Pimpri Chinchwad Municipal Corporation (PCMC) invites bids / tender for providing

consultancy services for performing activities regarding following work from consultants those have

reputation, competence & experience in similar type of work. Consultants should require to submit

relevant proof of qualification for E-Tendering registration in PCMC up to / /2017.

Scope of Services –

As per government norms all the procedure and activities required for obtaining

Environmental Clearance need to follow as directed by PCMC Authority.

Eligibility criteria and detailed Scope of Services will be available in the bid document.

web portal www.pcmcindia.gov.in .corrigendum

All future corrigendum & other information will be available on website of PCMC only for

bidder shall refer to PCMC website till date of submission.

Interested Bidders are requested to download the tender document from PCMC website

www.pcmcindia.gov.in from 07/04/2017 till 27/04/2017.

1) For all NOC’s within 6 months from the date of Building Permission.

2) For Consent to Operate – within 3 months from the date & actual completion of Building

(As directed by engineer in charge)

3) Six Monthly Monitoring Report – In the month of June & January report shall be

submitted by consultant

Consultant shall carry out work in accordance with the program submitted by him &

complete by intended date.

Penalty

Consultant should notify PCMC about restrictions in order to get NOC’s. Failure to do so

consultant shall be responsible for all the penalties imposed by any of the authority giving NOC

in case of violation or irregularities. Hence to compliance will be the responsibility of consultant

with prior approval of Engineer in Charge.

Termination

The PCMC may terminate the contract if the party causes fundamental breach of the

contract that includes.

1) No progress or stoppage of work for 90 days, if not authorized by engineer

2) Failure to comply satisfactory to the notice given by engineer.

3) In the judgment of corrupt & fraudulent practices for execution of contract.

License

The successful tender will be required to produce the satisfaction of the specified

concern authority, valid & concurrent license issued in his favor, failure to do so shall be liable

to be withdrawal & security deposit forfeited.

Scope of work : Appointed Consultants for EC clearance shall be responsible for

following sequence of works.

Environmental Clearance.

Detailed design and drawing of various portfolios shall be submitted by Consultant as follows

All vender names for installation and construction shall be mentioned in report by consultant, all

portfolio duties shall be sole responsibility of EC consultant excluding architectural drawing.

Note :- 1) All the above works activities shall be carried as directed by Jt. City Engineer

and coordination with concern architect agency. No payment shall be made for extended

period.

2) All the necessary Govt. fees & dues required for permission will be paid by PCMC.

3) All Govt. service tax or any other tax applicable will be paid by PCMC at prevailing

rates.

IOD: Intimation of Development

This is a proposal with design and drawing showing layout of buildings, and total potential on

said plot where owner wish to build maximum construction area. Potential of plot Shall be

required for approval from EC committee.

In case there is a increase in Built up or construction in future, revised IOD must be submitted

for revised EC.

Building Permission: Architect shall submit all the drawings to PCMC Building Permission

Department for sanctioning along with all NOCs and necessary documents.

Environmental clearance certificate is required for following consent.

MPCB consent: At the time of submission of proposal for environmental clearance, consent to

establishment shall be obtain from MPCB.

After completion of project consent to operate for project shall be obtain from pollution board

and submit it for completion certificate of project.

CGWA NOC : To obtain Ground Water abstraction CGWA no objection certificate – ensuring

sustainability of ground water both in terms of quality & quantity.

Aviation NOC : Providing consultancy services for obtaining no objection certificate for height

clearance from aviation authority for the structures for safe guarding the airspace in & around

civil airports.

Six Monthly Monitoring Report : To provide consultancy services for guideline & functioning

& monitoring permissions under Environmental protection Act 1986 within project activities

prepare the environmental monitoring report of project & submit the same to PCMC & MPCB

up to the completion of project. Every year January & June.

१५. सिर कामाकररता अलतररक्त जािा मुितवाढ कािावधीत कोणतहेी ियेक िागू राहणार नाही.

१६. शासन लनयमानुसार िये असणारा सेवाकर लबिामध्ये त्या-त्या वेळच्या शासन िरानुसार वेगळा अिा

करण्यात येईि व सिर अिा केिेिा सेवाकर शासनाकड ेभरल्याची भरणा, चिने मनपाकड ेसािर

करणे बिंधनकारक राहीि. सल्िागार यािंना अन्य कोणतेही कर ककिं वा फी वैयलक्तकररत्या भरावी

Eligibility Criteria

The Bidder shall be consultant or company comprising not more than 3

members. The following eligibility criteria shall be satisfied.

(i) Consultant should be registered themselves for E-Tendering in PCMC.

(ii) Experience of minimum 5 year’s & three work order from Govt / undertaking

departments / organizations for similar type of housing projects anywhere in India.

Average Annual turnover of not less than INR 2 Crore in previous year.

(iii) The bidder should be a company (Private Limited or Limited) incorporated under

the Companies Act, 1956 OR a partnership firm registered under the Indian

Partnership Act, 1932 or a Limited Liability Partnership firm registered under

Limited Liability Partnership Act, 2008 or proprietary environmental engineering

professional firm registered and shop act.

(iv) Consultant should strictly be a Member of NABET accreditation i.e. org. of QCI

will be qualified for bid. Those who are accredited in the sector of common

municipal solid waste management facility (CMSWMF) (sector no.37), building

& construction project (sector no.38) & township & area development project

(sector no.39) will be qualified.

(v) Consultant should have environmental engineering professional employees (ME. /

M.Tech) on muster role. Proof of employment and turn over should be provided

for the pre qualification of tender. Employees on role shall be capable looking

after Environmental Impact Assessment (EIA), Environmental Clearance from

State Expert Appraisal Committee (SEAC) & State Environment Impact

Assessment Authority (SEIAA) and experience in Waste management, Building

Construction Management, Air & Noise Pollution, Water & Waste Water

management etc.
