1. Approve First Quarterly Williams Uniform Complaints Report (7/1/19 to 9/30/19) The Superintendent or designee shall report summarized data on the nature and resolution of all complaints to the Board and the County Superintendent of Schools on a quarterly basis. The report shall include the number of complaints by general subject area with the number of resolved and unresolved complaints. These summaries shall be publicly reported on a quarterly basis at a regularly scheduled Board meeting. (Education Code§ 35186)
2. Local Control Funding Formula (LCFF) Local Indicators (2018-2019) for the Local Control and Accountability Plan (LCAP) Where data is not collected at the California Department of Education (State) level, the local school district (Local Education Agency, LEA) will measure and report progress annually at a regularly scheduled meeting of the Governing Board and to the public through the Dashboard. Staff recommends approval of the LCFF annual Local Indicators progress report 2018-2019 for the Fillmore Unified School District.
3. Approve the Annual Title III Local Plan Update The Every Student Succeeds Act (ESSA), Title III, Part A is officially known as the Language Instruction for English Learner and Immigrant Students Act, Section 3102. The overarching purpose is to ensure that English learner (EL) students, including immigrant children and youth, attain English language proficiency and meet the same challenging state academic standards that other students are expected to meet. Program statutes require participating local educational agencies (LEAs) to update their LEA Plan Goal 2 annually, the Annual Title III Local Plan Update, which includes the budget. Staff recommends the approval of the proposed Annual Title III Local Plan Update and budget.

Approve Resolution #19-20-12 in Support of Assembly Bill48, Public Preschool, K-12. and College Health and Safety Bond Act of2020 Assembly Bill 48, the Public Preschool, K-12, and College Health and Safety Bond Act of 2020 was sign by Governor Gavin Newsom October 7, 2019 and provides for renovation and upgrade of existing classrooms, construction of new classrooms to accommodate growth, Career Technical Education facilities to provide job training to meet the trained workforce needs of California's employers, testing and remediation of lead levels in water at school sites, disaster assistance, replacement of 50-year-old buildings, and assistance for small school districts. The Fillmore Unified School District supports Assembly Bill 48.

COMMUNICATIONS
Student Representative
Dr. Palazuelos reported Student Representative Gonzales is competing in a varsity
volleyball game tonight and unable to be present; however, he read the report she
provided on homecoming week, the parade, and the themed floats. A sports update
included the JV and varsity football teams, who beat Carpinteria in each of their
games. An upcoming club fair will inform students about the different activities
and clubs available to them.
Superintendent Report
Dr. Palazuelos had a great time at the agriculture event last night and thanked our
agricultural teachers, Veronica Lemus and Pam Klittich, for their work in
organizing and coordinating with other ag teachers in the county and beyond.
Thanks to the tech department for their work in deploying 1:1 laptops for all 9th-
grade and middle-school students. Congratulations to our student athletes who are
participating in fall sports. A fall sports report and a sports medicine update will
be information/discussion items after the fall sports season. October 30 is SAT
school day. Thanks to the Board of Education for its work in ensuring that students
who take the SAT will do so at no cost to them or their families.

M. BOARD CLOSING COMMENTS AND AGENDA BUILDING
* Board Member Beylik attended the Ventura County Administrator Night. It was
another great event.
* Board Member Rangel attended the same dinner. It was well attended, and our
presenters did a good job with the slides. It was nice to see a former student, Salvador
Jimenez Lopez, now in Carpinteria High School working in the ag department. Ms.
Rangel also enjoyed Rotary Casino Night, the homecoming parade, and the football
game.

* Board Member Morris enjoyed participating in float building and watching studentsbuild them for the homecoming parade. Thanks to all who donated trucks for ourkids. The community steps out and supports everybody. The game and the FFAadministrative night were great. Former student, Mr. Lopez, did a great job last nightand is a great compliment to the Fillmore community. The boys in the middle schoolare in great hands with their new basketball coach.
* Board Member de la Piedra attended the homecoming parade and assisted by sellingshirts at the Alumni booth. The parade gets bigger every year, and there are morevendors. A lot of the community was there. Thanks to Mr. Ortega and his board forbeing the backbone of making that function for our kids. It was well organizedand well attended.
* Board Member Couse attended FFA Ag Night and commented on how she loves howthe different schools work together. It was a great event full of positivity.

family engagement policies, programs, and practices. This tool will enable an LEA to engage in
continuous improvement and determine next steps to make improvements in the areas identified.
The results of the process should be used to inform the LCAP and the development process, to
assess prior year goals, actions and services as well as to plan or modify future goals, actions, and
services in the LCAP.
For each statement in the table below:

The District offers parent, guardian and family trainings through the Fillmore Adult School. These
trainings are directly related to supporting students in school, social-emotional development of
students, as well as offering opportunities for family members to gain computer literacies, take
citizenship classes, and complete their courses towards a high school diploma or equivalency.
The District also provides bilingual counselors through the LCAP at all sites with the specific task
of facilitating parent and family involvement through communicating, trainings, providing
resources for social-emotional support, as well as accessing faculty, administration, and staff.
Annual notifications are sent home to each family informing them of their rights and ways to
advocate for students.
An area of focus for continued improvement is frequent professional learning opportunities

The District seeks input from families through regular stakeholder meetings such as School Site Council,
English Learner Advisory Committees, and the District Leadership Team. Sites host family engagement
events such as "Donuts with the Principal" where conversations between families and site leadership occur.
Additionally families are surveyed annually to measure the progress made on family engagement.
The District continues its focus to improve on family engagement for events that are informative about the
health and development of their students. The District will increase the awareness and excitement for the
events by utilizing social media and communications using the Blackboard Connect system.

Local educational agencies (LEAs) will provide a narrative summary of the local administration and

The California Healthy Kids Survey (CHKS) is the locally identified indicator for students' sense of feeling
safe, cared for and welcomed at school. Fillmore Llnified School District's analysis of CHKS longitudinal
results informed the District that a concerted and systemic approach was necessary for students' social-
emotional and academic success. Fillmore USD adopts the "whole child" philosophy and recognizes that
before teaching and learning begin, social-emotional conditions must and will be addressed. "Affective"
conditions and support provide optimal "effective" opportunities for successful instructional outcomes. The
District continues to commit to and prioritize the full implementation of Positive Behavior Intervention and
Supports (PBIS) in order to provide conditions for greater academic gains and an overall, all-inclusive
educational experience by partnering with Safe & Civil Schools. Elements of Safe & Civil Schools include
Foundations (throughout common areas and shared spaces on campus), classroom approaches, such as
CHAMPS (Conversation, Help, Activity, Movement, Participation, Success), and DSC (Discipline in the
Secondary Classroom). Protocols are developed by site-based teams. A continuous cycle of inquiry is
employed which includes data analysis for refinement of improved student daily and on-time attendance
engagement, motivation, problem-solving, ownership of learning and decision making, and a holistic
connectedness.

LEAs provide a narrative summary of the extent to which all students have access to and are enrolled
in a broad course of study by addressing, at a minimum, the following four prompts:

The District tracks the extent and monitors that all elementary students have access and are enrolled into a broad
course of study through classroom observations, district wide curriculum coherence maps, common formative
assessments, collection of Physical Education lesson plan minutes, and grade level/subject area teams at each of
the sites. The District tracks the extent to which all secondary students have access to, and are enrolled in, a
broad course of study for each and every student through quarterly transcript reviews with counselors,
performance on common formative assessments, and the graduation requirement tracking system built into the
Student Information System (SIS). In order to graduate in Fillmore Unified School District students must complete
a broad course of study as defined by Ed Code.

All students have access to a broad course of study as defined by Ed Code. Secondary students who are unable to
fit a required course of study into their daily schedule due to not meeting the passing qualifications for a prerequisite
course have the option to take the pre-requisite course online or during the summer credit recovery program.
Students who fall significantly behind have the ability to attend Sierra High School, the District's alternative
education high school, as a means of recovering credits and/or GPA in order to meet the District's graduation
requirements, or enroll in the Independent Studies program. Adult students are also offered courses in the Fillmore
Adult School as an additional option for course completion for their high school diploma.

The District is mindful of potential barriers when creating the schedules and course assignments for students that
are credit deficient, English Learners, and/or on an Individualized Educational Plan. These students may have an
impacted schedule as a result of needing intervention, specialized instruction, or additional courses specific to
individual needs during the school day. Potential barriers are identified and addressed in a concentrated team effort
before impacting a student's ability to graduate.

4. In response to the results of the tool or locally selected measures, what revisions, decisions, or new
actions will the LEA implement, or has the LEA implemented, to ensure access to a broad course of study for
all students?
The District has addressed meeting the needs of each and every student so that they may access the necessary
broad course of study in several ways. Students who are lacking in mathematics skills in the ninth grade are provided
with a mathematics course designed to develop the thinking skills necessary for the required Integrated Math 4 and
Math 2 towards graduation. Students that are credit deficient are able to take online courses to meet graduation
requirements or fulfill A-G requirements. Students who are credit deficient at the end of the school year are also
encouraged to attend summer school. Additionally, the district supports at-promise students with counseling to assist
them with the pathway of courses to take to ensure the students graduate on time. Students that are English Learners
are carefully scheduled with the Coordinator of Special Populations, counselor, English learner site Lead, and the
English language development teacher to ensure that English Learners' schedules are carefully designed so students
have access to a broad course of study. Similarly, students on an IEP are carefully considered with the input from the
entire special education team, counselors, and program specialist to ensure that they are also having access to a
broad course of study.

existing classrooms, construction of new classrooms to accornrnodate growth, Career Technical
Education facilities to provide job training to meet the trained workforce needs of California's
employers, testing and remediation of lead levels in water at school sites, disaster assistance,
replacement of 50-year-old buildings, and assistance for small school districts. The Fillmore Unified
School District supports Assembly Bill 48.

WHEREAS, the Fillmore Unified School District has over $170,000,000 in facility need which could be partially
funded by State matching funds authorized by state bonds; and
WHEREAS, Assembly Bill 48, the Public Preschool, K-12, and College Health and Safety Bond Act of 2020,
provides for renovation and upgrade of existing classrooms, construction of new classrooms to accommodate
gromh, Career Technical Education facilities to provide job training to meet the trained worldorce needs of
California's employers, testing and remediation of lead levels in water at school sites, disaster assistance,
replacement of 50-year-old buildings, and assistance for small school districts; and
WHEREAS, the Califomia unemployment rate is greater than the national unemployment rate; and
WHEREAS, 17,000 middle class jobs are created for each $1 billion in school facility infrastructure investment;
and
WHEREAS, these jobs will be created throughout California and will include almost all building trades; and
WHEREAS, quality 21st Century school facilities designed for today's and tomorrow's students' needs enhance
academic achievement and further the State's academic goals; and
WHEREAS, Assembly Bill 48, the Public Preschool, K-12, and College Health and Safety Bond Act of 2020,
will not raise State taxes; and
WHEREAS, Assembly Bill 48 matching funds will reduce the need for additional local property taxes for school
facilities.
NOW, THEREFORE BE IT RESOLVED, that the Fillmore Unified School District supports the Assembly Bill
48, the Public Preschool, K-12, and College Health and Safety Bond Act of 2020.
