PREFACE The Immigrant Language and Vocational Assessment-Referral Centre (ILVARC) was commissioned by Language Training, Immigration Policy and Programs Branch of Alberta Human Services to develop the Directory of ESL Programs and Services for Immigrants and International Students in Calgary. Information was provided by ESL providers in July & August 2012 for programs offered from September 2012 to March 2013. This compilation of information was designed to serve as a general guide of ESL programs and services. It should not be considered a fully authoritative list of programs and services in Calgary, nor as an endorsement of the programs and services listed. For the most part, the information provided was transcribed verbatim into the directory. Users should confirm the current information by contacting the organizations directly, or by contacting the Immigrant Language and Vocational Assessment-Referral Centre (ILVARC) in Calgary. We would like to acknowledge the many ESL Providers for their support in providing the necessary information required to complete the directory and the Language Training Programs of Alberta Human Services for their funding support.

IMMIGRANT LANGUAGE AND VOCATIONAL

ASSESSMENT - REFERRAL CENTRE (ILVARC) A Service of Immigrant Services Calgary

Funding Presently ILVARC is funded by: Federal: The Department of Citizenship and Immigration Canada

Provincial: Alberta Human Services Purpose/Target Group(s) The Centre assists immigrants and refugees to:

determine their English proficiency and/or their first language literacy access language training opportunities and/or advance their vocational/career/employability goals and/or enhance their educational opportunities and/or access support services

These services are primarily offered through first-language assistance. In order to accomplish its mission the Centre also serves the stakeholders and the community by:

identifying and analyzing clients’ needs referring clients to appropriate language, education and training programs sharing information providing networking/liaison opportunities, and conducting workshops

In addition, the Centre undertakes special projects related to its mandate. The purpose of the Centre is achieved through the provision of the following services: 1. LINC/ESL Eligibility Determination, Assessment and Referral Upon completion of the intake procedure, clients are assessed using the Canadian Language

Benchmarks Assessment (CLBA) or the Canadian Language Benchmarks Placement Test (CLBPT) or the Enhanced Language Training Placement Test (ELTPA 6 -10). At a later date, a counselling session in clients’ first language determines what type of assistance and/or referral may be needed. The client’s individual needs and circumstances are discussed and they are informed of various language training options. Prior to referring clients to different programs, their unique needs and situations are assessed and identified. Following this comprehensive assessment, a referral to the most suitable LINC/ESL program is made.

2. First Language Literacy Assessment The Canadian Language Benchmarks Literacy Assessment (CLBLA) is administered after taking into

consideration the client’s educational level. The CLBLA is used to assess the literacy needs of ESL adult learners in the client’s first language. It is essentially an information gathering process used in conjunction with the CLBA or CLBPT. Its aim is to enhance information obtained from the CLBA or CLBPT on literacy learners. The CLBLA is available in 26 languages. In case the CLBLA is not available in the client’s first language, a similar form is administered in English. At a later date, a counselling session in the client’s first language determines what type of assistance and/or referral may be needed. A parallel needs assessment/referral process to that following the LINC/ESL Eligibility Determination is undertaken. Use of the CLBLA provides for the literacy needs of the client to be considered in all placement decisions.

3. Educational Planning Educational planning assists immigrants and refugees in a linguistically and culturally sensitive milieu to:

evaluate their educational needs assess their present situation/circumstances including the level of integration into Canadian society

and the educational background of clients set educational goals explore available educational choices take the necessary steps to attain/set goals prepare an alternative plan of action if needed access accreditation information and procedures/services if needed obtain information on financial resources available

4. Vocational/Career/Employability Planning Vocational/career/employability planning assists immigrants and refugees in a linguistically and culturally

sensitive milieu to: assess their vocational/career/employability needs and goals explore and match educational background, skills and interests with opportunities available in the

labour market set realistic short and long term goals prepare an action plan to achieve set occupational goals pursue the action plan by providing needed information, referral and follow-up and/or assisting with

preparing an alternative plan of action obtain information on job search strategies in order to achieve set employment goals

Other career planning assistance includes:

group information sessions in English and other languages upon demand. Topics include: career planning, job search strategies, training programs, financial resources, and

accreditation procedures. job search information including resume writing, interview skills and job search techniques. referrals to other career planning and job search services.

5. Follow-up Clients are contacted by their first language counsellor 8-12 weeks after an initial interview in order to

determine the result of the referrals, to assist with follow through and to inquire if any additional information or assistance is needed.

6. Outreach and Liaison ILVARC maintains an on-going communication with ESL/LINC providers, institutions offering educational

and vocational programs and services, and with other relevant community agencies in order to provide comprehensive services to clients. ILVARC is committed to promoting the Centre’s services to all immigrants and refugees including the under-served and under-privileged population of newcomers, and to provide them with the opportunity for equitable access to programs and services.

Language Capacity: Amharic, Arabic, Bosnian, Cantonese, Croatian, Dari, Dinka, English, Farsi, French, German, Hindi,

Italian, Macedonian, Mandarin, Nepali, Nuer, Pashto, Polish, Punjabi, Romanian, Russian, Serbian, Spanish, Swahili, Tagalog, Tamil, Telugu, Tigrinya, Toishanese, Urdu, and Vietnamese.

An interpretation service for clients who speak other languages is provided by staff and volunteers of

ISC. Service in over 70 languages is available. LANGUAGE ASSESSMENT, REFERRAL AND

COUNSELLING CENTRE (LARCC) Catholic Social Services

SERVICES OFFERED: Assessment of newcomers’ learning needs, including previous education, work experience and personal goals.

Assessment of English language skills, including the administration of Canadian Language Benchmarks

assessment tools.

First language skills evaluation with emphasis on literacy skills.

Referrals to English as a Second Language program, upgrading, short-term skills training, post-

secondary/vocational training, college and other educational options.

Education and career planning, including assistance with goal setting, short and long term planning, information

on accreditation procedures, apprenticeship, academic and technical upgrading, employability requirements,

job-search and employment programs. Individual and group sessions available.

Assistance in accessing educational programs, student financial assistance and other support services.

Follow-up of clients who received services.

Workshops and information sessions for professionals and students.

Bi-annual publication of the “Directory of ESL Programs and Services in Selected Urban Centres in Alberta.”

Overview of Canadian Language Benchmarks 1 to 8 Descriptors provided by the Centre for Language Training and Assessment

Peel Board of Education (Mississauga, Ontario) Listening/Speaking Descriptors Benchmark 1 Initial competence in basic oral communication. Can follow and respond to simple greetings and instructions. Needs much support from assessor. Struggles to understand instructions. Understands meaning of individual, high frequency words. No evidence of connected discourse. Has almost no control of basic grammar structures or tenses. Pronunciation difficulties may significantly impede communication. Has very limited vocabulary. Benchmark 2 Beginning competence in basic oral communication. Can follow and respond to questions about personal information. Often needs support from assessor. Definitions for the various ESL streams are as follows: LINC (Language Instruction for Newcomers to Canada)* Language Instruction for Newcomers to Canada (LINC) is a federally funded language-training program, free of charge for immigrants and refugees over 16 years of age who are non-Canadian citizens and meet all eligibility requirements. Prior to being referred to the LINC program clients are assessed for linguistic eligibility using the Canadian Language Benchmarks (Literacy) Assessment (CLBA/ CLBLA) or the Canadian Language Benchmarks Placement Test (CLBPT) or the Enhanced Language Training Placement Test (ELTPA 6-10) at ILVARC. In order to qualify linguistically, clients must be assessed within the LINC eligible Benchmark outcomes in at least one skill area ranging from Pre-Benchmark to Benchmark 6 in Listening and Speaking and from Pre-Benchmark to Benchmark 5 in Reading and Writing. Clients who qualify for LINC may be eligible for up to 1200 hours of full-time or part-time LINC training. As of October 2008, additional 300 LINC hours are available for students entering LINC 5 or who are already in LINC 5 for a total of 1500 LINC hours to finish LINC 5. Students will exit the LINC program once they exceed the LINC eligible benchmarks or exhaust the eligible hours. Currently, there is a LINC 6 class as a pilot project. * Students are assessed for general and linguistic eligibility and referred to LINC programs by the

Immigrant Language and Vocational Assessment-Referral Centre (ILVARC), a service of the Immigrant Services Calgary

General ESL ESL classes which focus on all four-language strands (reading, writing, listening and speaking) for basic to advanced level ESL students. These classes are primarily non-academic (with the exception of more advanced levels) and are fee based. Academic Bridging/Upgrading Programs which assist/bridge ESL students toward post-secondary educational programs. They usually focus on developing specific skills and knowledge in one or more areas such as math, biology, English, literature, etc. Courses may be offered through classroom instruction, self-paced programming and computer assisted learning. Students are placed into courses according to their needs, career goals and results of the CLB assessment and/or other placement tests. Drop-In Centres ESL programs for those students who are unable to attend regularly scheduled ESL classes. May offer morning, afternoon or evening sessions to suit students’ various time schedules. Some programs offer customized, one-on-one, tutorial sessions. Times, frequency of attendance, and fees vary among programs. English in the Workplace Program (EWP)** EWP is an ESL program offered on the worksite. It usually focuses on specific English language skills and vocabulary related to the workplace. It is designed to help employees to improve their English and also their ability to function in an English-speaking environment. The employer may allow time off for employees during their lunch period or any other suitable time, such as before or after work. ** This instruction is done on a contract basis between an ESL service provider and the employer. Customized and Independent ESL Programs This is a program that is designed for the specific needs and interests of a particular student or group of students, or it is a special interest program that teaches topic-related English.

ESL Pre-Employment/Training Programs & ESL Programs for Trades and Professions These programs are designed to assist immigrants and refugees to improve their job search, job maintenance and other skills necessary in order to fully participate in the Canadian Labour Market. The following components are usually included: - career and educational planning - job search techniques (application forms, cold calls, accessing the hidden job market etc.) - development of resumes and cover letters - interviewing skills - the culture of the Canadian workplace - life management skills - the development of support and network systems Some programs offer skill training and/or work experience components as well as language instruction. ―ESL Programs for Trades and Professions‖ are programs offered only to those students who have an education and/or experience in a particular trade or profession. These programs consist of the above components as well as English training within a particular field.

Entrepreneurial Programs

The purpose of these programs is to help individuals reach financial independence through self- employment by developing their own business. The program usually involves the following components: - how to start a business and the steps involved - the development and the principles of a business plan - how to evaluate a business idea and seek business opportunities - investment opportunities and financial planning - the development of support and network systems Specific Language Skills These are specialized classes focusing on one specific language skill or area. Classes are offered to beginner, intermediate and advanced level ESL students. Students may take courses in the following areas: - conversation - pronunciation - reading - writing - grammar - TOEFL/TOEIC preparation Some classes may combine two skills such as reading and writing. ESL with Literacy Support Programs are designed to assist ―illiterate students1‖ to become literate in English. Instruction may be done on a one-to-one basis and/or in a classroom setting. Some programs may offer first language instruction or assistance in order to develop and enhance reading and writing skills in English.

DEFINITIONS AND ACRONYMS ABE Adult Basic Education Bridging Program Any ESL program that integrates students into the workplace or a post-

secondary program. CAL Computer Assisted Learning CIC Citizenship and Immigration Canada CLB/Benchmarks Canadian Language Benchmarks is a task-based descriptive scale of language proficiency in English as a Second Language, expressed in terms

of communicative competence as 12 Benchmarks (reference points). The CLB describes learners’ placement on a language continuum from Benchmark 1 to Benchmark 12 for three skills areas (Listening/Speaking, Reading and Writing).

CLBA Canadian Language Benchmarks Assessment is a task-based assessment

instrument designed to determine the English as a Second Language proficiency of adults from Pre-Benchmark to Benchmark 8 in Listening/Speaking, Reading and Writing.

CLBLA Canadian Language Benchmarks Literacy Assessment is a diagnostic tool to

assess the literacy needs of ESL adult learners and is unique in its use of first-language tasks. The CLBLA determines first language literacy proficiency from Benchmark I to IV in Reading, Writing, and Numeracy.

CLBPT Canadian Language Benchmarks Placement Test is a streamlined test

referenced to the Canadian Language Benchmarks to assess ESL learners for English proficiency from Pre-Benchmark to Benchmark 8 in Listening, Speaking, Reading and Writing.

EI Employment Insurance ELTPA The Enhanced Language Training Placement Assessment (Benchmark 6 -10),

or ELTPA (6 -10), is a low-stakes assessment tool for placing adult newcomers, mostly internationally trained professionals and trades people, in Enhanced Language Training programs. As the ELT programs deliver work-oriented language training, the Assessment focuses on evaluating language skills representative of those required in work or work-readiness settings. The ELTPA (6 -10) is referenced to the Canadian Language Benchmarks 2000 and is a task-based instrument addressing a range of genres and themes. The assessment distinguishes communicative competence in four skill areas across a range of abilities from Benchmark 6 and below (6-) to 10 and above (10+). As no distinctions are drawn in proficiency levels at Benchmark 6 or lower, it is recommended that the ELTPA be used for assessment of those candidates whose language skills have been evaluated through prior CLBA testing to be at Benchmark 6 or higher.

EWP English in the Workplace Program GED General Equivalency Diploma Full-Time Program Any program with 20 or more hours per week. International Student Non-permanent resident studying in Canada with a student visa.

Levels These definitions are not to be used as a basis for referral or assessment, but only in providing general information about programs. Basic Literacy: For learners with very limited reading and/or writing skills in their own language. Speak limited English, if at all.

Beginner: For learners with limited vocabulary and speaking ability. Understand a limited amount of English, usually with the help of gestures. Able to recognize high frequency words and/or able to read individual short simple sentences. Able to copy letters and numbers accurately. May also be able to provide basic personal information about oneself in writing.

Intermediate: Learners can usually function within a known framework. Can comprehend instructions, questions spoken at a normal pace and complete simple writing tasks, although not always accurately. Can comprehend short passages on familiar topics.

Advanced: Speech connected with minimal hesitation, although not entirely fluent. Can comfortably engage in and initiate conversation on a variety of familiar topics. Can comprehend complex texts: write with few errors, but has difficulty writing in detail on abstract topics.

Levels are also labelled in different manners by different institutions some using numbers while others letters. Generally the lower numbers and letters signify lower levels of difficulty while higher numbers and letters signify more advanced programs. Interpretations of the various levels may vary from one organization to another. The levels are currently being standardized with the use of the Canadian Language Benchmarks throughout the nation.

LINC Language Instruction for Newcomers to Canada. LINC is a federally funded
