1.0 PROJECT BACKGROUNDAndhra Pradesh (AP) state has one of the longest coastal belts in India. Out of 67,362 Km of road network

in the state, the nine coastal districts cover 26,000 km of road length. Every year during the period of April-

May and September-December, cyclonic situations set in to the Bay of Bengal. With the recent changes in

climatic conditions, the catastrophic events are increasing resulting in very devastating cyclones like Laila,

Jal etc where the loss is enormous. In the 97 years ranging from 1892 to 1989, there were as many as 67

cyclones within the State.

It is essential to provide safe residential accommodation to the vulnerable population during any

eventuality or disaster due to natural calamities such as cyclones and associated tidal waves and storm

surges. The project is formulated based on experiences of Government of Andhra Pradesh in mitigating

such disasters during the past and also keeping in view the existing facilities available in the project area in

Andhra Pradesh.

The Government of India has applied for a credit of US$ 255 Million equivalent from the International

Development Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and

it intends to apply the proceeds to payments for goods, works, related services and consulting services

under this Project.

National Cyclone Risk Mitigation Project (NCRMP) – Project Implementation Unit (PIU), Andhra Pradesh,

headquartered at Hyderabad has invited the consultants to submit proposals for providing the consultancy

services for Third Party Quality Audit for 9 coastal districts namely Srikakulam, Vijayanagaram,

Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam and Nellore. The project

“Construction of Multipurpose Cyclone Shelters, Roads to Cyclone Shelters, and Roads tohabitations and Roads & Bridges under NCRMP” is funded by International Development Association

and received through Government of India. This consultancy is envisaged to audit the quality of works

being implemented by various line departments working under PIU. The number of works under progress

/ for which agreements are concluded in each district is shown in the table below.

1.1 THIRD PARTY QUALITY AUDIT CONSULTANT.To provide Consulting Services of Third Party Quality Auditor for Construction of Multipurpose Cyclone

Shelters, Roads to Cyclone Shelters, Roads to habitations, and Roads and Bridges under NCRMP in 9

coastal districts. The Commissioner for Disaster Management & Project Director, Project Implementation

Unit (SPIU) NCRMP has selected Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd.

after finalization of the bids. On 31st May’2011, the Contract for Consultancy Service was signed between

the Commissioner for Disaster Management & Project Director, State Project Implementation Unit (SPIU)

NCRMP and the Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd.

1.2 MOBILIZATION OF TEAM

In accordance with the Contract for Consultant Services, executed on 31st May’2011, by The

Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP

and the Egis India, professional services were authorized to commence work. The detail of team

1.3 SETTING UP OFFICES AND LOGISTICS FOR THE CONSULTANT TEAMS

TPQA consultant established a Main office at Hyderabad, where all the necessary expertise that is

required for this project is available. There is a core team of national experts to monitor the project

activities and discipline specialist will appropriately support this core team. These experts will again be

supported from the respective home office. Other than the experts, support staff is also be stationed in this

office. This office will be the base office during the project period of consultants.

The details of our site offices are given in table below. These offices are provided with required

communication equipment, transportation facilities and necessary infrastructure. The offices are also

equipped with computers with basic software programmes, printers, and other electronic gadgets like

telephone, fax machines, etc. as felt needed. Apart from the above PM and DPM offices, we have

established site offices in all other districts

6.0 DISTRICT WISE STATUS OF TESTS CONDUCTED BY TPQA

Apart from monitoring the tests being conducted by the implementation team (contractors & Line department)

at various stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the

standards. These tests are carried out in the site itself and in some cases samples are collected and testing

done in outside laboratories. The details of tests conducted in the field for Year-1 works.

7.0 TASKS CARRIED OUT BY THE CONSULTANT

The scopes of services for the Third Party Quality Audit (TPQA) assignment are

A. As per Appendix–A, Cl.8a: Consultants are regularly assisting the PIU in maintaining good quality

standards at various stages during construction by both Panchayat Raj and R&B Departments.

B. As per Appendix–A, Cl.8b: Compliance with the requirements of environment and social frame works

including measures provided is regularly being monitored and regular reports are being submitted.

C. As per Appendix–A, Cl.9: Consultants conducted a preliminary review of standard documents,

drawings, specifications, material reports and status of works etc; as desired.

D. As per Appendix–A, Cl.10: Consultants are following the conditions scrupulously. Electrical drawings

were not furnished by the design consultant for Multi-Purpose cyclone Shelters. To save delay, TPQA

Consultant has prepared drawings of electrical wiring for Multi-purpose cyclone shelters (Type-A, B, C &D)

as per SPIU instructions.

E. As per Appendix–A, Cl.11: Consultant has submitted Inception report on 09.08.2011.

F. As per Appendix–A, Cl.12 a: Audit plan was submitted along with inception report. All sites are being

audited at least once during each stage.

G. As per Appendix–A, Cl.12 b: Execution of audits is in accordance with the approach and methodology as

mentioned in inception report and Quality Assurance Plan.

H. As per Appendix–A, Cl.13: Quality is being assessed independently by the Consultant vis-a vis the

standards specified in the bidding documents and good engineering practices including disaster resistant

construction standards.

I. As per Appendix–A, Cl.14: Consultants are reviewing the degree of quality control exercised during the

construction by the contractor in maintaining adequate arrangements / practices (tests, numbers,

frequency, approach and timing etc.) / documentation (QC registers, test reports, observations of

supervisory staff, compliances etc) and the degree of monitoring done by the line department. Identifying

non-compliances and suggesting necessary improvements and compliance methodologies for all the

works.

J. As per Appendix–A, Cl.15: Consultants have reviewed the material procured in accordance with quality

standards. All the stipulations are being followed for all the works. The details are being given in QCRs,

WPRs, MPRs, Check memos attached to invoices and QPRs etc.

K. As per Appendix–A, Cl.16: Consultants have carried out some additional tests like Alkali Aggregate

reaction tests, mortar jar tests, core tests for CC roads, Chemical tests on steel and SBC confirmatory

tests at foundation level etc. as per SPIU’s instructions.

L. As per Appendix–A, Cl.17: Consultants are issuing NCRs as and when non compliance is observed and

after compliance is achieved the NCR is being closed. NCR status report is also being submitted regularly.

M. As per Appendix–A, Cl.18: TPQA is facilitating the PIU in rectifying the defects instead of merely pointing

out the mistakes. The TPQA consultant is acting as a fault preventing mission rather than a fault finding

team.

N. As per Appendix–A, Cl.19: Consultants are maintaining photo documentation, including geo-tagging, for

all the works district wise and work wise. Photos are uploaded to Picasa web album and links are being

sent to SPIU and World Bank TL etc.; Also a DVD is being submitted every month with all the photos. In

the MPRs and QPRs photos are being included. As per SPIU’s instructions, photos are attached to QCRs

also. TPQA was not provided with any platform or website for uploading the photos or documents. Hence,

TPQA has opened an internet blog, www.tpqa.in and placing the documents and photos for viewing and

downloading.

O. As per Appendix–A, Cl.20: Environment and Social reports covering Environment Management Plan

(EMP), Resettlement Action Plans (RAP), Environment laws / regulations of Govt. of India and rules

formulated by the concerned State Government, Labor laws/ regulations applicable to construction sites,

Safety management at the construction sites as per the relevant IS codes such as (but not limited to) IS

3764: Code of safety for excavation work (first revision), IS:5916: Safety code for construction involving

use of hot bituminous materials etc. Specifications of agencies like Indian Road Congress, Ministry of

Shipping and Road Transport, Central Public Health Engineering Organization, Bureau of Indian

Standards, Ministry of Rural Development (MORD), Ministry of Road Transport and Highways (MORTH)

etc as applicable. All these aspects are being looked into for all the ongoing works and reports are

submitted at regular intervals.

P. As per Appendix–A, Cl.21: Consultants have Inspected, reviewed the adequacy of contractor’s staff,

labor and machinery etc.; No contractors work program was given to the TPQA for review. However during

TPQA inspections the work progress/program is being reviewed with the line departmental officers and

contractors present.

Q. As per Appendix–A, Cl.22: Consultants have reviewed the works progress in accordance with agreed

milestones and work schedules and provide regular updates including need for increasing resources and /

or change in work plan for timely execution. The related observations are given in detail in QCRs reported.

R. As per Appendix–A, Cl.23: Once the compliance to NCR is satisfied and its confirmation by TPQA, the

NCR is being closed.

S. As per Appendix–A, Cl.24: All the apparatus and equipment for the field testing were procured and all the

details are furnished in inventory reported. As and when necessary, samples are being tested in

accredited / approved laboratories.

T. As per Appendix–A, Cl.25: In case any specific quality testing is required by the PIU for any work within

the site, they are being carried out.

U. As per Appendix–A, Cl.26: Sampling is being done in the presence of Engineer / Contractor. All possible

site tests are being conducted in site in their presence. And the process is being photo documented with

geo tagging also.

V. As per Appendix–A, Cl.27: The Consultants are using approved laboratories / Engineering college

laboratories in the region. Mostly reputed engineering colleges like Bapatla Engineering college, Kakinada

Engineering college, Andhra University Engineering college, Gitam Engineering college and Civil Aid

Techno clinical Laboratories, Hyderabad.

W. As per Appendix–A, Cl.29: Consultants are also visiting sites randomly without prior information to the

contractor or line department.

X. As per Appendix–A, Cl.30: ‘stop work’ notice to the contractors and assist in remedying the defects. For

the work of construction of MPCS at Kollipadu, bulging and apparent sagging of beams is noticed after

removing the shuttering. Stop the work order was issued and the line department and the contractor were

asked to ensure structural safety before proceeding. Beam load tests were conducted under the

supervision of Andhra University (Government of AP) Consultancy services in the presence of TPQA

engineers, contractor’s representative and line departmental officers. As the deflection is found to be

lesser than the permissible deflection, stop work order was revoked and further work is going on.

Y. As per Appendix–A, Cl.33: The Consultant would facilitate the implementing agencies in uploading the

site visit reports, audit findings, suggested corrective action, status of completion of corrective action etc.

in the project monitoring system or in such monitoring system that may be designed for NCRMP.

Consultants are sending reports by e-mail as MIS site provided by Client has some technical problems.

TPQA has opened an internet blog, http://apncrmptpqa.wordpress.com and placing the documents and

photos for viewing and downloading.

8. Presentation to the SPIU on the findings of the audit and suggestions

Consultants are giving presentations at various locations with PPT. Conducted 2 times in Hyderabad

dated 11.01.2012 and 13.04.2012. In Visakhapatnam also twice conducted dates are 19.010.2011

and 22.09.2011. And also conducted in Guntur on 20.09.2011.

“Ok Cards” are being issued at every stage of work in case the work is found qualitatively and

quantitatively satisfactory.

So far one case of "Stop Work" notice was issued for MPCS at Kollipadu in Srikakulam District.

are being attached to QC Reports also

In all the workshops convened by TPQA consultant, presentations were given on maintaining

good quality standards in the construction for various items of roads, bridges and Multi-purpose Cyclone

Shelters. Special focus was given on the ongoing works and the areas of improvement required.

Suggestions were also given for better construction methodology. All the agreement specifications of the

works were explained in detail along with quality requirements. Importance was given for interaction with

the participants and all their doubts are clarified. Copies of Presentations were also distributed to the

participants. The response for all the workshops is very good and it was reaffirmed during the World Bank

ISR mission review meeting at Hyderabad on 23-11-2012.

TPQA consultant inspected all the year-2 sites as per the instructions of SPIU and focused on

finding out the a) Availability of land, b) Requirement of shifting utilities, c) Estimate provisions with

reference to the site conditions d) Encroachments if any and e) Social Issues. This is done to reduce or

eliminate the bottlenecks in the execution of works after the agency is fixed. TPQA consultant brought

awareness about the importance of clearing all the bottlenecks to facilitate smooth and swift execution of

works. District wise reports are being submitted to the SPIU regarding the above aspects.

9.0 HIGHLIGHTS OF TPQA CONSULTANT’S PERFORMANCE

Immediately after concluding the agreement on31st May, 2011, TPQA Consultant has mobilized theteam very quickly and inspected all the works, which were in progress at that time, before 15-06-2011as per the wishes of the Project Director.

All the contract documents were obtained from the PIU officers and perused the specificationsstipulated in them. A booklet (QAP Volume III) of technical presentations covering all the constructionand quality aspects of rural roads, R&B roads, bridges and cyclone shelters, was prepared fordistribution.

A state level Quality Assurance workshop was organized at Vijayawada on 28-06-2011 for the linedepartmental officers and contractors related to NCRMP works in Andhra Pradesh. The abovementioned booklet and a CD with QA manuals of PMGSY and quality control test videos wasdistributed to more than 200 participants. Special emphasis was given to make the PIU officers andcontractors understand the main provisions of widening formation, GSB, WBM and OGPC+SC etc., inroad works and concrete, reinforcement and workmanship etc., in bridge and building worksrespectively. Many contractors and some engineers are having some misconceptions about GSB andOGPC + Type A seal coat. TPQA took extra care in making them understand the importance of theseitems correctly as specified in the agreement to facilitate the quality improvement in the constructedroads. In several areas, initially, the materials collected for GSB were not good and TPQA was veryrigid in getting the required good quality materials collected.

Similarly many contractors are of the opinion about OGPC+type A seal coat can be executed withsmaller sized chips suitable for MSS mix and they can be done in one operation for a total compactedthickness of 20mm only. Some field officers were of the opinion that the total thickness shall notexceed 20mm. These misconceptions lead to sub-standard work and loss to the Government as hadhappened in other works. TPQA has to put up a persevering effort in convincing the engineers andcontractors about the correct practices in execution of this item in rural road construction. TPQAteam ensured that OGPC and type A seal coat are executed as per agreement specifications, by usingcorrect sized chips, required bitumen content, good workmanship, executed in two layers and to get aminimum thickness of 26mm as per agreement drawing. The durability of road with 26mm thickbituminous carpet is about 25 to 30% more than that of a road laid with 20mm thick bituminous carpet.

Due to the execution of GSB and OGPC+type A seal coat as per the agreement specificationrequirements, the life of the road will increase by 2 to 3 years. Without TPQA's insistence andpersistence, it would not have been possible as can be visualized from the way the other scheme ofworks executed by them. However, OGPC+SC is an outdated specification in the present day scenario

wherein many contractors are having latest road construction machinery. It is practically difficult toexecute it as 13.2mm chips are not available at many crushers. The finishing of OGPC+SC is not asgood as the paver finishing of MSS or SDBC and public do not like its appearance. But it is muchcostlier than MSS or SDBC which are executed using paver.

TPQA consultant has also suggested to change the specifications for NCRMP year II works during the World

Bank Quick Mission review meeting on 11-01-2012 at Hyderabad and the World Bank Quick Mission was

pleased to instruct the TPQA consultant to give suggestions to the PIU officers. Accordingly necessary

suggestions were submitted to the SPIU for taking further action.

Some important suggestions given by TPQA:

1) Sand gravel mix is not an appropriate specification either for GSB or shoulders. It is practically very

difficult to mix sand and gravel on site.

a) In the sand gravel mix for GSB, due to mixing of sand, presence of voids is high and gravel contains

high clay content passing 425 micron IS sieve. This clay content attracts and absorbs water and

becomes a soft paste when water enters the sand gravel layers. During persistent or heavy rains or

due to seepage water, sand and gravel separate and form several soft pockets in sand gravel layers.

When a few heavy vehicles pass on the road in the above condition, extensive damage occurs to the

road.

Suggestion: Adopt GSB with HBG/HBT/HBQ crushed chips conforming to grading III ofMORD table 400.1. Most of the Government Departments in AP are following the abovespecification.

Advantages: It gives 2 to 5 times higher resilient modulus than sand gravel mix layer.Durability gets manifold increase. It can be executed in any season thus speeding up theprogress of work.

Outcome: In all the year-2 DPRs, GSB with HBG crushed aggregates conforming to grading IIIof MORD table400.1 is adopted for GSB.

b) Sand gravel mix for shoulders: Due to mixing of sand, sand gravel mix layer is getting disturbed

quickly. Plasticity Index of gravel (red soil) is varying from 12 to 18% whereas the maximum

permissible PI is 45% for shoulders. Hence there is no need to mix sand to reduce the PI value and

increase the cost.

Suggestion: Selected earth with a minimum MDD of 1.85g/cc or 1.9g/cc is a far better option.

Advantages: It can be compacted very satisfactorily and the cost reduces when comparedwith sand gravel mix.

Outcome: Selected earth is adopted for shoulders instead of sand gravel mix.

c) Execution of OGPC+SC (type A) is very difficult and its non-paver finishing is not satisfactory.

Suggestion: MSS or SDBC of 25mm thick layer is much vis-à-vis with its cost and surfacefinish.

Outcome: In 4 districts, MSS/SDBC is adopted in the year-2 DPRS

d) WBM layers: Correct sized metal is not available at many places and it is causing a lot of delay in

execution of works.

Suggestion: WMM is a better option because we get paver finished surface at no extra cost.Compaction can be done more efficiently and the availability of correct sized material is not aproblem.

Outcome: In 4 districts, WMM is adopted in the year-2 DPRS

e) Adequate crust: In some road works of year 1, adequate crust was not provided. For example, one

layer metalling and OGPC+SC was provided over road stretches improved under NREGS. In this

scheme, gravel base (red soil), one layer of WBM and a cover of 40mm thick gravel layer. During

TPQA inspections and review meetings, it was brought to the concerned officials that such roads are

likely to get damaged pre-maturely.

Suggestion: Adequate crust shall be provided as per the existing road condition. In this way,pre-mature damages and wasteful expenditure can be avoided.

Outcome: It was followed in preparation of year-2 DPRs.

For year 2 works, most of the line departmental engineers changed most of the specificationsas suggested by TPQA consultant. It enables very fast construction and completion of works.Durability and surface finish of roads improve considerably bringing good name to the client and linedepartments. Many road works are likely to be completed in less than 3 months resulting in a lot ofsavings in cost escalation payments. Early completion of road works benefits the road users andfacilitates the line department officers to concentrate more on Multi-Purpose Cyclone Shelters.

In bridge works and buildings, which are being constructed very close to the sea coast,protection of steel from rusting is very important. Regarding this, cement slurry painting on collectedsteel was insisted and ensured its implementation by TPQA consultant.

Good quality construction practices and efficient workmanship was ensured by TPQAconsultant by conducting number of inspections at close intervals, conducting numerous qualitycontrol tests and clarification of their doubts by interaction.

On an average, each NCRMP work was inspected by TPQA consultant 16 times and numberof QC tests done in each work works out to 51.The same would not have been possible if the QA jobwas not entrusted to the TPQA consultant.

Also, due to issue of NCRs and maintaining OK cards, several likely mistakes are avoided.

When the original consultant failed to furnish electrical designs and drawings for all types ofMulti Purpose Cyclone Shelters, TPQA consultant has prepared electrical drawings with all details forall the four types of MPCS as per the instructions of SPIU.

TPQA consultant brought awareness among the contractors and line departmental officers about the

importance of protecting environment, safety aspects during and after construction and social aspects needing

solution in this project.

Some important Environmental and Social aspects in which TPQA consultant rigorously pursued with the

contractors and line departments are:

1. Shifting of electrical poles close to the road edge.

2. Painting black and white stripes for trees in the formation.

3. Providing painted guard stones along the outer edge of sharp curves and accident prone locations.

4. Providing extra width at sharp curves.

5. White washing to parapet walls of old and new culverts.

6. Providing semi reflective sign boards at appropriate locations.

7. Providing safety covers for wells located in shoulder portion.

8. Providing safety barricading to excavated pits for buildings, bridges and culverts.

9. Providing safe accommodation, potable drinking water, helmets, boots and other safety gear during

working for the contractor’s workers.

10. Preventing pollution control methods at work sites.

Saving Rs. 2 Crores in the construction of bridge across Uppugadda in km7/6 of Srikakulam limits to

Pukkalapeta:

The excavation work for laying raft foundation was started prior to the conclusion of the agreement with TPQA

consultant. Existing minor bridge was dismantled and diversion road formed but the foundation excavation

could not be completed due to slipping of slopes and tilting of earth moving machinery. The R&B Engineers

and the contractor opined that proposed foundation was not suitable at the site of construction. The soil

contains clay mixed with very fine sand. They submitted a revised estimate for Rs. 3.28 Crores with well

foundations.

Several inspections were done and number of meetings were held but no decision was taken. Finally, SPIU

has asked the TPQA consultant to examine the proposals thoroughly and furnish a suitable solution. Along

their bridge expert, TPQA team conducted a detailed inspection and concluded that well foundation is not the

only option for the site.

Designs were done and alternative proposal with box cell type structure was proposed without exceeding the

original cost. Detailed drawings were furnished to the SPIU and the same were transmitted to the line

department. However, R&B Department has not accepted the proposal because it has not executed such

constructions previously.

TPQA consultant suggested another alternative proposal which is exactly similar to the original proposal but

the raft bottom level is raised by 1m. At the site, scour problem is insignificant and original depth of foundation

proposed is not necessary. If the raft bottom level is raised, excavation for foundation becomes practicable.

Structural safety was ensured with all the necessary checks.

TPQA consultant has to take lot of pains to convince the concerned field engineers, design engineers and the

contractor about the safety and practicability of the proposal. After prolonged deliberations and calculations,

necessary green signal was given to go ahead with the work as suggested by the TPQA consultant.

Excavation was resumed; plain concrete layer and raft foundation with skin reinforcement was completed. The

most feared and presumed to be very difficult part was completed without much difficulty. Now, the bridge is

expected to be completed within 3 months. Thus TPQA is instrumental in saving more than 2 Crores of rupees

to the Government exchequer.

Some observations and suggestions about the estimate provisions for MPCS:

In the MPCS estimates, many omissions and inappropriate specifications are noticed. Some such things are

detailed hereunder.

a) The plans of all the 4 types of MPCS are not vastu compliant, Most of the villagers and the

officials believe in vastu for the buildings. There is need for change of plans to suite vastu

without increasing the cost and sacrificing the purpose.

b) Salwood doors and shutters are proposed. Obtaining good quality salwood is very difficult and

many contractors are quoting very high percentage for this item. Suggestion: NCL or other

standard type of doors and windows may be provided. It gives better appearance along with

durability and the contractors may not quote high premium on such items.

c) Flooring with Tandoor blue stones is also resulting in high premiums. Local equivalent

options may be considered.

d) No roof slab over ramps. Un covered openings over corridors. No offset for roof slab. The

wind velocity and intensity of rain is very high during cyclones and there shall be extra

protection for such structures from wind and rains.

All the above facts were brought to the notice of PIU and SPIU. If the above aspects are

taken care for the year-2 works, tender premiums are likely to reduce and improve functioning

of the MPCS.

1 INTRODUCTION

The National Cyclone Risk Mitigation Project (NCRMP), a World Bank funded project, had identified 13 cyclone

prone States and Union Territories (‘UT’s) for implementation. These States & Union Territories have been

classified into High and Low vulnerability categories based on the frequency of occurrence of cyclones, size of

population and the existing institutional mechanism for disaster management. A.P. comes under high

vulnerability states. Andhra Pradesh and Orissa are the first two states for implementation of the project. The

Third Party Quality Audit (TPQA) is a part of the project. For this in Andhra Pradesh, The Egis International SA

France and Egis India consulting Engineers Pvt. Ltd. have entered into a contract with Commissioner for Disaster

Management & Project Director, PIU, NCRMP, Revenue (DM) Department, A.P. Secretariat-22 on 31st May,

2011. The assessment of Environment and Social Management by the implementing agency is one of the major

components of TPQA.

As a part of the Third Party Quality Audit (TPQA) for National Cyclone Risk Mitigation Project (NCRMP) and

social management, the following approach has been followed during the last more than one year. After

analysing several practices, a revised methodology has been devised for applicability of social audit for the

present projects. In summary, this document will deals with the operational guidelines for institutionalization of

environment & social audit carried out during the Year-1 project Period.

2 OBJECTIVES OF THE THIRD PARTY QUALITY AUDIT

The objectives of the assignment:

a) Assist the PIU in maintaining the quality standards of the civil works by independent assessment

/ audit of quality of works at various stages of construction of multipurpose cyclone shelters,

roads, bridges and culverts etc. being implemented by PR Department, for Bridges and roads

R&B Department.

b) Assess and report on the compliance with the requirements of Environmental and Social Frame

work (ESMF), including the management measures provided in the Environmental Management

Plans and the Resettlement Action Plans, wherever required.

The works are spread over 9 coastal districts in Srikakulam, Vizianagaram, Visakhapatnam, East

Godavari, West Godavari, Krishna, Guntur, Prakasam and Nellore.

Commissioner for Disaster Management, Revenue (DM) Department, A.P. Secretariat, Hyderabad

heads the SPIU as Project Director. The SPIU is responsible for coordinating and monitoring the

implementation of the Project by the respective implementation agencies. The line departments are the

implementation agencies on ground, and are responsible to ensure timely completion of the works at

desired quality levels.

o A review of literature along with agreement was made available to the consultant for this project

o After reviewing the literature & field data a revised approach has been prepared for the audit in

completion of work in proper time frame.

6 PROJECT PROGRESS AT A GLANCE

At Tikkavanipalem in Visakhapatnam, the site was not finalized to construct cyclone shelter.

7 APPROACH OF THE ASSIGNMENT BY TPQA, ENVIRONMENT & SOCIAL TEAM

In order to assist the SPIU to carry out the tasks, the entire Field Support Team of TPQA Consultant has

been stationed in the project area. The following action plan has been adopted during the Project Period by

the Social & Environment Team:

Coordinated with the project staff (Technical) at the field level

Planned the Social & Environment Audit based on construction of identified/sampled projects within the

region

Anticipated various possible issues that are likely to come up during the project implementation

and informed the line department about them

Updated the Team Leader about the project progress and bottlenecks in the work region

Established suitable measures for the anticipated issues

Reviewed and prepared all progress reports and submitted the reports

Coordinated with the line departmental officers of respective districts

Coordinated in identifying solutions for Environment & Social issues with the line department

Provided training to the project staff on Environment & Social issues and measures to be taken to

resolve them

The community participation approach and social inclusion has been adopted in this project. To fulfil

the objectives of the Project, the task force of TPQA Consultant posted and stationed in the project area

for establishing close contact with the Local People by paying frequent visit to them and disseminating

all project related information. One to one meeting followed by small group meeting was the main key

to gain confidence of the Locals.

After establishing close bonds with Project People, the Environment & Social team has also identified

the elite persons and Volunteers of the area. Additional efforts had been made to make Project People

aware of the adverse impacts and mitigation measures.

District level meetings with revenue staff as well as other district level functionaries have been

regularly carried out to brief them about the project and the need for seeking their support.

Along with the above, Focus Group Discussions were carried out frequently with the people, line

department & people to establish mutual cooperation and to resolve the Environment & social issues.

Transect walk in the sites with line department, people and the staff of the Contractor for physical

verification and identification of issues.

Semi structured check list with the points agreed by the line department and contractor to know

how far they were compiled and issues where intervention is needed.

The community based approach has helped the Environment & Social Team in

Reaching out to the affected persons.

Assessing the magnitude of adverse impacts.

Resolving some issues with participation of people.

8 SITE VISITS BY THE FIELD TEAM

As a part of the project work, the Environment & Social Team visited the sites and submitted

reports up to 15th April, 2013. A team approach is followed and the technical team in the sites also helped

the Environment & Social Team in making a follow up of the issues by contacting the line department and

the contractors.

The Environment & Social Team as a part of its activity coordinated the stakeholders of the project. By making

frequent Focus Group Meetings awareness was created among the people on various issues. In land

acquisition and voluntary donation also it has played a significant role. Issues like land acquisition near

Pochamma Temple for the road in West Godavari District is one the example for land acquisition to Road.

Regarding the shifting of electrical poles, it was not included in the DPR for Year I works. The attention by the

line department was also less in the beginning of the project. Now, for year II works, shifting of electrical

poles was included in the DPR by the line department due to persuasion by the TPQA Consultant.

Suggestions from World Bank during Site inspections and follow up

The Environment & Social Team also made a follow up for the suggestions made by the World Bank Team

and the Line department has taken necessary action with the guidance of TPQA Consultant to resolve the

issues which is as follows:

1. Patnavanipeta Bridge: As per the request of the farmers to the World Bank ISR team, a pipe culvert was

constructed. The villagers wanted steps for washing clothes in the tank and line department complied

with the construction of steps.

2. Patnavanipeta Bridge: As per the instructions of the World Bank ISR team, a pipe culvert was constructed

in the bridge approaches.

3. Surampeta Bridge: For the bridge approaches where the height is more than 2m, necessary protective

revetment work was sanctioned and entrusted by calling for tenders. The work is nearing completion.

4. Avulamanda MPCS: The World Bank ISR team wanted to explore the feasibility of providing a drainage

system to prevent water entering the MPCS. As per the line departmental officers, suitable action will be

taken in this regard.

10 ENVIRONMENT & SOCIAL TEAM LESSONS LEARNT FROM THE ABOVE WORK

Proper awareness is not there for villagers about the project. Local people are not involving or showing interest in construction activities The EMP is not properly understood by the Line department and the Contractor Orientation to Contractors on contract agreements is not adequate Issues like electrical poles shall be resolved much before starting work Awareness about protection of the assets created is lacking among people Motivation is not adequate for voluntary donation of land by the people Projecting the voluntary donation by people is not adequate

11 SUGGESTIONS

Team approach shall be strengthened in identifying and resolving issues

Local people shall be encouraged and motivated for asset maintenance

Joint survey of the sites once by the line department and the consultants will bring accuracy in

identifying the number of obstructions and possible measures.

12 SALINE EMBANKMENTS IN KRUTHIVENNU & KONA MANDALS OF KRISHNA DISTRICT

The Environment & Social Team visited these sites once in the month of November, 2012 and February,

2013 along with World Bank Social Expert in Krishna District. The Environment & Social Team suggested

some specifications and observations which were as follows:

12.1 Environmental & Social Specifications-Main focus on

Legislative permits and approvals

Any unauthorized construction debris and or Municipal solid waste deposited either by the

contractor or Public within the Road Reserve Corridor, particularly just on the outskirts of the urban

areas, shall be disposed of in the location approved by the engineer.

Generally neither LA nor R&R issues are being considered under these Contracts.

However, If any structure (private or public), is to be demolished during the time of

construction, the modified Resettlement & Rehabilitation policy (Vide G.O. Rt. No.1059, T R&B

(R.IV), Dept., Dt: 20.11.2010) will apply.

If any built up area is identified with large gathering of people along the road, road safety

awareness camps have to be organized to them.

12.2 Some observations for Kruthivennu Saline Embankment

It is noted that 10 lakhs cubic meters of the earth is required. Necessary permission from the

concerned authorities shall be taken to use the earth.

Since it is observed that the project stretch is high embankment area, necessary safety

arrangements like provision of RCC Guard Posts with reflective stickers, reflective cautionary sign

boards shall be included in the DPR for the safety of road users.

Since the project is coming under CRZ III, necessary clearance shall be taken before the

commencement of the work. The villagers expressed their willingness to cooperate with the line

department.

The villagers during interaction mentioned that they are also trying to locate land for CH Soils

The villagers will take necessary precautions in the village while the construction is going on and

transportation of material is done through the village.

12.3 Some observations for Kona Saline Embankment

It is noted that 12.4 lakhs cubic metres of the earth is required. Necessary permission from

the concerned authorities shall be taken to use the earth.

Since it is observed that the project stretch is high embankment area, necessary safety

arrangements like provision of RCC Guard Posts with reflective stickers, reflective cautionary sign

boards shall be included in the DPR for the safety of road users.

Since the project is coming under CRZ I CRZ II CRZ III, necessary clearance shall be taken before

the commencement of the work

A clear statistics & location of number of temporary houses constructed in the entire stretch shall be

collected by the line department

While discussing with the villagers at Kona, they said that 12 temporary houses are there in the

stretch of the bank.

There are 5 electrical poles near the bank on the RHS from Km. 7.500 to Km.8.00. Necessary

action shall be taken to shift these poles.

13. GRAMA SABHAS FOR COMMUNITY BASED CYCLONE SHELTER MANAGEMENT, MAINTENANCEWELFARE COMMITTEES (CSMMWC)

As per the instruction from the Client, the field staff (Social) of TPQA Consultant involved in organizing the Grama

Sabhas to form committees for the cyclone shelters from 30-1-2013. So far, the field staff (Social) coordinated

Grama Sabhas in Srikakulam, Nellore & Prakasam districts and will be continued in the remaining districts of the

project area.

14. SUMMARY OF ADVANTAGES IN CONDUCTING THE GRAMA SABHAS

Secretary election is unanimous in around 70% of the Grama Sabhas

Now people are more aware of the approach of World Bank and the Government in constructing

the Cyclone Shelters

The orientation helped the people to understand various components and management of

the committee

Many issues like site problem if any is coming out in the meeting and brought to the notice of the

MROs

Since the committees are formed before construction of many cyclone shelters, the feeling of

belongingness is developing among the people and they are preparing to protect the material before

the construction and the asset after construction

People are getting more awareness about voluntary donation for alternative site if they are not

satisfied with the present selection of land

Many of the social issues will be resolved much before starting the work as the committees are

getting registration within a short time

People are also thinking about the multiple uses of the Cyclone Shelters

As Mandal level officials are also part of the committee under the leadership of MRO, people are

getting confidence for the service by the committee.

The concept Multipurpose is leading to Multi benefit by the people. The people have

already started thinking on those lines.

To finally conclude with, the experience during the entire project shows the need for better involvement

of people through frequent meetings, coordination of consultants and Line department, Joint surveys

and frequent of sharing experiences between the consultants will enhance the quality of the works in

the project.
