Coordinating Climate-Resilient Development
2nd Targeted Topics Forum“Financing NAPs”March 15, Day 1
Opening Denise Herbol
Mission Director for USAID in Jamaica
Hon. Daryl Vaz
Minister responsible for the environment
and climate change
Anne introduced the Targeted Topics Forum as
a “space to allow for honest and practical exchanges around NAP processes.” The three day
forum will be an opportunity to discuss the progress we’ve
made, the challenges and questions we’ve encountered,
and what we have learned so far.
Climate change poses an existential threat to Grenada. But the majority of Grenada’s
adaptation costs have to come from external sources, which are less
predictable than domestic funds. The NAP should be structured in such a way that it ‘ speaks to’ its proposed domestic implementers
(i.e. it follows their ‘ sectoral’ approach) and has clear
Ownership.
Why does
integration of adaptation into
national budgets matter?
Togo is creating a
NAP reference document and a NAP process
financing strategy. Some challenges do remain,
include ministerial coordination and scaling
up the number of sectors involved.

Why track adaptation finance?
Adaptation has not been given enough attention in many
developing countries. The question is: How to make
business cases out of adaptation?
