SWAP is a comprehensive display and application platform of FY-2 Satellite
data as part of the ground application system. It provides a professional and
interactive tool for the weather forecasters. The software is mainly based on
FY-2 stationary satellite data and available for other multiple data such as
polar-orbit satellite data, ground observation data and Numerical Weather
Prediction products. SWAP has the flexible basic structure and processing
ability of massive data, furthermore it provides the effective and comprehen-
sive analysis tools for tropical cyclone monitoring, severe convective cloud
tracking and extrapolation etc.

Satellite Monitoring Analysis Remote-sensing
Toolkit (SMART) is a comprehensive applica-
tion platform of FY-3 meteorological satellite for
monitoring, data analysis and public service. It
provides a professional remote sensing applica-
tion platform for technicians engaged in remote
sensing application of natural hazards and eco-
logical environment monitoring.
SMART plays great role in many aspects, such
as uniform operation management, multi-source
data displaying, general function of image pro-
cessing, thematic information deriving, geo-

1.1 Application Supporting System
The platform adopts C/S architecture and is developed based on
JAVA. It provides:
• Manage Automatic procedures running on server
• Monitor hardware resources and executive state of task
• Manage the process of obtaining external data, monitoring the
mediate data, managing the final output and configuration of
operational environment of sever.Task Scheduling Task Monitoring

tion. SMART was formally issued with version 1.0 (V1.0) inside the national meteorology
department for the first time in Nov. 2011. Three nationwide trainings and four provincial-
level trainings have been carried out
and the software were set up and run-
ning in NSMC and piloted in 32 pro-
vincial meteorological departments.
Until now, it has been customized and
popularized in Xinjiang, Neimenggu,
Guangxi, Yunnan and Hainan prov-
inces, and will be converted into op-
erational application in succession.

1.2 Product Dissemination System
The platform adopts B/S architecture and was developed by
ASP.NET. It provides:
• Real-time or near real-time distribution of the products gener-
ated by Monitoring and Analysis System
• On-line service for public and government.
1.3 Monitoring & Analysis System
Monitoring and analysis System is the core of SMART. It
adopts technology and platform which is independent intellec-
tual property rights, integrating remote sensing data processing
technology, image processing technology, geographical infor-
mation system technology, work-flow support technology and
database technology. The platform adopts C/S architecture and
is developed in VC++ and C#.NET. It provides:
• Multi-source data display
• Remote sensing image processing
• Information extraction and classification
• GIS and remote sensing combination
• Monitoring, analysis and thematic product generation

2.1 Tools of RS Data Processing
Monitoring & analysis system realizes many remote sensing
processing functions to satisfy the needs of disaster and envi-
ronment monitoring application, such as radiometric correction,
projection, projection and coordinate system conversion, mo-
saic, resize, geometrical correction, True & Pseudo color com-
posite, vector to raster, raster to vector, density slicing, texture
feature extraction etc.
2.2 Image Processing Tools
Monitoring & Analysis system provides multiple image-pro-
cessing tools (including commonly used tools in Photoshop),
which satisfy the needs of information extraction, interactive
analysis, and thematic map making. These tools include curve
adjustment, histogram adjustment, level adjustment, hue/satura-
tion adjustment, brightness/contrast adjustment, color reversal,
color elimination, selectable color, replaced color, auto enhance-
ment, log enhancement, exponent enhancement, power enhance-
ment, sharpening, edge enhancement, median filtering, Gauss
filtering, customized filtering etc.
