Dear Resident,

I hope you are keeping healthy and warm through the coldest days of the year. This month there are numerous public engagement opportunities, including a budget session with me on February 9 at 7 pm. You can bring any questions you have to that session. This budget year has been very challenging, and as chair of the budget committee, I have a big job ahead to bring you the lowest possible tax increase at a time where city revenues are down significantly, and costs are up due to the pandemic. I look forward to hearing your priorities and concerns. And, if you live near Glastonbury, Mount Forest, Tavistock or Walkers Line and Britannia Road, please see below for public information sessions related to those roads.

AGENDAS

The agenda for the committees and council to be held in February 2021 are available online at www.burlington.ca/calendar. Due to COVID-19 all meetings will be conducted virtually. During the meetings, the Committee Chair is the only member of Council present in Council Chambers along with the Clerk and information technology technician. All meetings are live webcasted. Requests to delegate to a virtual meeting can be made by completing the online delegation registration form or by submitting a written request by email to the Clerks Department at [email protected] by noon the day before the meeting is to be held. If the meeting is on a Monday, requests to delegate shall be submitted by noon on the Friday before the meeting.

All requests to delegate must contain a copy of the delegate’s intended remarks which will be circulated to all Members of Council/Standing Committee in advance as a backup to any technology issues that may occur. 2021 CITY BUDGET

Work to determine the City of Burlington’s 2021 budget is underway. The City's budget consists of both an operating budget for the delivery of services to the community and a capital budget to invest in the construction and renewal of city assets and infrastructure. MOUNTAINSIDE OUTDOOR POOL

REVITALIZATION – LOOKING FOR

YOUR INPUT

Mountainside Outdoor Pool has served the community well for over 50 years and the City is planning a future revitalization of this popular community outdoor pool. The renewal project is anticipated to begin after the 2021 summer swim season. The pool will remain open for use this summer, pending public health and provincial COVID-19 direction. The City is inviting and encouraging all families and individuals who use the pool to take the online survey to help guide us with the style and themes of the following amenities and

features planned for the new pool. The survey is open until February 19, 2021, at getinvolvedburlington.ca/mountainsidepool. Styles and themes of amenities in the survey include:

• Pool water spray features • Climbing wall • Water slide • Shade structures

The revitalization will create an attractive, fun, active and welcoming multi-use outdoor swimming pool, that invites the community to participate and experience swimming and water play while encouraging an active and healthy lifestyle. Construction is scheduled to begin in September 2021, with completion expected in the spring of 2022.

DISC GOLF AND PICKLEBALL

The City has added two more exciting and free outdoor physical activity opportunities for you: Disc (frisbee) golf and outdoor winter pickleball courts. Outdoor exercise is considered essential under the province’s Stay at Home Order and for physical and mental health.

Disc golf is available as of January 30 until Spring 2021 at Tyandaga Golf Course (1265 Tyandaga Park Dr.) Disc golf is a golf-style game played with specialized flying discs. Instead of hitting a ball into a hole, the player throws a disc into a target and the person with the lowest number of throws wins. You can bring your own discs or borrow some from our lending library, available for online reservation and curbside pick-up from Brant Hills Community Centre, 2255 Brant St. There is no registration necessary and it is free to play, seven days a week from dawn to dusk. Please note, this course is not intended for organized team play at this time. You will have to ensure you are physically distancing yourself from anyone not within your households and follow all current public health directions. In order to promote safe interaction on the disc golf course and maintain a level of comfort for everyone present, we ask that all players follow the physical distancing standards noted below:

• Physical distancing of at least 2 metres • Maximum 5 players • Approach the next tee when clear • Do not touch the equipment of others • Only one disc in the basket at a time • Minimize contact with the basket • Wearing a mask while playing is highly recommended • Please do not gather in the parking lot

Outdoor Pickleball Courts

Leighland (1200 Leighland Rd.) and Optimist Park’s (2131 Prospect St.) outdoor Pickleball Courts will open once the court and weather conditions improve. This activity is considered outdoor exercise and is exempt from the stay at home regulations as exercise is an essential part of both physical and mental health. Courts will be open to the public from 8:00 a.m. to dusk daily, weather permitting and you will need to bring your own equipment. Play is restricted to 30 minutes when others are waiting, and play is based on a first-come basis. If conditions are unsafe for play, signs will be posted, and the gates will be locked. Courts will be opened when conditions are safe for play. In order to promote safe interaction on the courts and maintain a level of comfort for everyone present, we ask that all players follow the physical distancing standards:

• Spectators are not permitted • Players waiting to enter court must remain 2-metres apart at all times and must wear a

mask while waiting • Bring your own hand sanitizer and disinfecting wipes to be used on all high touch

surfaces before, between, and after games • Do not share equipment • Mask wearing is required at all times while not in-game, and highly recommended

during play • Always maintain 2-metre distance from all players • Consider Singles, Skinny Singles (half-court play) or if drills are the best option to

maintain safe distancing • If Doubles is played, allow the ball to drop if players are at risk of close contact with

another player • When serving, each player must use their own ball. Return balls to the owner by

paddling ball under the net

Outdoor Winter Play Challenge

Due to popular demand, the Outdoor Winter Play Challenge has been extended to February 28, 2021.

The Outdoor Winter Play Challenge can give all participants many fun options for being active outside. This challenge will keep everyone busy with over 100 free, outdoor activities to complete. Activities range from making snow angels, going tobogganing, going for a hike or making a bird feeder. For more information, visit burlington.ca/outdoorplay.

CITY READY TO SUPPORT VACCINE

ROLLOUT

The City has created an internal City COVID-19 Vaccine Coordination Taskforce made up of City staff and the Mayor’s Office as a proactive measure should the City be called upon to provide City facilities for vaccine distribution. This Taskforce was discussed at the Corporate Services, Strategy, Risk and Accountability Committee and Special Meeting of Council on January 11, 2021. The City is prepared to coordinate logistical support for our facilities as directed by the Region and will continue to work in close collaboration with Halton Region and in support of the Province’s prioritized rollout across Ontario. The Region of Halton has developed a webpage about COVID-19 vaccinations and will be sharing ongoing information related to the vaccine rollout; the website can be found here. Stopping the spread of COVID-19 is a community effort and our individual actions do make a difference. Please continue to follow public health advice and: • Stay at home • Essential trips only • No indoor or outdoor gatherings • Wear a mask • Maintain a physical distance of 2 meters from others

HALTON REGIONAL POLICE

LAUNCHES BLACK HERITAGE

CRUISER DESIGN CONTEST

In honour of Black History Month, the Halton Regional Police Service (HRPS) and its Black Internal Support Network are proudly soliciting the community’s help in the design and creation of a Black Heritage Police Cruiser. This initiative is in collaboration with and supported by the following community partners:

• African Caribbean Council of Halton • Black Mentorship Inc. • Canadian Black Chamber of Commerce • Canadian Caribbean Association of Halton • Caribbean and African Coalition of Canada • Halton Black History Awareness Society • Halton Regional Police Association • I am. I can. I will.

Together, the HRPS and these community partners envision this dedicated police vehicle featuring key figures and imagery that celebrate the region’s rich history of African and Caribbean culture.

All residents of Halton are encouraged to submit design proposals that highlight the rich history of African and Caribbean culture in the Region of Halton. From contributions to the Underground Railroad, to key figures, and significant historical landmarks, the vehicle wrap could highlight a number of contributions from right here in our own region.

Submissions will be accepted throughout Black History Month, February 1 – 28, 2021. A selection committee comprised of the HRPS Black Internal Support Network and community partner representatives will select a winning design. The individual who submits the winning design proposal will be awarded a one-time $2,500 youth scholarship to be used personally or by someone of their designation for post-secondary education. This one-time scholarship is proudly funded by the HRPS and the eight community partners listed above.

PROVINCE-WIDE WORKPLACE

INSPECTION

As part of the Ontario’s expansion of their “Stay Safe All Day” workplace inspection campaign, Provincial offences officers visited businesses and a variety of workplaces across Halton between Tuesday, February 2 and Friday, February 5. The primary focus of the blitz is to educate employers and staff on the latest guidance to prevent COVID-19 in the workplace and how to stay safe. Provincial offences officers may issue tickets to businesses and patrons who are not in compliance with measures set out in the Reopening Ontario (A Flexible Response to COVID-19) Act and the Emergency Management and Civil Protection Act. The provincial blitz targeted a variety of workplaces, including retail establishments, restaurants providing take-out, essential service-sector establishments, warehouse and storage facilities, agricultural operations and food production facilities and construction and manufacturing operations. Dr. Hamidah Meghani, Halton Region’s Medical Officer of Health, continues to remind residents of the role they play in keeping each other safe while out in the community and shopping for essentials.
