This Initiative will answer the demand for Massive Seedling Production and the capacity to contribute 3,000,000 Quality Seedlings in a short period of time for the National Greening Program. This project moves to accelerate Economic Enterprising Opportunities for the Province and open windows for Emerging Industries for the Region.

Global Development Challenge

Lack of skills, assets and education trap scavenger communities in extreme poverty. But, there are ways to make a difference to improve both their lives as well as of those in other poor communities. Not through total philanthropy or charity, but through initiatives and community collaboration that over time, will evolved into business opportunities and rural livelihood. Harvesting the rich mineral organic compost soil resource found in dumpsites and landfill areas is one indigenous local community initiative that would deliver economic, social & environmental prosperity. And, an opportunity to promote new market, new industries, and discover new models of value creation for business in society. The following is a concept proposal, when turned into a business model will become a potential tool instrumental to answer most of the SDG and may enhance government programs and policies on DDR-CCA and Mitigation projects.

Already we have tried manual compost harvesting and show positive result to augment income of scavengers in dumpsites and landfill communities.

- At Php30.00 per sack for a 50 kg. raw compost, surely generates income. A family can sift 10 sacks for an entire day operation.

- Additional Php10.00 for loading and unloading. Monetary incentive in the delivery.

- Another Php10.00 for every sack sold is set aside as capital build-up of members.

- The challenges of waste management presents a clear opportunity to improve the economy, increase social welfare, promotes natural capital and strengthen ecosystem services for poverty reduction.

Practical Actions and Innovative Solutions:

- Manual sifters, cheap, effective and economical.

- Refurbished old tires for compost bins, beauty and durability.

- Old refrigerator casings for compost bins, abundant and practical.

- Potting of compost soil mix at Php1.00 per seedling pot. Another innovative solution to augment income.

- Standing with back facing voting members when writing skills is absent.

- Simple living enjoying simple life.

Sharing Resources & Opportunities

- 50 kg. raw compost bought at Php50.00 by other communities is still profitable.

- A 50 kg. raw compost after vermi-composting will weigh 20 kg vermi-cast.

- At Php5.00 per kg., there is still a profit of Php50.00 for every sack of raw compost investment.

- Networking with other communities encourages distribution of wealth.

30,000 bags can finish 3 million seedling pots. So achievable through mechanize compost harvesting in little time

Raising 3 million Quality seedlings requires the establishment of more or less 150 community school nurseries. 30,000 bags of compost & river sand potting mix. 15,000 bamboo poles. 150,000 pcs. Of nipa roof. And an estimated 15,000 individuals will be involved during production. Implementing the program for the next 5 years would mean green job opportunities and economic prosperity. More importantly, the impact on environmental education, essential for sustainable future it will address.

Traditional practice by local government seedling dispersal programs, seedling procurement mechanism comes from large corporations with technology to supply certified, cloned seedling materials, an approach depriving local livelihood opportunities.

Although it promotes local livelihood, but it does not usually practice community collaboration. Livelihood formation is given to selected groups and sharing of opportunities is limited to members only. Traditional practice of the Department of Natural Resources reforestation projects.

We only have one existing school nursery implementing social mobilization scheme. Through shared value of the convergence initiative network, nursery operations has no overhead cost and seedlings produced can be given free for dissemination. Success through collective impact allows social mobilization scheme to survive to date. However, sustainability is dependent on continued support of partners and scaling up initiative is difficult to replicate. Converting scheme into business approach is the way forward for sustainable future.

Our primordial obstacle to garner local government support especially on infrastructure interventions and equipment procurement is our lack of equity, land. Local funding agencies could not extend grant for lot purchase. This one great obstacle is preventing us to move forward and to receive local assistance. Should GIF help us acquire our city dumpsite property which is presently offered for sale by the lot owners, definitely, we could catalyze more collaboration and partnership with other local government agencies in accomplishing at least 3 sustainable developmental challenges. Poverty is the greatest challenge to achieve development and we address the same through the sector it represent. We will make the poorest among the poorest sector of society silent change makers & actors in development. We will work to make scavengers’ communities heroes for change. We intend to formulate a business enterprise with them as stakeholder-entrepreneurs. We aim to formulate a business model for them to become shareholders and investors. We aim to grant them the freedom to own and have ownership on real properties and assets. We aim to improve their lives through business and services for the environment. We will make them champions for agricultural growth and environmental development. And, they will be instruments in environmental institutionalism strategies.

May we attached Pledges of Commitment of important personalities driven to undertake programs & activities to implementing the project. Though it's addressed to another organization application for funding (we didn't qualify) but the same intention remain strong. We could accelerate implementation should GIF considers extending assistance to purchase this private property our local funding agencies and financial institution could not accommodate.

Southern Leyte Action 2020Bridging Concepts & Practice for Climate Resilient Development

Under Executive Order No. 26, the above are converging partners implementing the Philippine National Greening Program (NGP). 16 national and local government agencies are potential partners mainstreaming local action. A Provincial Greening Program was already launched by Governor Mercado in August of 2014 aligning above agencies into the vortex of cooperation is work in progress. Having commitment of the above personalities already is a step closer to multi-sector action.

Challenges as for June 2015:

1. DOLE requires contract with lot owner of Combado Dumpsite as requisite for assistance in procurement of sifting machine, tools & materials. But plans of excavating compost deposit is not favorable to lot owner. Although he suggest of selling the property.

2. There are no local funding source that could extend financial assistance for the purchase of real property.3. Seeking outside source for collaboration.
