1 INTRODUCTION
1.1 Scope of this document
The OAM07 (Operation, Administration, Maintenance and Provisioning) Feature
Planning Guide provides a features-level description of OAM07.0 and OAM07.1
features available within the Wireless Management System product suite.
This is a delta document. It does not list neither described the features delivered in
previous releases (please refer to [R3], [R4], [R5], [R6], [R7], [R8], [R9] and [R10]
documents).

3.1 OAM Solution Hardware, OS and Scalability
34420 - WMS KPI OAM07
FEATURE DESCRIPTION
This feature describes the expected system performances of each of the WMS Main
Server types and NPO server types in OAM07.
WMS Main Server:
A Main Server SE T5220 or Netra 240 (existing deployments) configuration
will manage up to 150 BTS, 900 cells and 5 concurrent user sessions
A primary Main Server Netra T5440-2cpu will manage up to 700 BTS, 4200
cells and respectively 30 concurrent user sessions. A dual Main Server Netra
T5440-2cpu ROC will manage 1400 BTS, 8400 cells and 60 concurrent user
sessions
A primary Main Server SF V890-4cpu (existing deployments) will manage up
to 700 BTS, 4200 cells and respectively 20 concurrent user sessions. A dual
Main Server SF V890-4cpu ROC will manage 1400 BTS, 8400 cells and 40
concurrent user sessions
A primary Main Server SE M5000-4cpu or SFE4900-8cpu (existing
deployments) will manage 2000 BTS, 12k cells and 40 concurrent user
sessions. A dual Main Server SEM5000-4cpu or SFE4900-8cpu ROC will manage
4000 BTS, 24k cells and 80 concurrent user sessions
A primary Main Server SE M5000-8cpu will manage 4000 BTS, 24k cells and 70
concurrent user sessions. A dual Main Server SE M5000-8cpu ROC will manage
8000 BTS, 48k cells and 140 concurrent user sessions
A primary Main Server SFE4900-12cpu (existing deployments) will manage
3000 BTS, 18k cells and 50 concurrent user sessions. A dual Main Server
SFE4900-12cpu ROC will manage 6000 BTS, 36k cells and 100 concurrent user
sessions
NPO Server:
a 3G NPO T5220-1cpu will manage up to 1400 cells
a 3G NPO M4000-2cpu will manage up to 9000 cells
a 3G NPO M4000-4cpu will manage up to 18000 cells
For existing deployments:
o a 3G NPO N240-4cpu will manage up to 1400 cells
o a 3G NPO V490-2cpu / SE3510 will manage up to 4500 cells

The WMS and NPO server portfolio provide the scalability required for customer
network deployments, from small server especially suited for labs and trials up to
high capacity server solutions.

For existing SUN SF V880 and SF E4800 customers, as a consequence of the OAM06.0
feature 33421 - Co-resident FCPS Main Servers, the WMS Main Server capacity is the
following:
SF V880 4 CPU: a maximum of 550 BTS and 3.3k cells are supported per Main
Server
SF E4800 8 CPU: a maximum of 1600 BTS and 9.6K cells are supported per Main
Server
SF E4800 12 CPU: a maximum of 2400 BTS and 14.4k cells are supported per
Main Server
OAM07.1 is the last software release to support the SUN SF V880 server and the SUN
SF E4800 server.
The SF V250 server is no more supported in OAM07.1
ENGINEERING IMPACTS
From OAM06.0 on, a WMS Main server Alarm History waiting queue defense
mechanism is implemented. This mechanism will discard alarms, under rare
conditions, if the waiting queue grows too large to prevent out of memory errors.
Linked to the behavior of the SUN UltraSparc T2 CPUs (high level of multi-threading
but at lower frequency than previous generation of SUN Sparc CPU), some
configuration management operations on large RNC configurations (like e.g. build
offline) may take a longer time than on the SF V890 server.

75785 Selective Backup and Restore
FEATURE DESCRIPTION
The goal of this feature is to have a more flexible solution for the backup and
restore of essential and non essential data on local tape drive.
Instead of doing of backup / restore of all modules of essential / non essential data,
the improvement will allow to backup on demand all, or a selection of modules, and
restore them in the same way.
The modules chosen are the ones which might change regularly due to customer
operations. For example the selection applies to WICL development, historical fault
browser data, audit trail data, SDA data.
This flexibility can be used for the implementation of Disaster Recovery solutions.
The explicit selective list is:

FEATURE DESCRIPTION
In OAM06, in order to guarantee the consistency of the WMS essential data during
backup, a lock is put on the following operations, during a 10 to 15 minute period
called the restriction window

With this new feature, the WMS system behavior is changed to remove this short
restriction window period
Principles:
Always have a consistent copy of the database and use this copy for the Backup
When a backup is on-going, WOs can be executed in the meantime without
restriction. They will be taken into account at the next backup session
Even when WOs are on-going, if a backup is requested, it will run and backup
the current consistent copy of the database
Key operational impacts:
The coherence is guaranteed at node level, not inter node level
Impact on the configuration management KPI as a copy of the database will be
regularly done

113599 CTn processing capacity increase
FEATURE DESCRIPTION
A series of enhancements has been implemented to increase the capacity to process
CTn call traces on the WMS servers, and to protect the servers against congestion
cases, i.e. when the user-defined CT sessions overload the WMS.
The WMS processing throughput has been increased, allowing WMS to process more
input per second without using more CPU or memory.
The policy for defence against congestion has been modified to not sacrifice latency
over exhaustiveness. By triggering data loss, WMS now provides CTn data quickly.
FEATURE BENEFITS
The enhancements added to the CTn processing allow WMS to handle up to 20M calls
per day w/o delay on a large server in a given context (see limitations section). XML
CTn data are made available one publication period after collection end.

RESTRICTIONS/LIMITATIONS
The CTn processing of 20M calls per day on a large WMS server assumes a typical
traffic model for CTn data where each busy hour call generates on average 11 CTn
records, with an average call duration under 1min, and 3 busy hours per day.
Facing a more aggressive traffic model, the WMS server might initiate CTn data loss
to protect itself from data overload.

FEATURE DESCRIPTION
This feature provides multiple various enhancements of the RNC and of the NodeB
upgrade procedure. Starting with this release:
The WAUT tool is enhanced and provides now an upgrade report in a tabular
format containing for each parameter, its previous value, its new value and if the
parameter is new / updated or deleted.
Two reports are issued: one for the RNC and one for all the NodeBs. The RNC report
is tagged with the RNC id, date and time of the generation. The NodeB report is
tagged with date and time of the generation
Usual export functions are supported: print and CSV export.
The NodeB software download and activation wizard is enhanced with the two
following changes:
The Network Element type on which this software is applicable to (iBTS sub-
family, OneBTS sub-family, Micro/Pico BTS), is added in the software
selection window

A Change Control Board structure has to be put in place between all partners to
define the features list to activate, decide new deployments, sites to share or
unshared, common parameters values, etc.
This GREY operator is responsible for reporting to the RED, BLUE and ORANGE
operators multiple reports such as Quality of Service reports to ensure to the RED,
BLUE and ORANGE operators of their investment and return of profitability. It
includes:
Performance counters reports
Cell availability reports
Configuration reports
RED, BLUE and ORANGE operators have access to the GREY operator operational
centre. Each empowered person of the RED, BLUE and ORANGE operators is
activating their dedicated work-orders (or CIQ based). The GREY operator is
deciding of the most appropriate common PURPLE parameters based on the data
received from the RED, BLUE and ORANGE operators and according to the decision
taken during the Change Control Board meeting.
It has to be noted that the GREY operator role can be handled by one of the RED,
BLUE or ORANGE operators.
In more detail, this feature is providing:
Resource based Access Control per PLMNid function (ResBAC)
The ResBAC function on WMS consists to allow different access right for different
people on different resources.
- The read only access right for the RED, BLUE and ORANGE operators to
all resources (RED, BLUE ORANGE, PURPLE).
- The read/write access right for the RED, BLUE and ORANGE operators to
their dedicated RED, BLUE and ORANGE resources.
- The read/write access right for the GREY operator to all parameter
resources (RED, BLUE, ORANGE, PURPLE).

Three types of reports are provided for Configuration, Performance and Availability
management.

Operators can already define Object zones, Topology Classifications and
Working zones per PLMNid with NPO.

For UTRAN sharing the current SDA snapshots has been extended with
the two parameters (mobileCountryCode and mobileNetworkCode) that

Shared network operators have the ability to export the current
configuration to HTML per PLMNId. This can be scheduled on a daily
basis and provides a high level view of the activated features on RNC /
NodeB / FDDCells and BTSEquipment.
The generated CM reports are located on the WMS server
(/opt/nortel/data/utran_sharing/cm_reports/CM-Report()-
PLMN.html) and can be pushed by the GREY operator to the
share file repository server. Each ORANGE, Red and BLUE operators can
then retrieve their dedicated CM reports.

FEATURE DESCRIPTION
WMS provides a robust Fault Management solution capable of handling thousands of
alarms generated by the managed network elements. All alarms are however not
relevant for all operators, as each operator has his own supervision strategy.
WMS offers since OAM03 (completed in OAM04) a powerful Advanced alarm
management mechanism for customizing the alarm flow. Rules, implemented
through a GUI, are applied to the alarm flow and define a so-called managed alarm
stream to which each individual user (including 3GPP agent) can subscribe or not.
Rules are based upon the following functions:

This feature requests that a recommended set of rules is delivered with the product,

filtering to the alarm stream, such that alarms presented to the alarm manager GUI
are consistent and relevant ones.

FEATURE DESCRIPTION
Subset of Alarms from the 7750/7710/7705 are consolidated and managed by the
existing WMS toolset, thru the EMS 5620 SAM.
On the WMS GUI, the user is seeing one icon representing the Transport Node 7750,
7710 and 7705.
Alarms events from these NE are handled and managed by the existing WMS toolset,
therefore the following fault management functions are available:
The Network Banner and Network Health Indicator, which provide network alarm
status and summary alarm counts
The Resource Browser, which graphically shows alarms on the network map or in
a grid view format
The Alarm Manager, which provides a list of active alarms: The alarm manager
displays the component attribute, as well as the probable cause and additional
text attributes. The Alarm Manager supports persistent user preferences so that
operators re-launch of the alarm manager will result in its display in the same
way it was left in the previous session. Sorting of information within the alarm
manager columns is also supported.
9 alarms rule set (option): alarm filtering, supporting both alarm delay and
inhibit capabilities of the alarm stream, modification of severity, maintenance
mode, send SMS and email upon reception of most important alarms, launch
customized script, temporal correlation to allow consolidation of an alarm type
which is being raised multiple times on a particular component.

It is required to be deployed on its dedicated hardware machine. The functions such

FEATURE DESCRIPTION
Starting OAM5.1, WMS is converting automatically the board insertion / extraction
states received from the iBTS into alarms visible in the alarm window.
This feature allows the operator to turn on/off this conversion mechanism as willing
by its operational model on a per ROC basis.
If the operator decides to switch on the conversion mechanism, the iBTS states

be ready to be launched.

With these improvements, the user will be able to release some Network Elements
locked due to their involvement in an activation session and enable other sessions or
other activities to be launched on these Network Elements (Lock/Unlock). The user
can resume the activation later on or fallback the released Network Elements to
reach their initial status.
All the resume/fallback automatically generated sessions will be listed in the
session tree list enabling the user to easily resume or fallback the released Network
Elements.
This feature will bring more flexibility to the activation activities in terms of user
collaboration and in terms of session management with the enhanced release,
resume and fallback capabilities.

This feature provides the possibility to rename a Node B and associated components
in a single action thru a dedicated standalone operation that the user can launch by

components that could be impacted by the Node B renaming (e.g. Iub VCC
CorrelationTag).
FEATURE BENEFITS
In the previous releases, WPS provides a renaming interface for each object: Node B,
FDDCell, BTSEquipment and site. However, to comply with engineering rules, a Node
B renaming requires several individual actions to update all related objects and
attributes.
This operation makes the Node B renaming less time consuming by allowing the
propagation of the new name to other related components. The WPS Rules and
Checks integrated in this operation ensure that this propagation is done properly to
all the associated objects and attributes and recommendations are respected for all
the user labels and attributes (tags, etc).

From a general manner, the benefits of this feature are to be able to visualize
UTRAN synthetic counters values and evolution as soon as available from the
Network Elements (from a limited number of Network Elements and cells).
UTRAN synthetic counters refer to metrics calculated on WMS server based on raw
counters reported by the RNC.
This allows users to understand immediate network behavior when changes occur on
the network.
The following use cases have been identified:
Special events management
Customers want to be able to follow up special events such as concerts,
sports events or large public meetings, i.e. to be able to monitor places

FEATURE DESCRIPTION
In some cases, cells do not behave correctly and provide very bad quality with no
usual reason, providing severe service impact to end users. Alarms and Counters
cannot help find the root cause of the problem and the only way to troubleshoot is
to send a drive tester on site performing pre-defined call scenarios while
troubleshooter activates a Call Trace session on this user.
Looking at the call flow with messaging content and/or evolution of call KPI on time
graphs, troubleshooter is able to find out what is going wrong and put things back in
order. Due to the impact on service, troubleshooter needs to be able to see call flow
refreshed in real time (some seconds after message really occurs on network).
With this feature, UTRAN messaging for specific mobiles are traced in real time
trough a direct connection with the RNC through IP/UDP protocol.
The overall latency of the solution should be between 10 to 15 seconds.

82874 - WQA adaptation to UA07.1
FEATURE DESCRIPTION
This feature keeps track of the adaptation required on WQA modules to be able to
work in OAM07.1 in front of UA07.1, and also during upgrade to UA07.1.
During upgrades to UA07.1, WQA will be able to show reports on the nodes working
in UTRAN release prior to the upgrade, and also on the UA07.1 nodes.
FEATURE BENEFITS
This feature allows customer to continue using WQA modules in OAM07.1 in front of
UA07.1.

79676- WQA support of multi ROC
FEATURE DESCRIPTION
This feature provides the support of several WMS ROCs by one (1) single WQA server
meanwhile the current limit in terms of number of cells is respected.
In OAM7.0 release, the WQA server will be able then to manage 4000 cells
dispatched on several ROCs (up to 5 ROCs).
The WQA server will be able to manage in parallel the integration of data coming
from several WMS data sources and present them in consolidated reports.
The communication between the WQA server and the ROC server(s) is done by SFTP
(secure FTP) or FTP.
FEATURE BENEFITS
This feature allows customers to benefit from support of multi-ROC within the
current limit in number of cells of 4000 cells per WQA.
