Control
Avoid working at heights, whenever possible.
Access Equipment
Using the appropriate type of access equipment and controlsmeans
Access equipment (e.g. MEWPs, ladders) and anythingattached to it and used in lifting is to be of adequate
strength and stability for each load, and is to be designed and erected in a way that prevents theuser from being crushed, trapped, struck or falling from thecarrier.

Control - Access Equipment (contd)
Additional fall arrest equipment is to be available whenthe risk of falling from the carrier is not eliminated;
by the design or by the erection of the access equipment.
Ensure training and fitness requirements are met.
Young people must work under close supervision even
after full training has been provided.
Remember: Avoid working at heights, if possible.

Why are these rules important?
These regulations have been made to preventthe Deathsand Injuriescaused each year byfalls at work
They REPLACE all the earlier regulations aboutworking at height and implement EuropeanCouncil Directive 2001/45/EC concerning safetyand health for use of equipment for work atheight (the Temporary Work at HeightDirective).

Work in any place, including aplace in:

Do the Rules apply to you?
The Regulations apply to allwork at height where there is arisk of a fall liable to cause personal injury. They placeduties on employers, the self-employed, and any personwho controlsthe work of others.
If you are an employee or working under someone else'scontrol, regulation 14 says you must:
Report any safety hazard to them.
Use the equipment supplied (including safety devices)properly, following any training and instructions (unless
you think that would be unsafe, in which case you shouldseek further instructions before continuing).

What you must do if you as an Employer
Duty holders must:Avoid work at height where they can
Use work equipment or other measures toprevent falls where they cannot avoid workingat height; and
Where they cannot eliminate the risk of a fall,
use work equipment or other measures tominimise the distance and consequences of afall should one occur

Duty Holders Responsibilities The regulations require
All work at height is properly planned & organised All work at height takes account of weather conditions that could
endanger health & safety
Those involved in work at height are trained and competent
The place where work at height is done is safe
Equipment for work at height is appropriately inspected andcontrolled
The risks from fragile surfaces are properly controlled; and
The risk from falling objects are properly controlled.
Just remember a risk assessment is to be written to control thehazards.

Do the Work at Height Regulations ban theuse of Ladders?
Short answer for that is NO!
But they require that ladders should only
be considered where a risk assessmenthas shown that the use of other moresuitable work equipment is not
appropriate because of the low risk, andshort duration of the task or considerationof where the work is located
