    The objects of the Federation are

    by all other means which it deems appropriate

    tion, contain a mandatory clause stipulating the restraints and obliga-

    t ions contained in Art . 58 of the FIFA Statutes .

    4 The applicant association shall submit to FIFA a file containin g

    details of its internal organisation and the sports infrastructure (facili -

    ties for playing football) in its country .

    ' During the Congress session at which its application for member-

    granted membership shall immediately be allowed to take part in th

    The executive body of an association shall be appointed only b

    cordance with 1 above .

    Any decision taken by an outside body to suspend an associa-

    tion's executive body shall not be binding on the Federation .

    Leagues or any other groups of clubs at association level shal l

    only be permitted with the association's express consent and shall b

    subordinate to it

    . The association's statutes shall define the power s

    apportioned to any such group as well as its rights and obligations

    .

    The regulations of any such group shall be subject to the approval o

    ated on the same continent may form confederations which will be

    recognised by FIFA .

    z FIFA may, in exceptional circumstances, authorise a confedera-

    tion to grant membership to a national association that belongs geo-

    graphically to another continent and is not affiliated to the confedera

    tion on that continent. The opinion of the confederation concerne

    (c )

    to organise its own inter-club competitions

    ;

    (d) to organise its own international competitions, particularly yout

    compet i t ions ;

    (e)

    to en sure that internat ional league s or an y other such combinat io n

    of c lubs or leagues sh al l not be formed wi thout i ts consen t and th

    e

    approval of FIFA

    ;

    (f )

    toassign to asso ciations wishing to become m em bersof FIFA, an d

    upon the latter 's recomm end at ion , the status of associate membe

    r

    for not more tha n two yea rs' duration, which wi l l give such a sso cia

    t ions the r ight to part icipate in i ts competi t ion s and d iscussion s bu t

    not the r ight to vo te

    (g) to elect, as the confederation's representatives, vice president s

    and m embers to the FIFA Execut ive Com mit tee in com pliance wit

    ing two members to serve on a consultative committee with a

    FIFA bodies, and elected to the Executive Committee, exercis

    the cor responding FIFA com mi ttees ;

    (I) to grant permission in exceptional circumstances, and providin g

    FIFA approves, to an association of another confederation (or it s

    membe r clubs) or to an association which is not a m ember of a con

    -

    federat ion (or its mem ber clubs) to take part in approved compe t i -

    t ions which i t organises ;

    (m)gen eral ly to take al l act ion i t dee ms us eful to en courage the deve l-

    opment of association football on its continent (e .g . by organis in g

    courses, seminars, etc

    The Executive Committee of FIFA may, in specific cases, del-

    egate some of its duties or powers to any confederation

    ' The date and place of a Congress must be notified to affiliate d

    associations by registered letter posted six months in advance

    The agenda, specifying the nature of the business to be trans

    acted, the report of the General Secretary, the balance sheet and th

    auditors' report must be sent to the associations by registered lette

    and posted two months before the date of the Congress.

    s All proposals and questions to be submitted to the Congress b

    affiliated associations must be sent in writing to the general secre-

    tariat of FIFA at least four months before the Congress. Only those

    proposals and q ues t ions sent in t ime an d inc luded in the agend a ma

    be discussed at the Congress .

    . The Congress may, in emergencies, deal with matters submitte d

    after the above closing date, provided an absolute majority of the as-

    sociations aff il iated to FIFA (which have not for fe ited the i r right to vot e

    for any reason at the t ime of the Congress ) is present and a major i ty o

    f

    three-fourths of the votes recorded thus decides .

    tions governing the Application of the Statutes and Standing Or-

    ders of the FIFA Congress
