Start with the 150 Acres adjacent to the Transfer Station Site and across the street from the Ridge Motors ports facility. On Webb Hill Rd. off hwy 102 (prison Road) Form a NON PROFIT 501 C-3 organization to manage facility Board members are to be made of officers of 15 to 20 Local Non-profits. (Rotary,Kiwanis,4-H,Horse clubs, Gardening, Grange, ect.) When one of their's is elected to their organizational officer command staff they will be required to be a board/panel member on this panel. County can add someone from Parks Dept. County will give lease to organization for a $1 a year for 100 years and option for more. As a non profit additional money is available that is not available to public entities. Each entity on board could apply to their respective organizations for funding for there own buildings IE: Kiwanis bldg, Grange Bldg, 4-H bldg, Horsemen Arena, You get the idea. They can ask for assistance within their own organizations and can apply for Federal, State and Private Grants as its own non-profit which the county and port cannot. Volunteer labor for land clearing, site prep work and building construction would be possible where county or port ownership would not allow. No county no prevailing wage requirement saves a bundle. Once again volunteer labor would be allowed under the law. All work would still require permits and construction inspections.

If the contractor moving the rock crushing equipment crushes any rock for our parking facility the expenses can be a write off and they perform a outstanding community service! When not in use the Parking areas could be Soccer fields! Adjacent to Webb Hill Rd. you could allocate 3-4 acres for Walt Austin to build a Motorsports Museum under the same $1 a year non-profit. You then have a facility that should be financially self sufficient, built with Pride by Community members. Will never have the continued problems with the FAA. Will be outside all governmental and political interests. Built BY FOR and OWNED by the people of Mason County!

According to staff notes, the following items were discussed.

Monday, February 17, 2014 No briefings due to the President's Day Holiday.

Tuesday, February 18, 2014 10: 15 a.m. Executive Session - RCW 42.30.110 (l)(b) Real Estate

Commissioners Jeffreys and Neatherlin met with John Keates in Executive Session from 10: 18 a.m. to 10:23 a.m. for a real estate matter. Cmmr. Sheldon was absent.

Public Works - Brian Matthews/Loretta Svi'anson Melissa McFadden Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. The following items were reviewed:

" Staff does not have information ready for the Department of Ecology Grant application so will not be applying.

'" FPD 2 asked the Elfendahl Road be closed Saturday, March 8 from 9 a.m. to 4 p.m. for a simulated emergency response drill. Public Works will post the area and put notice in the newspaper.

'" Cmmr. Jeffreys brought up the status of TIP-CAP. The Commissioners have wanted to review the role of TIP-CAP and a revised priority an-ay. The Board agreed to schedule a work session in mid-March.

e C1mm. Jeffreys brought up North Bay/Case Inlet rate structure/budget. A work session will be scheduled.

" Cmmr. Jeffreys also brought up amendingthe code to reflect the Director of Public Works is the Emergency Management Director.

10:45 A.M. Commission Discussion Commissioners Jeffreys and Neatherlin discussed legislative bills that could affect Mason County.

11 :00 A.M. Sheriff/Community Development - Sheriff Salisbury/Barbara Adkins Commissioners Jeffreys and Neatherlin were in attendance. Commissioner Sheldon was absent. Also in attendance: Barbara Adkin, DCD Director; Bill Kenny, Support Services Director; Sheriff Salisbury, UndersheriffBamtt, Chief Spurling, Debbie Riley, Environmental Health

., Code Enforcement Barbara Adkins explained that she, along with Bill Kenny, met with the Sheriff and his staff last week to develop a plan for a Civil Service Officer to provide support to a Code Enforcement Officer, when needed. The Code Enforcement Officer would report to the Department of Community Development. Ms. Adkins provided a Code Enforcement Officer job description and the budget impact. The DCD budget can support the position within the cun-ent 2014 budget. A Civil Service Officer is cun-ently budgeted in the Sheriffs budget. Public Health also has hours budgeted for code enforcement. Internal training will be provided. There was discussion of how the process will work. The plan is that when the CSO is out in the county serving papers, they will be trained to recognize and report when they see code violations. A follow up briefing will be scheduled next Monday, February 24.

1. Call to Order - The Chairperson called the regular meeting to order at 9:05 a.m.

2. Pledge of Allegiance - Auditor Karen Herr led the flag salute.

3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 - Tim Sheldon attended via teleconference; Commissioner District 3 - Terri Jeffreys.

4. Correspondence and Organizational Business 4.1 Correspondence Announcements

4.1.1 Washington State Liquor Control Board submitted Marijuana license applications for: Greenleaf Growers, Cascade Crops and Pharmer in the Dell Enterprises and liquor license applications from Mason County Senior Center and Faith in Action. WSLCB also submitted a list of Mason County Establishments with licenses expiring on 5/31/2014.

4.1.2 Behavioral Health Resources submitted an update on their current financial condition and bargaining with SEIU.

4.1.3 Louann Davis applied for Civil Service Commissioner appointment. 4.1.4 Friends of Schafer & Lake Sylvia sent a thank you note to Mason County Public Works

thanking Mason County for procurement of signs. 4.2 Melissa McFadden announced of bid award for 2014 Hot Mix Asphalt and/or CSS I Tack

Coat. Five bids were received and all bids were responsive and have been accepted. Bidders are: Miles Resources, Granite Construction Company, Pyramid Materials, Lakeside Industries and Albina Asphalt. (Exhibit A)

5. Open Forum for Citizen Input -5.1 Patricia Vandehey commented on the State Environmental Policy Act (SEPA) notice for an

application submitted by Proglass that would be located on John's Prairie Road. She expressed her concerns regarding hazardous chemicals and contamination.

5.2 Paul Vandehey also commented on SEPA notice for an application submitted by Proglass. He expressed concerns regarding containment and possible hazards regarding chemicals and fire. Commissioner Jeffreys will check into these concerns.

5.3 Tom Davis questioned how the salary for the Support Services Director was determined. Commissioner Jeffreys commented that "special pay" was added to salary due to additional duties including labor negotiations.

5.4 Marty Best commented on flooding issues and asked who is named Director of Emergency Management. Cmmr. Jeffreys clarified that Emergency Manager is Brian Matthews.

6. Adoption of Agenda - Cmmr. Sheldon/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye.

Mason Conservation District to provide environmental services, as needed, for calendar year 2014. This item was tabled from February 4th, 2014.

8.4 Approval for the Chairperson to sign Amendment #1 with the Washington State Department of Ecology to extend for another year a grant in the amount of $31,000 to be utilized for the purchase and restoration of Sunset View Park property. There is no matching requirement for this grant. Amendment would expire December 31, 2014

8.5 Approval to execute the Reimbursable Agreement for Mason County Public Works Department to provide maintenance, engineering and traffic count services, emergency assistance and fabrication of signs and materials requested by the Port of Allyn.

8.6 Approval to authorize Public Works Director to sign the services agreements with Thurston County for radio installation and repair services.

8.7 Approval to accept the recommendation of the Hearing Examiner and grant the vacation of portion of East Shore Place, Plat of Paradise Shore Estates, Vol 5 of Plats, Page 77 records of Mason County, Vacation file #389. This item was tabled from February 11, 2014.

8.8 Approval to accept the recommendation of the Hearing Examiner and grant the vacation of a portion of Wheelwright Street and Alley, Plat of Town of Allyn, Vol 1 of Plats, Page 17 records of Mason County, Vacation file #390. This item was tabled from February 11, 2014.

8.9 Approval for the Chair to sign the Chartis storage tank third party liability TankGuard Renewal Warranty Acknowledgement Form to bind coverage effective April 21, 2014 April 20, 2015. This policy provides insurance coverage for the county's fuel storage tank systems.

8.10 Approval of the Veterans Assistance Fund applications for: Food $300.00; Utilities $2,134.40; and Housing $924.00 for a total of $3,358.40 as recommended by the Veterans Assistance Committee.

Questions: Item 8.9 Conley Watson confirmed that fuel tanks have safety features.

Cmmr Neatherlin requested item 8.8 be removed for a separate vote.

Cmmr. Neatherlin/Sheldon moved and seconded to approve action items 8.1 through 8.10 with the exception of item 8.8. Motion carried unanimously. N-aye; S-aye; J-aye.

Cmmr Neatherlin explained that on item 8.7 he had discussions with legal staff and understands the property owner may own up to the center line of the road so he has no concerns with that road vacation.

Item 8.8 Road Vacation #390 Cathe Bennett from Public Works explained this is an old plat and is vacated by operation of law. This has gone through the hearings examiner and reviewed by Chief Deputy Prosecuting Attorney.

Cmmr. Sheldon/Jeffreys moved and seconded to approve action item 8.8. Motion carried. N-nay; S-aye; J-aye.

Cmmr. Neatherlin expressed concerns with road vacations especially in the Plat of Allyn.

Cmmr. Jeffreys voted in favor because it has been vacated by operation of law. This has gone through the hearings examiner and after discussing with Chief Deputy Prosecuting Attorney, she doesn't believe we have a strong enough record to prevail in court.

9. 9:30 a.m. Public Hearings and Items Set for a Certain Time - There are no public Hearings scheduled.

10. Other Business (Department Heads and Elected Officials) -Bob Simmons, Director of WSU Extensions, announced there is a gardening workshop at Memorial Hall on Saturday 2/22/2014. He also expressed appreciation to the Board of Commissioners and stated he has enjoyed the past 12 years. The Commissioners expressed appreciation for his excellent collaboration and stellar job and wished him good luck with his new adventures. A farewell celebration will be held for Bob this Friday @ 3pm in Commissioner's Chambers.

11. Board's Reports and Calendar - Cmmr. Sheldon shared information of legislative bills and left the meeting at 9:45 a.m. Commissioners Jeffreys and Neatherlin reported on meetings attended during the past week and announced their upcoming weekly meetings.

Background: The North Mason Fire Authority is sponsoring a regional incident training fto be held on Saturday, March 8, 2014. They have requested a road closure the entire length of Eifendahl Pass Road (Milepost 0.00 to Milepost 7.847) from 9:00am to 4:00pm

Recommended Action: I move the Board of Mason County Commissioners execute the Resolution to close Elfendahl Pass Road from 9:00am to 4:00pm

NOTICE IS HEREBY GIVEN that pursuant to RCW 47.48.010, all ofElfendahlPass Road, County Road No. 80610, shall be closed to all through traffic on Saturday, March 8, 2014 from 9:00am to 4:00p, pm (milepost 0.00 to milepost 7.847).

NOW THEREFORE, BE IT RESOLVED, the Board of County Commissioners has declared the above described road closure a necessity for public safety during the North Mason Regional Fire Authority Incident Training.

THEREFORE, the County Engineer is hereby ordered and authorized to proceed as prescribed by law.
