Rule of Seven:Starfleet regulation that allows Starfleet Admirals to remove captains fromactive duty; states that commander is unfit to command through no fault oftheir own. It requires no proof or hearing, though the commanding officerthat was demoted can request one (TOS: 5, 25).

Prime Directive Committee:A subsection of the Federation Council that determines the status of planetsthat have not yet reached the technological level to be approached by theFederation. The PDC has the ability to give a more primitive culture protectedstatus, in which the Federation sets up a series of sensor buoys along theedge of a planetary system to monitor any unauthorized traffic into thesystem (TOS: 71, 27).

Terraforming Bureaus:Concerned with the growth of Federation colonies. The Bureaus have longargued that the introduction of an artificial interplanetary ecology, one thathas been analyzed to its molecular level, the chance of spontaneous anduncontrollable mutations of viruses and diseases can be drastically reduced.(STA, 80). In the 2380s, the Bureau worked to use the alpha mist as anoxygen producer for terraforming projects (STA, 89).

Security Council (TOS: S, 258).

United Contact Council:A committee composed of Klingon and Federation personnel to determine thesentience of creatures on worlds within the Organian treaty zone.

Warrantors of the Peace:Formed by Surak during the Reformation, the Warrantors originally herehostages used to ensure that Vulcan did not have a Nuclear War. EachWarrantor or a city=state carried the codes necessary to launch a strikewithin a capsule embedded in their heart; for the codes to be used, theWarrantor would have to be killed. Warrantors were chosen from thoseclosest to those who led that state. Vulcans emphasized that Warrantors beused to ensure peace through the Federation as well, an idea that was notimplemented until the 2260s (TOS: 25, 19).
