Introduction

This document identifies outcome indicators for reporting

The National Disability Strategy NSW Implementation Plan 2012-2014 is the NSW

government’s initial response to the Council of Australian Governments ten year

National Disability Strategy (NDS). The plan builds on existing NSW disability reforms

and new initiatives across the six NDS outcome areas and the specific NSW priorities

and actions.

Progress with the plan and its impact will be reported at two levels. Agencies will report

achievements and the completion of actions to FACS which will prepare the annual NSW

NDS Status Report. FACS will also prepare reports on long-term changes in access and

inclusion of the people with disability in NSW from data provided by agencies and from

national collections on a set of high level outcome indicators, beginning with these Draft

Baseline Indicators.

This document identifies the proposed outcome indicators for the ongoing outcomes

reporting. They aim to show the broad trends in access and inclusion for people with

disability and provide the context for the NDS actions, rather than being attributable to

specific actions. The NDS is only one influence on improving access and inclusion.

The indicators aim to be relevant to the NSW priorities, consistent in level and form, and

feasible to collect and report. Lead agencies in the NDS NSW Implementation Plan

proposed an initial set of indicators in 2012. The present project has refined these

indicators and consulted further with agencies (see the list of interviews conducted in

Appendix 4).

This document is for the NSW government agencies that will provide data for the

indicators, to reflect their commitment to data collection and reporting. It is a step

towards reporting to the community on the broader trends around access and inclusion

for people with disability in NSW.

The indicators cover the six NDS outcomes

This document is structured around the six NDS outcomes, summarised in Table 1 and

with a detailed table for each outcome in the remainder of this document. For each

outcome, the indicators are listed under the priorities identified in the NDS NSW

Implementation Plan 2012-2014.

Each indicator is defined through the statement of the measure, the status (data are

either currently available, or requires analysis from an existing dataset, or is in

development), the responsible agency, the source of data and the baseline data where it

was available. Implicit in the definition of the indicator is that the data will be compared

over time beginning with the baseline—for simplicity this is not stated in the tables.

To indicate changes in access and inclusion, the indicators are at two levels as

represented in the program logic below (Figure 1): (1) changes for the population of

people with disability, or specific subsets, in terms of quality of life or improved

participation; and (2) changes in institutional settings, organisations, infrastructure and

community attitudes that will improve conditions for people with disability.

The data sources mainly exist or are being developed

In reviewing the indicators, we focussed on data sources that are currently available or

under development. These include data collected for reporting on NSW 2021, existing or

planned collections by NSW agencies, and data being developed at the national level for

reporting on the National Disability Strategy.

The data collected for NSW 2021 does not generally have a breakdown by disability,

except in those disability specific outcome areas1.

NSW agencies collect and report on data in line with their business objectives and to

meet legislative and other requirements for access and inclusion for people with

disability. Different agencies and program areas focus on a range of people with

disability. For example Ageing, Disability and Home Care (ADHC) has a specific client

group of people with a defined intellectual disability while Attorney General and Justice

(now Police and Justice) have a major issue with the overrepresentation of people with

“cognitive impairment” in the prison system, leading to a priority focus on this group.

National outcome indicators for the NDS are being developed by the former NDS

Development Officers Working Group (NDSDOWG) and will be carried on by the

Disability Policy Group coordinated by the Department of Social Services (formerly

FaHCSIA) as part of the monitoring, evaluation and reporting framework for the NDS 2.

The draft trend baseline data3 mainly uses collections by the Australian Bureau of

Statistics (Survey of Disability, Ageing and Carers; General Social Survey). This data is

collected periodically (e.g. the Australian Bureau of Statistics (ABS) Survey of Disability,

Ageing and Carers (SDAC) is run every three years). Generally as the national NDS

datasets are established this data should be available for analysis at the NSW level.

CADI are currently working with the ABS to identify potential additional data analysis of

census and SDAC data that can inform policy development and longitudinal monitoring

of outcomes.

Many of the proposed data sources for the NSW baseline indicators in the following

tables are already in place and data is available. Others are at various stages of

development, noted as “to be confirmed” in the tables.

It is proposed that an additional data source providing an assessment of community

attitudes towards inclusion and access for people with disability would add significantly to

the baseline indicators and ongoing evaluation of the impact of activities. Community

attitudes are an important enabler to build access and inclusion, and it is worthwhile to

track them and make responses when needed. A small number of questions in a two-yearly

NSW population sample survey may be one option however alternatives should be

considered such as accessing data developed by the National Disability Insurance Agency

(NDIA) to measure the success of the National Disability Insurance Scheme (NDIS).

Summary of the indicators

Overall there are 31 outcome indicators available for the 2013 Baseline Report, listed in

the following six tables. These include part of the set of draft national trend indicators.

In three cases a single indicator is used for two outcome areas (the 31 indicators do not

include duplicated ones).

A further 11 indicators are identified for potential development for later years (see

Appendix 1).

The total of 42 indicators compares to 112 in the initial set.

Responsibility for outcomes under a number of the indicators in particular 2.3.1. , 3.1.1

and indicators under Personal and Community Support will transition to the NDIS from

2018.

The 11 indicators identified for potential development will be examined to identify

those that will be feasible to develop and/or that can be collected as part of existing

processes. (Appendix 1)

Work is also continuing on how existing data sets can be analysed in more depth to

provide useful trend and outcome data as well as the identification of surrogate markers

of progress that can provide insight into progress.

Appendix 2. Definitions of disability

Source Definition

Disability Discrimination Act 1992 (Commonwealth)

"Disability" , in relation to a person, means: (a) total or partial loss of the person's bodily or mental functions; or (b) total or partial loss of a part of the body; or (c) the presence in the body of organisms causing disease or illness; or (d) the presence in the body of organisms capable of causing disease or illness; or (e) the malfunction, malformation or disfigurement of a part of the person's body; or (f) a disorder or malfunction that results in the person learning differently from a person without the disorder or malfunction; or (g) a disorder, illness or disease that affects a person's thought processes, perception of reality, emotions or judgment or that results in disturbed behaviour; and includes a disability that:

1. presently exists; or 2. previously existed but no longer exists; or 3. may exist in the future (including because of a genetic predisposition to that

disability); or 4. is imputed to a person.

To avoid doubt, a disability that is otherwise covered by this definition includes behaviour that is a symptom or manifestation of the disability.

ABS (Disability, Ageing and Carers, Australia: Summary of Findings, 2009)

In the context of health experience, the International Classification of Functioning, Disability and Health (ICF) defines disability as an umbrella term for impairments, activity limitations and participation restrictions. It denotes the negative aspects of the interaction between an individual (with a health condition) and that individual's contextual factors (environment and personal factors). In this survey [Survey of Disability, Ageing and Carers], a person has a disability if they report they have a limitation, restriction or impairment, which has lasted, or is likely to last, for at least six months and restricts everyday activities. This includes:

loss of sight (not corrected by glasses or contact lenses) loss of hearing where communication is restricted, or an aid to assist with, or

substitute for, hearing is used speech difficulties shortness of breath or breathing difficulties causing restriction chronic or recurrent pain or discomfort causing restriction blackouts, fits, or loss of consciousness difficulty learning or understanding incomplete use of arms or fingers difficulty gripping or holding things incomplete use of feet or legs nervous or emotional condition causing restriction restriction in physical activities or in doing physical work disfigurement or deformity mental illness or condition requiring help or supervision long-term effects of head injury, stroke or other brain damage causing

restriction receiving treatment or medication for any other long-term conditions or

ailments and still being restricted any other long-term conditions resulting in a restriction.

Appendix 3. ABS surveys- disability status

The ABS Survey of Disability, Ageing and Carers (SDAC) surveys a sample of Australian households (<30,000) with an instrument to identify specific issues relating to people with disability and those in caring roles. The rates and populations/ rates of prevalence (2003, 2009, 2012) are derived and extrapolated from these surveys.

The surveyed prevalence of disability in the SDAC Australian wide survey can be applied to the current population of NSW to provide an indication of numbers. This information can be found at http://www.abs.gov.au/ausstats/[email protected]/mf/4430.0?OpenDocument.

The Australian Census also includes “disability status” based on the concept of Core Activity Need for Assistance (ASSNP). These Census questions are not currently analysed to provide insight into the populations of those with disability or carers. Additional work is being undertaken in this area.
