Metro North
Founded on the principles of integrated land-use and transport planning that form the core of the National Spatial Strategy and
incorporated as a singular element of
Fingal County Development Plans 2005-2011 and 2011-2017;
Metro North
• Primarily driven for the economic benefit of the
Dublin City Region and thus for Ireland;
• Is cost effective in combining private and public investment;
Metro North
• Capable of delivering employment in advance of the acceptance of the main PPP tenders through the tendering of Enabling Works;
• Capable of commencement immediately providing up to 6,000 jobs directly and up to twice that amount at the height of the construction period; and
Metro North
• Placed to be a signal foundation project for Ireland’s recovery, both economic and reputational .

• Quality and coherence of public transport is a– quality of life issue, – integral to development capacity and relative
attractiveness of one city region over another
• The 10 highest-ranking cities in the world in terms of Public Transport are :

• All have Metro and Light Rail systems• All systems are integrated• Some are mega-cities – Hong Kong, New York, Tokyo, San Francisco
• Several are small– Copenhagen (2.45m), Berlin (3.45m), Barcelona
(4.2m)
All are singularly economically successful

Fingal alone - With a population growth from 196,000 in 1996
to an estimated 263,000 in 2011
Suffers physical constraints for high-volume access to the city;Provides the most suitable location for sustainable development close to city and at the “doorstep” of Ireland in the Airport.

Dublin City Region- Must have the capacity to deal with its own
economic development – e.g. 3rd level student numbers are expected to more than double by 2020.
This low-density city has the sole option of the poly-centric connected city as the model to sustain its growth and economic capacity to sustain its role as the economic engine of the country.
Strategic Planning
• Ongoing now for over 10 years, forming the baseline for economic strategies;– (Platform for Change from the DTO was published
in 2001)• Integrated Land-use and Transport is the only
model that is sustainable;• As a nation we cannot afford to abandon
strategically thought-out plans – the days of ad-hoc planning must be brought to an end.
