IF you are amotorist who has out-standing speeding fines, rest as-sured that nobody — not even a
trafficorpoliceofficer—canforceyoutopay themata roadblock.Theyalsocannot threaten to confiscate yourlicence or detain you until you pay.
Freek Stander, senior public pro-secutor at the Port Shepstone court,said the only instance when amotorist can be arrested at a roadblock in respect of a traffic offence isif there is a warrant of arrest out forhim or her.
The Port Shepstone court dealswithupto300casesrelatingtospeed-ing fines in a month alone. However,this only relates to spot fines and not
camera-speed fines as the HibiscusCoast Municipality has yet to issuesummons’s to violators.
“It is illegal toaskamotorist topaya fine at a road block. A driver’slicence also cannot be confiscated ata road block.Motorists need to knowthese rights,” said Stander.
He said when a notice of infringe-ment is issued, the driver must readthrough the document and check ifthere are any discrepancies he orshe wishes to bring to theattentionof the local municipality.
“If therearenone, the finemustbepaid or else a summons to appear incourt will be issued.
According to Stander thesummons may be served personallyto the accused at a residence or placeof work. “If the accused is unavaila-ble, the summons can be handed to aperson over the age of 16 to accept.
“There are occasionally defects inthe documents issued by a trafficofficer, but motorists must under-stand that not all mistakes affect the
legality of the document. Forexample, an incorrect licencenumber will not render the finedefective. That can be amended bythe prosecutor before the accusedpleads.
“Once you have received a sum-mons, you must go to court.”
He added there have been caseswhere the motorist argued that theissue of the fine itself was irregular
or illegal, or factually incorrect.“A prosecutor usually does not
make a judgment call on the facts asto whether the motorist committedtheoffenceornot.It isthecourt’sdeci-sion to determine whether theaccused is guilty or not, based onevidence.”
The Hibiscus Coast Municipalitywas asked to comment on:
• Why are summons’s not issued
to motorists trapped by speedcameras?
• Howmuch does the HCM collectin camera-speed fines in a year?
• Howmuchof thatamount ispaidtoTrafficManagementTechnologies,the speed camera company contract-ed to HCM?
Despite being given sufficienttime,HCMhadnot repliedat the timeof going to press.

THREE people sustainedminor injuries in a car acci-dent on Monday at about
6pm at the traffic-light intersec-tion at Rethman Drive in Umtent-weni. Only anaccident reportwasopened at Port Shepstone policestation.
In another accident on Tues-day, which took place at the sametime, a 15-year-old girl was killedwhen she was knocked dow by avehicle in Murchison.
A culpable homicide docketwas opened.
“The number of motor vehicleaccidents on the South Coast isalarming,” said police spokesper-son Lieutenant-Colonel ZandraWiid.
“We [SAPS] have found that insome cases motorist show a total
disregard to adhere to speedlimits.
“They ignore traffic lights, dou-ble barriers and overtake where
theyarenotsupposedto,”sheadd-ed.
She said the proper followingdistance is also blatantly ignored.

A PORT Shepstone woman, who com-plained to the Hibiscus Coast Muncipal-ity about being mistreated at thelicensing office, is livid as she has notreceived any feedback.
Reyna Joubert sent an e-mail to themunicipal manager of the departmentand others in April.
After waiting for over a month, shethen asked the Fever to intervene.
On 27 May the Fever sent e-mails tothree people in the municipality’s com-munications department for which
“read receipts” were received, but no-body responded.
The e-mails spoke of “the treat-mentwereceivedfromGuguwhoworksat the inquiries counter of the licensingsection”.
“Pieter and I made a phone querywhether our licence cards had arrivedand were assured we could collectthem at the office,” said Joubert.
“After waiting in a line of about sixpeople, Gugu took the receipts andwent to a filing cabinet at the back,pulled open a drawer and then leanedon the cabinet and had a conversationwith a lady in the cubicle next door whowas putting on make-up. We asked forattention.”
“The woman returned to the coun-ter and said that if we did not like theway she served us we could go down theroad to another office to fetch ourcards.
Joubert said Gugu then producedtwo huge bundles of documents andwent through them slowly, while rant-ing on about not having to serve us.
Joubert then went to look for hersupervisor, but was told that KevinSmithwick was not there.
“One of the staff phoned him. Hesaid he was on his way back. I went backto the inquiries counter and this ladywas still arguing with Pieter. Only whenI told her I was dialling Mr Smithwick’snumber did she suddenly pull out ourcards.
“Surely the rates we pay everymonth is part of her salary. She arguedthough, that rates were not paid by usbut by the government therefore shedid not owe us any service.”
Several local residents, includingbusiness people, have also continuous-ly voiced their concerns with HCMstaff’s poor communication.
Municipalitystill ‘mum’
A 46-YEAR-OLD well-knownbusinessman, out on bail forsexcharges,willmakeanotherappearance in Port ShepstoneMagistrate’s Court on 26 June.
The Marburg man wascharged with sexual inter-course with a child older than12, but younger than 16. Thevictim is 14.
He was arrested after theteenager’s mother laid thecomplaint. The accused wasreleased on bail on 12 May.

Police success
SUCCESS was achieved in two separatepolice intelligence-driven operationsover the weekend.
A special operation started at 3.30am onSaturday in the Southport policing areas ofKwa Madlala, Fairview Mission andUmzumbe.
ClustercommanderMajor-GeneralThembiNdlovu was the commander and Major Gavinde Lange was the operational officer.
Officers from Port Shepstone cluster andmembers from Port Shepstone TRT, SAPSSouthport, SAPSMsinsini,members fromPortShepstone and Umzinto K9 units, vehicleidentification section, crime intelligence andprotection services took part in the opera-tion.
“Stop and searches were carried out andtwo vehicles of which the chassis and enginenumberswerealtered,were confiscated,” saidpolice spokesperson Lieutenant-ColonelZandra Wiid.
A wanted suspect, Musi Mbutho (23), forwhom there were two warrants of arrest out,was also arrested.
He was wanted for housebreaking.Fourpeoplewerearrested forpossessionof
a dangerous weapon and five people were ar-rested for possession of dagga.
All suspects will appear in the Port Shep-stone court soon.

INGWEMABALA High parentshave accused teachers and securi-ty officers of abusing their chil-dren.
The disgruntled parents ap-pealed for anonymity fearing theirchildren will be victimised.
One said her child was bulliedin the classroom by other childrenlast Tuesday.
“They called him by a name hedidn’t like. He then chased themaround in anger. The teacherscalled a security officer whograbbed him, smashed his headagainst the wall and wrestled himto the ground.
“He pressed the child downwith his foot against the throat.My child came home with a swol-len head and arm. I visited theschool this week and the principal,VS Shezi, said the security officerhad apologised for what he had
done,” she said.“When I spoke to the security
officer he apologised.“But his version was that my
child was chasing other children inclass. He said he pushed him to theground, but he did not tell me heslapped him and knocked his headagainst the wall, then violentlythrew him onto the ground,” shesaid.
Another parent alleged thattheir child was “beaten uncon-cious” by two teachers from thesame school last Saturday. Shesaid an argument between a busdriver and the children took placeon their way home from a schooltour to Pietermaritzburg.
“The bus driver was unhappywith pupils who smoked in thebus. He told them to stop, but theydefied him. The driver went to ateacher who was in a car and re-ported them. The two maleteachers got onto the bus andbeat the child until he was uncon-
cious. Other pupils thought thechild was dead. Yes, we agree thatsmoking is bad for pupils, but forteachers to beat a child like thatis wrong. It is chaos becausechildrensmokedaggaandwhoon-ga. They get dismissed by theprincipal and the teachers do asthey please. We need interventionby the Department of Education,”said the parent.
The school, which is in Betaniaoutside Gamalakhe, was in thenews in 2010 because of its poormatric results and was evenvisited by the then MEC for educa-tion Senzo Mchunu because ofthat.
Shezi could not be reached forcomment this week despite amessage being left with theschool receptionist.
The KZN Department ofEducation spokesperson SihleMlotshwa had not, at the time ofgoing to press, responded to an e-mail inquiry.
Pupils abused, parents claim

THE Food and Allied Workers’ Union and thesugar industry reached awage settlement lastFriday which saw workers return to work thefollowing day.
This is according to Vis Pillay, manager forIlovo Sugarmill Umzimkhulu who said thefocus will be to regain the lost ground.
“We will either increase production bycrushing faster. Ifneedbe, thecrushingseasonwill be extended,” he said.
“We thank all our stakeholders during thestrike for their support and look forward tonormalising operations.”
A 10% increase was secured for the sugarindustry’s lowest-paidworkers,while themid-dle band will see a nine per cent increase and8.75% for higher band.
The strike, which was the first for wage in-creases since1997, sawover200peopledowntools locally and about 5 500 nationally.
Demonstrations began on 27 May whenworkers demanded a double-digit percentageincrease, a R800 housing subsidy and a 40-hour working week.
Police used pepper spray to secure orderfrom the unruly crowd on 28 May.
Fawu chairman Zwe Chiliza was detainedfornot complyingwithpoliceorders forashorttime during the strike.

AREGULAR patient atPort ShepstoneHospital says there’s a
serious shortage of parkingbays for disabled peoplethere.
With only one or two baysforpatients at the various sec-tions of the building BevPoulton says she often has towait for a place to becomeavailable. She’s also noticedmotorists parking in the baysillegally.
“Sometimes, people don’thave stickers on their cars. Itis so unfair,” said Poulton.
Poulton, from Margate,suffers with arthiritis and hasbeenusingawheelchairfor20years.
“I find this situation quiteshockingbecauseof the influxof patients the hospital re-ceives daily. There has to bemore bays for disabled pa-tients.”
Hospital public relationsofficerPhumzaMorai said thehospital’s car guards strive tomake sure that the parkingbays for disabled patients arenot abused.
“Security officers at themain entrances inform driv-ers that any vehicle parked ina designated disabled spacewithout bringing a disabledpatient or displaying a validdisability badge is subject towheel-clamping,” said Morai.
AchargeofR50 is requiredto release the clamp.
She added that althoughthere is a general limit to the
provision of designated park-ing bays for disabled drivers,there is provision for four dis-abledparkingbays in thehos-pital — one at the front en-trance,one in frontofcasualtyand two behind the linenroom.Therearealsotwoload-ingspaces—oneinfrontofthespecial clinic and one in frontof the security office — forwheel-chair and stretcher us-ers.
“In general the issuearoundunauthorisedparkingin disabled parking baysacrossthehospitalisnotprob-lematic,” she said.
Morai said that securitystaff are informed to alwaysassist when requested andmust contact the porters’department if a porter orwheelchair is required.

“Protea Road also needs to be ac-cessible to emergency personnel,should someone fall ill during thenight. I also think that the unem-ployed in this area need to benefitfrom this event,” said Moodley.
He said patrons vandalised the
venueandaprogrammehadtobeim-plementedtorepairdamagedproper-ty.Otherrequests includedthatmusicbe toned down during prayer time atthe mosque and the proper manningof Protea Road so that patrons do notrelieve themselves outside.
Siyabonga Msomi, CyassoundHoldings director, said he appreciat-ed residents’ honesty. “A clean-upstrategy has been accounted for andthewashingdownof the streetwill beincluded.”He added earplugs will bemade available to the elderly andthree passes per residencewill be de-livered to each home. He added thatstrict parking rules and plans havebeen created and that “patrons can-not do as they wish”.
Bhobhoyi water supplysystem boosted

AMAJORwater infrastructureupgradeprojecthasbeen unveiledbyUguDistrictMunicipality(UDM)forBhobhoyi,Murchisonandsurround-ing areas.
ThiswasannouncedbyUDMmayorNtomb-ifikileGumedeatthesod-turningattheKwaTa-tane sports field in Bhobhoyi to residents whowill benefit from theproject. The resorvoirwillbe upgraded to improve the water supply tocope with the increased number of residents.
The mayor introduced three contractors tothe community and announced that R71 mil-lion will be spent on the augumentation of thewater infrastructure. Gumede said theirwatersupply systemwill now stand at 81megalitresandwhat they aspire to achieve is 108megali-treswhere theywill havenowater supplycom-plaints inareasofunder InkosiSaziNdwalane.
“Then complaints about water shortageswill stop once our system is upgraded. Please
protect water standpipes. Ugu provides waterand it becomes your water and those stand-pipes are yours.
“Report peoplewho steal yourwater and il-legally connect it or damage your standpipes,”said Gumede.
The mayor said this project will be imple-mented in three phases by three companies.
“The engineers are Royal Haskoning DHV.EyethuTranslodge has been appointed to con-struct thewater purification reservoir at a costof cost ofR49million.PCISAhasbeenappoint-ed to build a mechanical plant and install ma-chines for water recticulation at a cost of R21million. R71million has been injected into thisarea for the upgrade of water infrastructure.”
She said the contractors will work with asteeringcommittee toemploy localpeople.Sheurged the community to co-operate with themto ensure that the projects are completed ontime. “We will as councillors monitor the con-struction work and visit the sites to seeprogress,” said Gumede.

Drug-related arrests madeA 22-YEAR-OLD womanwas arrested at her homein Mkholombe after shewas caught with 329 par-cels and one plastic bag ofdagga and 31 bottles ofbeer on Monday after-noon.
The total weight of thedagga was 4,3 kilograms.
She was arrested byWarrant Officer PatrickGosling, Constable Rap-haelSmithwick,ConstableLee Frost and ConstableMzakwe Makana afterthey followed up on infor-
mation received.Shewill appear incourt
on Tuesday for possessionof drugs and liquor.
Prior to this arrest, theteam also arrested a 26-year-old man at the PortShepstone taxi rank with14 straws of heroin. A 19-year-old man was also ar-rested for having 144grams of dagga in his pos-session on themainHard-ing road near Merlewood.
They will both appearin court on Tuesday.

Criticalmanagerialposts filled>> Move is to help municipality function better
THE Ugu District Municipali-ty (UDM) has filled criticalvacant managerial posts in
itsquest to improvethemunicipal-ity’s financial situation for the sus-tainability of the municipality atmanagerial levels, so says UDMspokesperson Sipho Khuzwayo.
“Currently the managementcommittee consisted of five actingpositions which were filled withthe appointmentofageneralman-ager water services, manager in-ternalaudit,manager legal servic-
es, manager area, north andmanager area, south.
“The Ugu Executive committeeappointed Lungile Cele generalmanagerofwater servicesas from1 June. The appointment followsher five-monthactingperiodsince1 January,” said Khuzwayo.
“TheGMwasthemunicipality’scontrol centre manager and afterthe resignation of the generalmanager water services, councilresolved that she be appointed toact in this post.
“Ugu also made other criticalappointments from April underthe water services departmentand appointed MalibongweLuswazi area manager, south, asof 1 April and Sivuyile Mbewu asarea manager, north, as of 1 May.
“Thesemanagershavealsoact-ed in these posts for lengthy peri-ods. Their qualifications, experi-ence and determination to im-prove the municipality’s waterservices hasmade themunicipali-ty believe they are suitable candi-
dates for these positions.”On 1 June Zevile Dlamini was
appointedmanager internal auditand Melanie Olivier as managerlegal services.
In support of these appoint-ments, themunicipalmanagerDDNaidoo said the municipality isproud and confident about the ap-pointments, saying the managerspossess the qualifications, quali-ties and experience required tomake these departments and themunicipality function better.

R1,798millionhasbeensetasidetoachievethis in the 2014/2015 financial year. Mtshalisaid the allocation of these funds is dependentoncertaincriteria,withorganisationsthatcre-ate jobs, thosewhosebeneficiaries aremainlywomen, the youthandpeople livingwithdisa-bilities being given first preference.
“The KZN Arts and Culture Council, an in-dependent body appointed by MEC Ntom-bikayise Sibhidla-Saphetha, administers thedistribution of the funds andmonitors the usethereof.

THE Hibiscus Coast MunicipalityExecutive Committee (Exco)passed a resolution to support aproposed private-vehicle testcentre at Union Motors in ShellyBeach. At the Exco meeting onTuesday, the head of communityservices Sibusiso Nzimande pre-sented a report to Exco asking it totake a resolution on the test centreapplication.
After looking at the environ-
mental impact the operationwould have and whether it mightviolate municipal by-laws,Nzimande said they found all inorder and saw no reason to objectto the application.
“Themunicipality has receivedsuch applications in previousyears and turned themdown afterchecking their environmental im-pact and the municipal by-lawsfinding that they would violatesome of them,” said Nzimande.
He said his department is nowsatisfied there will be no environ-
mental impact and there will beno violation of by-laws as theywillbeoperating fromanexistingfacility — Union Motors.
“The municipality can take aresolution tosupport theapplica-tion, but cannot grant an operat-ing licence to the applicant be-cause that is the competency ofthe Department of Transport.
“TheDepartmentofTransportneeds amunicipal resolution be-fore it can grant the applicant anoperating licence,” he said.
He added they view this appli-
cation as one of the initiatives topromotethedevelopmentofenter-priseswithinthemunicipality,say-ing thereare49suchbusinesses inDurban and surrounding areas.
“It makes business sense tohave private-vehicle testingstations.”
Mayor Cynthia Mqwebu saidthere was no reason to turn theirapplicationdown.Excoresolvedtosupport the application.

Additional jazz festival artists unveiledTHE KwaZulu-Natal provincialgovernment, the Ugu District Mu-nicipalityandCyassoundHoldings,Ugu Jazz Festival organisers, haveadded to theexciting line-up for the2014 jazz festival.

Redefining KZN politics

to the speculation by its formergodfather that it is in the pocket ofthe ANC.
Zanele Magwaza-Msibi’s ac-ceptance of a junior cabinet posi-tion in the fifth South African gov-ernment is political suicide thatwill result in her party coming toanundignified end in about a dec-ade. But this is entirely specula-tion, of course.
It couldalsobemanna fromtheZulu-vote heaven for the InkathaFreedom Party, which despitehaving faced massive poll defeatsand losing its position as officialopposition in the province, is stillfightingafter20years.Heraccept-ance of a deputyminister positionin the Department of Science and
Technology is reminiscent ofMar-thinus van Schalkwyk’s capitula-tion of the NNP brand although itwas probably always doomed tofail post 1994 anyway.
This isnot to sayaparty cannotjoin somekindofunited frontwiththe governing party. The opposi-tion benches do it all the time butfor theNFP it is different. Since itsformation in 2010-11 and itsbreakaway from the IFP, Dr Man-gosuthu Buthelezi has repeatedlyclaimed the NFP is nothing morethan a stooge of the ANC, that it isfunded by ANC donors and it ob-tains its direction from the ANC.
Post 2011, the NFPwent into anumber of pacts across the prov-ince with the ANC, ultimatelyclinching more municipalitiesthan its former master.
Magwaza-Msibi reflected thenew face of the traditional Zuluvote — outspoken, female, ambi-tious, successful and smart unlikeButhelezi’sIFP,whichisstuckwiththe reputation of being rural, un-educated, violent, patriarchal andunquestionably subservient to itsall-male-dominated leadershipthat garners its strength fromroy-al lines.
The NFP’s creation is largelythe fault of the IFP for failing tochange from a Bantustan-typeleadership organisation into amodern political party.
I remember driving through
Zululand to various election loca-tions in 2011 on election day.Among the various hitch-hikers Ipicked up, the conversation oftengravitated towards Magwaza-Msibi. She was redefining KZNpoliticsnotbyspewinghateforherformer party but by modernisingwith an IFP constituency that feltits leadership was losing control.And right they were in many re-spects. The IFP had lost control ofthe province, it had lost control ofthe entire South Coast region andit was being pushed into a cornerin the northern parts of Zululand.It controlled no major economictown,was infatuatedwith its lead-er and lived by amantra of too oldto fail.
Buthelezi spoke about hisfriends Jimmy Carter andMaggieThatcher, and how the ANC haddevised a plot to oust him. WithButhelezi, most debates degener-ate intohowany issueaffects him.Magwaza-Msibiontheotherhandspoke about empowerment, pov-erty and unemployment.
But now Magwaza-Msibi maybe likearabbit caught in thehead-lights of power. She has sold herparty to the ANC. Her inexperi-ence at negotiation, with whichButhelezi is well versed, may beher undoing.
We have seen this happen sev-eral times in 20 years of democra-cy.Parties thathavealignedpoliti-
callywithamajorplayerhavedis-appeared or have not madeanother term. Coalition govern-ments inevitably weaken theweaker party. For instance, theLiberal Democrats in the UnitedKingdom have lost major hard-earned constituencies since theirforay into powerwithDavid Cam-eron’sgovernment.TheLibDems,whoforyearswerepoorcousinstoboth Labour and the Tories, triedtograbpowerbeforetheirtimebutCameron has grown in strength,delivering a sound economy amida crisis in Europe.
WhileitwasimportantforMag-waza-Msibi to go to national Par-liament, keeping her autonomyshould have been paramount.TraditionalIFP-NFPvotersaread-verse to anything ANC. They spiltblood over their ideals, so thiscould send out the impression ofselling out.
WithButheleziexpectedtostepdown,although this isneverguar-anteed,aresurgent IFPwith itses-tablishedpoliticalrootscouldclawitswaybacktorelevance—firstbytakingbackitsvotersfromtheNFPand then targeting its lost genera-tions from the ANC.
Of course, this is only possibleif the IFP can live beyondButhele-zi’sgrip.Thenetresult isthatthereis yet another realignment of poli-tics in a province where nationalpower currently rests.

There was another case also mentioned.It will also be paying 75% of about R40m
to a motorcyclist who was left a paraplegicafter an accident involving a pothole.
Perhaps ourmunicipality should start do-ing something positive about repairing themany potholes in our area as they may befaced with similar claims.

MDLAZI Primary celebrated World Envi-ronment Day with Hibiscus Coast Munici-pality on Friday at Bhobhoyi, outsidePort Shepstone.
It also launched its waste manage-ment and recycling project.
Teacher and environmental coordina-tor Thobeka Sima said they celebratedthe day with pupils, teachers and the Hi-biscus Coast Municipality officials bymaking a big compost heap at the
school. “We make our own compost atthe school. We use everything and wesay there is nothing that is useless.
“We then use that compost for ourvegetables in the school garden. We eatsome of the vegetables and sell someduring our fundraising initiatives,” said Si-ma.
Hibiscus Coast Municipality communi-cations officer, Khanyiso Seyisi, said themunicipality launched a school wasterecycling project on the same day.
“Relevant services were delivered tothe school as well,” said Seyisi.

LAST Tuesday Ugu South Coast Tourismand the Southern Explorer Associationhosted the launchof the Sardine Festi-
val and the new winter edition of SouthernExplorer Route Guide.
For a change we held the event in Umdonias a means of exemplifying the broader geog-raphy of the festival. In this regard I am oftenasked “Why have a sardine festival when thesardine run is not an annual occurrenceanymore?”
Yes, the mass migration of some 700 mil-lion sardines is no longer a given, but thennoris the sightingof the famed Aurora Borea-lis (Northern Lights) which, in Scandinavia, isa major drawcard for tourists wishing to seethis unique atmospheric phenomenon.
The Sardine Festival is an ideal anchor towhich we, and our tourism partners, can at-tach a vast number of events and forms of en-tertainment for our mid-year holidaymakersand local people.
The South Coast is synonymous with thesardine run and the busy festival calendargoes beyond the oceanic spectacle and ourvisitors are providedwith anumber of experi-
ential options while here. For example, theSardine Festival golf event on the upperSouth Coast (which we support) locks in golf-ing tourists who may have more affiliation tothat little white ball rather than silver fish —yet their spend adds to the tourism coffersduring this peak period.
On a more sobering note, the indicationsare that we could be heading for a recession-ary phase in our economy and our take on thisis that we cannot detract from our marketingobligations and presentation of events such asthe Sardine Festival.
We believe that in sustaining our destina-tion sell as a value for money option, the pros-pect of significant loss in visitation should notbe as severe asmaybe the case in other desti-nations that exist through their more expen-sive tourist offerings.
We arenotgoing toentertainarunforcoverattitude and going forward, we will in fact in-crease our marketing and promotional spendto ensure that our guests remain and/or be-come loyal to this part of KwaZulu-Natal.

Though fathers have been revered throughthe centuries, the official recognition of Fa-thers Day only happened in the early 1900s.
Several people are credited for furtheringthecauseofFathersDay,butMs.SonoraLouiseSmartDoddisseenasthekeypersoninmakingthis great celebration happen. SonoraDodd isseenas theMother of theFathersDayFestival.
In 1909, Sonora overheardaMother'sDaysermon, andbegun to recognize thehardshipsthat her fathermust have gone throughwhilebringing up his family.When Sonorawas16,hermotherdiedduring
childbirth,andleftherfather,CivilWarveteran
WilliamJacksonSmart, toraisehissixchildrenand the newborn on his own.
Sonora pondered the fact that there was aday for mothers, but not for fathers.
Initially, many people laughed at her idea,but her mind was made up.
She began a sincere campaign lobbying forthecauseofFathersDay,andfinally,hereffortsbegan to show.
On June 19, 1909, alongwith the supportof Spokane Ministerial Association and thelocal Young Men's Christian Association(YMCA), the first Fathers Day was celebrated.
Sonora wished for Father’s Day to be heldon the day of her Fathers birthday, but duetotimeconstraints, thecelebrationwasheldonthethirdSundayinJune.Andthattraditionhaslasted throughout the times.

As required in terms of Section 16 and 24 of the Municipal Finance Management Act, ActNo. 56 of 2003 and Section 14 of the Municipal Property Rates Act, Act No. 6 of 2004, Coun-cil has adopted the Budget for the 2014/15 financial year, together with the rates randages,Rates Policy and Tariffs of Charges, which are effective from 01 July 2014.
Notice is hereby given that a resolution has been taken by the Hibiscus Coast Municipalityin terms of Section 75A of the Municipal Systems Act, Act No. 32 of 2000 and Section 14of the Municipal Property Rates Act, 2004 (Act No. 6 of 2004). 1. Rates have been assessed based on property values as contained in the generalValuation Roll. In addition to the first R15, 000.00 of the valuation for residentialcategory of properties, which is impermissible in terms of the Municipal PropertyRates Act, the Hibiscus Coast Municipality has included a further reduction of R85,000.00 on improved residential properties and R50, 000.00 on vacant land in thecalculations, as per the municipality’s Rates Policy. The rate randages have beencalculated for each rating category as follows:

2. In addition to the R100, 000.00 reduction on the valuation for improved residentialcategory mentioned above, pensioners receive rebates on three levels, at 75%, 50%and 25% in terms of paragraph 11(2) of the municipality’s Rates Policy read withSection 15(2) of the Municipal Property Rates Act, which will be displayed on thepublic notice boards at the various units and 100% for child headed households asper council adopted rates policy.
3. Certain category 7 Institutions and category 8 special purpose properties do qualifyfor exemption in terms of paragraph 9 of the municipality’s Rates Policy.
4. The final date for payment of 10 monthly instalments accounts of the general ratesis the last working day of each month with the last instalment due on the last work-ing day of May 2015. The final date of payment of the yearly general rates accountsis the last working day of September 2014. After the due dates interest of 10% perannum will be added, which is the bank lending rate at the date of this calculationplus 1% as per the Municipal Finance Management Act, 2003 (Act No. 56 of 2003)and the Municipal Property Rates Act regulations.
5. In its endeavour to restrain the outstanding debt from escalating and to encour-age ratepayers to settle their accounts annually in full i.e. on or before 30 Septem-ber 2014 the Municipality offers to those ratepayers 4% concession on the current2014/2015 rates levied amount only (not on arrears or other services). Applicationforms are obtainable at the municipal offices in Port Shepstone (old Post Officebuilding) or Lot 1000 Newton Place, Dan Pienaar Square, Margate or the websitewww.hcm.gov.za
Council resolved to levy the rates on properties as detailed above in its meeting held onTuesday, 27 May 2014, approving the Annual Budget, Rates Policy and Tariffs of Charges2014/2015. A copy of the resolution is available for public inspection during office hours onthe notice boards of the Council at the Hibberdene, Port Shepstone, Margate, Southbroom,Port Edward and Gamalakhe Civic Offices. It is also available on the municipality’s website(www.hcm.gov.za).
This determination will come into operation on 01 July 2014.

8. INDUSTRIAL EFFLUENT CHARGES
The charges payable by the owner or occupier, as the case may be, of the manufacturing premisesfor the use of the Council’s sewers in respect of the discharge and conveyance therein of trade efflu-ent from the manufacturing premises, including the use of the Council’s sewage purification worksfor purification of the trade effluent, shall be determined in accordance with the provisions of thisby-law. Accounts will be rendered as soon as possible after each period of six months ending on31st December, or 30th June of each year and shall apply to such periods.Where during any suchsix monthly period there has been a change of ownership or occupancy necessitating an apportion-ment of the amount due to the Council, the Council will apportion the amount between the partiesconcerned in a manner proportionate to the quantity of trade effluent discharged during the relevantrespective periods of ownership or occupancy. Nothing herein shall be construed as preventing theCouncil from submitting accounts on a monthly basis should such practice be considered moreexpedient by the Council.
The General Manager: Water Services may base the trade effluent charge as described in para-graph (p) section (a), on the highest COD of one, or more samples collected from the trade effluentsampling point.
The charge to be levied by the General Manager: Water Services in respect to trade effluent dis-charged into its sewers from manufacturing premises shall be assessed in accordance with thefollowing formula: -
R = A + ((COD/1000) x B)
WHERE
R is the rate in cents per kilolitre due to the Council.
A is the basic carriage tariff expressed in cents perkilolitre, determined annually in advance by theCouncil. The value of A is R5.03 (5.50%).
B is the basic treatment tariff expressed in cents perkilogram of COD, determined annually in advanceby the Council. The value of B is 0.474 (5.50%).
COD is the chemical oxygen demand value expressedin milligram of COD per litre of effluent recorded insnap samples of effluent collected as and whendeemed fit by the General Manager:WaterServices.
The charges payable by the owner or occupier will also include any other charges as may be ap-plicable.
A copy of the methods of chemical analysis and testing procedures used to determine the COD forthe purpose of calculating the charge equation described above shall be kept available by the Gen-eral Manager: Water Services for inspection by the owner or occupier of any premises concerned.The method of chemical analysis will in all respects follow the STANDARDMETHODS FORWATERANALYSES published by the SOUTH AFRICAN BUREAU OF STANDARDS being SABS METHOD1048 – CHEMICAL OXYGEN DEMAND OFWATER.
In the absence of any direct measurement, the quality of trade effluent discharged into the Council’ssewers from any particular manufacturing premises during any period shall be estimated and deter-mined by the General Manager:Water Services by reference to the quantity of water consumed onsuch premises during such period. The quantity of water consumed on such premises shall be de-termined by reference to the Council’s water meters in the case of water obtained from the Counciland by meter or by calculation in the case of water obtained from any other source, including wateremerging from material processed on the premises. In determining the quantity of trade effluentso discharged, due allowance shall be made for the quality of water which it is estimated is usedfor domestic purposes including gardening on such premises or any other purpose not resulting inthe discharge of trade effluent and for water lost be reaction or evaporation during any processeson the manufacturing premises concerned and for water present in the final products or materialsproduced on such premises and, generally, the District Municipality shall take into considerationsuch matters as will enable it to estimate for the purpose of the by-laws the quantity of trade effluentdischarged as aforesaid during any given period.
Industries linked to water borne sewer will be liable for the sanitation basic fee and charges perkilolitre as per charges set, over and above the industrial effluent charge, based on the calculatedquota.
9. ACCEPTANCE OF SEWAGE DELIVERED BY ROAD HAULAGEDescription 2014/2015 2013/2014

(b) The cost shall be calculated by using the AEL processing fee calculator which is prescribed byUgu District Municipality with due consideration given to a myriad of factors.

10. TARIFFS FOR INSTALLATION OF BASETELECOMMUNICATION STATIONSThe MONTHLY tariffs for the new installation and the renewal of existing leases of base telecommuni-cation stations on municipal property shall be as per the below mentioned tariff of charges:
- R5,013.95 on property with an existing structure.Tower erected on Municipal land (a Greenfield site)
- R2,506.97 for Co-Locators (Sub-leases)Billed to the main lessee, applicable to new leases signed or renewed after 1 July 2012
- R1, 002.79 for antennae’s with no base stationsDependant on technical criteria, frequency emissions and site size being no greater than 5m2
It should be noted that for a single installation, a lease agreement will be entered into with one serviceprovider. In the event of co-use of telecommunications masts by cellular network providers, the primaryservice provider with whom the municipality entered into lease agreement will be responsible for theaccount.
11. Offences and PenaltiesAny offences and/or penalties raised by the municipality shall be affected as per Part 7 (General Provi-sions), clause 34, of the Gazetted Water Services Bylaws, as adopted in terms of Section 21 of theWater Services Act, Act No. 108 of 1997.
12. WATERBORNE SANITATION SPECIAL LEVYA special levy would be introduced in the areas which will benefit from the waterborne sewer develop-ment programme. However the sub-economic areas would be exempt from this levy.

Rafael Nadalcame from a set down to beat NovakDjokovic 3-6, 7-5, 6-2, 6-4 in a crackingcontest with two brilliant opponentsplaying fantastic tennis.
Nadal has set a new record in beingthe first player to win five titles in a rowat Roland Garros – this is his ninthFrench and 14th Grand Slam title intotal.
On Thursday night, the SoccerWorld Cup kicks off with hosts BraziltakingonCroatia.Duetothegamesbe-ing played in Brazil and with the timedifferences, most of the games areplayed really late SA time.

This Saturday sees New Zealandtaking on England again, this time atDunedin at 9:35am. I foresee a betterperformance from the All Blacks andexpect them to win by at least 10points.
At midday, Australia again take onFrance, this time in Melbourne. TheAussies will win, but by a narrower mar-gin than last week.
The Springboks play Wales in Dur-ban at 5:05pm, and will have to playfor the entire 80 minutes if they are towin. I predict a home win by eight ormore points. Argentina again take onIreland, this time at Tucuman, Argenti-na. The visitors will again win in a physi-cal encounter, but only by about fivepoints. Scotland travel to Toronto totake on the Canadians and should winby 10 or more points.
On the racing scene, there is an up-and-coming star in the form of Act OfWar, a 2 yo colt from the Cape. He isgoing to be fantastic over 1400-1600m. Two horses that should winnext time they run are Do Be Snappyand Shingle Beach, in Maiden Platesover 1400-1600m in the Cape.

Ballito Dolphins in Durban on Saturday.In a match that saw several senior team
regulars being rested to give junior players achance to prove themselves, the Warriorscruised comfortably to score four tries whichalso earned them a bonus point.
Team coach Christo Henderson said it hasbeen the team’s goal this season to put in extrawork to achieve good results.
“Our forwards dominated every aspect inthefrontandwehadsomegreatscrums,maulsand line-outs.
“The backs’ defence was solid and we hada great attack, whichmade scoring those trieslook easy,” said Henderson.
