1. Introduction and Background Information: The FISH Programme, is an initiative of the Head of the Civil Service of the Federation (HOS)
in line with the Federal Government's housing policy. It is also a goal of the strategic plan of
the Head of the Civil Service of the Federation, Mrs. Winifred Ekanem Oyo-Ita (FCA). It is
designed to provide affordable housing for Federal Civil Servants through an integrated
strategy involving group land allocation, site services, infrastructure development, inter-
ministerial collaboration and utilization of expertise residual in the Service. The Programme is
expected to garner support of the Federal and State governments, Federal Agencies and
Parastatals through active collaboration, structured construction and mortgage financing and
the setting up an Intervention Fund. Strategic partnerships with private developers,
international development and funding agencies are valued as well as goodwill of socially
responsible corporations and philanthropists.
2. Justification of the FISH Programme:
a. FISH is one of the Cardinal Goal 4 of the HOS Strategic Plan 2017-2019 to reposition
the civil service for greater productivity.
b. It is an HOS welfare initiative to provide affordable housing to civil servants.
c. Prevailing market conditions made it difficult for civil servants to acquire their own
homes.
d. Other Public Services have used similar initiatives to improve Staff welfare (Army,
Navy, Air Force, Police and Civil Defense).
e. FISH will ensure that loans granted by mortgage institutions are effectively utilized
through delivery of houses at affordable prices.
f. FISH is one of the measures adopted by HOS to reduce corruption in the public sector.
3. Objectives of the FISH Programme:
a. To provide sustainable and affordable housing through special arrangements to civil
servants that cannot afford the prevailing market prices.
b. To ensure affordability through minimization of hidden housing elements such as land,
infrastructure, labour, supervision, designs, consultancies, government taxes and
charges, tiling, and cost of construction and mortgage finance.

c. To evolve the best strategy including use of modern technology to facilitate delivery of
affordable housing.
d. To foster possible multiplier effects on economic growth, job creation and improved
quality of life of beneficiaries and their families.
e. To exemplify the positive impact of efficient implementation of government policies,
effective delivery of services to the public and fight against corruption.
4. Success Factors For The Delivery of Affordable Housing:
a. Group allocation of land by Federal and State Governments with appropriate titles
b. Access to construction and mortgage finance at single digit interest rate. This can be
achieve through intervention and revolving housing fund or a special dispensation by
the Central Bank of Nigeria (CBN) as in the case of agricultural sector.
c. Mortgage finance for off takers at single digit interest rate
d. Equity contribution by off takers
e. Defined methods of mortgage recovery
f. Strategic Partnerships with developers and not contractors. Some specifically building
for FISH Programme and others giving special terms and conditions on completed
properties in their respective existing estates.
g. Group discount on building materials
h. Guaranteed exit strategy for development partners
i. Revolving Fund for delivery of affordable housing
j. Availability of quality building materials at discounted prices from local sources
k. Skilled manpower in building and document control.
l. Infrastructural support from the relevant Ministries, Departments and Agencies (MDAs)
such as the Federal Ministry of Power, Works and Housing (FMPWH)
m. Acceleration of processes and approvals by government agencies
5. FISH Strategy and Implementation of Affordable Housing:
a. An Inter-Ministerial Implementation Committee comprising six Permanent Secretaries
and four Heads of Extra Ministerial Agencies.
b. Establishment of FISH Cooperative Society Limited as a special purpose vehicle (SPV) for
the operation of FISH.

c. Securing group land allocation from the Federal Capital Development Authority (FCDA)
and State Governments are core requirements for the success of FISH Programme
d. Strategic sourcing of funds from numerous sources for mortgage financing
e. Partnerships with private sector operators for building technology, construction finance,
and expertise.
f. Infrastructure development through inter-ministerial collaboration
g. Leveraging of residual skills service-wide through the participation of key building
professionals in project development and management
h. Support from bilateral and multilateral institutions, corporate, and individual
philanthropists.
i. Accumulation of fund through FISH Cooperative, other sources and members’ savings
towards equity contribution as revolving funds for FUSH project.
j. The goal is to deliver 2000 houses in the first year and 3000 houses annually in
subsequent years
k. Periodic organization of FISH Property Fair to bring together all stakeholders in the
delivery of affordable housing.
6. FISH Strategic Partnerships:
Public Private Partnerships (PPP) are designed to provide synergy between public entities and
private sector partners to deliver services and projects speedily and efficiently to the public.
PPP involves sharing of benefits and risks inherent in the project.
PPP partners come to the table with their respective core competencies and capabilities to
maximize value for money in delivering projects and services. While the public partner
provides the enabling environment and activities within its capacities and competencies, the
private partner provides expertise, technology, finance and other factors critical to the
successful delivery of the project. The benefit of public partner in PPP arrangements is mainly
service delivery to the public while that of the private partner may be profit or non-profit.
6.1 Categories of Partnerships for FISH Programme:
FISH-Programme welcomes proposal for strategic engagement from reputable partners of the
following categories:
a. Partners with land, technology, expertise, and construction finance to deliver affordable
housing.

b. Partners with existing estates and houses at different stages of completion offering
prices within FISH established limits.
c. Partners willing to participate in developing pre-designed houses on FISH acquired land
on predetermined conditions and prices.
d. Financing partners to fund either construction and or mortgages.
7. Achievements To Date:
a. Ground breaking ceremony of 1000 units on 1st August 2016 by President Muhammadu
Buhari in partnership with a developer, ABSI.
b. Three (3) developers, namely ABSI, Brains & Hammers and MIDC have signed MoUs
providing hectares of land, finance and expertise for construction of 1000 units each
before the end of the year, while FISH provides infrastructure and guaranteed off
takers.
c. Other developers with land and construction capacity have also been screened and
selected to partner with FISH in delivering affordable housing and are pre-qualified on
the basis of meeting set down requirements.
d. Over 30,000 Civil Servants have paid the required registration fee to join FISH
Cooperatives and are being processed for mortgage financing.
e. Applications for land allocation for group land allocation at concessionary or at
preferential rate have been made to FCDA and some State governments.
f. Alignment with critical stakeholders and institutions of government have been secured
for financial support and partnership for the FISH Programme. These include the
Ministers of Finance, Federal Capital Territory, Power, Works & Housing, Budget and
National Planning, as well as FGSHLB, Pencom, NMRC, CBN, Family Homes Fund,
Shelter Afrique, Federal Mortgage Bank of Nigeria and other financial institution.
g. The 30 people that won allocation of houses during ground breaking ceremony have
been prequalified for full housing loan entitlement and have selected matching homes
from the stock of houses at the disposal of FISH Programme.
8. Price Ranges of FISH Homes
The prices are within the price bandwidth established by the FISH Implementation Committee
and Federal Mortgage Bank of Nigeria. These are:
a. 1 bedroom apartments (N3 million - N5million)

b. 2 bedroom apartments (N5 million - N10 million)
c. 3 bedroom apartments (N9 million - N13 million)
d. 4 bedroom apartments (N13 million - N17 million) The prices are expected to be revised downwards when group land allocations are obtained
from Federal and State governments.
9. Criteria for Allocating FISH Homes Among Eligible Civil Servants
a. Transparency and accountability will be the watchwords.
b. Profiling will determine those eligible for mortgage, amount, and tenure
c. The principle of first come first served may also be applicable.
d. Membership of FISH Cooperative may give added advantage.
e. Other criteria such as federal character, MDA, grade level will be considered.
f. Interested civil servants are required to complete application for house allocation form
indicating their house preferences and mortgage required (N1,000 processing fee).

According to the Strategic Plan 2017 – 2019 of HOS in which welfare package (FISH) for Civil
Servants is Goal four. The FISH Programme is expected to deliver about 18,000 housing units
across the country for all categories of Public Servants with three years.
12. Requirements for Developers Participation in FISH-P
i. Write expression of interest letter address to Head of the Civil Service of the Federation
stating and attaching the following documents:
a. Name, the location of land and size
b. Number of housing units to be constructed in different categories of one, two, three or
four bedrooms

c. Cost/price of the each housing unit
d. The capacity to perform, expertise, skills and technology at the disposal of the
developer.
e. Attach Title Deeds documents, layout and site plans, and design approvals from
relevant authorities (Area Council title deeds are not acceptable in the case of FCTA).
f. Jointly conduct site inspection with technical staff from FISH-P Office.
g. The developer is invited to attend interactive meeting with FISH-P Inter-Ministerial
Committee for screening.
13. Funding for FISH Programme
The two types of funding in housing are construction finance and mortgage finance. The
FISH-P is exploring both options to fund its programmes’, thus:
13.1 Construction Finance
a. This comes mainly from partners and developers.
b. Multilateral institutions like Shelter Afrique have also pledged to provide construction
finance for FISH Programme. Jaiz bank and some other special purpose banks have
also committed to funding FISH projects
c. NMRC and FGSHLB signed a Memorandum of Understanding to refinance mortgage
fund of about N13.6 Billion to partly fund FISH Programme.
d. Family Homes Fund (FHF) is also committed to provide funding for FISH.
e. It is hoped that the Federal Government in line with its policy of affordable Housing
will provide intervention fund.
f. The implementation has resolved to set up FISH Trust Fund.
13.2 Mortgage Finance
a. Federal Mortgage Bank of Nigeria (FMBN) is committed to issue a bankable off-takers
guarantee to help the developers source for funding.
b. Federal Government Staff Housing Loans Board is committed to support Federal Public
Servants to access FISH housing.
c. Credit line from Shelter Afrique is being negotiated.
d. CBN is considering proposal for funding at preferential rate
e. Pencom is committed to open a window that allows Civil Servants to access 25% of
their pension contribution to finance mortgage

f. NMRC and Sovereign Wealth Fund are committed to supporting FISH with mortgage
financing and refinancing.
g. FISH Trust Fund is be established; the governance structure and financial engineering
are being worked out.
13.3 Primary Mortgage Banks
Accredited by FISH to process mortgage loans for off-takers include:
(i) FHA Mortgage Bank
(ii) Police Mortgage Bank
(iii) Infinity Trust Mortgage Bank
(iv) Imperial Homes Mortgage Bank
(v) FBN Mortgage Bank
13.4 Processing of Mortgage Loan
(i) FISH office forward application and acceptance of provisional offer letters from off-
takers to PMB/FGSHLB.
(ii) Off-takers open account with a preferred PMB at the sum not more than N2,000.00.
(iii) PMB process application forms.
(iv) Off-takers’ forms are process to FMBN from PMB or FGSHLB and when loan is
approve, the off-taker pays N53,500.00 as service charges to PMB, but not for
FGSHLB.
(v) FMBN release approve loan(s) to PMB for onward payment to preferred developer(s);
while in the case of FGSHLB, the approved loan is paid on behalf of the off-takers to
Developers.
14. Challenges Faced By FISH
Some major challenges faced by this Programme include:
a. Delayed allocation of group land by FCT and State Governments
b. Delayed in obtaining land titles especially in FCT by Developers which is a prerequisite
for obtaining loans from some financial institutions
c. Depreciation of the Naira
d. Non-availability of single digit mortgage finance in the open market to support Civil
Servants to procure their property

e. Limited number of Real Estate Developers for affordable housing delivery as opposed
to contractors.
f. Inability of most Civil Servants to qualify for mortgage based on their pay levels, and
to sustain mortgage repayment from their meagre salary.
g. Large numbers of profiled Public Servants application for FISH housing with limited
mortgage finance.
h. Problem faced by developers to source construction finance at a lower interest rate for
affordable housing.
15. The Way Forward
a. Secure group land allocation from Federal and State governments to reduce cost of
housing.
b. Partner with strategic private sector developers with technology and finance to deliver
affordable housing to Civil Servants.
c. Establish a revolving trust fund from which mortgages for Civil Servants can be
sourced.
d. Establish Civil Servants Primary Mortgage Institution and grant Federal Government
Staff Housing Loans Board similar status.
e. Intensify effort to attract construction and mortgage finance from local and
international institutions such as Shelter Afrique, NMRC, Sovereign Wealth Authority,
Chinese Africa Development Fund, Family Home Fund etc.
f. Prequalify civil servants for mortgage and operate a digital database of off-takers.
g. Encourage civil servants to select houses within their pay range from list of houses
available to FISH members at group preferential prices.
h. Introduce rent to own options as part of the FISH Programme.
i. PECOM should prepare guidelines that will enable civil servants to access 25% of their
pension contribution towards mortgage financing.
j. Support ABSI and other partner developers to deliver affordable housing.
k. Encourage civil servants to consciously save towards equity contribution for mortgage
financing.
l. Enhanced communication and enlightenment Programme to sensitize civil servants,
partners and the general public on FISH Initiative including periodic FISH Property Fair.
m. Expedite the setting up of the FISH Trust Fund partnering with socially responsible
corporations and individual Philanthropists.

1. What is the FISH Programme?
The FISH Programme is a programme initiated by the Head of Civil Service of the
Federation to provide affordable housing in good locations to civil servants.
2. What does FISH stand for?
FISH stands for Federal Integrated Staff Housing
3. Who can participate in the FISH Proramme?
The FISH Programme is open to all Federal Civil Servants and Public Servants
4. Will the government buy the house for me?
No, the government will help you secure a mortgage loan to pay for the house,
which you have to repay over a period of years.
5. What is a mortgage?
A mortgage is loan given to you to help finance the purchase of a house. Like
every loan, you will have to repay the principal and the interest on the loan over a
period of time.
6. Is the interest rate for mortgage going to be as high as the commercial lending
rates?

No, the interest rate for the mortgage will not be as high as the commercial
lending rate. The primary objective of the FISH programme is to secure single-
digit interest rate mortgage loans for Civil Servants.
7. Will my mortgage loan be sent to my account?
No, it will be paid directly to the developer through PMB and the keys to your
house handed over to you.
8. Will I still receive my monthly salary if I have a mortgage plan?
Yes, you will receive monthly salary. However, it will be less than usual due to the
monthly deductions for repayment of your mortgage loan. In-line with regulation,
the total deduction from your salary cannot be more than one-third of your
monthly salary.
9. For how long would I need to pay for my mortgage?
The length of time you will need to repay the loan is dependent on a number of
factors such as:
Your current salary,
If you have an existing loan running,
Number of years before retirement, etc.
10. How can I apply for house allocation and mortgage/ housing loan?
You need to register as member of FISH Cooperative Society Limited, complete
the application for house allocation form, complete the mortgage profile form for
housing loan, complete the FMBN and FGSHLB forms for mortgage and complete
the Pencom form to access pension contribution for equity contribution.
11. Can I apply for more than one house?
You cannot apply for more than one house at the same time.
12. How do I own a house under the FISH Programme?
To own a house under the FISH programme, you need to register as a member of
the FISH Cooperative.
13. Can I choose / secure any house type and size of my choice?
No, the house type and size will depend on the mortgage loan secured by the Off-
takers based on maximum salary deduction of 33%.
14. Can I chose to opt out of the Mortgage during the repayment period?
You can only opt out of an existing mortgage if you have enough money to make
outright payment your outstanding loan repayment.
15. Will the house prices vary among the developers?
Yes, depending on location, finishing, size and type of house
16. How do I join FISH Cooperative?
You can pick up a form at the FISH Secretariat or download it from the FISH
website, fill and submit it online. A membership fee of N1000 should be paid to
the bank and the payment slip along with other relevant documents should be
submitted to FISH Secretariat or uploaded and submitted online. Ensure all your

documents are completed as your application will not proceed with incomplete
documentation.
17. How will the allocation of the houses be done?
FISH housing allocation is based on a first come first serve basis and other
established criteria.
18. When will I receive an offer from the developer?
Once you have met the eligibility criteria and passed the pre-qualification from the
profiling officer(s) from the FISH office, the developer will be informed to
generate a provisional offer letter for you. If you agree with the terms of the
letter, you sign the letter and write acceptance of offer and summit it to the FISH
Secretariat for further processing.
19. What if I don’t agree with the terms in the provisional letter?
The terms of the offer letter from all the developers are written according to FISH
standards and in the best interest of the civil servants. If you are not comfortable
with the terms of your offer letter, your FISH property application will be
terminated.
20. I have some money saved up. Can I use this to make part payment for the house
under the FISH Programme?
Yes, FISH payment plans are flexible. You can make an initial lump sum payment,
then pay the balance through a mortgage plan over a period of years. You can
equally make a one-time full payment for the property if you can afford to.
21. How do I track the status of my FISH application?
You can track your application through the FISH website using your FISH ID
number. You can also call, email or visit the client service center of the FISH
Secretariat. This is located at the Office of the Head of Civil Service.
22. What if I have further questions or queries?
