Basic Skills Tests: The use of the MTLE Basic Skills Tests continues to be of concern in that standardized tests have no correlation to end of program effectiveness of teaching measures. What Produces Effective Teachers? New research indicates that pedagogical methods and quality of field experiences are the two areas of preparation that statistically impact effectiveness and retention of teachers. CAUCUS OVERVIEW

1. Peer Review Panel – Each caucus will elect three representatives; one who will serve one year, one who will serve two years, and one who will serve three years. Each year hereafter, each caucus will elect one member to serve three years in this position. (job description for PRPs are in folders)

2. Treasurer Position – Rhea has served two terms and must retire from the position. Need volunteers (position description in folders) – MEC will review qualifications and forward name(s) forward for a vote by CIRs/IRs at the April Business Meeting.

3. MEC Board Positions – Discuss nominees for MnSCU, UM, and Private Colleges. Elections at April Business Meeting. (position description in folders)

4. Show us some LOVE – use candy hearts provided to compose upbeat, kind, loving messages about Minnesota Educators or Educator Preparation Programs. Prepare to share your LOVE with other Caucuses. Which caucus can generate the best LOVE, which caucus can come up with the most LOVE, which caucus can come up with the funniest LOVE?

BoT has asked CAEP to provide information regarding benefit to the State of MN to have a partnership agreement in place ($11,000)

State of MN Dues and IHE reporting requirements are being negotiated at this time

One exam battery must be used to meet basic skills requirement in reading, writing and math (only MTLE or ACT or SAT )

Candidates who have taken ACT plus writing and scored ≥21 on the English/Writing composite of the exam, may retake the ACT to raise their overall composite score to ≥22 if needed. Both score reports would need to be presented to meet the full requirement.

Any possible changes regarding cost of edTPA will be negotiated upon determination of a testing vendor for the 2015-2020 contract.

Board of Teaching focused on equity for any and all licensure requirements. All candidates should meet the same standards.

Recommending elimination of a MN specific skills exam

Advising against the requirement of statewide report cards and educating legislators regarding existing requirements of EPPAS – cost for upgraded BoT systems to meet this mandate is estimated at over $500K – not a worthwhile investment at this time.

TELLING OUR STORY

Please engage in table conversations about the position papers and the MACTE promotion document and what those issues look like at your institutions.

What evidence/examples/anecdotes might be used in conversations with legislators and people in your communities?

If any of you are able to record some of this, MACTE might be able to craft a support document called "Stories from the Field" - disastrous effects and marvelous successes could be prepared for use. We are seeing that legislators respond to personal interest stories and to evidence of harm or success. Let's try to give them that.
