Freight forwarder (Customs broker) requests to approve of cargo export to

Custom, by submitting customs report to Custom having jurisdictions over the

places where products are to be exported. It is a statement showing goods

being imported on which duty will have to be paid

The Goods Declaration is a statement made in the manner prescribed by

Customs, by which the persons concerned (importer/exporter or agent) indicate

the Customs procedure to be applied to the goods and furnish the particulars

which Customs require for its application. the Cargo Declaration means

information submitted (by the carrier or agent) prior to, or on arrival or

departure, of a means of transport for commercial use which provides the

particulars required by Customs relating to cargo brought to or removed from

the Customs territory and shall not be required to contain more than the

information necessary to identify the goods and the means of transport.

From Russian Federation Stakeholders

▪ Current Status of RF

• Starting e-Custom service since 2012, Federal Custom Service since 2015

• Starting Single Window implementation in RF and with Eurasian Countries including China,

Monolian, and other Asian Country(Vietnam) since 2014

▪ Procedural Issues

• Just receive paper document, didn’t receive e-document from neighboring country

• Didn't receive pre-arrival information from China, Mongolia, and ROK

• Exists heterogeneous paper document format

• Time gaps between the approval of custom and transport and shipping document arrival

Receive transport and shipping document after arriving to cross-border checkpoint
