COMMUNITY DEVELOPMENT REPORT –JANUARY/ FEBRUARY 2012 Community Planning: The Community Infrastructure Plan (CIP) update is close to completion with a draft due to be presented to Council in April. The main revisions in the CIP include reformatting, identifying relationships with other state and Council strategies, policies and detailed studies, inclusion of identified community infrastructure projects (North Forrestdale and Wungong Urban) and identifying the existing and projected City demographics. The South East Regional Recreation Advisory Group (SERRAG) review of the Regional Recreation Strategy is being presented to Elected Members on 7 February 2012 and 8 March 2012. The Armadale Golf Course Feasibility Study is underway with a stakeholder workshop (City of Armadale officers, golf club representatives and golf course lessee) being held on 8 February 2012. A project scope is being finalised for the concept design of three community sites in Harrisdale and Piara Waters for community/education shared use sites. The concept plans will include shared use of community/sporting buildings and playing fields on two primary school sites and one high school site as identified in the approved structure plans in the North Forrestdale development area. Children's and Families: Youth: The Launch of the new Youth Activity Area (YAA) was held on Friday, 17th February 2012, with the Hon Terry Waldron MLA, Minister for Sport and Recreation; Racing and Gaming formally opening the new space with Mayor Henry Zelones . Freestyle Now will be running BMX and Skateboarding demonstrations, Hush Dance Group will be providing some hip hop dance sessions and Shorty D will also be performing, along with a live DJ. A free sausage sizzle, and donuts, will be on offer to all attendees. Freestyle Now will also be running weekly Thursday afternoon coaching sessions at the YAA from February 23rd to April 12th, finishing with a competition on Friday April 13th to mark the first day of National Youth Week. The coaching sessions will be available free of charge to any local youth interested in participating and will offer coaching in BMX, Skateboarding and Scooter. Two to three Freestyle Now Squad Members will attend each session, teaching a range of new skills and techniques. National Youth Week: Working with Armadale Youth Resources, Edventures and Save the Children, plans are being made for activities to take place during National Youth Week from 13 - 22 April. Armadale Youth Resources will be holding Evolution@Jull Street on the 22nd April to wrap up the week. Activities taking place on the day include market stalls, Amp It Up youth band performances, DJs, hip hop dancers, HALO indigenous dancers, Drum BEAT performances, Telstra Exchange Artwork unveiling, art sessions, PCYC Climbing Wall and art, textile and fashion displays.

The City continues to support other youth focused agencies to develop and submit funding proposals, in particular working with the Armadale PCYC to develop proposals for an ongoing Basketball Program. Seniors, Access & Inclusion: Positive Ageing Strategy Working Group Letters and forms for Expressions of Interest For the Positive Ageing Strategy Working Group were sent to sector organisations with expressions of interest sought from the community through advertisements in the local newspaper and on the City's web site. Disability Advisory Team (DAT) DAT had their first meeting for the year on the 7 February 2012. A presiding member (Cr Melissa Northcott) and a deputy presiding member ( Mr Mark Dadd - Community Member) were elected. Community Partnerships: The Eat - Act - Live project for which the City recently received a $566,000 Healthy Communities Grant is progressing well, with recruiting underway to employ a Healthy Communities Officer. Many links have been made with agencies to ensure the effective referrals of participants. Volunteering: Armadale Volunteer Services (AVS) applied for a further five years funding from the Department for Communities during this period. AVS will be hosting a Volunteer Management Network meeting on 14 February at the Champion Centre. Network topic: Grant Writing. There will be presenters from City of Armadale, City of Gosnells and Lotterywest. Champion Centre: The Champion Centre has three School Holiday programs annually January, April and October, the programs are all arts based. Since the evolution of the Champion Centre programs they have created many inspiring art pieces. This year a partnership between the Champion Centre and the Aquatic Centre saw the creation of a snake mural which is in the grandstand alongside the main swimming pool. The Champion Centre is becoming the “space” for a children’s Aboriginal art collection; this has become an effective vehicle to provide free inventive programs and imaginative experiences that expand the children’s minds and invites them to explore their world and their place in it by developing their imagination and creativity through the arts.

Events: Australia Day The Australia Day activities comprise the City's largest community event, in past years attracting crowds in the tens of thousands. The day involves entertainment, community stalls and carnival rides as well as an Australia Day Citizenship ceremony culminating with a fireworks display. For the second successive year the fireworks were launched from the car park adjacent to the City's admin building. Prior to this the fireworks were launched from the roof of Armadale Central shopping centre and before that, the reserve on which the shopping centre now stands. Numbers for this year's event were significantly reduced from previous years which can be attributed in the main, to two factors. The first was the extreme heat with a maximum of 42 forecast and realised on the day. The second was the uncertainly generated in the media about whether any of the fireworks displays in the metropolitan area including the Perth Sky show would be cancelled, given the forecast extreme conditions. In the City's case, as part of the annual risk mitigation process an exemption is in place allowing fireworks to be launched on fire ban days with the exception of 'catastrophic' fire ban days. This exemption is organised with the relevant authorities including FESA on the basis of the emergency management plans that are developed for the event including the placement of fire units around the launch site. While heat is a consideration the main concern is wind, with wind over 50 kilometres per hour an automatic trigger to cancel a display. The conditions in the lead up to Australia Day indicated that there would be no fire ban and so while there is always a risk of cancellation, there was every likelihood that all of the events in the metropolitan area would proceed as normal. Event organisers were however, faced with an unusual situation this year with the unseasonal and un-forecast electrical storm that affected most of the metropolitan fireworks displays. The progress of the storm was monitored as it progressed south from the northern suburbs and a recommendation was made at approximately 7.30pm to bring the display forward from 8.30pm to 8pm when it looked highly likely that the storm was going to pass directly over the City centre. While the storm dissipated just north of the City, the main consideration was the risk of exposing the public to extreme weather including electrical activity. While the reschedule may have inconvenienced some people who were planning on arriving just before 8.30 there was a significant likelihood of severe weather such as that which caused the cancellation of the show at Rockingham and the rainy conditions at Bassendean, Perth and Hillarys. Ramped: The City of Armadale's Ramped school holiday program has recently come to an end, targeted at 12 - 17 year olds the program offered young people of Armadale a range of workshop activities to participate in free of charge throughout January including VJ'ing, Drumming and percussion, Urban art, Hip Hop and Circus Skills workshops as well as two showcases of local upcoming bands in the Ramped bands showcases. The program was well received by young people in the community especially the Hip Hop workshops in the Jull Street Mall on Thursday evening's with an average attendance of 15 - 25 young people, the program has received great feedback from local parents who's children have participated in some of the workshops on offer and showcases there is a demand for programs of a similar nature in the local community. The program was supported by Drug Arm, Save the Children

and Armadale Youth Resources who provided youth workers to assist with supervision of all workshop activities. The Heron Park Family Fun Day took place on Sunday 12 February between 2-6pm at Bakers House. The City of Armadale events team have supported the Satterley group in planning for the event and had an information stall on the day promoting a range of Community Services programs and services. The event featured a range of activities for children including face painting and amusement rides with a main stage filled with non stop entertainment plus stalls from local community groups.

LIBRARY & HERITAGE SERVICES GENERAL MONTHLY REPORT – DECEMBER 2011/JANUARY 2012 LIBRARY SERVICES

Reports on activities and community information sessions held during the month:

“E” (Enrich, Educate, Explore) Sessions Report – December/January 2012 School Holiday Programme Prepared by – Shirley Reilly and Sharon Britza, Librarians at Seville Grove and Kelmscott Libraries Topic: Explore WA Presenters: Shirley Reilly, Communicare staff, Greg Hastings Dates: Monday 19th December; Tuesday 17th January; and Tuesday 24th January 2012 Venue: Seville Grove, Armadale and Kelmscott Libraries No. Attending: Approx. Children; Adults SVG: 18 children, 11 adults ARM : 20 children, 12 adults KMS: 25 children ,13 adults Staff from Communicare provided an array of Christmas crafts for a keen group of children to create at the Seville Grove Library. Crafts offered included wreaths, bookmarks, friendship bracelets, Christmas cards and salt dough. Consumables for the crafts were provided by the library. The crafts were set up at “stations” around the room, and the children were able to move from one to another as they desired. Communicare have kindly offered to organize and run some craft sessions in our libraries during school holidays to cater for primary school aged children. This is a good way for this agency to connect with families they might not reach with some of their other programs. At Armadale Library two sessions were held for children to make their own ‘hotdog’ book. The children and parents were shown the technique of how to make a book from an A3 sheet of paper and then the children wrote in their book and used craft materials to illustrate it. The original was then copied on a colour photocopier and folded again to make more copies of the children’s own work. This concept has been used in the Better Beginnings ‘Creating Books in Communities’ program and ties in well with our National Year of Reading activities. Children, parents and staff from a local childcare that attended were thrilled with the results. Literacy skills and self esteem are some of the benefits that children gain by making their own book.

Kelmscott Library hosted Greg Hastings’ ‘Wandering in the bush show’ – a wonderful fun filled session of music and song. Each song was interactive as the children pretended to be bush animals, linking their movements with the music. Aboriginal culture and stories were interwoven with a fine display of didgeridoo playing – with a lesson how to play thrown in at the end for good measure. The audience comprised of a mix of ages with both a day care centre and family groups attending .The excellent performance was well received by everyone and was both entertaining and educational.

“E” (Enrich, Educate, Explore) Session Computer Training Program Report prepared by – Jan Pedroli – Adult Services Librarian Armadale Adult Computer Training Program courses continue to be extremely popular, with four courses currently being run and some 60 people on the waiting list. The courses offered are ‘The Blank Slate’ for those new to computers and ‘Know a little not a lot’ for those with some knowledge. The Australian Library & Information Association together with The Library Agency and other founding partners has declared 2012 as the ‘National Year of Reading’. The National Year of Reading website at http://www.love2read.org.au/ states the following:

Nearly half the population struggles without the literacy skills to meet the most basic demands of everyday life and work. There are 46% of Australians who can't read

newspapers; follow a recipe; make sense of timetables, or understand the instructions on a medicine bottle.

Australian libraries and library associations are behind a campaign to turn 2012 into the National Year of Reading, linking together all the great things that are already happening around books, reading and literacy, and giving them an extra boost, with inspirational programs and events taking place across the country.

Libraries will be partnering with government, the media, writers, schools, publishers, booksellers, employers, child care providers, health professionals and a whole host of other organisations that share our passion for reading.

The National Year of Reading 2012 is about children learning to read and keen readers finding new sources of inspiration. It's about supporting reading initiatives while respecting the oral tradition of storytelling. It's about helping people discover and rediscover the magic of books. And most of all, it's about Australians becoming a nation of readers.

Nearly half our population can't read with any fluency. It's a shameful and worrying statistic. We've identified three goals which will help us turn Australia into a nation of readers and encourage a reading culture in every home:

For all Australians to understand the benefits of reading as a life skill and a catalyst for well-being;

To promote a reading culture in every home; and To establish an aspirational goal for families, of parents and caregivers sharing

books with their children every day.

The importance of the National Year of Reading has been recognized by the Federal Government with financial support announced in 2011:

12.00pm, Friday 8 July, 2011: During the Prime Minister's Literary Awards event at the National Library of Australia, in Canberra today, Prime Minister Julia Gillard formally announced the Australian Government's support for the National Year of Reading 2012 and funding of $1.3 million through the Office for the Arts and Department of Education, Employment and Workplace Relations.

Minister for the Arts Simon Crean said the National Year of Reading is an excellent initiative to highlight the importance of reading as a life skill and as a source of enjoyment.

"I commend the libraries and library associations, including the Australian Library and Information Association, for working to inspire a love of reading in Australians. The benefits of improved literacy are significant for both the community and workplace productivity," Mr Crean said.

The Australian Government funding will support the One Country Reading and workplace literacy initiatives - two of the four key national programs for the National Year of Reading. Sponsorship is being sought for the two other programs - The Reading Hour and public library membership drive.

This funding is in addition to the Adult Learners' Week national grant funding provided by the Australian Government Department of Education, Employment and

Workplace Relations (DEEWR) for the "It's never too late … to learn to read" competition.

The City’s libraries are heavily supporting the National Year of Reading to be officially launched on 14 February. The months leading up to the launch have involved a lot of planning for a number of specific events and promotions. All of the libraries will have ongoing displays and outreach programs to support the initiative. All of the regular library events will be branded as “National Year of Reading” events with the logo:

Reports on these events, that it is hoped will raise the importance of reading in the community, will be provided during the 2012 year. HERITAGE SERVICES Statistical Performance Indicators The Heritage Department’s statistical performance indicators report for the months of December 11 and January 12 are attached (Attachment 1 ).

Birtwistle Local Studies Library (Report prepared by Susan Hall, Historian/Local Studies Librarian) Oral history interviews The ongoing volunteer task of interviewing residents for oral histories remains a priority for the Local Studies Library. An interview with Mrs Beryl Tyler, who has for many years been actively involved with services to the community, is progressing. The interview continues with Bert Harrison with a focus on the local horse stables and the family retail store, Harrisons. Barbara Walker, former shopping centre manager at Armadale and at Kelmscott was interviewed in January. Digitised images on the internet Suitable databases and software systems are being investigated to host selected images from the Local Studies Library photographic collection on the City’s website via the public library catalogue. Testing of the preferred database is due to commence. Once the final decision has been made as to its suitability, and contracts are finalized, the task of entering the digitized photographs and adding the known metadata will commence. Additional research will be required for some of the photographs. This is a major project and requires specialist knowledge in entering data related to the contents of a photograph. For example, a house built in a particular period may have

fencing, verandas, power lines etc clearly displayed in the photo. This detail should be entered as searchable metadata, so that anyone researching information related to these subjects is directed to this photograph. Additionally, the date and time of the photograph should be recorded and any copyright associated with it. The lack of metadata related to many of the photographs in the collection became evident when seeking appropriate photographs for Settlement to City. The Local Studies Librarian is working closely with the City’s Records and Information Technology Departments in progressing this major project.

Family History A new subscription to the genealogy database, Findmypast has been confirmed and is proving popular with family researchers. This database provides additional information to the State Library of Western Australia supported Ancestry.com database. A recent article and photograph of volunteers in the local press promoted the services available to the community from the Family History Research Centre that is an integral part of the Local Studies Library. Roleystone class attendance books 1980s to early 2000s With the closure of the Roleystone Primary School, the disposal of what was considered to be unnecessary student records was likely. To avoid the records from being destroyed they were delivered to the Local Studies Library and then re-directed to the WA Department of Education for its archives. History House Museum (Report prepared by Christen Bell, Museum Curator) Education Programs Draft Flyers were designed in December ready to go out to schools at the beginning of the 2012 school year, outlining the School Programs being offered by the Museum in 2012. Traditionally Term One is not a busy month for the School Program so the closure of the History House Museum for renovations should not impact negatively on schools. Email advice has been sent out to all schools in the district advising of the dates of closure of the museum. An OutReach program has been offered to schools if they wish to incorporate the Museum’s programs in their classroom during this period. The email also included a request for the Education Officer to go out to schools and talk to the staff about the Australian Curriculum programs offered at the Museum. Research and planning for the ‘Armadale Ramble’ school holiday program was assisted by a student volunteer. This involved scouting out points along the Ramble, writing questions and taking photos at each site for later reference. Also a passport was designed for participants. While the Ramble was a successful concept, the hot weather resulted in most

participants not completing it. The team that did complete it thoroughly enjoyed the experience and as a result of the positive feedback it is recommended that this program be presented again in the future in either the Autumn or Spring School Holidays. End of Year Function On December 14th 2011, the volunteers from the History House Museum, Bert Tyler Vintage Machinery Museum and the Birtwistle Local Studies attended an end of year function at the Settlers Common where everyone enjoyed a picnic and the chance to either meet or catch up with those working on different days or in different areas. The Museum Curator and Local Studies Librarian used this as an opportunity to thank the volunteers for another year of hard work which has allowed all three branches of public history to be made available to the public. History House Museum renovations The major task of emptying the Museum of its exhibitions following the closure from the 20th of January was completed as planned. The floor has been prepared to ensure a safe walking surface for future visitors to the museum and new carpet is in the process of being laid. Walls have been repaired and repainted as required. It is planned that the Museum will re-open on the 1st of March. The opening will include a new temporary exhibition titled Aladdin’s Cave: Treasures of the Collection. Interpretation Plan Stage B-C updates This part of the redevelopment of exhibitions at the Museum, made possible by the successful Lotteries Commission grant to match the City’s budgeted funds, will focus on the City of Armadale developing into a community from 1830 through to 1914. The three key areas will be the families who help create the local communities, the industries that enabled them to make the area their home and the institutions that grew out of these communities. The Museum Curator, Education Officer and volunteers are currently putting together an object list relating to these three thematic areas and preparing the text. This is a time consuming project to ensure that this display is accurate and includes as much information as possible so that that the Museum displays will be appropriate for as long a period as possible.

RANGER & EMERGENCY SERVICES REPORT – JANAURY 2012 Animal Control Dogs Ranger Services received four hundred and eighty three (483) requests for assistance during the report period. The primary focus of Ranger Services is managing the response to the community for requests for service. Vehicles Parking

Ranger Service attended to one hundred and thirty eight (138) general enquiries relating to the unlawful parking of vehicles during this report period.

Commercial Vehicles (Trucks) There has been a slight reduction in the number of reports received in relation to trucks being parked in residential areas for extended periods of time. Rangers will continue to be vigilant in this area of operations.

Control of Vehicles (Off Road Areas) Ranger Services attended to twenty one (21) reports of vehicles (motor cycles) being driven in a prohibited area, during the report period. Rangers currently provide a service to the community in respect to reports of off-road vehicles being driven or used in certain areas, particularly where it is identified that life and or property are at risk. Notwithstanding the City of Armadale do not have a local law relating to the control of off-road vehicles, such matters are dealt with pursuant to the “Control of Vehicles (Off-road Areas) Act 1978” (ORV Act) Where a complaint is received alleging that a contravention of the ORV Act has occurred, regardless of it being in a private or public place, Ranger Services initiate a full and thorough investigation of the incident. The investigating officer establishes a Customer Request Management File (CRM) on which all relevant information is recorded, such as – Complainants’ details and statements. Description and details of the alleged offender. Witnesses statements Any other information that may be deemed relevant to the investigation.

Litter During this report period Ranger Services received seventy seven (77) requests for service in relation to Litter and the illegal dumping of rubbish. Keeping Roadsides and Council Reserves litter free is a major focus of the City of Armadale and Rangers are ever vigilant in identifying and apprehending litter offenders.

Rangers respond to littering complaints by taking an approach that not only serves to resolve the current problem, but also prevents further problems from developing. To do this the Ranger must evaluate and implement strategies to monitor the situation and apprehend those persons responsible. Unfortunately Rangers are not always able to ascertain details of persons dumping rubbish, with this in view the public are requested to report the details of persons observed to be depositing rubbish on reserve and into bushland sites. Fire Services Rangers continue a high profile in relation to hazardous blocks and offer advice to land owners with regard to fuel reduction and ongoing maintenance of firebreaks.

Ranger Services attended to two hundred and fifty six (256) enquiries, during this report period, mainly associated with alternative style firebreaks and advice regarding general fire safety.

Volunteer Bush Fire Brigades have experienced a lower than usual amount of calls to bush/scrub fires, during January, however due to the excellent response from members they have been able to deal with those incidents in a timely and effective manner, thereby reducing the potential for a major fire situation.

General Business

Firebreak Inspections Ranger Services are now actively engaged in the annual firebreak inspections programme, and have been particularly vigilant in targeting vacant land with long dry grass especially in light of the amount of late rain experienced thereby increasing the fuel growth. At the time of writing this report Ranger Service have inspected four thousand six hundred and ninety six (4,696) properties throughout the district. Bush fire Preparedness Property specific fire controls are the primary basis for fire management in the community and represent the “lowest common denominator” approach. Fire preparedness is a critical aspect in reducing risk and enabling effective fire response. It is the responsibility of each and every landowner and land manager to ensure that their landholdings meet statutory fire regulations and that they have implemented adequate fire preparedness measures.

Individual landowners are responsible for ensuring the risk of fire is minimised on each property. The costs of installation of firebreaks are borne by all landowners, which is reasonable given that the landowners (or land managers) are responsible for fire management on their property. It is relevant to note that annually, Local Government and State Government agencies direct significant resources toward community level fire management. This shared approach ensures that the risk to the community in terms of fire management is minimised and enables the formation of effective partnerships and working relationships for fire response, education and advice. By undertaking this property specific approach to fire prevention, should one segment fail, the whole community is not put at risk. Furthermore, by relying on individual property owners to ensure fire preparedness, the City has needed to be flexible in the type of firebreak that it considers acceptable.

The City also needs to ensure that, within this flexibility, the minimum provisions of the Bush Fires Act are adhered to. The application of the Bush Fires Act in this context is not a simple task, because this legislation is principally design for rural and agricultural areas, not the fringes of the Metropolitan area.

Individuals seeking to preserve vegetation on their land (which is also an aim of the City) are not required to have mineral earth firebreaks, provided other alternative measures are undertaken. For alternatives to be utilized, landholders must apply for firebreaks “of an alternative nature or in an alternative location” by the 1st of November each year. This allows evaluation of the alternatives in sufficient time for enhancement of the arrangements by the “Firebreak Notice” gazetted time, should the original proposal not be sufficient.

For instance, allowances may be made for residential properties based on the following:

Property is less than 5,000 m2; Substantially cleared of native vegetation. Grass is maintained on the property at 5 cm or less in lieu of a firebreak.

Other circumstances and/or methods of control that may be considered as an alternative to perimeter earthen firebreaks on larger lots (> 5,000m2) include:

Controlled burns; Appropriate chemical control of vegetation using herbicides; Grazing; Physical removal of fire hazard (fuel loads) and regular maintenance; Use of natural features (rock outcrops, low heath areas); Discreet zoning of vegetation type and cover; and The installation of irrigation systems.

For all properties in the City, other alternatives may also be considered, depending upon local factors and circumstances.

Ranger Services assess individual properties for compliance with the legislation and advice of appropriate actions required. Assessing properties is a resource intensive activity, which highlights the importance of liaison, training and educational components of fire preparedness in the regional approach.

Several months prior to the beginning of the fire season Ranger Services evaluate areas throughout the City for the purpose of identifying and formulating a firebreak inspection strategy for that particular year. Rangers also issue Notices in accordance with the provisions of the Bush Fires Act, to landowners where it is identified that a potential fire hazard is developing and requires additional work prior to the firebreak period.

Statutory advice of the requirements in regard to firebreaks is included with the annual rates notices sent to all landowners. In addition to this, notices are placed in the West Australian and local newspapers advising residents and landowners of the requirements of the “Firebreak Notice”.

The 2012 calendar year Visitor Centre membership prospectus has been prepared and printed in-house. Distribution to all current and prospective members will occur during February. Our first membership e’newsletter for 2012 has been distributed to all current members. DEVELOPMENT SUMMARY: A review of the Visitor Centre has been undertaken, PD reviews and Senior Tourism Officer Role advertised and progressing to appointment. Suggested itineraries have been included in the 2012 Armadale Regional Visitor Guide using the theme of the four seasons, Summer, Winter, Autumn and Spring. These itineraries are for ½ and full day or for a few hours, giving the consumer a wide variety of choices. The Coordinator has developed and will facilitate a Small Business Development Corporation and City of Armadale Tourism Boost workshop to be held on Wednesday 7 March 2012 at the Manse Restaurant, commencing at 9:30am. Invites have been sent out to all Members of the Visitor Centre, Business Armadale members, Shires of Kalamunda, Serpentine/Jarrahdale and the Small Business Centre – South East Metro. Marketing:

Commenced six months advertising with Jetstar Asia inflight magazine distributed throughout Asia, based in Singapore. Readership: 3,948,000 Inflight complimentary, based out of Changi Airport terminal, wholly owned by Qantas. Flies to the top 28 cities in 17 countries throughout Asia. Frequency: Bi-monthly.

Ms Sheila-Anne Macloud will be taking the role as DSC representative. 4 City of Armadale Website Mr Iain Fraser demonstrated the in-progress City of Armadale visitor website and asked for feedback. Group feedback was overall positive; suggestion put to Mr Fraser to avoid light green and yellow text colours. Text-to-speech functionality may be incorporated into the website. 5 Election of Presiding Member and Deputy Presiding Member Cr. Melissa Northcott was elected as Presiding Member. Mr Mark Dadd was elected as Deputy Presiding Member. 6 Review of the Terms of Reference Proposed changes to the Terms of Reference were agreed upon by the DAT. Decided that Cr.
