Focus on the “Community Approach” 2003-04 and 2004-05

This report on the status of publicly-funded 4-year-old kindergarten (4K) in Wisconsin is a result of a year-long investigation by staff of the Wisconsin Child Care Research Partnership. As part of the Early Education Matters (EEM) project, led by the Wisconsin Council on Children and Families and funded by the Joyce Foundation, we conducted surveys and analyzed reports from the Department of Public Instruction (DPI) web site, including the “Districts Reporting 4K Programs” list, the “1290 Fall Enrollment Report” for 2003-2004, the “1207 Report” for 2003-04, and the “1207 Fall Enrollment Report” for Milwaukee Choice Schools for 2003-04. www.dpi.state.wi.us/statistics. Because DPI is working to restructure its data systems to align the “fall enrollment” data for the 1290 report with the 1203 finance report, which details the number of 4K districts for membership aid purposes, reports for 2004-05 have not yet been posted on the DPI web site. However DPI staff provided us with unaudited reports for purposes of this report. Four-year-old children have been attending public school programs in Wisconsin over 100 years. The state made a constitutional commitment to early education in 1848 which called for school districts to be as uniform as practical and free to all children starting at age 4. Among Wisconsin’s 426 public school districts, 10 are unified high school programs, leaving 416 public elementary school districts that could potentially offer 4K programs within their districts. During the past year, the Child Care Research Partnership reviewed enrollment trends and conducted surveys of public school districts in an effort to document increases in 4K in Wisconsin from the 2003-04 to the 2004-05 school years. Districts offering 4K. Table 1 provides a baseline summary of the 189 public school districts in 59 counties that offered 4K during the 2003-04 school year, the first year of the EEM grant. Appendix A displays these data for all 416 school districts, by type of enrollment into four groups, based on how they reported enrollments for 4K on the 1290 report: 4K only (n = 43) , PK only (n = 59), both 4K and PK (n = 87), or neither 4K nor PK (n=28). “4K” is statutorily defined as being available programs for all 4-year-old children. “PK” is usually defined as a program offered to developmentally or financially “at risk” children, and is not universally available to all children, though the category is not exclusively used for that purpose on some DPI reports. Among districts that showed enrollments for PK only, 59 districts were among the 189 districts identified by DPI as offering 4K, suggesting that districts may not always report enrollments in the “correct” categories, but that the Department assures 4K enrollments for membership aid purposes.

Renewed leadership by the State Superintendent of Public Instruction combined with heightened interest in “school readiness,” availability of space due to declining enrollments in 266 of Wisconsin’s school districts (Legislative Fiscal Bureau Paper #627, May 2005), and the role schools can play in applying early brain development research have contributed to an increased interest in state funding for school districts to offer 4K Wisconsin may be the only state in which the four-year-old program is directly built into the state school aid formula (membership aid). Charter districts and “choice” schools. In addition to regular public schools, DPI data for 2003-04 indicate that 6 charter schools served 246 four-year-old children and 4 state agencies served 49 four-year-old children (Table 2).

In Milwaukee, 99 of 124 private “parental choice” schools received state funding for 1,337 low-income 4-year-old children (see Table 3). Choice schools are included in this report because they receive public funding. They also follow the same membership aid rules as public schools (either .05 FTE or .06 FTE, depending on whether outreach is included for 4K). Total funding for all “choice” schools in Milwaukee in 2004-05 was estimated to be $87,362,100 (for 14,700 pupils at $5,943 per pupil) (see DPI Milwaukee Parental Choice Program Facts and Figures for 2004-05). Neither charter nor “choice” 4K enrollments are included in DPI statistics on children enrolled in 4K, because they are considered differently for funding reports. The number of students enrolled in “choice” programs represent full-time equivalents (FTE); 4-year-old kindergarten children may be counted as either a 0.5 FTE or a 0.6 FTE.

“Community Approach” 4K. According to the latest U.S. Census, there were approximately 70,000 4-year-old children in Wisconsin. A total of 1,605 of these 4-year-old children were enrolled in 107 classroom groupings, located in 51 “community approach” program sites within 13 public school districts during the first year (2003-2004) of the EEM grant (See Table 4 for a summary of these districts). Appendix B describes each of the 13 public school districts in detail according to their number of 4K sites (distinct locations), groupings of children in classrooms (half-day or full-day), and total enrollment in that year. “Community approach” to 4K districts is categorized within the following models for this report: • A school-based 4K program that also collaborates with one or more “community

approach” Head Start or child care programs in the district (IB) • A Head Start program, in which a state-licensed teacher employed by the public

school offers 4K (IIA) • A child care program, in which a state-licensed teacher employed by the public

school offers 4K (IIB) • A program that combines 4K, Head Start, and child care in one location, in which a

state-licensed teacher employed by the public school offers 4K (IIC) • An independent Head Start (IIIA) or child care (IIIB) program employs a state-

licensed 4K teacher, and the school district contracts for 4K services.

Currently, 208 public school districts offer 4K, for 18,617 children, or nearly one quarter of all 4-year-olds in the state. This represents a 10% increase both in the number of districts offering 4K and the number of children enrolled in 4K in the 2004-05 as compared with the 2003-04 school year. Although only 4% (18/416) of Wisconsin’s elementary school districts currently collaborate with Head Start or child care centers to offer “community approach” 4K (and none have agreements with licensed family child care), there was a 38% increase in the number of public school districts collaborating with Head Start or child care, as well as a 39% increase in the number of children enrolled in “community approach” 4K in Wisconsin between 2003-04 and 2004-05. Table 5 provides a summary of the 18 public school districts in 14 counties that offered “community approach” 4K for 2,239 children in 2004-05. Appendix C provides
