Washington State Library Library Development Program Services to Libraries 2006 FFY2006 October 1, 2005 – September 30, 2006 The Washington State Library (WSL) is the only agency in Washington that is specifically designated to assist libraries and to ensure that residents of the entire state have access to library and information services. State Library staff members work in partnership with statewide advisory committees to plan and implement programs, provide training, grants, and consulting services aimed at the development, improvement, and enhancement of all public and non-profit libraries in the state. 2006 Federal Grant-Supported Statewide Projects, Programs, and Services

• Helped the citizens of Washington use libraries, information assistance, and online information

through computers. • Assisted all types of libraries in acquiring access to online magazine and newspaper databases. • Awarded grants to libraries and schools:

o Marketing grants to help libraries communicate effectively about their services. o Grants to help school and public libraries more effectively serve students.

• Enabled libraries to serve traditionally unserved populations: o Library services to the blind (Washington Talking Book and Braille Library). o Library collections for state institutional and correctional facilities.

• Supported a collaborative summer reading program for Washington public libraries. • Provided training for library staff in the following areas:

o Helping children to be ready to read; early literacy training. o Preservation and disaster planning for library and museum staff. o Online cooperative reference service. o Outcomes-based evaluations for public and school library staff. o Effective marketing principles, techniques, advocacy and media relations o Database searching. o Computer, network maintenance and technology. o Meeting the needs of diverse populations.

• Distributed Read to Your Baby booklets in six languages to libraries and community partners. • Provided posters and bookmarks promoting the use of libraries to all libraries in the state. • Participated in Washington Learns Early Learning Council, Early Learning Summit,

OSPI K-12 Reading Advisory Panel, Library Directors Early Learning Task Force. • Partnered with Washington Library Media Association in support of quality school library

media centers. • Partnered with the Bill and Melinda Gates Foundation to bring technology training to many

Washington public library staff.

General Consulting Washington State Library staff provides in-depth research and advice for libraries, the public, and government in areas such as: legal and governance issues, development of policies and services, planning, relationships between boards and government officials, board responsibilities and interrelationships, setting up library districts, and other service issues. Staff develops, conducts, and facilitates training events and retreats designed for the specific needs of staff and boards of trustees of individual libraries.

Information Technology (IT) Consulting Washington State Library staff provides specialized IT consulting services for libraries in network infrastructure, computing hardware and software, the Children’s Internet Protection Act (CIPA), and the federal E-rate program qualifying libraries for telecommunications discounts. The State Library's IT consultants take a leadership role in connecting public libraries to the statewide K-20 network, a high-speed data and video network serving educational institutions throughout the state, and centralized Internet filtering for small libraries.
