in backyards, shallow ditches, driveway culverts and storm inlets at the north end of 4th Street NW work as the stormwater collection system before discharge to the lake. The existing storm sewer is inefficient at collecting runoff as it requires drainage to flow off of the street and into the backyard storm sewer or surface drain toward Lake Francis. Because of this, stormwater often collects in property owner’s yards or in the street, causing flooding, erosion, and safety hazards to both homes and drivers.

South of Park Avenue, runoff flows toward the MN TH 60 right-of-way which eventually drains to Lake Elysian through a system of ditches, culverts, and storm sewer. Some drainage flows to storm inlets on Main Street that drain to a shallow ditch located between Main Street and Park Avenue.

2.3.2 Proposed Storm Sewer Proposed storm sewer within the project area will differ greatly from the existing condition, but is typical for urban settings. Curb and gutter constructed along each side of the street will convey drainage to catch basin inlets, typically located at low points in the road profile and at the end of each block. This will reduce the distance traveled by stormwater runoff, reducing the amount of water on the roadway by collecting runoff in the catch basins. New stormwater pipe will be constructed along most of the project areas and sized to manage a minimum 5-year rainfall event. A larger storm sewer pipe is proposed on 4th Street NW with smaller storm sewer extended west on Park Avenue, Frank Avenue, and Lake Avenue. The storm sewer on 4th Street NW will drain toward a drainage basin (see Stormwater Drainage Basin section below) or Lake Francis.

Existing storm sewer will in most cases be removed. However, it is likely much of the storm sewer located in the backyards will need to remain in place as it will not be possibly to drain those areas toward the street. With the new collection system built within the roadway, the amount of runoff draining to these areas will be greatly reduced. Existing storm sewer to be

left in place will be connected to the proposed storm sewer. Existing storm sewer that will no longer be needed will be either removed or abandoned.

2.3.3 Stormwater Drainage Basin As noted above, most stormwater runoff within the project area flows to Lake Francis on the north side of the project. When precipitation touches the ground and eventually drains into the storm sewer, it carries with it debris and pollutants that may wash away with it. This includes sand, leaves, lawn clippings, oils, and other pollutants. Currently, these items drain directly in to the lake as there is no way to remove them.

As part of the project, it is proposed to construct a drainage basin near the outlet to Lake Francis. This basin would be constructed in the unimproved right-of-way at the north end of 4th Street NW. The basin itself would be designed to take the “first flush” of stormwater within the collection system, which often contains the most debris and pollutants. Water would then either infiltrate in to the subsoils or filtrate to drain tile before draining to the lake. The drainage basin may be planted with flowers, shrubs, small trees, and/or native grasses. A control structure just upstream of the basin to direct flow to the basin. When the water elevation within the basin reaches a certain level, likely less than 1-foot, additional flow within the storm sewer will drain bypass directly to the lake.

Manholes located directly upstream of the basin include sumps to collect the heavier debris, especially sand and gravel, before draining to the basin. They will require regular cleaning such that the collected material does not end up draining to the lake or treatment basin.

2.4 Streets Soil borings have not yet been conducted for this project. Information we have on the existing streets show that before 1993, most of the streets existed as gravel roads. In 1993, a city-wide paving project was completed where the existing gravel roads were graded and then paved with 3 inches of bituminous along with bituminous curb on each side of the street. The existing gravel thickness is estimated to vary between 3 inches and 6 inches.

The street sections shown in this report are based on our engineering judgment for the location and the pavement section that was used for the previous Main Street improvements.

The total reconstruction of the streets is proposed to include removal of existing street section, excavation and subcut excavation (where needed), regrade and realignment of street, geotextile fabric at the bottom of the street section, placement of street section including 14 inches of aggregate base, 4 inches of bituminous pavement on the local streets, 5 inches of bituminous pavement on the County road, B618 curb and gutter, and turf restoration. (See pavement section, Figure 4.)

A 6-inch drain tile is proposed to be installed at the back of curb to drain subsurface water from the street section. A sump pump service line with a lawn sump basin would be extended from the drain tile lines to the residential properties for homeowner to connect their groundwater sump pumps. The installation of a line from the house sump pump to the lawn sump basin would be the responsibility of the homeowner.

2.4.1 Street Widths and Locations The existing and proposed widths are listed in the table below and are shown on Figures 2 and 3. The street widths have been discussed at the neighborhood meetings and in the Capital Improvements Plan, and are currently proposed accordingly. As most of the project

area does not have any concrete curb, streets are not completely straight and street widths do vary. The existing street widths shown below are averages.

The existing streets are also not centered within the right-of-way, which is typically the preferred location. When reconstructing the streets, it will be desirable to place the streets as close to the center of right-of-way as feasible while still matching the existing topography. Our preliminary road locations are shown in the table below. These locations will be looked at more closely during the final design stage of the project and may be slightly modified.

Existing street widths are full pavement width, including bituminous curb. Proposed street widths are F-F (face-of-curb to face-of-curb).

2.4.2 Street Usage and Recommendations

Most streets within the project are primarily low traffic and serve only the residents that live in the project area. The existing street width of 24 feet would be considered the minimum for its usage. However, parking on a street of this width does make it difficult to pass through and most residents will park partially onto the boulevards to make more room. It is recommended to increase the typical street with (with the exception of 5th Street NW south of Frank Avenue) to 28 feet face-of-curb to face-of-curb. Widening the street to this width will allow more room for parking but may not visually look much wider as the bituminous pavement will only be 25 feet wide. Vehicle speeds are not anticipated to increase much due the widening of the streets.

Fifth Street NW south of Frank Avenue NW is recommended to be reconstructed to 36 feet, which will widen the existing street north of the school, narrow the street in front of the school (currently 53 feet), and be similar to the existing street width south of the school.

Through discussions with the School District, it is recommended that a parking bumpout be provided in front of the school to allow for four buses to be parked at one time. This bumpout

will be either 8 feet or 10 feet in width and allow for buses to park off of the street and provide separation to through traffic.

2.5 Parking On-street parking is not expected to be affected by this project. The 28 feet width of most of the local streets should improve the existing condition and the 36 feet width on 5th Street NW will improve parking for both school and park users.

School bus parking only will be provided in front of the school, and a parent loading/unloading zone north of the school may have hours of prohibited parking. In addition, the 36 feet street width on the county road portion of the project is below the minimum of 38 feet required for parking on both sides of the street for State Aid routes. Parking will need to be prohibited on one or both sides of the street.

2.6 Sidewalks The project area currently has a minor amount of sidewalk, located in front of the school on 5th Street NW. This sidewalk was recently replaced and is in good condition. It is desired to keep this existing sidewalk, and extend new sidewalk south of the school to the Sakatah Trail.

As sidewalks cross streets, new pedestrian ramps with truncated domes will be constructed according to Americans with Disabilities (ADA) standards. This will include the Sakatah Trail crossing at 5th Street NW. The MNDNR will be contacted regarding any requirements they may have regarding the reconstruction of the crossing.

New sidewalk was initially proposed along the south side of Frank Avenue NW between 6th Street NW and 5th Street NW and along the west side of 5th Street NW, north of the school. As recommended by the City Council, this sidewalk will not be constructed at this time. This sidewalk may still be constructed in the future, as part of a different project. As such, the grading in these locations will be designed to allow for future walk to be constructed, as best possible.

2.7 Driveways and Alleys Driveways and alleys along the project streets will be reconstructed to fit the new street, typically between 10 feet and 15 feet behind the proposed curb and gutter. It is recommended that a 5-foot concrete apron be provided at each driveways with the remainder reconstructed with material similar to their existing condition (aggregate, bituminous, or concrete). This will provide uniformity to the project and reduce the amount of sand from gravel driveways being tracked on to the street and then to the storm sewer.

2.8 Private Utilities Though not part of the street project, existing private utilities will be affected by the improvements. Conflicts with both underground utilities and power poles are anticipated. Private utilities will be contacted early on in the design process and will be required to relocate if they are conflicting with the City’s proposed work. In addition, private utilities will often consider replacement of older infrastructure as much of the area will already be disturbed due to the street improvements.

3.0 CSAH Participation One block of 5th Street NW, south of Main Street, is within the County State Aid Highway (CSAH) system. The route, CSAH 50, includes both this block and the entirety of Main Street.

On November 3, 2015, the Le Sueur County Board agreed to participate in the project and cover costs related to the reconstruction of the street and storm sewer on this block. The street and storm sewer will need to be designed according to State Aid standards and be reviewed and approved by the MnDOT office of State Aid.

4.0 Right of Way/Easements All streets within the project will fit in the public right-of-way, which is typically 70 feet wide throughout the project area. The exact location of existing storm sewer located in backyards is unknown and may require utility easements if storm sewer extensions are needed. Part of 5th Street NW along the school, including sidewalk, curb and pavement, are outside the right-of-way. Though the road will be narrowed enough to fit in the right-of-way, an easement may be necessary to include the existing sidewalk such that it can be part of public use.

As the project proceeds into detailed final design, there may be additional permanent easements and/or temporary easements that maybe identified. We will be contacting affected property owners on a case by case basis, as needed.

6.0 Cost Estimates and Project Financing The costs quoted herein are estimates only. The actual cost of the work would be determined through the public bidding process and a reconciliation of all project related costs. Detailed cost estimates are included in Appendix A. The cost estimates include budget amounts for construction cost and project related costs, such as contingency (10 percent), as well as administrative, legal, and engineering (25 percent).

7.0 Proposed Assessments Based on the City of Elysian’s Assessment Policy for Street and Utility Improvements, the project will be funded in part through assessments to the benefiting properties with the balance of costs paid from sewer, water, and environmental utility funds, as well as general tax levy. The assessment policy was presented to residents during the October 27, 2015, neighborhood meeting as well as the general magnitude of the assessments. It was noted that the assessment rates were subject to change before the report was finalized.

NOTE: The final recommended assessment rates presented in this report for the 2016 project are listed below and are slightly more than what was presented at the neighborhood meeting ($200 more on both the street and water service rates).

Street Assessments:

The recommended 2016 assessment rates presented in this report are:

$8,200 per residential unit

$109.33 per front-foot for Commercial/Institutional/Multi-Family

Water and Sewer Service Assessments:

The recommended assessment for residential water service is:

9.0 Summary and Recommendations From the results of the feasibility study and preliminary investigations, it can be concluded that:

1. The project is feasible as it relates to general engineering principles, practices, and construction procedures as it has been presented in this report.

2. The project is necessary to maintain the city’s infrastructure.

3. The project is cost-effective when all related costs are considered - public and private.

4. The project is the first phase of the adopted Capital Improvements Plan (CIP) which recommended reconstruction of all streets in the project area.

We recommend the following:

1. Accept this feasibility report and order a public hearing to be held as soon as possible.

2. After holding the public hearing, the city council should consider ordering the improvement and authorizing the preparation of plans and specifications.

3. The cost of the improvements will be recovered through assessments to the benefitted properties and through various city contributions.

4. The City of Elysian City Council should approve the Assessment Rates as presented in this report.
