Yearly, OFSAM honors some officers and members to become King and Queen

Valentine. It is a joyous celebration among the seniors who have been active in the community. Every officer and member attend honor the selected couple or members who will grace the February celebration. Everyone becomes excited to know who will be proclaimed as King and Queen Valentine. And for this year 2010, Mr. and Mrs. Emilio and Milagros Briol were honored by OFSAM officers, members and guests. Crowning is done by the previous Queen and King, and this year, Queen Ester Gabriel of 2009 and with her son who represented the late King Valentine Jimmy Gabriel. Sash and flowers are offered and members and friends offer gifts to the King and Queen. And dancing follows the ceremony.

No wage hike announcement on Labor Day

There will be no announcement of salary increase on Labor Day on

May 1, but workers may expect non-wage benefits, according to the National Wages and Productivity Commission (NWPC).

Patricia Hornilla, NWPC deputy executive director, said the different regional wage boards are reviewing pending wage petitions, and may not be able to come out with a decision by May 1.

“The boards are now in different stages of consultations to come out with basis, if there is any, for salary increase and these consultations are expected to go beyond May 1,” Hornilla said.

Hornilla said seven of the 16 Regional Tripartite Wages and Productivity Boards (RTWPBs) have received formal petitions for increase in minimum wages.

“The wage petitions are seeking increase in daily take home pay ranging from P50 to P128.60, with the highest demand coming from workers in Western Visayas Region,” Hornilla said

In the National Capital Region (NCR), workers belonging to the Trade Union Congress of the Philippines (TUCP) are seeking a P75 increase in the basic daily pay.

Hornilla said the prevailing power crisis and the effects of El Niño have to be taken into consideration in the wage review.

MP Joy Smith institutes ethnicity in her riding

With the changing faces of the population in some of the federal

ridings, Joy Smith, a member of Parliament of Kildonan-St. Paul, has initiated the cause of having other ethnic members elected in the board in the recently held annual general meeting in her federal riding.

“I do believe that my federal riding board must represent other members of our community. We

have a very vibrant community from the different ethnic groups and it is only proper to have these people in our organization. Gone are the days when only certain group of people dominated the boards,” Joy Smith said.

A new statistics report says that Winnipeg, as of the cities mentioned in the report recently, states that by 2031, or in the period of twenty-one years, more than one in four people in the

city will be a visible minority. Furthermore, the city’s visible minority numbers will grow from 1.5 per cent of the population now to 27 per cent in 2031.

“We have to address progressively on this reality. And it is only proper that this reality must be reflected in all ridings, provincially or federally. And I am a strong supporter that these people must be given a greater chance to participate in the

political process. They must be “in the box” so that they can function as a real member of the political process,” Smith added with a smile. “Or we must be proactive to encourage members of the visible minority to participate actively in the political process. Be a candidate in the provincial or in the federal elections. By so doing, the governing body will be more a representative of the cross-section of the society.”

During the formal dinner after the AGM, MP Joy Smith welcomed Julie Javier, a very active member in the Filipino community for her mentorship; and Allan Zoleta, another very active member of the Filipino community, was elected member of the Kilonan-St. Paul Conservative Association. Other ethnics groups were also recognized as active members in her riding.

There’s gotta be an app for that!

The Filipino Journal is now available on the iPad, assuming you have one.

The initial figures are in! Apple sold over 300,000 iPads on the first day of

sales in the US. As luck would have it, several friends of the Filipino Journal made it down to Minneapolis last weekend to purchase a car-load of Apple’s newest & sexiest device. They were able to pick one up on our behalf.

After several days of playing and testing the iPad, we’ve been quite impressed. We have to emphasize “playing” with the iPad as the number of free apps for the iPad are limited but that is expected to change soon. Sure, the iPad is a device that allows you to surf the web, check Facebook and

Twitter, use email but depending on which apps you will use will define how and where you’ll use the iPad.

Let’s get one thing clear. This device is pretty sexy! It’s like an iPod Touch but so much bigger. We have the 16gb wifi model so we’re able to connect via wifi/hotspots internet locations. In addition to being sexy, it’s a device that is quite easy to use and understand.

The Canadian release date for the iPad is rumored to b e April 24th. According to online resources and many blogs, Apple retail employees have been told that they can’t request days off on the weekend of April 24th. Let the

line up at the Apple Store in Polo Park begin!

Let’s chat briefly about the big picture. Will devices like the Apple iPad or the HP Slate be the platforms that drives the next evolution of publishing? As a publisher with over two decades of print publishing experience, we’re looking towards the future and how these devices will shape our industry. These ultra portable, highly connected devices will reshape the relationship between publishers and readers. Local newspapers, national magazines and book industries could be on the verge of new business models.

As a bonafide techie, the arrival of the iPad has other publishers excited. There are several media companies developing dedicated applications to access their content. Yes, maybe one day, there will be a Filipino Journal app. Until then, we just have to look at other apps to emulate such as USA Today, BBC and Wall Street Journal. We’re hoping that there’s a Globe & Mail, Winnipeg Free Press, Winnipeg Sun app when the iPad (or iTunes canada app store) opens after the Canadian release date.

Short of all the hype and functionality of the Apple iPad, it falls short on many items. No

camera. No USB port so we’re stuck with that iPhone port for everything. Did we mention that there’s no camera? When it comes to web browsing, or in many cases, playing Fishville or Farmville on Facebook, you’re out of luck as iPad doesn’t support Flash. Most importantly, there’s no camera. Based on these limitations, the iPad is not likely to be a notebook killer. We still intend on using our desktop and laptops.

The Filipino Journal is now available to anyone, anywhere! Regardless of the device, the Filipino Journal can be read on our website, on your wireless devices including Apple’s soon-to-be-released in Canada iPad. Plus the iPhone, iPod Touch, Blackberry and other smartphones!

Realistically, most people don’t need an iPad. With the gaming applications out there, the iPad is purely an entertainment device with limited productivity. As soon as more apps become available, that may change. Until then, I’m going to continue playing air hockey, mahjong and showing it off to clients and friends before the rest of Canada can get them.

The Politics of ‘Faking Poverty’

A little over a week ago, columnist Billy Esposo’s article, “How Manny

Villar lied and used the death of his brother Danny,” created a maelstrom of controversy that unleashed a torrent of criticism against presidential candidate Manny Villar for his claim that his family was so poor that his brother died because they couldn’t afford to buy him medicine.

It all started when Villar, in his “PANATA (Advocacy)” TV commercial, said: “Nakaranas na ba kayong … mamatayan ng kapatid dahil wala kang pera pangpagamot (Have you experienced losing a brother because you did not have the money to provide him proper medical care)?” It was a tear-jerker “testimonial” of how poor Villar’s family was when he was growing up. It earned him sympathy and respect. His poll ratings started to shoot up and came to within two percent of presidential frontrunner Noynoy Aquino. Instantly, Villar’s rags-to-riches life story became the talk of the town. His success became everybody’s dream. He was believed, emulated, adored, and loved. Suddenly, poor people were captivated by Villar’s magic, enthralled in virtual reality of a good life under the presidency of

the man who broke the yoke of poverty and became one of the ten richest men in the country today. And captivated they were… until the truth set them free.Faking Poverty

Truth came in an outpouring of articles written by some of the country’s best journalists: Billy Esposo, Lito Banayo, Solita Collas-Monsod, Conrado de Quiros, Manuel L. Quezon III, and many more. Their articles tell incontrovertible proof and compelling arguments that Villar lied about the death of his brother.

But what is sad is why Villar used the death of his brother to gain sympathy to increase his chances of winning the presidential elections? It was a calculated risk realizing that if he pulled it off, he would fulfill his dream of becoming president of the country. However, I’m pretty sure that he was also aware that if the truth came out, it would bring him down.

He took the gamble… and lost.

In an attempt to control the self-inflicting damage to his candidacy, Villar’s media people started spinning stories insisting that Villar was dirt poor. They’re saying that Danny was admitted to the charity ward of FEU Hospital.

If that was the case, then Villar’s family didn’t have to worry about buying medicine for Danny -- the charity ward would have provided for all the medicine Danny needed to recover from his illness.

But Danny’s illness was a complication from leukemia which at that time was incurable. Danny was terminally ill when he was admitted to the charity ward. So when Villar said in his TV commercial, “Nakaranas na ba kayong … mamatayan ng kapatid dahil wala kang pera pangpagamot,” he lied. It was farthest from the truth.

Plagiarizing campaign adsRecently, another controversy

arose from one of Villar’s ads. Journalist Toto Causing exposed another Villar “fake” when he posted, “Manny Villar has been accused of plagiarizing the television advertisement campaign of a presidential candidate of Argentina, Lopez Murphy.” Causing stated: “Dubbed as the ‘upside-down’ advertisement, Villar’s TV ad narrated lines as each line is highlighted downwards and after reaching the most bottom line he narrated it again but reading each line in the upward direction. It turned out that Villar actually copied the advertisement of Argentina’s presidential candidate.” The Villar ad and the plagiarized Murphy ad can be viewed at www.GlobalBalita.com, “Did Villar commit plagiary in his campaign ad?”

Now, not only is Villar faking poverty, he is plagiarizing campaign ads.Politics of ‘identifying with the poor’

Identifying with the poor is a

popular election campaign strategy particularly in a country where the people are predominantly poor. “I’m poor, I’m one of you,” would resonate well with the marginalized sector.

Former President Joseph “Erap” Estrada successfully used that strategy when he entered politics. He used the moniker “Erap,” which is “pare” spelled backward, to identify with the poor, whose men commonly used “pare” -- a contraction of “kumpare” -- to address each other.

When he launched his presidential bid in the late 90s, he used the slogan, “Erap para sa mahirap” (Erap for the poor). It catapulted him to the presidency garnering the highest margin in presidential elections since the time of Marcos. The fact that he was born in Tondo, an impoverished district of Manila, helped seal his identification with the poor. But, most importantly, he showed a genuine sincerity in his sympathy and concern for the poor.

The late President Ramon “Monching” Magsaysay was the most successful politician in terms of identifying with the poor. Although he came from a middle-class family, Magsaysay projected himself as coming from humble background -- he once worked as a car mechanic. When he was Secretary of Defense under President Elpidio Quirino, he started the “Land for the Landless” which eventually broke the backbone of the communist Huk insurgency. With the slogan, “Magsaysay is my Guy,” he won the presidential elections in 1953 defeating his former boss Quirino by 68.9% of the vote.Politics of ‘faking poverty’

It did not then come as a surprise that Villar used the same strategy that Magsaysay and Estrada used successfully to win the presidency. However, Villar had a big problem: he is filthy rich. And that would not bode well with the poor. But he had one thing that he could use to his advantage: like Erap, Villar was born in the poor district of Tondo. All he had to do was embellish his life story.

To make the story short, Villar fashioned, or faked, a new image of himself -- a rags-to-riches success story: the poor boy who fulfilled everybody’s dream of becoming rich. He would have succeeded had he not falsely used the death of his brother in his campaign commercial. That fake campaign commercial opened a can of worms that eventually gnawed acidly at the manufactured façade he built around his persona.

As a result, his campaign started to crumble. The latest Pulse Asia survey conducted on March 21-28 showed Noynoy Aquino pulling ahead of Villar: 37% for Noynoy, 25% for Villar. There is a trend that is showing a steady support for Noynoy. However, Villar’s ratings continue to slide from a high 35%, which was within 2% of Noynoy’s 37%, in the January 22-26 Pulse Asia survey.

In politics, once your ratings start to fall, your challenge is how to stop the gravitational pull. And like a meteor falling from space into the stratosphere, gravity takes over and what happens next is the spectacular disintegration of the meteor.

Is Villar’s meteoric rise going to disintegrate like a meteor falling from the sky?

Springtime, Potholes Are Here!

The weather is now conducive for going out and having fun with family

and friends. There’s one nuisance though when taking a road trip—potholes on the roads that are more than just a nuisance. They can actually cause damage to cars and even vehicular accidents. So, instead of simply cursing the road every time to encounter a pothole, help our city by reporting areas that need rehabilitation. Let’s help keep our roads safe and free of such dangers. • Contact 311 to report a pothole. • Contact MPI Autopac at http://www.mpi.mb.ca/english/dr_tips/wfpcolumn/potholes.html if your vehicle was damaged when hitting a pothole.

CauseFreeze thaw cycles

during the spring season cause most potholes. During warmer weather, the snow melts, causing water to seep into the cracks in the pavement. When the temperature drops, the water freezes and causes the base to expand. This puts pressure on the pavement in a small area, resulting in pavement failure or a pothole.

Similarly, water in the cracks or in between the concrete and asphalt overlays can freeze, causing pieces of pavement to pop out. Heavy traffic puts an added burden on weak pavement.

RepairRepairing potholes is

an important part of street maintenance. The City strives to do this in a safe and cost-effective manner. Depending on the situation, a pothole repair may involve a temporary, semi-permanent, or permanent solution. Following are overviews of repair types:

Temporary Repair• Cold-mix patch • Asphalt product designed to remain workable during cold weather • Good bond between pavement and patch is not made, thus water can quickly flow into the patch forcing it out due to freeze thaw action Semi-Permanent Repair• Pressurized-eulsion patch

• Machine-applied spray consisting of a combination of hot emulsified asphalt oil and crushed limestone chips • High pressure at which the patch material is sprayed forces it tightly into the pothole, and to some extent, it displaces water in the pothole• Repair lasts approximately 6–8 monthsPermanent Repair• Hot-mix patch made of hot asphalt • Applied during dry weather • Debris in the pothole is blown out, and a tack coat of sticky emulsified asphalt oil is applied to the pothole • The hot asphalt mixture is placed into pothole and compacted with a vibratory plate compactor or vibratory roller

• Produces a dense, hard patch that seals the edges of the pothole preventing water from getting under the patch

Balanced Reforms Planned for Canada’s Asylum SystemOTTAWA, ONTARIO-- Legislation to improve Canada’s asylum system, deliver quicker decisions on asylum claims and provide faster protection to those in need was introduced today by Citizenship, Immigration and Multiculturalism Minister Jason Kenney.

“This balanced reform would both increase support for refugees in need of protection and discourage many of the unfounded asylum claims that burden our system,” said Minister Kenney. “These changes would result in faster protection for those who need our help and quicker removals of those who do not.”

As the Auditor General of Canada has said, delays in rendering final decisions on asylum claims leave the system open to abuse. Canada’s existing system is crippled by long delays and a cumbersome process which results in many claims taking years to resolve with finality. These delays encourage people not in need of protection to make claims knowing they will be able to live and work in Canada for many years.

“Canada’s asylum system is broken,” said Minister Kenney. “We must act to avoid a two-tier immigration system: one for immigrants who wait in line - often for years - to come to Canada, and another for those who use the asylum system, not for protection, but to try to get through the back door into Canada.”

It currently takes an average of 19 months for claims to be heard by the Immigration and Refugee Board of Canada (IRB). The proposed measures would shorten this so that claimants would generally have a hearing at the IRB within 60 days. “This would allow those in need of our protection to have security, and to build their new lives in Canada much more quickly,” said Minister Kenney.

All eligible asylum claimants would continue to get a fair hearing by the IRB based on their individual circumstances. Most claimants would also have access to a new appeal process at the IRB including the opportunity, in certain cases, to present new evidence.

“Through these changes, we would create a more efficient system where most failed claimants would be removed from Canada within a year of their final IRB decision,” said Vic Toews, Minister of Public Safety. “This would benefit all Canadians and protect the integrity of our immigration system.”

In general, failed claimants would be removed within a year of their final IRB decision, compared with the status quo in which it generally takes 4.5 years to exhaust all recourses and remove a failed asylum claimant. Quick removal of failed claimants would help discourage individuals from using the asylum system to try to jump the immigration queue to enter Canada. These new measures exceed Canada’s international and domestic legal obligations to asylum seekers and address key concerns raised by the Auditor General of Canada in her May 2008 report on managing the detention and removal of individuals.

Following the example of several democratic countries, the new measures would also allow the government to designate safe countries of origin. As in the current system, all eligible asylum claimants, including those from designated safe countries, would continue to receive a hearing at the Refugee Protection Division of the IRB. All claimants would continue to be able to ask the Federal Court to review a negative decision.

It is estimated that each failed asylum claim costs Canadian taxpayers $50,000, mostly in provincial social service and health costs, and that these reforms would reduce this cost to $29,000 per claim. By shortening the time failed claimants remain in Canada, we could reduce the costs faced by provincial and territorial governments.

These improvements to the asylum system would also allow the Government of Canada to help more refugees resettle to Canada through a commitment to increase the annual refugee resettlement target by 2,500, to a total of up to 14,500 refugees per year.

In addition, as announced yesterday, the Government of Canada would be able to increase Resettlement Assistance Program funding to $54 million, the first increase in over 10 years, in order to help these refugees successfully integrate into Canadian society. Funding would also include an investment to reduce the existing backlog of asylum claims.

Do first impressionsneed to last?

I know, it has been said a zillion times, that “first impressions last.” That is why

we try so hard to impress others especially on first meetings - on job interviews, on first dates and

on almost all social aspects of our lives. We believe that first impressions are the basis of opinions others make about us.

But are first impressions enough to measure the personality

or totality of a person? If a person is late for an appointment, say for a job interview, should the Human Resources representative dismiss him readily? If a child is unruly and throwing tantrums inside the toy store, does it mean he has irresponsible parents? If a person doesn’t often join social gatherings, does it mean she’s anti-people?

About two Sundays ago, my family and I went to Church. We came just in time for the service but since there were a lot of people, we couldn’t find seats, so we just stood with the rest of the parishioners near the church entrance. A few minutes later, one of the ushers found a chair and offered it to whoever wants it. My sister took it so she could share with her little boy. There was a woman who came later and stood in front of us. She was holding a baby in her arms. She kept looking back at us, not in a very nice way, particularly at my sister. The mass ended with her looking one last time at us and slightly shaking her head. I knew she wanted us to offer her the chair. A part of me wanted to. But I also know that my sister is about 3 months pregnant and she’s having a very difficult time with her pregnancy. It was short of a miracle that she was able to finish the mass without getting dizzy or vomitting. Thanks to that chair. The woman didn’t know that and obviously, she had a bad impression of us. But it wasn’t a fair judgement, was it?

Forming impressions is not that different from judging others. As the saying goes, “do not judge a book by its cover.” First impressions can’t be helped, but let it not be the be-all and end-all of our relationships. May we learn to see past these superficial impressions or unfair judgements as we cultivate the relationships of our choosing. Do not be so quick to judge because there is a reason for everything. It’s just waiting to be found by those who care to look for it.

Immigration Law:Changes in English Language

Assessment

Immigration applications under the Federal Skilled Worker or Canadian Experience

Class partially assess ability in English. Since 2002, Citizenship and Immigration Canada (CIC) has allowed people to submit approved language tests or other written evidence of their ability in English.

Since 2004, CIC has given people a second chance to take approved language tests if the other written evidence submitted was not good enough. Beginning April 10, 2010, this second chance will no longer be available.

Can I still put in written evidence of my English language ability instead of a language test?

While the answer to this is yes, CIC recommends this only if your first language is English. If

your first language is not English, you should strongly consider taking one of CIC’s approved language tests.

I have taken language courses and have a certificate; is this good enough?

Not necessarily. We have had many clients who submitted language certificates that CIC considered insufficient. One disapproved client even had a language certificate from the University of Winnipeg.

In these cases, the client was given the opportunity to take an approved language test. For applications filed after April 10, 2010, CIC will no longer give this second chance.

If I do not submit a language test, will I be refused?

The language component of an application is only one

part. Depending on your other characteristics, you may still qualify for a visa without scoring any points for language.

If you do not submit an approved language test result but submit written evidence, CIC will assess you on the basis of the written evidence.

I have lived in the Philippines all my life, should I take an English test?

Yes. While it is possible that you may have convincing evidence of your ability to communicate in English, the best way to prove this is to take an approved English test.

What English test should I take?

There are two approved English language tests: 1. The International English Language Testing System (IELTS)[www.ielts.org]2. The Canadian English Language Proficiency Index Program

(CELPIP) [http://www.ares.ubc.ca/CELPIP/index.html ]

The IELTS is the only test currently available in the Philippines. When taking it, you must choose the General Training option.

A taste of Filipino hospitality has been the order of the day when Jejomar Bake Shop re-

opened its doors last Sunday, March 28, 2010 to the electic crowd in the Exchange District. Tony and Mila Laqui, the owners together with their children and staff have welcomed the new and former customers to savour the variety of baked goods and deli selections.

Jejomar Bake Shop is another additional attraction along with other old and new businesses at the historic Winnipeg Exchange District. Nestled at the corner of 237 McDermot at Arthur St., Jejomar Bake Shop can be regarded as a new exciting place for breakfast, lunch and dinner or even just for a brief coffee break. After their Isabel bake shop was gutted by fire in July 2009, the Laqui family had been looking for another location. Our kababayans had been missing the traditional pandesal, ensaymada, kalihim and meat buns since its closure. Fortunately, 237 McDermot had become vacant and the Laqui family took advantage of the offer. And their decision to move out from the Filipino Townsite in Isabel St. paid off.

“I will be working hard in order to continue what we had at Isabel... and this is a great place to do business,” Jejomar Laqui said, the only son of Tony and Mila and the source of the name of the bake shop. “I am happy to be involved in this business,” he said after posing a solo picture outside the bake shop.

Maria Laqui, another daughter, is specializing cakes for all occasions. And she is ready to accept cake orders.And it is obvious that the whole Laqui family is involved. When Laqui family works together; the customers enjoy whatever they can savour during breakfast, dinner and supper... and even just a sip for cafe espresso or just plain dark roast or decap... or just having a tea and cake for a coffee break. And they are working together with their staff... just like a member of the Laqui family.

Cesar Montano deeply hurt by son’s death

Actor Cesar Montano is trying to cope up and move on after the tragedy

that befell his family.His 23-year-old son, Christian

Angelo Manhilot, committed suicide on March 26 allegedly due to personal problems. Angelo was the actor’s son by his first wife who passed away some years ago.

The actor said he is still trying to accept the fact that his son is already gone. He also admitted that sometimes he would berate himself for failing to stop the tragedy. He is aware though that he and his family have to move on eventually, adding that everything happens for a reason.

Edu Manzano mourns departed brother

Edu Manzano silently mourns the recent death of his brother, 64-year-old Adrian “Dicky” Manzano.

The actor and TV host said his brother, an accountant, had been confined due to aortic aneurysm at a hospital in Torrance City for 2 weeks prior to his death. He died last Monday, April 5, at 4:30 p.m. Pacific time.

After the eyeliner and shadow is applied, clean away any loose

Destination: Medjugorje

An hour-five-minute flight by Croatia Airlines from Rome took us to the

City of Split in the shores of the Mediterranean. Upon our arrival in Split we were greeted by out tour guide and bus driver for a three-hour drive by a private motorcoach to the village of Medjugorje where we were introduced to our host famly in whose modern and comfortable ‘pansion” house we stayed for the whole duration of our pilgrimage.

Medjugorje is one of the villages of Bosnia-Herzgovina municiplaity of Citluk. The name

Medjugorje is of Slavic origin meaning “area between two mountains” with a mild climate ideally suited for the cultivation of wine, tobacco and fruits.

The story of Medjugorge begins on 24 June 1981, when six teenagers, referred to as “visionaries” reported that they encountered the Blessed Virgin Mary on the hill of Crinica (now known as the Apparition Hill) in the quiet hamlet of Pobrdo.

The children described the Lady as being very young and indescribably beautiful, possessing dark hair and blue eyes. Dressed in gray and white, she wears a white veil with an arc of stars appearing above her head. On the third day of the apparition, the teenagers asked who she was and the Lady replied, “I am the Blessed Virgin Mary”.

Since then the Lady introducing herself as the Queen of Peace has been appearing and giving messages to the world. She tells us, “I have come to tell the world that God exists. He is the fullness of life and to enjoy this fullness and peace, you must return to God.” It is on the third day of the apparition when the Lady said, “Peace, peace, peace, and only peace. Peace must reign between God and man and also between men.”

Another important message of the Lady is, “Dear children, I invite you for your individual conversion. This time is for you. Without you, God’s plan cannot be realized. Dear children, grow day by day closer to God through prayer. I give you the weapons against Goliath; here are your little stones - prayer with the heart (rosary), Eucharist, Holy Bible, fasting, and monthly confession”.

In addition to the public messages our Lady is to give each

of the six visionaries a total of ten “secrets” or happenings that will occur on earth in the near future.

During our stay in Medjugorje we met and shared our faith with thousands of pilgrims from all over the world. Each morning at 10 o’clock we would assemble at St. James Church (named after St. James, the patron saint of pilgrims). Our local guide accompanied us one whole day as we followed the same path up to the Apparition

This is the first time in Winnipeg that percussion groups will come together

to play in a symphonic concert. This will be an educational and exhilarating experience for those people interested in traditional drumming.

As part of the projects held during the celebration of Winnipeg Cultural Capital of Canada 2010, the Winnipeg Arts Council provided a grant to the Asian Heritage Society of Manitoba to host and support the Asian Drumming Festival at The Forks during Asian Heritage Month in May. Showcasing drummers from different Asian cultures will be the highlight of this year’s Asian Canadian Festival, an annual event held at The Forks during the Victoria Day weekend.

Drums, used by many cultures, can be traced back to 6000 BC and have played an integral part in their daily lives. In ancient times drums were used as a battle call, for offering prayers to the Gods, for communication purposes, for religious ceremonies, and for harvest celebrations and festivals. Today, these traditional drums have become a popular and lively form of entertainment especially during concerts and festivals.

Drumming performances will be provided by Flying Lion Dance Troupe, Music department from the India School of Dance, Music and Theatre Korean Drummers from Korean Society of Manitoba, haLf man half eLf, a New Wave Filipino band, Hinode Taiko and Fubuki Daiko. Guest drummers include the Summer Bear Dance Troupe from the Aboriginal community and the Hi-Life Steel Orchestra from the Caribbean.

From classical to contemporary, from ancient to new music, come and feel your heart pound to the rhythms of the beat of every country. Celebrate and know Winnipeg as the Cultural Capital with all its diversity on a musical tour of a lifetime.

Hill where the young parishioners first encountered our Lady. As we climbed over the sharp stones to the place of Lady’s first apparitions until a pile of rocks where a huge cross is erected we contemplated on the inspired artistry of the bronze plaques depicting each mystery of the Holy Rosary.

A pilgrimage to Medjugorje is incomplete without climbing the Cross Mountain (Krizevac) rising on its peak at 520 meters above sea level. Atop stands an 8.50- meter high reinforced concrete cross completed on March 15, 1934, in commemoration of the 1900th anniversary of the Passion of Jesus with the following words engraved on the cross, “To Jesus Christ, the Redeemer of the Human Race, as a sign of faith, love and hope, the Pastor Bernadine Smoljan and the parish of Medjugorje erected this cross. We prayed the devotion of the Way of the Cross as we ascended the steep, rugged and rocky winding path to the Cross on the mountain summit overlooking the Medjugorje valley. Along the path, fifteen bronze reliefs are placed and the image of our Lady is in each of them.

Through the Medjugorje information booth a meeting with one of the vasionaries was arranged and on the last day of our trip we saw Vicka Ivankovic in her own home and listened to her amazing visions of the Blessed Virgin Mary.

So blessed, we left Medjugorje on a nice sunny day of April.

Expanding Canada’s Refugee Resettlement ProgramsOTTAWA, ONTARIO-- Citizenship, Immigration and Multiculturalism Minister Jason Kenney today launched a series of proposed reforms to Canada’s refugee system, beginning with a commitment to resettle 2,500 more UN-selected refugees living in refugee camps and urban slums once the package is approved.

“Millions of people have fled violence and persecution to seek refuge outside their home countries and we would like to do more to provide them with protection in Canada,” said

Minister Kenney. “We know that we can’t help everyone. But what we can do is introduce balanced reforms to our refugee system that will allow us to expand our refugee resettlement programs to provide protection to more people.”

The Government-Assisted Refugees Program would be expanded over time by up to 500 places while a further 2,000 resettlement places would be added to the Private Sponsorship of Refugees Program. This means that Canada would annually

The Resettlement Assistance Program (RAP) helps government-assisted refugees successfully integrate into Canadian society and the job market by providing immediate and essential services and income support on arrival. The balanced reforms to our refugee system would allow the Government of Canada to increase RAP funding by 20 percent from about $45 million to a total of $54 million. The first permanent funding increase in over 10 years, the investment would give those we welcome the support they need to begin their new lives in Canada. This would allow refugee resettlement assistance to catch up with and maintain alignment with provincial social assistance rates in order to provide refugees with access to immediate and essential services provided under RAP.

The amount of monthly income support provided to government-assisted refugees is based on prevailing provincial social assistance rates and provides the minimum amount required to cover only the most basic food and shelter needs until the refugees are able to become self-sufficient. This support is normally available for up to one year but may extend up to two years for refugees with special needs.

Spread over five years, enhancements to Canada’s resettlement program for refugees abroad would cost $90.7 million plus $21 million in ongoing funding.

Providing increased support for resettled refugees clearly demonstrates Canada’s ongoing humanitarian commitment and affirms our long-standing tradition as a leader in international refugee protection.

Thus began the battle royale between two Titans in the entertainment industry. Yup, it’s going to be Pacman vs. Kris, folks. Pacman has 48-3-2 stats (confirmed) while Kris has 36-24-36 stats (unconfirmed). Kris is brainy and beautiful, Pacman is brawny and loves beautiful women. Kris is good at acting, Pacman is acting like he can act good. Kris sings and dances on stage, Pacman sings in a karaoke bar and dances in the ring. Well, folks, may the best woman win!

After his easy victory over Joshua Clottey, Manny “Pacman” Pacquiao hinted that he might be retiring soon. Makes me wonder why? Is Pacman scared of Floyd Mayweather? Well, like the old saying goes, “Quit while you’re a head.” I’m not sure about that cuz I thought Pacman already lost his head over a young and sexy actress. I’d like to see a match between Pacman (1-0) and Tiger Woods (14-0) at what they do best. That would really be something to watch.

Pacquiao has been promoted to Senior Master Sergeant in the Armed Forces of the Philippines. A reservist, Pacquiao goes to military training once in a while. When he first showed up at the boot camp, Pacquiao gave a salute to the commander. The commander

noticed the way Pacquiao saluted so he told him, “You salute with all your fingers straight. You’re saluting with only two fingers. That’s for boy scouts.” Pacquiao was flabbergasted, he said, “Sir, I tut I joined the boy scouts, hindi pala.”

***Mikey Arroyo gave way to his

mom Gloria so she can run for his congressional seat in Pampanga’s second district. Mikey said that he did it because Gloria is one million times smarter than he is. Nobody disputed him on that. But when it was announced that he’s the nominee of the party-list Ang Galing Pinoy, a lot of people protested. It turned out that Ang Galing Pinoy

is a party-list that seeks to represent the marginalized sector of security guards and tricycle drivers in the House of Representatives.

Critics are saying that Mikey and other alleged “bogus” party-list nominees are “bastardizing” the party-list system. With the

numerous “bogus” party-list groups that sprang recently, the House of Representatives would end up as the “House of Inglorious Bastards.” Hey, one of them is called GLOW (Gloria Arroyo). I guess Gloria considers herself marginalized now, huh?

I agree that Mikey can’t represent the security guards -- he’s never been a “sikyu,” as security guards are called, all his life. But my investigative reporter James Macaquecquec got a scoop that Mikey is going to prove that he was at one time a tricycle driver. Mikey has an old picture showing him driving a tricycle, a gift from his mom when he was four years old. I’m sure that, with little greasing, he can convince the Comelec commissioners that he is qualified to represent Ang Galing Pinoy.

If Ang Galing Pinoy wins in the May 10 elections, Mikey will join his mom Gloria, who is expected to win Mikey’s old seat, and three other Arroyos: his brother Dato Arroyo, his uncle Iggy Arroyo, and Iggy’s sister Lourdes of Ang Kasangga party-list. Crop damage due to El Niño exceeds P10 billion

Damage to crops due to El Niño has exceeded P10 billion, prompting a

government reassessment of its economic

target for this year.In a situation report released

Thursday (April 8), National Disaster Coordinating Council (NDCC) executive officer Glenn Rabonza said losses due to the severe dry spell totaled P10.41 billion as of April 6 or higher than the P9.58 billion reported by the NDCC to the Cabinet last Tuesday.

Rabonza said the dry spell

has affected a total of 768,962 hectares of agricultural lands and destroyed 733,342.36 metric tons of rice, corn and high-value crops.

The damage has hurt the livelihood of more than 245,000 families nationwide, the NDCC said.

Hardest hit by the dry spell were the Cordillera Administrative Region, Ilocos region, Cagayan Valley, Central Luzon, Calabarzon, Bicol region, Western Visayas, Central Visayas, Zamboanga Peninsula, Northern Mindanao, Davao and SOCCSKSARGEN.

A new species of Philippine lizard discovered

METRO MANILA, Philippines – According to a study released early

this month, the giant, golden-spotted monitor lizard discovered in the forested mountains of the Philippines six years ago is a new species.

The two-meter-long lizard was first spotted in 2004 in the mountains of Sierra Madre, in the main island of Luzon. Determining that it was a new species took long. The DNA samples that researchers from University of Kansas,

United States, and National Museum of the Philippines obtained helped them confirm the species of the lizard.

U n l i k e many other monitor lizards (including the related Komodo

dragon) which feed on carcasses, the new species—named Northern Sierra Madre Forest Monitor Lizard (scientific name: Varanus bitatawa)—feasts on fruits and snails. According to American and Filipino researchers who wrote about the discovery in Royal Society Journal Biology Letters, the lizard spends much of its time in the treetops and has unique claws that allow it to reach its favorite fruits.

Not Just Thingies After All(On ‘Nameless’ Things or So They Thought)

The continuously evolving English language is so rich and encompassing that

commonly seen or observed things many people think nameless turn out to have legitimate names after all.

“Oh, who cares?” some might say. “I have no use for those words anyway.” Like, for instance, who needs to know that there is a word for that smell that the soil exudes when the rain touches it after a hot, dry weather?

I do! Don’t you?Learning uncommon words

and trivial bits of information may seem useless and a waste of time, but I believe that being smarter is better than being smart. Having a rich vocabulary may translate to being an interesting conversationalist. And I’m sure many people would rather engage in a conversation with someone who can tackle various subject matter than with someone whose expertise is gossipmongering.

What’s That Word Again?Here are some examples

of words (and their origins), because they are rarely used, many people—teachers, linguists, grammarians, lawyers, and politicians included—think do not exist. You can help popularize these words by using them more often.

Accismus/accismist (pagpapakìpot/pakìpot, in Filipino). When one fakes lack of interest in something but secretly desires it, one is exhibiting accismus. This is a form of irony in which one pretends disinterest and refuses something while

actually wanting it. The word was derived from Greek akkismos, which means “coyness.” If someone who exhibits narcissism (“obsessive love of oneself,” derived from the Greek mythology character Narcissus) is called a narcissist, may I then propose the word accismist to refer to someone who exhibits accismus.

Petrichor (alimuom, in Filipino). Rain after a long, dry weather causes the soil or the ground to exude a particular smell. In 1964 two Australian researchers, I.J. Bear and R.G. Thomas, needed a word to

describe this smell. Finding none, they coined their own term by combining petros (Greek for ‘stone’) and ichor (the fluid flowing in the veins of the gods in Greek mythology), thus borne the word petrichor.

Philtrum. Also known as the infranasal depression, philtrum is the vertical groove in the upper lip, formed where the nasomedial and maxillary processes meet during embryonic development. It

has no apparent function besides its visual prominence. The word originated from Greek philein, which means “to love; to kiss.”

Wattle (pálong, in Filipino). In anatomy, wattle is a fleshy flap of skin or structure hanging from various parts of the head or neck in several groups of birds, goats, and other animals. In the Philippines, this anatomical structure is popularly known as pálong, as in “pálong ng manok” (chicken’s wattle).

The Alternative Rock Explosion of the ’90s

Part 3: Britpop

In the mid-’90s, soon after commercial media got tired of Grunge, which originated in

the United States, their spotlight started to look for something new. This brought them to the United Kingdom, where another wave of young English bands were making their presence felt. To many music journalists, this genre which became known as Britpop was UK’s reaction against Grunge; to others, however—including me—Britpop of the ’90s was simply a continuation of New Wave and Postpunk of the late ’70s and the ’80s. An experienced and well-attuned Rock-music enthusiast can easily deduce that the musical stylings of bands lumped as Britpop are closely related to those of artists classified as New Wave and Postpunk. As always, the media just wanted a fresh name to market these new bands, so they coined the new name Britpop. The musical comparison is unsurprising and

inevitable because many Britpop bands were admittedly influenced by the music of their New Wave and Postpunk predecessors—for instance, Suede cited The Smiths as a major influence, Oasis always referred to Paul Weller of The Jam and Style Council, Elastica cited Wire, and Blur looked up to XTC. Significantly also, most of them commonly cited ’60s guitar pop bands The Beatles, The Kinks, The Byrds, and The Small Faces as main influences.

Characteristics and OriginBritpop emerged from

the British independent music scene of the early ’90s and was characterized by bands influenced by British guitar pop music of the ’60s and ’70s. The genre developed as a reaction against various musical and cultural trends in the late ’80s and early ’90s, particularly the Grunge phenomenon from the United States. Alternative rock acts

originating from the Indie scene of the ’80s (The Smiths, Orange Juice) and of the early ’90s (Happy Mondays, The Stone Roses) were the direct ancestors of Britpop bands. Stylistically, Britpop bands relied on catchy hooks and wrote lyrics that were meant to be relevant to British young people of their own generation.

Some of the well-known Britpop bands that best defined the genre include Blur, Suede, Pulp, Elastica, Oasis, Menswear, and The Boo Radleys. Although many of these groups have long disbanded, some continue to make music as solo artists or as members of new groups. More so, the musical styles pioneered by such bands can still be felt in the music of many c o n t e m p o r a r y Indie bands like T h e Arcade Fire, Coldplay, Radiohead, and The Killers.

listen to Britpop during its peak in the mid-’90s or simply did not

On May 8, 2010, I will be hosting a “Walk to End Human Trafficking”. I

have been very active in ending

this heinous crime against innocent victims. Canadians need to be aware that although slavery was abolished in the 1800’s it is still alive and well today. Many people would be shocked to learn that slavery not only exists in the 21st Century, but that it is very common in a developed country such as Canada.

Canada is considered a destination, transit and source country for victims of human trafficking. The majority of trafficked victims are between 12-14 years of age, with some being as young as 5. Many NGOs estimate that between 12,000-

15,000 people are trafficked to and through Canada annually and that Aboriginal women are at the greatest risk. These innocent victims are targeted and exploited by perpetrators who enjoy a luxurious standard of living off the avails of child exploitation.

I introduced Private Member’s Bill C-268, aimed at introducing a minimum sentence for those who traffic children under the age of 18. This means that anyone found guilty of this will face at least 5 years in prison. I am proud to say that my Bill has passed through the House of Commons and is currently in the Senate awaiting second reading. If Canada’s Upper House passes the Bill, it will then become law. We need to ensure that Canadian Senators understand

the gravity of the situation.It is for this reason that I call on

all Manitobans who are concerned about the safety of our children to join me on May 8th. I have invited Grand Chief Ron Evans, Members of Parliament, MLAs, faith groups, concerned citizens and many others from across Canada. Together we will send a message to human traffickers that our children are not for sale!

The event will begin at the north steps of the Manitoba Legislature and include opening comments, a half hour walk through Winnipeg’s downtown and several speakers on human trafficking.
