ΠΕΡΙΦΕΡΕΙΑ ΑΝΑΤΟΛΙΚΗΣ ΜΑΚΕΔΟΝΙΑΣ-ΘΡΑΚΗΣ

ABOUT THE PROJECT

The project started on 14.03.2011, when was singed a Contract № В1.11.18 between Ministry of economic, competitiveness and shipping of the Republic of Greece as Managing Authority of the European Territorial Cooperation Programme “Greece-Bulgaria 2007-2013” and Regional Administration Smolyan.

The approved total budget is in amount of 830.920,40 €, of which 706.282,34 € are insured by European Union through European Fund for Regional Development and the national contribution from Bulgarian and Greece is 124.638,06 €.

The project is realized in partnership between Regional Administration Smolyan as Leading Partner and Region of East Macedonia and Thrace.

Initially the project duration was 18 months but after twice extensions of the deadlines the project realization became 24 months – until 14.03.2013.

MAIN OBJECTIVE

The early warning of forest fires in long-term plan will guarantee the preservation of

biodiversity, reducing the risks for the local population in case of disasters, increasing the

quality of life and the attractiveness of the cross-border region Smolyan – Xanthi

WORK PACKAGES

The activities are divided into 6 (six) work packages:

WP 1: „Management & Coordination“:management team;legal consultants;external consultants;translation services;independent financial audit;implementation costs (for overheads and realization of working meetings between the Bulgarian and Greek teams).

WORK PACKAGES

WP 2: „Information & Publicity“:

2 (two) publications in local newspapers for each region –

Smolyan and Xanthi;

1 000 information brochures;

4 boards for project and for the ETC Programme “Greece-

Bulgaria 2007-2013” visualization;

realization of final forum presenting the project results.

WORK PACKAGES

WP 3: „Creating the infrastructure and installing the fire monitoring system“:establishment and equipment of centers with hardware and software, office equipment; creation of network of meteorological towers and installation of meteorological equipment;purchase of all-terrain vehicles;purchase of specialized equipment for fire extinguishing, GPS – navigation, communication devices, high quality GPS receivers;placement of the boards, showing the daily fire danger;insuring license for data transfer;license for receiving satellite images.

WORK PACKAGES

WP 4: „Development of GIS and Satellite forest fire monitoring“:

preparation of conceptual and logical structure of GIS data base;identification of sources for spatial information;digitization of border infrastructure with Republic of Greece; digitization of forest roads; creation of integrated data base;creation of maps for the level of forest fire risks;development of algorithms for processing and extracting information from satellite images.

WP 5: „Creation of a fire-danger warning system“:

preparation of report for evaluation of the resources;

adaptation of FWI (Weather Fire Index) to the Balkan

Climate System;

determination the parameters for assessment of forest fire

risks;

demonstration the reaction in case of fire.

WP 6: „Increasing capacity of experts and responsible institutions“:development of Joint plan for management of forces and resources in case of disaster in the cross-border region Smolyan – Xanthi;development of Joint plan for management of forces and resources in case of forest fires in the cross-border region Smolyan – Xanthi;realization of joint trainings in Smolyan and Xanthi for experts who will work with the system for early warning of forest fires;preparation and printing of handbook for prevention and combating forest fires and reasons of their occurrence.

IMPLEMENTATION OF THE ACTIVITIES

AND RESULTS

After signing the Grant Agreement:

it was formed management team (OASPP); it was selected legal consultant (OASPP);it was realized the first meeting between the

partners from Bulgaria and Greece;it was selected two consultants for preparation

the technical specifications and supporting the project implementation (OASPP);

it was prepared and announced procedures for selection of sub-contractors.

CONDUCTED PROCEDURES by Regional Administration Smolyan

according to the Ordinance for assigning of small public procurements (OASPP):

• „Implementation of independent financial performance audit of the activities and cost accounting” (“Balkanconsult BT” Ltd., Plovdiv);

• „Design and creation of website” („Chrisdesign” Ltd., Sofia);

• „Translation services” („Aqua Engineering“ Ltd, Smolyan);

• „Supply of specialized equipment for 5 (five) depots for fire extinguishing and 10 (ten) communicational devices” („Christex 84”, Ltd., Plovdiv);

Conducted procedures - OASPP

• „Supply of equipment for one situational and five information centers” („Contrax – Smolyan” Ltd.);

• „Preparation of joint plans for management the forces and resources in case of disasters and forest fires and user handbook for prevention and combating forest fires and reasons for their occurrence” („Fire systems” Ltd., Plovdiv);

• „Dissemination of information, visualization and publicity” („Ekip – 2” Ltd., Smolyan);

CONDUCTED PROCEDURES

according to the Ordinance for assigning of small public procurements:

• „Supply of 5 brand new all-terrain vehicles” („Star motors” Ltd., Sofia);

• „Creation of system for early warning of forest fires”(„Meteo-Gis“, Sofia – Company by the meaning of Law of obligations and contracts, where take part „Gis Analitics” Ltd., „Aspen” Ltd. and „ Geographica” Ltd.);

• External expert for realization of Work Package 4 „Development of GIS and satellite monitoring of the forest fires”;

CONDUCTED PROCEDURES – Low for public procurement (LPP)

• „Organization and implementation of joint trainings for experts for working with the system for early warning of forest fires” („Produtsenski Center LM” Ltd. Sofia);

• „Organization and realization of traveling and accommodations” („Alben Chavdarov – Pamporovo bus” ST, Smolyan).

CONDUCTED PROCEDURES by Region East Macedonia and Thrace

Selection of sub-contractor for:• Creation of system for early warning about danger for fire

occurrence and testing the system (in WP 5);• Supply of all-terrain vehicles;• Supply of specialized equipment for 3 depots;• Supply of IT equipment for the centers;• Design and placement of boards, showing the daily fire

danger;• Selection of places for erection of meteorological towers. • Supply and installation the tower equipment for creation of

monitoring system; • Insurance license for satellite images.
