Early last Friday morning Sheriff’s patrol deputy Glen St Hillaire and his trainee Matt Gobar were rolling and patrolling along FM 1092. Just shy of 3 a.m., they witnessed a car committing a traffic violation on FM 1092 near Stafford. The deputies attempted to stop the violator but she took off as the driver, later identified as Elizabeth Louise Wilson, 30, of Missouri City, sped away. As the deputies gave chase, she wound her way through Stafford neighborhoods eventually hitting US 90A where she traveled eastbound at high rates of speed. According to Sheriff’s spokesman Bob Haenel, Wilson traveled eastbound on US 90A until she got to Loop 610. He said, at Fannin street Wilson exited, made a U-turn, and began driving back westbound on the Loop. Wilson got off the 610 Loop at 59 southbound and headed back to Fort Bend County. Haenel said, “Several agencies became involved in the chase, which, at times, reached 100 mph.” As the chase parade approached the Brazos River Turnaround deputies laid out spikes across the driving lanes near Crabb River Road. Haenel said, “Wilson’s vehicle hit the spikes, but she continued driving southwest on U.S. 59 with law enforcement vehicles giving chase.” As a result of that activity three patrol cars were damaged. The chase continued southbound past Richmond, past Rosenberg and came to a stop as her vehicle veered off of U.S. 59 near Isleib Road near Beasley. Haenel said her front tires were down to bare metal. Not only did the gun wield- ing robber get his old cell phone, he got his new one, his backpack, and his wallet. Man, it’s tough to make a buck these days, especially in a parking lot. DUMB CRIMINAL OF THE WEEK By LeaAnne Klentzman Felony stupid Entrepreneurs can be tough By Betsy Dolan Calling them "digital natives in a digital age", the Fort Bend ISD Board of Trustees voted to equip students with iPads as part of a controversial $18 million dollar program to boost science scores district wide. The iACHIEVE initiative will involve three Title 1 pilot schools to start with 12 other schools added next year and the remaining 47 schools added in the 2013- 2014 school year. "This board recognizes that there are achievement gaps in certain schools," said Trustee Marilyn Glover. "We have groups who accuse the schools from the east end of dragging the district down. This is an opportunity to put up or shut up." In January 2011, the district began investigating whether using technology in the classroom, specifically hand-held devices, could help improve science achievement scores for K-8 students. TAKS scores from 2006 to 2011 show a significant decline in science performance in the district, particularly with at-risk students. In an email to district employees obtained by the "Fort Bend Star", district Superintendent Dr. Timothy Jenney wrote, "This program is built upon the integration of science content and technology and relies upon mobile technology devices to bring daily rigorous and relevant science lessons to our students in their home school classrooms." The Board of Trustees say the money to launch the iACHIEVE program will come from reallocated bond money, a $6 million dollar technology grant and a $1 million dollar donation from the George Foundation. Several parents addressed the board at the February 13 meeting to protest spending $18 million dollars on iPads when the district is still reeling from budgetary cutbacks and teacher layoffs over the past two years. "We would love all students to use iPads", said Jenny Bailey, whose children attend Fort Bend ISD schools. "But is spending $18 million dollars an efficient use of the district's resources? Shouldn't we be looking at ways to spend less?" "Education does not require bells and whistles. It requires a mind, creativity and a pencil", said Tammy Moreno whose children attend Cornerstone Elementary. By Elsa Maxey Missouri City Mayor Allen Owen “shared that in 2011, the golf courses had 54,000 rounds of play which included 100 tournaments,” and that “Council is very proud of the support the Golf Courses have received from the community as well as the general public.” This is recorded in the Feb. 13 Quail Valley Fund meeting notes prepared and distributed by Marketing Director Susan Fox. Missouri City resident Veronica Garcia is not one of those in the community supporting the golf course, and about its operations, neither is Howard Moline, another resident. Both of them are quite vocal about the profit and losses of the golf course recently reported by the city. Garcia wants to know who approved and why the city moved money, albeit she indicates it was done legally, from one account to another. “The financial transactions that were mentioned changed the net result from a loss to a gain and that is misleading,” she states in an e-mail blast to city officials, the city manager and area media representatives. Missouri City government should manage the Quail Valley Golf Course with a clear profit objective, Moline reportedly states. He also is reported to have said that Missouri City residents are given a discount and that Missouri City propaganda? Golf course reporting of finances alleged misleading elected officials expect the crime rate to be at least steady, if not declining, after all the dollars that have been dumped into “safety” for the American citizen. UCR Reports have been hotly debated in the last three Fort Bend County sheriff’s forums. The Uniform Crime Report (UCR) is identified by the FBI as, “…a voluntary city, university and college, county, state, tribal, and federal law enforcement program that provides a nationwide view of crime based on the submission of statistics by law enforcement agencies throughout the country.” Also according to the FBI, the UCR data is a way for law enforcement to formulate their planning, resource allocation, police operations, and budgets in order to address the crime problem at various levels. Early last Friday morning Sheriff’s patrol deputy Glen St Hillaire and his trainee Matt Gobar were rolling and patrolling along FM 1092. Just shy of 3 a.m., they witnessed a car committing a traffic violation on FM 1092 near Stafford.

Stafford Spartans celebrate an undefeated season and more

Congratulations to the 7th grade boys at Stafford Middle School. Not only did the 7th grade boys A team football go undefeated, so did the 7th grade boys A & B basketball teams. This is a first in Stafford Middle School

history that the basketball and football teams achieved an undefeated season.

The 7th grade basketball team finished their season with a victory against Wharton, winning their district. The Stafford High

School basketball team plays Smithville for the Bi-District round of State Playoffs.

Friday, February 24, Stafford Elementary is celebrating “Go Texan Day.” Students may wear western style clothing such as: cowboy boots, hats, vests, shirts and jeans (please no guns) to show off their Texas heritage.

I’ve tried to be nice....When I read about what the sheriff can-didates say in the various forums they have attended, I have a hard time keeping from exploding.

This week I just couldn’t help it. I have several comments after reading LeaAnne Klentzman’s story about the latest forum.

• Billy Frank Teague prom-ised to make sure the sheriff’s department co-operate with the other agencies in Fort Bend. Several police agencies have complained for years about the lack of co-operation they receive

from the sheriff’s department. I can’t tell you how many times I’ve heard those complaints and have personally witnessed them many times myself. The Fort Bend County Sheriff’s office is held in very low esteem by most of the agencies in Fort Bend. Now I’m sure that next week the sheriff’s department will put extreme pressure on dif-ferent departments to reject this notion, but be warned. I know exactly what the other depart-ments have said and I will print everything I know if you deny

bad. It’s already started.• And lastly, as far as Brady’s

seven children, someone needs to ask him about getting a jailer who worked for him pregnant, divorcing his wife of over 30 years, marrying the former jailer, then promoting her to detective within months without benefit of testing for the job or anything else. Then recently, she was pro-moted to a job that never existed, doesn’t have a reason to exist, and no one at the sheriff’s depart-ment knows what the job is. She did not test, nor was the job post-ed. I guess they are getting every last penny of tax money before the voters show them the door.

Some of you will complain that I am attacking someone for their personal life. Let me remind you that the personal life involves sex with an underling, no pun intended, and in some cases this is tantamount to sexual harassment. Then it involves spending tax money to increase the salary of your wife who did not earn the promotion in any way that someone else could.

Unfairly promoting your wife crosses the line from per-sonal life to public records.

Couple being sought by Sugar Land Police

Sugar Land police are looking for a white couple with two young girls who used stolen debit and credit cards to purchase more than $900 in merchandise at local businesses.

A 26-year-old woman said she lost her wallet at Macy’s, 16511 Southwest Freeway, on Jan. 17. She set the wallet down to shop, and it was gone when she looked back. The wallet contained cash, a credit card and a debit card.

Later that day, her missing credit card was used at the same Macy’s store, and an unsuccessful transaction was

attempted at a nearby Target, 16300 Southwest Freeway. The woman’s debit card was used to make purchases at the Target store and several locations outside Sugar Land.

Surveillance cameras at Target captured video of the suspects exiting the store. They are described as a white man and woman in their early to mid 30s with two young girls.

Anyone with information should call the Sugar Land Police Department at (281) 275-2540 or Fort Bend County Crime Stoppers at (281) 342-TIPS (8477).

Funeral services for Edwin Jacob Franek, 72 , of Rich-mond, were be held at 11:00 A. M., Tuesday, February 21, 2012 at St. John Fisher Catho-lic Church in Richmond with Father Manuel La Rosa-Lopez officiating. Interment followed in Greenlawn Memorial Park in Rosenberg.

Visitation was held from 5:00 P. M. until 8:00 P. M., with a rosary being recited at 7:00 P. M., Monday, Feb-ruary 20, 2012 at Davis-Greenlawn Funeral Chapel in Rosenberg.

Edwin was born August 27, 1939 to Stephen Namas Franek and Mary Ann (Gajdosik) Franek on the family farm in Need-ville. He passed away February 16, 2012 in Sugar Land.

The third in a family of sev-en, Edwin is preceded in death by his parents, Stephen and Mary Ann Franek; his younger sister, Evelyn Mary Stewart; and his father-in-law, Willie Stock.

He is survived by his lov-ing wife of 44 years, Joyce; daughter, Nancy Franek and grandchildren, Kayla and T. J. of Rosenberg; daughter, Sharon Gonzales and husband, Steve, of Richmond; eldest sister, Nina Boren of West Columbia; eldest brother, Gerald David Franek and wife, Lorine, of Wharton;

younger siblings, Lois Tackwell of Lake Jackson, Ted Franek and wife, Sheri, of Katy, and Iris White and hus-band, Royd, of West Columbia; his highly respected and adored mother-in-law, Ev-elyn Stock; brother-in-law, Randy Stock

and wife, Kelly; sister-in-law, Kay Lynn Hand and husband, Walter; numerous nieces and nephews; along with other rela-tives and many friends.

HARRY MATTHEWS WILKINSON, age 90, of Sugar Land, Texas, passed away Mon-day, February 20, 2012.

Harry was the youngest and last surviving member of the William Clark Wilkinson and Anna Flor-ence Reynolds family. He was born near Throckmorton, Texas, January 2, 1922, and was a 1950 graduate of Oklahoma A&M Col-lege, Stillwater, Oklahoma, with a Bachelor of Science Degree in Civil Engineering.

Harry served in the military for four years during World War II, and separated from the U.S. Army Air Corp as a pilot with rank of Captain. He was a thirty-four year employee of Shell Oil and is best remembered for his work in the

early development of Codes and Standards for the design and con-struction of offshore pipelines.

He was preceded in death by his parents and seven brothers and sisters. He is survived by his wife of forty years, Thea; daughters, Monique Caceres and her husband David, and Linda Moore and her husband Mat-thew Cyvas; grandchildren, Da-vid Reynolds Caceres, Amber Smith and her husband Robert, and Andrew and Stephen Cyvas; and great-grandsons, Brody and Ryder Smith.

Friends are cordially invited to a family gathering at the Wilkin-son’s residence, Thursday, Feb-ruary 23, 2012, from 4:00 PM to 6:00 PM.

ANGELITA G. VELA was born on August 2, 1931 to Gre-gorio Guajardo and Librada Ol-guin on a ranch outside of Refu-gio, Texas, one of six sisters and three brothers.

The family lived in various places in south Texas, finally settling in Brownsville. She married Robert G. Vela in 1948. They had eight chil-dren.

In 1961, shortly be-fore Hurricane Carla, the family moved to Sugar Land. Six years later, they settled in Stafford, where she lived for the rest of her life.

In 1968, Angelita began working for Texas Instruments, a job which she loved. Retiring in 1991, she spent her time traveling, enjoying her family, and going to church. Until she became ill, Angelita prayed her Rosary every day and attended weekly Mass in her par-ish, Holy Family Church.

She was predeceased by her parents; her beloved in-laws, Martin and Manuela Vela of El Calaboz, Texas; her son, Martin Vela of Stafford; her grandson, Robert Anthony Vela of Bei-jing, China; her sister, Margar-ita Villarreal of Mathis, Texas; her brother, Santiago Guajardo of Altus, Oklahoma; and her brother, Manuel Guajardo of

Huntsville, Texas. Angelita is survived by her

husband, Robert G. Vela of Stafford; son, Robert and Hope Vela of Sugarland; daughter, Norma and Elmer Hall of Flower Mound, Texas; daughter-in-law Kathy Vela of San Antonio; son, Raymond Vela of Stafford; son, William Vela of Stafford;

daughter, Melinda Vela of Fresno; daugh-ter, Yvette and Joe Longoria of Fresno; daughter, Yvonne Vela of Stafford; 19 grand-children and 20 great-children; brother, Gregorio and Diana Guajardo of Mer-cedes, Texas; sister, Isabel Montemayor of

As Secretary of the Fort Bend Independent School District Board of Trustees I believe it is time for our entire community to request that Congressman Olson and Congressman Green, Senator Hutchison and Senator Cornyn ensure the Elementary and Secondary Education Act, commonly referred to as the No Child Left Behind Act (NCLB) is reauthorized in 2012.

We are approaching the ten-year mark since NCLB became the federal education law of the land and nearly everyone recognizes the law is in need of improvement. Most school boards across Texas support the intent and stated objectives of the NCLB Act, but we also strongly support amendments to NCLB and revisions to U.S. Department of Education regulations to address barriers preventing our school districts from effectively implementing the spirit of NCLB.

Texas school board members believe that NCLB’s “one size fits all” approach does not allow for a true picture of student and school performance. Under NCLB requirements schools can be deemed as failures even as they make important significant progress in raising student achievement.

Because Congress is four years late in reauthorizing NCLB, the Obama Administration instructed the U.S. Department of Education to allow states to apply for waivers to specific provisions of NCLB to help school districts better focus on improving student learning and increase the quality of education. However, these waivers come with federal strings attached to such an extent that TEA Commissioner

Robert Scott has felt compelled to refrain from submitting an application on behalf of Texas school districts for these waivers.

I join the chorus of local school board members across the country in recommending amendments to NCLB that infuse common sense flexibility and increased deference to the judgment of local school boards and educators – those closest to the student. School districts need an accountability system that is aligned with state provisions already in place to ensure high-quality, valid and reliable assessments for all students, including English Language learners and students with disabilities.

Most importantly, Congress must fund the law adequately so that our schools have the resources necessary for us to help students reach NCLB’s steadily increasing performance targets.

School board members, administrators, parents, teachers and students have provided and will continue to provide Congress with a blueprint of what is needed in order to successfully accomplish the goals of NCLB. It is now up to Congress to amend the provisions of NCLB that are making it more difficult for schools to ensure that our students are receiving the solid education foundation they need and deserve. Failing to act, allowing reauthorization to languish and the law to continue in its current form for another two or three years would be a disservice to our schools, students and communities.

Motion Sickness TreatmentsMotion sickness is characterized by dizziness and nausea caused by

movement, commonly occurring on a boat or in a car. Other signs and symptoms of motion sickness may include feeling warm, sweating, and vomiting. Symptoms can also reappear after the offending motion stops, such as returning to land after being on a boat. Natural neurotransmitter chemicals that are involved in producing motion sickness include nor­epinephrine, histamine, and acetylcholine. Motion sickness affects dif ferent persons to varying degrees.

Those who experience motion sickness may consider looking out the window to create a match between the sensations of motion and the visual experience. Lying down when possible, such as on a boat, may help decrease symptoms of motion sickness. Diphenhydramine (Benadryl), dimenhydrinate (Dramamine), and meclizine (Bonine, Antivert) are antihistamine medications available over-the-counter for treatment of motion sickness. Scopolamine (Transderm Scop) is a patch that is available with a prescription that may be applied to the skin for 3 days to prevent motion sickness. Promethazine (Promethegan) is an antidopaminergic medication available with a prescription for the pre vention and treatment of motion sickness.

The district's Chief Information Officer, Robert Calvert told the board that this is exactly the right time to launch the iACHIEVE program. He says the district has significantly under-

invested in technology citing Klein ISD which has fewer students than Fort Bend ISD but has spent $60 million dollars more in increasing and improving the technology available in classrooms.

"This is the perfect time to change the game, to change education", Calvert told the board. "We can hit the right people. If this isn't

the right time then I don't know when the right time will be. We've significantly underinvested in this."

The iACHIEVE initiative will begin at Ridgegate and Ridgemont Elementary Schools later this month and at McAuliffe Middle School in April. Following an evaluation of the pilot and any adjustments to the program, iACHIEVE will be offered to 12 voluntary

schools, second grade to eighth grade, beginning with the 2012-2013 school year. The following school year, the program will be added to the remaining 47 schools.

Before that, he was an athletic director and assistant athletic director at Weatherford ISD

for more than 9 years. O’Neal has also served as a head basketball coach and business and physical education teacher at Weatherford and Copperas Cove High Schools. He was an assistant coach and math teacher at Temple High School and Red Oak High School.

He began his career as a Men’s Basketball Student Assistant Coach at Wayland Baptist University, where he played Men’s Basketball from 1983 to 1986.

“Mr. O’Neal is a great addition to the FBISD family. We are confident he will continue our rich tradition of success at the regional and state levels while supporting high academic standards and meeting the needs of all student athletes,” said Michael McKie, Assistant Superintendent.

O'Neal holds a Bachelor of Science Degree in Physical Education from Wayland Baptist University, and a Master of Education degree in Educational Administration from Tarleton State University. O’Neal has been married to his wife Jamie for 25 years, and they have one son Stewart who is a senior Energy Commerce Major at Texas Tech University.

CLASSIFIED DEADLINE IS 3PM ON MONDAY

Many of us moved to Sugar Land to escape a Houston where politicians and city bureaucrats were co-opted by developers which had a free pass to do

whatever they wanted, including building apartment complexes that allowed them to make a fast buck while destroying established neighborhoods. For many years we had truly conservative, visionary leadership in Sugar Land which respected, and actually listened to, their constituents. They let the city planners do their work, but made sure that the final result was good for the people of Sugar Land.

The coming vote on the

Imperial Apartments, which are planned for the historic Imperial Sugar Factory District, is a defining moment which will let us know if this is still true or whether our city government has been hijacked by crony conservatives who profess to know best what is good for us, even if we don't agree.

Proponents of these apartments advance bogus arguments in support of the apartments. I say bogus because these are simply "cover stories" intended to mask the fact that they are really beholden to the interests of developers and not their constituents. The first rationalization is that these are "high quality" apartments that will not increase crime. They proudly point to the example of the Grants Lake Community as Exhibit A. However, as the February 18, 2012 Fort Bend Star article titled MAN ROBBED IN RESIDENTIAL PARKING LOT attests, the residents of this community have been victimized by excessive crime. Is this what we want for our neighborhoods? I don't know of any dilapidated complexes that did not begin as "luxury" apartments, which is what happened in the wastelands of northern Bellaire and Fondren Southwest. Why take the chance on this happening to Sugar Land?

Second, proponents say that there is a shortage of apartments in Sugar Land and we need them to support our businesses. Really? I don't think the residents of West University or the Rice Village area would agree. The businesses in the Rice Village are doing just fine without new apartments. Those folks want

to keep their neighborhoods just the way they are and so do we. And to say that the Sugar Land area does not have enough apartments is to turn a blind eye to the numerous apartment complexes throughout our area, including nearby Kempner High school and in the City of Stafford adjoining Sugar Land.

The fact is that when Johnson Development Company made its deal with the City, it knew the exact number of apartments that could be built on that property, a number which had been previously negotiated with the developer. For us baseball fans, this is the same as changing the rules in the middle of the game in order to substantially increase the number of apartments. But Johnson can't do this without the help of our elected representatives, who not only have to approve the change, but also disregard the City of Sugar Land's Comprehensive Plan which was enacted in 2005.

Many believe that this is a "done" deal, but we know that nothing is a done deal in America, which is what the Tea Party Movement is all about. The question is whether our elected representatives, all of whom ran for office as conservatives, will follow the will of the people or give in to the will of the developers. It's that simple.

We know that life isn't fair, but our government should be. Public servants should follow the will of the public and not the will of the developers which, after all, is the foundation for our democracy.

Sugar Land baseball icon Ray Hammond, 41, passed away early Sunday morning surrounded by family.

Ray was very instrumental in the development of baseball players in this area at the youth level. He helped numerous players receive scholarships

to play high school baseball. Ray was a family man of

quality character and was highly respected by coaches, players, parents, league personnel, and umpires. Ray will be sorely missed, but his legacy will live on through all who knew him.

I am a witness to his strong character and quick wit. Rest in peace Ray-Ray.

the UCR Report is chambers of commerce, tourism agencies as well as criminal justice researchers in their efforts to study crime. Legislators also use the UCR information to draft anti-crime measures using the research findings and recommendations of law enforcement to keep the public informed on the state of crime in their area, state and federal governments.

Based on the FBI’s publications, participation in the UCR program is voluntary. Since there is no mandatory auditing program to validate an agency's submitted data or reporting practices, the integrity and the accuracy of data rest upon the efforts of individual law enforcement agencies in reporting accurate numbers and quality data. Keeping that in mind, it is easy to see how the numbers could need to add up to trend down. While the FBI warns not to use the UCR Reports as a report card on law enforcement agencies, that is exactly how they are most frequently used.

During the latest forum presented by the West Fort Bend Republican Women held at the Swinging Door Restaurant last Thursday evening, three of the four sheriff candidates spoke to their issues and answered questions from a panel.

First to speak was 45-year law enforcement veteran Billy Frank Teague. Teague spent those 45 years first as an officer in the Dallas area, 8 years with Fort Bend County Sheriff’s Office as a patrolman, detective, and detective sergeant until 1982 when he left to join DPS. He retired from DPS after 20 years of service, joining the Richmond police department as an administrator and serving another 8 years before retiring again to run for Sheriff.

He is running on a platform of integrity, leadership, service and vision. Teague said he was a committed to utilizing “your tax dollars” in ways that best benefit the community. Teague told the audience that he would never embarrass the

office of sheriff nor the voters that allowed him to serve them. When asked how he would change the reputation of the Fort Bend County Sheriff’s office, Teague said, “The sheriff’s office is the lead agency in the County and must cooperate with all other agencies. The sheriff has got to take the lead by encouraging, supporting, and helping the law enforcement agencies to move forward and work together.” He said he was determined to move toward an interactive, community oriented based style of policing.

Next to introduce himself was Constable Troy Nehls. He said he came from a family of law enforcement, where his father and now one of his older brothers serves the community of Dodge County, Wisconsin as sheriff. Nehls said he is a retired Major in the US Army Reserve with overseas tours and 21 years of service. Currently, Nehls is constable for precinct 4 and has 19 years law enforcement experience. He relocated to Fort Bend County in 1994 and recently earned his MS in criminal justice from University of Houston Downtown.

Nehls has identified the Fort Bend County Sheriff ‘s office abysmal crime solve rate as the platform for his campaign. Nehls said that based on a statistical analysis he did on the crime solve numbers provided to him by the sheriff’s office through an open records request, he determined that their crime solve rate for burglaries is about 4%, one of the lowest crime solve rates in the state.

Nehls said he based his assertion on an analysis of the last 10 years worth of statistics that the sheriff’s office has provided to the state to report to the FBI. Nehls said he also learned that the abysmal crime solve rate was not just limited to burglaries. He also identified over three quarters of a million dollars in overtime that could be saved at the sheriff’s office by simply creating an evening shift for detectives. He said that since this budget year began in October, the detectives have accrued a quarter of

million dollars in overtime. Craig Brady introduced

himself by thanking everyone for coming out and said he was honored to be the chief deputy and extremely proud of the detectives who put in the overtime to make sure it was safe for your family. He said Fort Bend County has consistently been rated as one of the safest counties of its size in the nation. However, he provided no basis for that statement.

He said his opponent, Nehls, was improperly using the UCR numbers. He went on to say that the numbers that had been provided to Nehls, the state, and the FBI were incorrect based on a computer reporting error. He went on to say that his office had gone back and hand tabulated the numbers and now, the crime solve rate was one of the best in the state. To further enforce his statement, he said, “Contact me or come to the sheriff’s office and we will show you the facts.”

The reason one would have to go to the sheriff’s office to see those numbers is because once the UCR numbers are submitted, tabulated and the UCR report is completed, there in no way to change it. In short, there is no "do over" in crime reporting rates. Brady went on to say that he has a BS in criminal justice from the University of Houston Downtown. He is the father of seven and has 34 years of law enforcement experience. He said, "I have the knowledge, experience, and background to continue to do the job.”

Candidate John Minchew, the former police officer and railroad police administrator, now business owner, was unable to attend the forum because of family emergencies that occurred that afternoon. Billy Frank Teague announced to the audience that Mr. Minchew could not be present and ask that everyone hold the Minchew family in their thoughts and prayers for a healthy recovery for his daughter and father-in-law.

There was yet another Sheriff’s candidate forum last night that will be highlighted in next week’s paper.

As rodeo season creeps up, Texas law enforcement is bringing a round up of a different sort to “the people’s” front door.

It is time again for the Great Texas Warrant Round-up. It begins on Friday, February 25 and runs through Sunday March 4, 2012. In Fort Bend County several police agencies are combining forces with over 300 law enforcement agencies statewide to arrest anyone with outstanding warrants. According to law enforcement officials beginning Feb. 25, officers will aggressively target persons across the state who have outstanding warrants. Lists of those warrants have been complied; arrests for those warrants can occur at any time, or at any location, which can include the defendant's home, school, workplace, or just along the side of the

road if you are stopped. This is the 6th year for the

Great Texas Warrant Round-up which is a coordinated effort of law enforcement officials across the state to clear out thousands of outstanding warrants. It is very important to note that this year, there is no amnesty being offered in conjunction with the Round-up. If you are caught, you will go to jail. Once the Round-up begins, the officers that have been assigned to the Task Force will work their way through the lists of those with an outstanding warrant and arrest them at work, home or wherever they find them. At specific issue being addressed by Houston Municipal Courts are parking violators who have multiple violations documented at multiple times a specific location.

A resource that is relatively new to the public will be at the disposal of law enforcement is the License Plate Recognition software and cameras that are affixed to area police cars in which they can cruise a parking lot or street and run multiple license plates at the same time, identify which cars have warrants affiliated with the license plate or the

registered owner. If you work in Houston or park there and have outstanding tickets that have gone to warrant, take heed; they are looking for you. If you have an outstanding warrant, now is the time to take care of it to avoid possible arrest during the Great Texas Warrant Round-up. For more information on a specific warrant issue contact the agency where the offense occurred or the Justice or Municipal Court where the offense was assigned.

If you are wondering just how many warrants are floating around out there, the Houston Municipal system reports that just for the month of January there were over 300,000 outstanding warrants. Add that number to the thousands of other outstanding warrants from law enforcement agencies across the state who list their warrants in a statewide database and there is more than enough to keep all cops busy and coffers full.

For outstanding warrants in Houston Municipal Court call the Help line at 3-1-1 or visit www.houstontx.gov/courts, For warrants issued out of the Harris County Justice Courts visit www.jp.hctx.net. For outstanding warrants issued out of surrounding municipal and justice courts, contact the Court in that particular jurisdiction.

• Houston police and Houston Municipal Courts

• Katy police and Katy Municipal Court

While this is a list of active participants, it does NOT exclude any or all other agencies from serving outstanding warrants.

Remember, there will be no amnesty after the Round-up begins - you will be arrested.

course is viewed from some perspectives as breaking even, however, when the debt service, which includes principal and interest is factored it, the expenditures tell another story, different from the one in the city’s press releases.

“The residents and employees deserve a press release with the “WHO and “WHY” details,” said Garcia noting that it will take an action she describes as “just pull the minutes and release the info.” She said that once the information is released, “the public will know exactly what happened and I personally will email those individuals with my feedback and vote them out!”

Corporation (LGC). Broussard said the corporation was created by the city council as a financial mechanism for governing and accounting the golf course’s costs and operations. “The revenues and expenditures associated with the golf course can be primarily found in the LGC budget,” he said.

Garcia describes herself as a single parent of Hispanic decent and a soccer mom preferring the use of the money to subsidize the golf course to go toward improving amenities such as a covered pavilion for basketball courts, more soccer fields and improvements to soccer greens and not those of the Mayor’s, she said in her communication.

She challenges councilmember Danny Nguyen referring to him as the Chair of International Relations, “and it is my opinion that you should be fighting for each Ethnic group.” She asks that Nguyen “Quit siding with the establishment and the status quo. You have kids and you should understand the necessity to improve our parks.” Because of his business background she asks that he use it to improve the city’s operations. “Fight for us,” she requests.

Garcia also asked that the city manager release the

minutes of the LGC meetings. Broussard said that “GC can also be found at our website,” and reports that the city will not be distributing a press release as requested by Garcia.

“Missouri City has been the leader in park, trail and facility development,” said Broussard about the city’s parks and recreation’s needs and programs. He referred to the new recreation center, tennis center, and community center, facilities under construction to be opening this summer. Accomplishments that include opening another phase of the Oyster Creek trail and winning statewide attention for its Edible Arbor Trail, Broussard adds that the neighborhood park system is extensive with community parks, passive parks, and even a major county park spread through the city.

The Quail Valley Fund meeting notes Fox prepared state that Councilman Jerry Wyatt, who was also in attendance, “reminded the group that 74% of the voters in Missouri City voted for the bonds which included a new Community Center/Pro Shop and Tennis and Rec Center.” Stating that it is unfortunate that there are a few residents who

are complaining that the golf courses will never turn a profit, Wyatt said those complaining do not necessarily have their facts straight, according to the meeting notes that also say Wyatt referred to the golf courses takeover by the city to be a quality of life and tax base issue.

Councilman Floyd Emery, also at the meeting, “clarified that it is the city’s desire to get the golf course to a positive cash flow and manage the operation as if it were a business,” indicate the meeting notes.

Mayor Owen has repeatedly stated that the golf courses are an amenity for the city’s residents, and at the meeting said they should not be judged strictly by whether or not there is a positive cash flow, as the ownership stability of the course has improved property values.

Around mid-2008, the Quail Valley Golf Course was acquired by the city by eminent domain. City voters approved a $17.5 million dollar bond referendum for the acquisition of 400 acres of park land. According to city financial data, the golf course did not turn a profit and the city transferred $283,000 from its general fund to the LGC fund due to a $210,000 loss.

Sugar Land will begin calling residents on Feb. 27 to ask about satisfaction with city programs and services. The calls should last about 15 minutes.

The citywide, every two-year telephone survey program is being conducted by Creative Consumer Research, an independent research firm based in Fort Bend County. The statistically valid and random telephone survey will take about three weeks to complete and will be conducted beginning the last week in February.

The survey will offer direct feedback from residents throughout the City on customer service in such areas as response to water and sewer service, streets and sidewalk maintenance and police and

fire safety in the community. There also are questions on city services such as recreation, utilities, code enforcement, waste management and communications with residents.

Quality of life questions will focus on areas such as the appearance of neighborhoods, mobility, entertainment opportunities and Sugar Land’s overall appeal as a place to live.

Survey calls will read “Creative Consumer Research” on caller ID equipment. Residents who have questions about the survey process may call (281) 275-2328 at City Hall for further information. Results of the survey should be available later this year. The data from the survey will be used to review and evaluate current City services for continued improvement.
