LACERA is an independent governmental entity, separate and distinct from the County of Los Angeles. Its fiduciary responsibility is to promote, enhance, and efficiently administer a financially sound retirement and healthcare benefits program through prudent investment and conservation of plan assets.

Governing StructureLACERA is governed by two Boards.

Board of Investments (BOI)This Board is responsible for establishing LACERA’s investment policy and objectives as well as exercising authority over the investment management of the fund. Diversified investments include stocks/equities, fixed income/bonds, real estate and alternative assets.

Board of Retirement (BOR)This Board is responsible for the overall management of the retirement system. Under the policy guidance of the Board of Retirement and the direction of the Chief Executive Officer, LACERA strives to create innovative ways to streamline and expedite retirement processes, integrate new technologies, and introduce new member services options and upgrades.

LocationLACERA is located 11 miles northeast of downtown Los Angeles in Pasadena, California (pop.145,000). Pasadena is a progressive and dynamic community best known as the home to the Tournament of Roses Parade and the Rose Bowl. The area offers charming and distinct centers for shopping and dining and is within close commute of many areas of Los Angeles County. Pasadena also offers convenient freeway access and multiple public transportation options, including the Gold Line light-rail system (with six stations in Pasadena).

retirement fund for the County of Los Angeles.

It is the largest county retirement system in

the United States, with approximately $57+ billion in assets, serving 156,000

members and more than 54,000 benefit

recipients.

FINANCE ANALYST III POSITION AND QUALIFICATIONS

The role of the Finance Analyst III in the real assets team includes:

• Researching, evaluating, and monitoring public and private infrastructure investments including the categories of utilities, transporta-tion, telecommunications, energy, and power generation

• Researching, evaluating, and monitoring public and private investments in natural resources including the categories of oil, natural gas, metals extraction, mining, timber, and agriculture

• Researching, evaluating, and participating in due diligence of private and public investment managers in the real assets category

• Developing and implementing investment policies, procedures, and guidelines related to real assets investments

• Researching, evaluating, and participating in due diligence of private co-investment in the real assets category

• Writing recommendation memos and presenta-tion materials and presenting recommenda-tions at internal review meetings and Board of Investment meetings

The ideal candidate will meet the position’s Minimum Qualifications and Desirable Qualifications.

Minimum Qualifications• A Bachelor’s Degree from an accredited college

or university in Finance, Economics, Business Administration, or a related field -and- four years’ responsible investment management experience assisting in the continuing supervision and review of an extensive investment program for a large financial institution or governmental agency. An additional two years of the required experience may be substituted for a college degree. -or-

• A Master’s Degree in Business Administration or a related field and two years’ responsible investment management experience assisting in the continuing supervision and review of an extensive investment program for a large financial institution or governmental agency. -or-

• Two years’ experience at the level of Los Angeles County’s position of Finance Analyst II, LACERA.

Desirable Qualifications • Demonstrated experience in researching,

evaluating, and monitoring public and private infrastructure investments including the categories of utilities, transportation, telecommunications, energy, and power generation

• Demonstrated experience in researching, evaluating, and monitoring public and private investments in natural resources including the categories of oil, natural gas, metals extraction, mining, timber, and agriculture

• Demonstrated experience in researching, evaluating, and monitoring public market investments in commodities futures strategies, REITS, and TIPS

• Demonstrated experience in researching, evaluating, and participating in due diligence of real assets managers

• Demonstrated experience in developing and implementing investment policies, procedures, and guidelines related to real assets investments

• Demonstrated experience executing co-investments in real assets

• Demonstrated ability to present recommendations to a board or committee

• Demonstrated ability to work independently and to meet project deadlines

• Proficiency in using investment risk analytics systems that include real assets

• Knowledge of a broad range of real asset investment strategies

• Excellent oral and written communication skills

• Chartered Financial Analyst (CFA) designation preferred

Selecting and hiring a candidate for the Finance Analyst III will be based on the level of the candidate’s experience and education including, but not limited to, investment experience in public and private infrastructure investments, investment experience in natural resources, and the level of past responsibilities.

Annual SalaryStarting at $165,052.44 up to $249,819.60
