An automated rain gauge is still operational at the Municipal Grounds of Leyte town; another automated rain gauge is operational at San Vicente Elementary School at San Vicente, Tolosa; while the Water Level Monitoring System at Osmena Bridge,Bawon River in MacArthur is still operational. Furthermore, still operational is the Water Level Monitoring System with Automated T he Philippine Information Agency in Eastern Visayas in partnership with the private sectors, is set to launch the region-wide training of barangays on citizens journalism in order to empower the citizenry to report what is going on in their respective barangays. The National Union of Journalists of the Philippines and the ABS- CBN’s Bayan Mo, Ipatrol Mo have graciously accepted to help the Philippine Information Agency Region 8 in its endeavor to strengthen the Community Development Information Officers program by including all the barangay, not only the municipalities in the Region. NUJP’s Ms. Weng Paraan and ABS-CBN’s Carisa Manuel Pancho will be in Tacloban on February 12 in order to facilitate the training on citizens journalism which will include barangay officials and PIA information officers. The idea behind PIA-8 partners with private sectors for citizens journalism training on February 12 M ajority of the installed weather monitoring stations in Leyte is still operational, the Department of Science and Technology in the province of Leyte said. With the prevailing rainy weather in the province, a question was raised as to the DOST over the capability to warn people about incoming floods. DOST Leyte Director Glenn Ocana told the Philippine Information Agency that of the 14 LGUs in Leyte where said weather monitoring stations have been installed, only three LGUs reported that the same are already unoperational or unit unavailable during the monitoring conducted in December of 2013. continued on page 5 continued on page 5 These are the LGU Javier where the Automated Rain Gauge device was not operational and has been pulled out by DOST; LGU Kananga where the Automated Rain Gauge unit was unavailable at the December monitoring; and LGU Palo where the Water Level Monitoring System was pulled out from the station due to mast. Director Ocana said that said devices will be re installed as soon as they are repaired but if they are beyond repair, they will be replaced with another unit. DOST-8 bares initiatives for the post Yolanda rehabilitation and recovery efforts in East Visayas

T he Depar tment of Sc ience and Technology have some

ini t iat ives for the post Yolanda rehabi l i tat ion and recover y in Eastern Visayas. DOST Region 8 Direc tor Edgardo Esperanci l la to ld the Phi l ippine I nformation Agenc y that one of the in i t iat ives of the DOST is the development of hybr id weather monitor ing system and produc t ion of weather and ra in automated stat ions. These are a imed at developing and deploying a net work of automated weather stat ions and ARGs to monitor real t ime weather changes occurr ing in speci f ic local i t ies across the countr y.Direc tor Esperanci l la sa id that DOST has a l ready conduc ted inspec t ion and inventor y of ex ist ing deployed weather monitor ing systems. Meanwhi le, proposed to be deployed for the 2nd phase

of deployment in Region 8 are 46 Automated R ain G auges and 16 Water Level Monitor ing Systems, Direc tor Esperanci l la sa id. Another in i t iat ive is the DOST-DOLE Joint Program cal led RISE Projec t , the acronym for Rebui lding through I nnovat ions, Susta inable Employment and Enterpr ise) , a jo int understanding on technology and innovat ion infus ion for susta inable communit y enterpr ise. The objec t ive of R ISE projec t i s to provide susta inable l ivel ihood and employment oppor tunit ies for wealth creat ion. Direc tor Esperanci l la sa id that nat ional meet ings have been conduc ted. Local coordinat ion meet ings wi l l be done soon to ident i fy projec ts to be proposed under the program. ass isted by DOST through SE TUP. OXFAM representat ives wi l l come back to DOST for a consultat ive meet ing, Direc tor Esperanci l la sa id. Meanwhi le, Direc tor Esperanci l la sa id that the Regional I nformation and Communicat ions Technology Committee – Eastern Visayas Federat ion for I nformation Technology (E VFIT ) , a creat ion of the regional IC T Committee of Eastern VisayasRDC, conduc ted a meet ing on Januar y 22 and has decided to conduc t an inventor y of sur viv ing IC T resources per member inst i tut ion.The pr ior i t y ac t iv i t ies for 2014 are those that a im to ass ist rehabi l i tate the IC T I ndustr y in Leyte and the region as a whole. Another couple f rom nearby Darahoway Daco, Pedro Vista , 51 and Nora Vista , 39 f inal ly exchanged ‘ I do’s “ a f ter 15 years of l iv ing together.

Four (4) classroom buildings turned over to Deped Palo LeyteBY: CONSUELO ALARCON

The Department of Education formally accepted on Sunday the

four classroom buildings donated by PLDT-Smart Gabay Guro Foundation and Philippine Disaster Recovery Foundation to Pawing Elementary School, Brgy. Pawing Palo Leyte, one of the schools in Eastern Visayas devastated by typhoon Yolanda. In a simple turn over ceremony held at Pawing Elementary School grounds, the symbolic key was accepted by Department of Education (Deped) Region 8 Legal officer Lawyer Rhoan Oribia as representative of Deped Region 8 Director Luisa Bautista-Yu from PLDT-Smart Gabay Guro Foundation Chairperson Ms. Cheryl Cabal Revilla and Mr. Butch

Milley, Chairman, Philippine Disaster Recovery Foundation and other PLDT-Smart Executives in the presence of Department of Education Assistant Secretary Tonisito Umali, Leyte Schools Division Superintendent Dr. Manuel Albano, School Principal Loreta A. Golaresa and the teachers. Local officials of the Province led by Leyte Governor Leopoldo Dominico L. Petilla and his wife Sharon, Palo Mayor Remedios L. Petilla, Brgy. Councilor Chiqui Uy also graced the occasion together with actor Derek Ramsey who is with the Gabay Guro Foundation. In her acceptance speech, Atty. Oribia, in behalf of the Department of Education, has expressed thanks to

the kind-hearted people particularly the PLDT-Smart executives, Gabay Guro Foundation and Philippine Disaster Recovery Foundation for the continuing support to the Deped. The project is in line with the rehabilitation efforts of the government with the support of the private sector.More or less 700 pupils in said school will benefit the project. It was learned that of the five thousand (5, 000) classrooms damaged by the typhoon 417 of which are found in Palo Leyte, one of towns in Eastern Visayas hardly hit by the super typhoon.(PIA-8)
