Fine Arts in MCPS
Montgomery County Public Schools (MCPS) is committed to providing quality art, music, dance, and
theatre experiences and opportunities for students as a part of the curricular and extracurricular
programs. This memoranda brochure offers information about the festivals, galas, countywide art
shows, and auditioned honors ensembles within MCPS. Included are calendar dates and locations for
these events. We hope that your students are able to participate in these programs and events.

Vision
We open the minds of students to new worlds and cultures, and enable them to creatively express
themselves and value the multiple perspectives of others.
Mission
Each student is engaged in a high quality arts education at every grade level and will make meaning of
new ideas by applying artistic learning to new situations to become a creative, independent, and critical
thinker.
The primary goal of education is to enable children to develop their minds and intellectual capabilities
using all forms of creative intelligence as means for achieving this goal. The expressions of thoughts
and feelings take many forms. Art, music, dance, and theatre communicate thoughts and feelings
through visual forms, sounds, and movements.
For children to develop their mental capabilities and realize their fullest potential, they need to be
exposed to many kinds of knowledge and to many ways of knowing their world and expressing their
thoughts. Through experiences in art, music, dance, and theatre, children learn to express themselves
in terms of their own ideas and feelings. All the fine arts—performing and visual—provide knowledge
about the world, its cultures, and ways of experiencing them that contribute to an understanding that
is unique.

MCPS Dance Showcase
The 3rd Annual MCPS Dance Showcase is designed to support and strengthen dance programs across
the district; to expose students to other dance programs and educators throughout the district; to
provide exceptional master classes that broaden students’ experiences; to foster excellence in dance
as a fine art; and to create a learning community for both students and teachers. Middle and high
school students are provided the opportunity to interact with their peers from across the county in
order to create a collaborative learning community. High quality master classes are provided to
broaden student experiences with the purpose of fostering quality performance in dance as a fine art.
Schools are responsible for their own transportation.
Leave requests for a half-day substitute for dance teacher(s) need to be submitted on MCPS Form 430-94: Professional Leave (PRO). The form requires principal signature of approval for a half-day substitute and must include the name and five-digit identification number of the substitute and the account code 01-24101-000-03-501081. Return via Pony to Ms. Barbara Smakula, Carver Educational Services Center (CESC), Room 256.

District II Music Adjudications
District II Choral, Band, and Orchestra Adjudications provide middle and high school music groups the
opportunity to perform and receive critique from external music experts. These critiques are to be
used by teachers to inform their daily instruction. Schools that receive a superior rating at District II
Adjudications may continue to the Maryland State adjudications.
Adjudications will begin in December and continue throughout the months of March and April.
Music students attending most adjudications will be away from school for a half day.
Schools are responsible for transportation.
The requirement to submit extended day field trip requests is waived for District II and
Maryland State Choral and Instrumental Music Adjudications.
Leave requests for a half-day substitute for music teacher(s) need to be submitted on MCPS
Form 430-94: Professional Leave (PRO). The form requires principal signature of approval for
a half-day substitute, and must include the name and five-digit identification number of the
music substitute and the account code 01-24101-000-03-501081. Return via Pony to Ms.
Barbara Smakula, Carver Educational Services Center (CESC), Room 256, by Friday, February
12, 2016.
There is a fee for District II Solo and Ensemble Adjudications due to the cost of the program. The cost
for an ensemble entry is $15.00 regardless of the size of the ensemble. The cost for solo participants
is $10.00. No otherwise eligible student should be denied the opportunity to participate on the basis
of ability to pay, in accordance with MCPS Regulation IQB-RA.

Music Honors Ensembles and Galas
Honors programs in chorus, band, and orchestra are countywide, student-auditioned programs, with the
exception of the Senior All-County Orchestra which is a teacher-nominated ensemble. Through
participation in these ensembles, students interact with talented peers from across the county who
demonstrate similar musical ability and interests. The groups range from Grade 5 through Grade 12.
Fees are associated with the honors programs. The fees cover the cost of music, stipends for
conductors, materials, and facilities.
No otherwise eligible student should be denied the opportunity to participate on the basis of
ability to pay, in accordance with Montgomery County Public Schools Administrative Regulation
IQB-RA, Extracurricular Activities.
Teachers will receive detailed instructions via e-mail at least two weeks prior to due dates.

MCPS Theatre Guidelines
Outstanding school theatre programs strengthen the cultural and aesthetic appreciation for the dramatic arts in the school and in the community. MCPS theatre programs must be committed to quality productions and student learning. Prudent play selection is the cornerstone of quality. Student involvement, administrative and community support, and program growth all stem from the commitment to excellence. The MCPS Guidelines for Selection of Dramatic Productions is located on the Fine Arts Portal: https://sites.google.com/a/mcpsmd.net/finearts/
The following information is being provided in response to questions regarding the evaluation and
selection of plays:
Montgomery County Public Schools guidelines state that it is the responsibility of each school’s
theatre director to choose scripts of literary value, theatrical merit, and aesthetic quality.
Plays considered for selection should have the potential to expand the literary, theatrical, and social
horizons of students and of the community.
Presentations should challenge the theatrical skills of student performers while offering audiences
quality entertainment and relevant social messages.
Productions selected should meet six considerations to determine suitability: script, audience, cast,
theatre program, financial, and technical.
An administrator should not have to read and approve a play for production but should have confidence in the ability of the theatre director to select a play which will be of value to the theatre program and to the school community.
If there are questions about the selected script, the theatre director should seek the advice of the school administrator as he or she has the ultimate responsibility for the public relations images created by the theatre department.

MCPS Theatre Festival
The 6th Annual MCPS Theatre Festival is designed to support and encourage students and teachers to
develop a community of theatre practitioners and innovators. This event provides educational and
enrichment activities for students to develop their appreciation of and skills within the theatre arts.
Professional theatre artists adjudicate performances and portfolio presentations. Colleges and
universities attend and support this event with adjudication, student auditions, and student scholarships.

Art School Forum
The Art School Forum is an opportunity for serious visual art students to bring their portfolios for review
by college representatives nationwide. Constructive feedback on portfolios is offered, along with
information about majors, the admission process and requirements, tuition, deadlines, etc. All levels of
high school art students are invited to attend. Please have students bring:
portfolio of best work to date, but can include work in progress, sketchbooks, and drawings from

Countywide Visual Art Shows
Below is a list of countywide art show opportunities in MCPS. Teachers will receive detailed instructions
via e-mail prior to events. The purpose of countywide art shows is to:
provide an opportunity to showcase the depth, breadth and rigger of the art programs at all MCPS
schools;
educate the community about the value of art education in our public schools;
provide an opportunity for art teachers to meet, converse, and share ideas in order to strengthen
our professional learning community;
assess and benchmark artwork produced by students at all levels across the district; and
facilitate the selection and collection of artwork to be displayed in other exhibitions in county,
state, and national venues.

Superintendent’s Performing Arts Awards Gala
The Superintendent’s Performing Arts Awards Gala began in 2001 and is designed to recognize the
contributions and achievements of high school seniors in dance and theatre programs. Dance and theatre
directors choose three seniors in their programs in recognition of their contributions and achievements
in these respective areas. Several high schools are invited to present a three- to five-minute highlight
from their performance season as part of the evening’s festivities.
The awards will be presented by Dr. Jack R. Smith, superintendent of schools.
Invitations will be mailed by the Fine Arts office in April 2017 to principals, award recipients and their
parents, senior staff, and Board of Education members.
Schools interested in submitting performance highlights should send an e-mail of interest to Sarah
Neubold with a link to a video clip of the performance by March 24, 2017. Schools will be chosen in
order of receipt and with preference given to schools not highlighted the previous year.
