EXECUTIVE SUMMARY The Fingerprint Bureaux in the country have come a long way since the year 1897 when the first Fingerprint Bureau of the world was established in Kolkata. Fingerprint, the unique science of personal identification, has stood the test of the time for more than a century. Today, 28 Fingerprint Bureaux are functioning in the States/UTs and National Capital Territory of Delhi. The Central Finger Print Bureau (CFPB) of the National Crime Records Bureau (NCRB) maintains the Fingerprint Records of Inter-State and International criminals convicted under Indian Penal Code (IPC) and various other major Central Penal Acts.

'Finger Print in India-2013' presents the status of the State Finger Print Bureaux during the year 2013 with respect to their transaction activity, staff strength and the level of automation, in a common format. History, functions and operational activities of CFPB and other State FPBx in India for the last three years (2011-2013) have been depicted in the first two chapters. The third chapter gives the sanctioned and actual staff strength of CFPB and State FPBx as on 31.12.2013. Important cases across the country during the year 2013, where Finger Prints found at the Scene of Crime (SOC) played a pivotal role in identifying the criminals and solving the cases, have been highlighted in the fourth chapter. Details of important F.P. Document cases examined, Unknown Dead Bodies (UDB) identified have also found place in Chapter-IV. The next two chapters deal with Computerisation in Finger Prints and Modern Equipments and also its status in the various State Finger Print Bureaux. The need for automation and the evolution of indigenous Automated Fingerprint Identification System is discussed. Also included, is the Semi Automatic System, a precursor to the Automated Finger Print Identification System (AFIS), Fingerprint Analysis and Criminal Tracing System (FACTS), the Indian version of AFIS, its scope, functions, various versions and the benefits over the manual system. The concluding chapter of the publication contains the comparative performance statements of State FPBx for the year 2013 pertaining to the ten digit Finger Print Record & Search Slips, Scene of Crime Cases and Document Cases. Certain information, most useful for the day-to-day working of Finger Print Bureaux can be found in the Appendices of this publication.

CHAPTER-I

CENTRAL FINGER PRINT BUREAU (Finger Print Division of NCRB)

The Central Finger Print Bureau (CFPB), a Division of National Crime Records Bureau,

New Delhi has the following sections.

THE FUNCTIONS OF CFPB

i) To maintain Finger Print record slips of specified categories of Indian criminals convicted of offences falling under the schedule of offences.

ii) To conduct search of references relating to unidentified Interstate arrested/ suspected persons received from police stations and other investigating agencies in India.

iii) To maintain the fingerprints of international criminals and red corner notices sent by Interpol.

iv) To conduct search on references received from foreign countries, through Interpol.

v) To undertake examination of questioned finger impressions of documents received from Central Government Departments/Undertakings/Courts of law.

vi) To give evidence in the Court of Law

vii) To impart training in Fingerprint Science to State/Central Police personnel.

viii) To impart training to personnel from foreign countries under `Technical Co-operation Scheme' (TCS) of Colombo Plan, 'Special Commonwealth African Assistance Plan' (SCAAP) and `International Technical and Economic Co-operation' (ITEC).

ix) To co-ordinate the work of the State Finger Print Bureaux and give necessary guidance in all

matters relating to Fingerprint Science.

x) To conduct the All India Conference of Directors of Finger Print Bureaux.

xi) To conduct All India Board Examination annually for accrediting Finger Print Experts since 1956.

xii) To conduct competition in Finger Print science at the All India Police Duty Meet held annually since 1958.

xiii) To assist State FPBx in technical evaluation of Automated Fingerprint Identification Systems.

TRANSACTION ACTIVITIES

The work done by CFPB during the years 2011 to 2013 is given in brief in the following chart. The figures are based on the receipt of Finger Print Slips (Record) and Finger Print Slips (Search) from the Finger Print Bureaux of various States/Union Territories as also from the police stations. CFPB had 9,24,111 Ten Digit Finger Print Record slips of convicted and arrested persons as on 31.12.2013. An overall of 37,362 Finger Print slips for record, and 37,470 Finger Print slips for search were received at CFPB as on 31.12.2013.

In addition to the above, 127 search references were also received from Interpol Division of Central Bureau of Investigation (CBI), New Delhi. The annual All India Board Examination 2013 for accrediting Finger Print Experts of the country was conducted at NCRB, New Delhi from during the 23rd -25th November 2013. Shri Jagpal Sharma, Inspector, FSL, Sher-I-Kashmir Police Academy, Udhampur Jammu & Kashmir stood first in this examination. The second & third positions were held respectively by Shri Jinu S. S., Searcher & M. S. Sreeja T. K., Searcher both representing FPB, Kerala. The Finger Print Experts of CFPB have reason to be proud of Shri Anil Chawla, Dy Supdt. (FP) who is presently holding the position of Director In-charge CFPB, NCRB, New Delhi has been conferred Police Medal for Meritorious Service on the occasion of Republic Day, 2013.

CHAPTER-II

STATE FINGER PRINT BUREAUX-TRANSACTION LEVEL

There are 28 State Finger Print Bureaux in the country in addition to the Central Finger

Print Bureau at New Delhi. The State of Maharashtra, besides its State Finger Print Bureau at Pune, has three other regional FPBx in Mumbai, Nagpur and Aurangabad. Some of the states have set-up fingerprint units/single digit cells at the district level. In recent years, Himachal Pradesh in 2006 and Arunachal Pradesh in 2007 have set up their State Fingerprint Bureaux. Finger Print Bureaux are expected to be set-up shortly in the remaining few States/UTs.

A brief background and transaction activities of different Bureaux are given below.

1. ANDAMAN & NICOBAR ISLANDS The Union Territory of Andaman & Nicobar Islands does not have a Finger Print Bureau. A unit of "Finger Print Cell" under A & N Police Department was set up at Port Blair in the year 2003. Minimum working equipments, chemicals, recording cabinets, office furniture and stationeries have been procured for the smooth running of this cell. The Finger Print Cell is headed by an Inspector of Police (Finger Print Expert). 64 nos. of record slips were taken during the year 2013. 2. ANDHRA PRADESH

The State Finger Print Bureau was established at Hyderabad on 06.02.1959. Subsequently, District Finger Print Units were established in all the districts head quarters under the modernization of Police Forces in a phased manner between the periods from 1971 to 1985, 2007 and 2010.

The Finger Print Bureau functions under the administrative control of the Additional

Director General of Police, CID, Andhra Pradesh, Hyderabad and under the technical control of the Director, Finger Print Bureau, CID, Andhra Pradesh, Hyderabad. The Bureau had 1,73,050 number of ten-digit Finger Print slips of convicted persons in its records as on 31.12.2013.

3. ARUNACHAL PRADESH

In the year 1990, a finger print cell was started for the purpose of attending the basic fingerprint activities in the State under the charge of an Inspector. Later the State Finger Print Bureau, Arunachal Pradesh was notified on 13th December 2007. It is functioning from the Forensic Science Laboratory (FSL) building, Police Training Centre campus, Banderdewa, under the administrative control of The Director, Forensic Science Laboratory, Banderdewa. The transactional activities of the Bureau, however, did not pick up. The Bureau had 33 number of ten-digit Finger Print slips of convicted persons in its records as on 31.12.2013.

4. ASSAM

The Finger Print Bureau, CID, Assam, was established in the year 1912 at Shillong and

later shifted to Guwahati w.e.f. 1st January 1979. The Director FPB, Assam is an officer in the rank of Deputy Superintendent of Police.

The Bureau works under the general control of the Additional Director General of Police, CID, Assam. The Bureau had 34,654 ten-digit fingerprint slips of convicted persons in its records as on 31.12.2013.

5. BIHAR

The Finger Print Bureau, Bihar was established at Ranchi in 1912 after separation from

Kolkata. In 1915 the Bureau was shifted to Patna from where it is functioning till date. The State Bureau is headed by a Director and is under the overall control of Criminal Investigation Department (CID). It has no district unit.

The Bureau had 65,895 ten-digit fingerprint slips of convicted persons in its records as on

31.12.2013. It also maintains slips received from Interpol. TRANSACTION ACTIVITIES The work done by the Finger Print Bureau during the years 2011 to 2013 is as follows:

6. CHANDIGARH All the Fingerprint related works of the Union Territory of Chandigarh is being done by the Punjab State Finger Print Bureau, Phillaur as Chandigarh police is affiliated with them. The annual report of FPB, Phillaur includes the work of Union Territory of Chandigarh. 7. CHHATTISGARH The Bureau was established at Raipur in the year 2001 after the formation of Chhattisgarh as a separate State. The Bureau is headed by a Director in the rank of Deputy Superintendent of Police and functions under the overall supervision of CID, Chhattisgarh. The Bureau had 27,746 number of ten-digit Fingerprint slips of convicted persons in its records as on 31.12.2013.

10. DELHI

The Finger Print Bureau of Delhi was established in the year 1987 and is headed by a Director in the rank of Assistant Commissioner of Police under the control of DCP, Crime and Railways. To attend the scene of crimes, it has got nine district mobile teams too. The Bureau had 97,793 number of ten-digit Finger Print slips of convicted persons in its records as on 31.12.2013.

11. GOA

The Finger Print Bureau was established at Porvorim on 18.12.2001. It is headed by an officer of the rank of Deputy Director. The Bureau has been shifted from Porvorim to Verna in South Goa w.e.f. 04.04.2011. The Bureau had 2,815 numbers of ten-digit Finger Print slips of convicted persons in its records as on 31.12.2013. 12. GUJARAT

The Finger Print Bureau of the Gujarat State was established at Ahmedabad in 1960. The Finger Print Bureau was functioning under the Additional D.G.P., SCRB till July 2002. Government of Gujarat put the Bureau under the administrative control of the Directorate of Forensic Science (DFS) w.e.f 01.08.2002.

The Bureau had 1,40,455 numbers of ten-digit Finger Print slips of convicted persons in

its records as on 31.12.2013.

13. HARYANA The Finger Print Bureau Haryana started its independent functioning with effect from October 01, 1974 with its Headquarters at Rohtak. The Headquarter of the Finger Print Bureau was shifted to Madhuban on 14.11.76. The Bureau is headed by a Director of the rank of Deputy Superintendent of Police. It is functioning under the administrative control of the ADGP, SCRB, Haryana. The Bureau had 1,24,623 no. of ten-digit fingerprint slips of convicted persons in its records as on 31.12.2013. 14. HIMACHAL PRADESH The Finger Print Bureau of Himachal Pradesh was established on 26.06.2006 under the CID Wing of the Himachal Pradesh Police Department. The provisions of Finger Print Bureau Manual of Punjab State (revised and updated edition 1995) are applicable to the Finger Print Bureau, Himachal Pradesh. The Superintendent of Police and Deputy Superintendent of Police, CID (Crime Branch) are the ex-officio Director and Assistant Director of the FPB, Himachal Pradesh respectively. To make the Bureau operational, the Finger Print records pertaining to the State of Himachal Pradesh were brought from FPB Phillaur to FPB, Shimla in March, 2009. Gradually the Bureau is becoming operational in all the fields of finger print works. The 10-digit fingerprint record slips of convicts of the Bureau stood at 5,029 as on 31.12.2013.

15. JAMMU & KASHMIR The proposal of establishment of state Finger Print Bureau is under the consideration of the Govt. of J&K. For time being a Finger Print section is functioning at the SCRB, PHQ Complex Gulshan Ground, Gandhi Nagar, Jammu. The recording part is carried out by the SCRB, Jammu whereas attending the SOC is being done by FSL, J&K. 16. JHARKHAND After the formation of the Jharkhand State by bifurcation of Bihar, the FPB, Jharkhand started working at Ranchi w.e.f. July 10, 2006. The Bureau is functioning under the administrative control of CID Ranchi, Jharkhand and is headed by the senior most expert viz. State Examiner of Finger Prints. 17. KARNATAKA The Finger Print Bureau, Karnataka is a specialized unit of Karnataka Police to aid to modern methods of crime investigation by means of finger print Identification of criminals. It is one of the oldest Bureaux of the country officially established prior to the State’s re-organisation in 1956, The Finger Print Bureau is headed by an officer of the rank of the Superintendent of Police. The FPB is under the overall control and supervision of the Additional Director General of Police, Crime and Technical Services, Bengaluru. In the year 1980, the Government of Karnataka, upgraded the post of Director, FPB to the rank of Superintendent of Police. Since 2005, the State Finger Print Bureau is functioning from its own modern and fully equipped complex in Madivala, Bengaluru in 2013. The Bureau along with CFPB, NCRB successfully co hosted the All India Conference for the Directors of the Finger Print Bureaux at Bengaluru. The Bureau had 27,253 numbers of ten-digit finger print slips of convicted persons in its records as on 31.12.2013. 18. KERALA

The Kerala State Finger Print Bureau started functioning at Thiruvananthapuram on 01.11.1956. With the expansion of time and space, the structure and function of the Bureau spread its branches all over Kerala with 19 Districts units, one crime branch unit and one Tester Inspector as Senior Instructor (Finger Prints) at Kerala Police Academy, Thrissur District. The Bureau comes under the control of Inspector General of Police, State Crime Records Bureau - Kerala, Thiruvananthapuram. The Bureau is headed by a Director of the rank of Superintendent of Police. The Bureau had 1,05,796 nos. of ten-digit fingerprint slips of convicted persons in its records as on 31.12.2013. As many as 18 scene of crime prints were traced through search in single digit records during the year 2013. 19. LAKSHADWEEP There is no Finger Print Bureau functioning in the Union Territory of Lakshadweep. 20. MADHYA PRADESH The Finger Print Bureau, Madhya Pradesh, established in the year 1956 at Bhopal under the administrative control of Additional Director General of Police, State Crime Records Bureau. A Director of the rank of Assistant Inspector General of Police heads the Bureau. The Bureau had 1,51,863 no. of ten-digit finger print slips of convicted persons in its records as on 31.12.2013. The Bureau conducts fingerprint proficiency certificate courses for officers and men of the police force to create awareness among them about the utility of fingerprints in investigation and the need for taking proper and legible impressions for maintenance and search in the Bureau. 21. MAHARASHTRA (with three Regional Finger Print Bureaux) The first Finger Print Bureau of Maharashtra was established at Mumbai in June 1898. The Director F.P.B. is of the rank of Superintendent. of Police (F.P). The Finger Print Bureau is working under the control of the Additional Director General of Police, C.I.D., Pune. At present there are four FPBx functioning in the State of Maharashtra at Pune, Mumbai, Nagpur and Aurangabad. There are 41 Remote Query Work Stations installed and operating at District places and range of Commissioner’s office. The total number of ten digit fingerprint records of convicted persons at FPB, Pune, along with the three other regional FPBx at Mumbai, Nagpur and Aurangabad stood at 2,74,320 as on 31.12.2013. Generally "Record Slips" of convicted persons are recorded during jail parade conducted

by Prosecution Branch, Manipur under the provision of Assam Police Manual Part-IV. In recent times FPB experts were not intimated to prepare record slips of convicted persons during jail parade.

23. MEGHALAYA Meghalaya was earlier part of the undivided Assam State and the Finger Print Bureau of the undivided Assam state was located at Shillong. The State of Assam afterwards divided into four States (Assam, Meghalaya, Mizoram and Nagaland) but the Finger Print Bureau remained common for all the states at Shillong. Later on, the Finger Print Bureau of Assam was shifted to its capital at Guwahati. The Finger Print Bureau of the Meghalaya State was then set up at Shillong in January 1979. The Bureau is functioning under the direct control of the Director, State Crime Records Bureau who is an officer in the rank of Superintendent of Police. The Bureau had 4,336 no. of ten-digit fingerprint slips of convicted persons in its records as on

28. PUNJAB Finger Print Bureau, Phillaur (Punjab) was established in September 1897. Since its inception, this Bureau had been catering to the needs of investigating agencies of North West India including Delhi, Haryana, Himachal Pradesh and Jammu & Kashmir. The Bureau functions under the administrative control of the Additional Director General of Police, Computerisation and Wireless and is headed by a Director of the rank of Deputy Superintendent of Police.

The Bureau had 6,50,112 no. of ten-digit finger print slips of convicted persons in its records as on 31.12.2013. Around fifteen thousands new convicts are added to its records every

year. It is disposing twenty to twenty five thousands search references every year. It also receives finger print slips from other state Bureaux for maintenance in its files and further utilisation in search work. The Bureau has a large collection of Single Digit records too, maintained separately at district level by the Finger Print Experts posted in the Single Digit Bureaux.

The Bureau imparts training in Finger Print Science to all ranks of the police force. Finger Print Bureau, Phillaur has started a five-day refresher course for investigating officers, which runs throughout the year. The Bureau of Police Research & Development (BPR&D) and Ministry of Home Affairs entrusted the Bureau with the task of training Palestinian Security Officers in Basic Finger Print Science. An Expert fee amounting to Rs. 2,56,000/- was received and deposited to the Treasury during the year 2013. TRANSACTION ACTIVITIES

29. RAJASTHAN The Finger Print Bureau in Rajasthan was established in 1902, with headquarters at Mount Abu. In the year 1931 the office was shifted to Ajmer and placed under the control of Inspector General of Police, Ajmer. The Bureau is at present at Jaipur. It is headed by a Director of the rank of Deputy Superintendent of Police and functions under the control of State Crime Records Bureau. The Bureau had 83,128 no. of ten-digit finger print slips of convicted persons in its records as on 31.12.2013. The Bureau has built up a record of 48,119 single digit cards. 31. TAMIL NADU

The Tamil Nadu State Finger Print Bureau is one of the oldest Bureaux in the world and was officially established long before the introduction of the Finger Print System in other countries. The Finger Print Bureau was moved from Madras to Vellore in April 1942. The Bureau was shifted back to Madras on 01.5.1973. The Finger Print Bureau, Tamil Nadu is headed by a Director, of the rank of Superintendent of Police and is functioning under the State Crime Records Bureau. The Bureau had 1,64,196 no. of ten-digit fingerprint slips of convicted persons in its records as on 31.12.2013. It has also a single digit record of 30,57,543 prints. During the year 2013, 25,860 single prints were added. 2,311 nos. of single digit searches were performed during the year 2013 and 93 prints were found traced. 33. UTTARAKHAND The State is yet to have a permanent Finger Print Bureau of its own. Formation of FPB is under process. The State Crime Records Bureau on a temporary measure is looking after the work of the Finger Print Bureau. As on 31.12.2013, the Bureau had 1055 ten-digit fingerprint slips of convicted persons. 151 searches were conducted with nil trace during the year 2013.

34. UTTAR PRADESH The Finger Print System was introduced in place of Anthropometric System in Uttar Pradesh in 1899 leading to the establishment of the present state Finger Print Bureau. The State Finger Print Bureau is located at Lucknow and is headed by a Director in the rank of Deputy Superintendent of Police. It has 10 field units in various districts to attend to the scene of crime cases. The Bureau is under the administrative control of the State Crime Records Bureau. The Bureau had 4,56,350 no. of ten-digit fingerprint slips of convicted persons in its records as on 31.12.2013. It had a collection of single-digit records also and 150 single-digit searches were conducted during 2013.

CHAPTER-IV

SOME IMPORTANT CASES / GOOD WORK DONE BY F.P. EXPERTS

Investigation of a crime primarily means to identify the person responsible for the crime. Conclusive evidence to establish the identity of a person beyond doubts is a prerequisite of any crime investigation. Fingerprint provides the most reliable and infallible scientific clue, which not only identifies a person but also, excludes him from the rest of the world. For more than over a century, finger print science is still one of the most important tools used by various investigating and law enforcing agencies across the globe. Many a times, it is established, when all other leads fail, it is the fraction of a finger impression recovered from the scene of crime that helps link the crime to the criminal. Some of such cases where in chance prints clues found from the scene of crime or on documents played a pivotal role in solving the crime and subsequent recovery of properties are highlighted below.

ANDHRA PRADESH

1. PS Subedari, Dist Warangal (U) Cr. No. 172/13 Dt. 20.04.2013 u/s 457,380 IPC In this case involving loss of property worth Rs. 41,00,000/, the attending FP Expert from the Warangal FP Unit visited the scene of crime, and using universal powder developed six chance prints on Silver Plate and Steel Almirah. Finger print expert visited the scene of crime on 20.04.2013 and developed one chance print. After examination/elimination of chance prints, the Inspector sent one CHP from FACTS workstation, Warangal to the State FPB FACTS centre, Hyderabad through online network. Vihar for comparing the chance prints with the finger prints of deceased Amit Dahiya S/o Vijay Dahiya R/o Gali No. 8, Gautam Colony, Narela, Delhi whose search slip is available in the record of F.P.B. i.e. PIN 0000000TP50132631. This case was given to Inspector Avdhesh Kumar, Sr. Finger Print expert for comparison and expert's opinion thereon.

On comparison, two chance prints viz. Q2 & Q3 were found IDENTICAL with Right

The staff of F.P. Unit Bangalore City visited the SOC and made a detailed search at the Scene of Crime and developed some chance prints and the said chance prints were searched on the AFIS Database. After an exhaustive search the chance prints matched with one previous offender Shiba Bhadur Bhandari S/o Jan Bhadur Bhandri aged 29 years, R/o Sarjapura Bangalore. The said case is solved only on the finger print clues.

2. PS Malur, Dist. Kolara FIR No. 34/13 Dated 07.02.2013 u/s 304 IPC

On 07.02.2013 at 02:00 AM, four unknown culprits gained entry into the house of Smt.

Rajamma W/o Gopalappa by breaking open the front door by using crowbars and looted gold jewels weighing about 400 grams and silver articles and cash of Rs. 8 Lakhs all total worth Rs. 16,00,000/- at knife point and threatened the complaint by showing knife & the culprits tied her mouth with plaster tapes and fled away with Tata Indica Car.

Then Sri N. Somashankar PC & FP Expert visited the SOC and searched for the chance

prints but they were not able to develop any at the SOC. Then Sri N. Somashankar PC & FP Expert examined the plaster tapes which were tied to the inmate and developed the chance prints on the plaster tape by making a paste using shampoo and black powder and then applied the same on the tape and dried the tape for a while and then was able to develop a chance print on the tape. The same chance print was taken to the finger print unit Bangalore District and searched on the AFIS and found that the chance print matched with one previous offender by name Manyatha S/o Nishad Sharif R/o Sanjeev Nagar, Huskur, Bangalore District. This case was solved in 3 hours by Sri. N. Somshankar. As the same information was informed to the IO and the IO arrested the offenders entire property which was stolen was fully recovered. This is the first case in the Karnataka where the chance prints were developed by using liquid method on the plaster tape.

After an exhaustive search the chance prints matched with one previous offender Sharan Shetty S/o Sheshappa Shetty, Quarters No. 11 LGH Hospital Maidhan, 3rd Cross, Mangalore. The said case is detected only on the finger print clues.

1. PS Poovar, Dist. Thiruvananthapuram Rural, Cr. No. 194/13 dated 14.03.13 u/s 454, 380

& 461 IPC. It is a case of temple theft at Kumili Sreekrishnaswamy temple, Poovar from where antique items were stolen. In this case, theft of Idol, crown, case worth Rs.10 Lakh was reported. The attending fingerprint experts developed eight chance prints. One chance print was identified with Right Thumb of one Saju @ Prasad S/o Valappan by the expert Sh S. Santhosh. The identification led to the arrest of the culprit and recovery of whole of the stolen property.

On 17.10.2013, an unknown culprit entered the residence of Vanallawma, Khatla South Aizawl Mizoram by breaking the padlock on the front door. Then forcibly opened the locker inside the steel Almirah while the main door was left unlocked by the owner. The culprit had stolen away cash of Rupees one lakh from the locker.

Four hours after the crime took place Finger Print expert and his colleagues visited the

spot and developed several chance prints on the objects from the scene of crime. Next day, one of the chance print developed and lifted by the finger print expert was successfully identified with Right Little fingerprint of one Vanlalruata S/o Ramliana, Laipuitlang, Aizawl, Mizoram providing scientific and infallible evidence against the culprit. Rs. 70000/- were recovered by the Police. This happens to be one of the quickest recoveries, and case solved by means of finger print identification in Mizoram.

SHO, Police Station Dasuya got a telephonic call from Jiwan Singh Sarpanch of Vill Kotla regarding the murder of a girl namely Amandeep Kaur D/o Jaswinder Kaur of village Kotla. Police party reached the scene of crime, Jaswinder Kaur, mother of the deceased even though suffering from trauma gave her statement to the police that she was away from her house for earning, and to fulfill the daily needs of her family. Both Amandeep Kaur and her sister-in-law Madhu Bala were alone at home. On receiving a message, she reached home as soon as possible and found deep wounds on the breast and neck of Amandeep Kaur. These wounds were inflicted with sharp edged weapon and Amandeep Kaur was lying in a pool of blood. Madhu Bala, sister-in-law of deceased disclosed that 3-4 youths came to their house, had a verbal brawl with Amandeep Kaur and afterwards they attacked her with scissors. Thereafter the assailants fled away. On listening Sarpanch Jiwan Singh reached the spot and informed the Police. Police called the Finger Print Expert at the scene of crime. During the spot

inspection one blood stained scissors (Kenchi) was recovered from the spot which was examined by the finger print expert and found one blood stained finger print on it. During the investigation Police came to the conclusion that it was Madhu Bala who murdered her sister-in-law as she did not like her, and Amandeep Kaur would comment that her brother was smarter than his wife. During further investigation, the thumb impression of Madhu Bala was found to be identical with blood stained impression found on the scissors. Accused Madhu Bala was convicted for Life u/s 302 IPC by the Hon'ble Court of Shri G.K. Dhir, Distt & Session Judge, Hoshiarpur on 02.02.2013. 2. PS Haryana Dist. *Conviction in 2013 This case was registered on the statement of Manoj Kumar S/o Vidia Sagar R/o Vill

Nanda Chaur, in which he stated that on 24.10.2011 as usual he came to see his brother-in-law, Manpreet Singh at his residence Kothi No. 45, Hoshiarpur enclave situated Hoshiarpur Dasuya Road, Hoshiarpur. On 24.10.2011, he knocked the main gate of the house but nobody responded from inside the house. Then he jumped upon the wall and entered into the house and was shocked to see that his brother-in-law was lying dead in his bedroom, completely soaked in blood. On information, police reached at the sport and called Finger Print Expert. FP Expert inspected the Scene of crime alongwith investigation team and as a result of which some finger prints were found on an empty bottle of wine and prepared photographs. During the investigation of the case, police came to the conclusion that real brother of Manpreet Singh (deceased) committed the murder due to property dispute. Finger impressions of accused Mandeep Singh were found identical with the finger impressions recovered from scene of crime. Accused Mandeep Singh was convicted for life imprisonment by the Hon'ble court of Shri G.K. Dhir, Distt & Sessions Judge, Hoshiarpur on 20.03.2013

Identification of Unknown Dead Bodies

1. A search slip of an unidentified dead body was prepared by local police in inquest Report No. 72 dated 27.07.2013.

A search was carried out in the main files of the Bureau. The deceased was identified as Dharampal S/o Kashmir Singh, Caste Majhbi, Age 30 years R/o Vill Hassanpur, PS Tripri Patiala Distt, Patiala. The deceased was previously convicted by JMIC/Fatehgarh Sahib in Case FIR No. 10, dated 20.01.2010 u/s 25/54/59 Arms Act, PS Fatehgarh Sahib, Distt Fatehgarh Sahib. His finger Print slip was lying in F.P. classification 1/1 U/R 6/6 4/4 under DS No. 5377 of Fatehgarh Sahib. As such absolute identity was established through infallible means of individual identification i.e. finger prints. All the concerned were informed accordingly.

In this case, one unknown culprit entered the house in the day time of 28.01.2013 and decamped with 47 sovn. Gold jewels and 7 Kilograms of Silver Articles all worth Rs. 3,10,000/-. The Finger Print Personnel visited the Scene of Crime and developed 3 chance prints while on comparing the chance prints with the records of single digit finger print Bureau Kancheepuram one chance print was identified with the left thumb of Purushothaman, S/o Densing Ezhumalai No. 27, MCM Garden III Street old Washermanpet, Chennai – 21. The accused was arrested and the entire property was recovered and the case is under trial.

2. PS Arcot Town, Dist. Vellore Cr. No.139/13 u/s 394,395 & 397 IPC.

On 05.07.2013, some unknown culprit way laid the two wheeler and threatened the

complainant with knife and committed theft of Rs.2,00,000/-. Tmt A.P. Jothibai, Inspector of Police (FP) Single Digit Finger Print Bureau, Vellore District visited the scene of the crime and developed 3 chance prints from the front view mirror of the two wheeler with white powder. On comparison with the dacoity collections, one chance print was found to the identical with the Left Thumb print of one Raja S/o Kumar, Amman Koil Street, Sipcot, Vellore District. The accused was arrested and the entire amount was recovered.

UTTAR PRADESH

1. F.P.B. 56/13 GZB: A Burglary was committed in the PS Zone / area of Kavi Nagar in district Ghaziabad. A case crime no. 236/13 u/s 457, 380, 411, 120B IPC was registered and finger prints lifted from the scene of crime and sample finger prints of suspected persons sent by the C.J.M. Ghaziabad were received for examination at the Bureau. Experts at Bureau by virtue of careful and strainous efforts compared & identified the chance prints with those of the some of accused thus providing immense help in working out of the case. 2. F.P.B. 124/13 HDR: A case of murder on 18.03.2013 was registered in police station area of Jwalapur, Haridwar, Uttarakhand vide case crime no. 188/13 u/s 34, 302, 201 IPC. Scene of crime chance prints along with sample finger prints of suspects were sent by S.P. city of Haridwar to the Finger Print Bureau, UP for examination. After thorough examination, experts of Bureau established identity of some chance prints with specimen finger prints of the accused. Thus providing immense help in investigation and working out the case to investigation officers of the neighboring state. 3. F.P.B. 226/13 KNC: A case of fraud was registered at PS Feelkhana, Kanpur City vide case crime no. 132/13 u/s 219, 468, 471, 420, 34 IPC and documents containing finger prints of the accused and specimen finger prints taken by additional chief metropolitan magistrate were sent for examination. The Bureau on 18.12.2013. By providing definite opinion in the case of the FPB UP provided immense help in working out the case and bringing the culprit to book.

4. F.P.B. 186/13 KNC: A theft was committed in the police station area of Bidhnoo in Kanpur City. A case crime no. 360/13 u/s 381 IPC was registered at the police station Bidhnoo

and scene of crime chance prints along with the sample finger prints of suspected persons were sent by circle officer Ghatampur to the Bureau for assistance in investigation by comparing the two. Experts at Bureau after examination established scene of crime prints identical. The chance prints were found to be identical with specimen prints of some of the specimen prints. 5. F.P.B. 147/13 UDN: A dacoity was committed in the police station area of Rudrapur Distt. Udham Singh Nagar, Uttarakhand. A case crime no. 132/13 u/s 395, 397, 412 IPC 25/4/25 A. Act was registered at the police station scene of crime chance prints collected by the Field Unit and sample finger prints of suspected persons were sent to the F.P.B., UP by C.O. city Rudrapur. The efforts of experts provided invaluable assistance to the neighboring state in working out of the case.

WEST BENGAL

1. A murder was committed in a car under Raiganj P.S. Dist-Uttar Dinajpur. The Finger Print Expert visited the place of occurrence and developed 11 chance prints on a car of which two chance prints were found identical with the specimen fingerprints of the suspects. Finger Print Expert: Shri Debasis Ghosh 2. A brutal murder was committed in a Pather Khadan under Baraboni PS District Burdwan. The police officer sent a seized `Ghoti'(Lota) for examination of Finger Prints in the FPB. On examination one latent print was detected on it. CENTRAL FINGER PRINT BUREAU (CFPB)

1. FINGERPRINT DOCUMENT CASES

Apart from Search, Record, and Chance Print (Scene of Crime Prints) Cases received

regularly from Government departments, CFPB is also a recipient of huge number of fingerprint document examination requests. All efforts are done by CFPB to send the document examination cases at the earliest possible. The CFPB received a total of 46 Fingerprint Document Cases during 2013.

Summary of two interesting fingerprint document cases is given under:

(i) Document Case No. 17/2013: Impersonation in GB Pant University

At CFPB our job was to ascertain whether Left thumb impression taken against the Roll no. 313815 of Haripal at the examination centre was identical with finger impression of Yusuf Alam Brief Facts of the Case

This case is registered under Cr. No. 10/12 u/s 418,419,420,467,468 & 471 IPC, PS Srinagar Janpad, Pouri Garhwal. In this case, there was a chance that Mr. Yusuf Alam impersonated for Mr. Haripal in Pre-medical test 2011. The case was examined with the help of scientific aids and it was found that Left thumb impression taken against the Roll no. 313815 of Haripal at the examination centre was identical with finger impression of Yusuf Alam.

In the above case the Fingerprints expert in C.F.P.B established the identity of the person, who had put fingerprint on Attendance sheet of G.B. Pant University of Agriculture & Technology, Pantnagar, Uttarakhand, Pre-medical Test 2011 bearing roll no. 313815 by comparing the questioned fingerprints with the available specimen prints. Thus, CFPB experts helped in solving a crucial case. (ii) Document Case No. 11/2013: Request from National Investigation Agency (NIA), Guwahati, Assam

PREPAK(UPPK), a proscribed terrorist organization active in Manipur indulging in

raising funds by kidnapping, criminal intimidation and other terrorist activities amounting to waging war against Govt. of India to secede Manipur from India. Funds so raised, thus, were used for acquiring movable & immovable properties in India as well as abroad using forged documents and false identities. In this case, Sh. N. Shanti Metei, the chief of the outfit, was suspected by the NIA to have used a pseudo-name in the land deeds and purchased immovable properties.

On thorough scrutiny of the fingerprints land agreement sale deeds, the fingerprints of one Sh. T.Hemanta Sharma on land agreement sale deeds were found to be IDENTICAL with specimen fingerprints of N.Shanti Metei. At CFPB, the experts’ efforts were instrumental in cracking the case thereby enabling the NIA to strike at the base of the nefarious activities of the dreaded terrorist outfit.

2. XVI ALL INDIA CONFERENCE OF DIRECTORS’ OF FINGER PRINT BUREAUX

The XVI All India Conference of Directors’ of Finger Prints Bureaux of States/UTs

was organized on 22nd & 23rd,March 2014 by Gujarat Forensic Sciences University (GFSU), Gandhinagar, Gujarat under the aegis of N.C.R.B, M.H.A., Govt. of India, New Delhi, Shri Surendra Panwar, IPS, Joint Director, National Crime Records Bureau, New Delhi, was the Chairman of the Conference. Delegates from States, Union Territories, CFSL, CBI and from other agencies including officials from CFPB/NCRB, Gujarat Forensic Sciences University, DFS & Gujarat Police participated in the Conference. Shri P.C.Thakur, IPS, DGP Gujarat Police, Chief Guest inaugurated the Conference by customary lighting of the lamp.

3. IDENTIFICATION OF AN UNKNOWN DEAD BODY (UDB)

A total of 55 Fingerprint Slips for establishing identity were received in FACTS from

Haridwar, Uttarakhand State police Department. The slips were carrying Fingerprints of Unidentified Dead Bodies (UDBs). The fingerprints were smudged, partial and some were unfit for input. All the slips required extra enhancement efforts to make them decipherable for comparison in the computer based system. Out of the 55 slips, one unidentified dead body slip was found traced with one Jamil S/o. Mustaq of P.S. Kithore, Meerut. The successful input of UDB Fingerprint slip followed by trace with another slip brought to light the following antecedents of the subjected person:

Jamil S/o Mustaq resident of village Makepur, P. S. Kithore, Meerut was convicted in pursuance of criminal case registered vide FIR No. 60 dated 19-03-2013 U/S 363 IPC of Old Delhi Railway Station (ODRS) police station. The trace of a UDB Fingerprint slip has highlighted the dedicated efforts of CFPB Personnel in solving a difficult case of identification.

CHAPTER-V COMPUTERISATION AND MODERN EQUIPMENT

INTRODUCTION

Fingerprints have been in use in law enforcing departments for personal identification for more than a century. The manual system of fingerprint identification is not able to keep pace with the rate of increase of the FP records and the increasing number of queries that are to be responded every day. Long search time and low positive identification rates (poor tracing of criminals) are the major problems in the manual system. The need for a computer based Automated Fingerprint Identification System (AFIS) was, therefore, felt by the Police Department and Fingerprint investigating officers in India. A few systems, which were available abroad, were assessed and it was found that the cost of importing such specialised systems was very high. Further, as no technology transfer takes place for such imported systems the indigenous development of AFIS under specifications drawn out with police experts were thought of. As a result, CMC's Research and Development Centre started preliminary work for the development of AFIS in January 1985. 1. 40-DIGIT SYSTEM (SEMI-AUTOMATIC) Computerisation of fingerprints in India was taken up during mid seventies and ten States started working on it initially. A 40-digit code based semi-automatic system was adopted for the conversion of finger print records to prepare the DATABASE. The work went on in all those 10 States at varying pace. Under this system, all the known and accepted fingerprint pattern types have been divided into ten types, and allotted a 2-digit numerical code from 01 to 22 (Code No. 14-15 merged with 13). Similarly the ridge count of the patterns from appropriate delta to its core is taken and expressed in terms of two-digit code, from 00 to 30 (30 being the upper limit). Count could be expressed in a 4-digit numerical code for each finger, the finger print pattern and its ridge count e.g. an Ulnar Loop with eight ridge counts would be shown as 0708 and a plain Whorl with 19 counts as 1319. The ten fingers of the two hands of a person make it a 40-digit code. Limitations of 40-Digit Code System are that, it requires results, which are dependent upon the subjective expertise of individuals classifying and codifying the F.P. Slips. This system is good for small database, but it is slow, also involves huge man power and man hours with uncertain accuracy. 2. DEVELOPMENT OF 'AFIS' 2.1 Investigative and Preparatory Activity The first prototype version was developed on VAX-11/750 host computer with FPS-100 Array Processor and COMTAL 8000/R Image Processing Subsystem. The sample FP data provided by Gujarat Police was digitized at Space Application Centre, Ahmedabad and was used for testing. A Conference of Senior Police Officers (IG's and DIG's) of various states was held at CMC Complex, Secunderabad in November 1985, to demonstrate the system and get the

feedback. The police officials appreciated CMC's effort and suggested that a full fledged AFIS be developed for their operational use. 2.2 Visits to European AFIS Installations A team of experts was formed with two representatives from MHA, one each from Department of Electronics, CMC and ECIL to assess available Finger Print Systems, particularly those of CIMSA-France (now SAGEM-MORPHO) and LOGICA-UK. A meeting was held on 15th October 1986 in the DOE, New Delhi following this visit to decide the approaches to meet the requirements of Indian Police and develop the AFIS. This meeting was attended by officials from the Ministry of Home Affairs, DOE, CMC and ECIL. Following is an extract from the minutes of this meeting: “The four known suppliers of AFIS Systems in the world are 1) Printrak, USA, 2) NEC, Japan, 3) CIMSA, France and 4) Logica, UK. While there are certain commonalities in terms of organisation of FPs, their use and the legal implications associated with them, each country has certain amount of uniqueness about its operations. AFIS have been developed, therefore, in close association with their respective police departments in the countries by these specialised companies. Printrak, USA and NEC, Japan has shown no interest in transferring technology to India. Though Logica, UK, engineered the first system for New Scotland Yard, their continued involvement in the plan of automation of FP activity in UK appears to be in doubt. CIMSA, France while showing initial eagerness for Transfer of Technology (ToT), has been trying to sell a system at a very high price with no specific proposal for ToT. In view of this, it is felt necessary to launch a national indigenous effort to meet the requirements of Indian Police”. 2.3 Supports from Technology Development Council, DOE M/s CMC Ltd proposed the development of the AFIS, using systems engineering approach, that is, use the state of the art technique, appropriate hardware elements and develop the complete software specially catering to the Indian Police. Proposal for indigenous development of AFIS was submitted to TDC of DOE and a loan of ` 186 lakhs was granted to M/s CMC Ltd to develop the system. Subsequently, the loan was converted to a grant-in aid. 2.4 Steering Committee

The DOE formulated a Steering Committee of the following members:

The Steering Committee was formed on August 12, 1987. The Steering Committee was to give preliminary advice and oversee the implementation of DOE's TDC funded project on development of AFIS. The steering committee was revised on June 27, 1989 as:

The project envisaged technology development, systems integration, testing and documentation. The technologies developed were algorithms for feature extraction and matching of fingerprints. These algorithms were implemented on high speed general purpose array processors. Special algorithms were developed to match very difficult chance prints obtained from scene of crime. Software was developed to store, retrieve, delete and replace fingerprint images and related data. Significant amount of software was also developed on the workstations for digitizing images, editing and verification of results. Hard copy generation facility was also developed. The special purpose equipment such as array processors, optical disk and LAN were integrated. A database of 10,000 prints was created and tested. The system achieved very high success rates in matching the chance prints and rolled prints. Extensive testing was done from May 8th to May 20th 1989 by NCRB, Haryana Police and the Andhra Pradesh Police. NCRB assisted in creating the test database of 10,000 prints. The project was completed on June 30, 1989. This project helped the country in building a high technology, state of the art system. Now the technology was available for operational purpose at substantially lower costs. This system was also tailor-made to meet the Indian Police requirements. 3. FINGER PRINT ANALYSIS AND CRIMINAL TRACING SYSTEM

(FACTS) Global changes in both hardware and software technology were making rapid progress, resulting in more powerful, versatile and intelligent computer systems. Finger print identification is one such area where computerised image processing techniques can be used to a great advantage over the existing manual procedure. Today, the systems equipped with image processing technology for finger print identification are LOGICA, SAGEM, COGENT, SONDA, DERMALOG, PRINTRAK, NEC and SECUREMANTRA. As mentioned above, `FACTS' has been developed by CMC Ltd. (India) for finger print identification. ‘FACTS’ is a specific name given by CMC Ltd. (India) for its version of Automated Fingerprint Identification System (AFIS). Research and development work was taken up by the CMC, then a Govt. of India organisation, to develop a fully automated system for fingerprint examination and records. The first version of such a system FACTS 1.0 was set up for extensive trials and data base creation at the CFPB, NCRB, New Delhi in March 1992. The system was capable of performing automatically along the following lines:

i) Digitisation ii) Feature extraction and iii) Comparison of Finger prints among its assigned tasks.

It was expected to be ready for use in other States at an early date after rigorous tests and

trials at the CFPB and after all the required modifications and improvements.

Computerisation of finger print records and other related subjects such as crime and criminals information system made positive progress in 1994. Computerisation and data management had become part of everyday work of a FPB. More and more searches were being conducted through computerised systems. The ratio between man-hours spent and the results obtained were certainly much better than the previous years. 3.1 Scope of FACTS FACTS is an aid to finger print experts in their task of storing, updating and querying on database of fingerprints. Hardware consists of computer, input sub-system including scanner, matcher sub-system, encoder/editor sub-system and verifier sub-system. Software provides facilities to use FACTS for rolled finger print identification, chance print identification, addition, deletion of fingerprints and replacement of poor quality prints in case of duplicates, processing of death reports and absconders reports. Also the reports on performance of FACTS would be generated on daily, monthly, half yearly and yearly basis. Only eight prints per slip, excluding two little fingers, were stored in FACTS 3.0 for the purpose of matching. The upgradation of the version to FACTS 4.0 has taken care of all the ten-digit prints for matching and updating.

AFIS is based on pattern recognition theory. It involves (i) selection of characteristic features from the patterns to be identified (ii) extraction of these features from a set of reference patterns and storing them on a computer to form the database of known patterns (iii) extraction of similar features from a given pattern to be identified and comparison of these features against those of the known patterns in the database to decide if a match exists among the later. Minutiae-based algorithms that are built into the software, extract information such as ridge ending and bifurcation from a fingerprint image. These features are then stored as mathematical templates. The identification or verification process compares the template of the live image with a database of enrolled templates (identification), or with a single enrolled template (authentication). 3.2 Functions of FACTS The following functions are performed by the FACTS.

3.3 Limitations of FACTS Version 1.0

It did not specify any reference print to be an exact one to one match against the query print. It gave a short list of probable matches and provided an expert an aid to verify the listed individual prints visually.

Pattern class, core, delta points needed to be provided by the expert in the CCD camera

based system. (It would not be required in the advanced scanner based system.) Palm prints and sole prints and little fingers were not stored in the system. Chance prints with eight or more minutiae could only be submitted for matching. 3.4 FACTS Version 3.0 An upgraded and faster version of FACTS styled as FACTS Version 3 .0 works basically on the same basic principles and theories as in FACTS Version 1.0. But the software has been modified to suit the advanced hardware. The following diagram shows the work transaction mechanism of FACTS Version 3.0 INPUT Q.C.

An Automatic Scanner Device in FACTS Version 3.0 has replaced the C.C.D. camera of the Input Workstation of FACTS VERSION 1.0. It is very versatile, fast and can grab all the ten fingerprints from a fingerprint slip in a single go. Encoding and editing functions are also automatically performed by the same input workstation. Only verification of the match list is done by fingerprint experts. The improvements like automatic digitisation encoding and quality check by input workstation, capability of the Hi-tech hardware and modified software have gone a long way in making the system more sophisticated and efficient thus minimising the work load on experts. 3.5 FACTS Version 4.0 FACTS Version 4.0 is an advanced version of AFIS available from M/s. CMC Ltd. The special feature of this system is that the encoding of the fingerprint is done on the workstation only unlike the earlier version. This saves a lot of time in file transfer and avoids work stoppage due to non-availability of prints for quality check. The inclusion of Henry Code to cross check the primary classification goes a long way in creating an error free database. The improvements are that there is a facility for re-submission of chance print searches by changing the parameters i.e. pattern / fingers in matching. FACTS 4.0 also maintained a separate database for unsolved scene of crime prints which can be compared against the future chance prints and in-coming search slips. The following diagram shows the work transaction mechanism of FACTS 4.0

Benefits of FACTS 4.0 over FACTS 3.0 1. Improved Workstation Interface There are extensive improvements in the user interface of FACTS 4.0 workstation over the previous version. Some of the major improvements are:

i) Ease of operation and shorter learning curve due to the labelled buttons in the Graphical User Interface.

ii) Easier and faster editing of chance prints due to additional feature of eraser-style skeleton deletion with multiple eraser thickness.

iii) Faster Quality Check of rolled prints. iv) Common interface for chance prints and rolled prints reducing learning time. v) Integrated Henry Code Check available as an option enabling easy detection of

errors in marking pattern classes during input of ten digit FP slips. vi) Chance print can be temporarily saved during input thus allowing work to be

temporarily suspended, if necessary. vii) Flexibility in image magnification during QC and editing, thus improving system

usability. viii) Improved accuracy in placement of finger print box resulting in better resolution

and larger on-screen displays. ix) Permits hardcopies to be printed for reference.

2. Local Finger Print Encoding The fingerprints were sent to the server at the back-end for encoding in FACTS 3.0. This imposed a limitation on the number of workstations that could be connected. Encoding of fingerprints is carried out locally in FACTS 4.0 workstation as a result of which, the processing power of the server is no longer a limitation on the number of workstations that can be connected, thus, enabling larger number of FACTS workstations to be connected to a server, for instance, during backlog conversion. 3. Ease of Scalability In the light of the above point, i.e. local fingerprint encoding, the FACTS system can easily be scaled from a small system to larger configurations without the need to reconfigure the entire system. 4. Operating System FACTS 3.0 workstation software required Unix (SCO OSR5) operating system, whereas FACTS 4.0 workstation software is built on Windows NT platform. This enables easier workstation management and wider option with printers. Status Report on FACTS in CFPB/NCRB Computerisation of Finger Print Record is being vigorously pursued in CFPB/ NCRB right from the year 1992. Starting with FACTS 1.0, it has successively been upgraded to FACTS 5.0 which is a fully automated version of the system and much more efficient

compared to the earlier versions. The storage capacity is upgraded to hold and process 10 Lakhs fingerprint slips. As many as 9,24,111 Finger Print slips have been updated into the FACTS database as on 31.12.2013. Futuristic Scenario The future of AFIS development will be seen in improvement in the AFIS processing capability and also in its case of integration with other biometric devices. The advent of portable live scan fingerprint devices and satellite communications makes it possible to bring fingerprint-based identification to remote site and field related applications. The potential for forensic advances as a result of this automated remote capability is enormous, particularly when considered as a latent print identification tool. Traditionally, AFIS contained ten-print fingerprint records and biographical information. More and more, digital images, palm prints and auxiliary biometrics are being included with the traditional fingerprint images to enhance the identification capabilities being provided. The devices capable of capturing and comparing more than one form of biometric data to facilitate the identification of persons of interest are available in the market. These multi-modal devices seek to compensate for the inherent deficiencies of single biometric identification methods. The integration of such platforms into the existing AFIS environment is certain to gain traction in future. The CFPB/NCRB is undertaking massive up gradation of its AFIS and is contemplating inclusion of other biometrics like iris, face, palm to the fingerprints to increase the speed of processing and accuracy of results. The scale and reach of the proposed system is in line with the ongoing project - Crime and Criminal Tracking Network and Systems (CCTNS) of NCRB which envisages on-line connectivity between the Police Stations, DCRBx, SCRBx and the Central server/National database at NCRB. MODERNISATION Monitoring Committee for the modernisation of Crime Records, in its fifth meeting held on 18-19 June 1992 recommended modernisation of Finger Print Bureaux by acquiring technological aids to improve their efficiency and performance. The committee consisted of S/Shri S.N.P. Sinha, Addl. DGP(TS), UP, Lucknow; V. Krishnamoorthy, IGP & Dir/SCRB, Kerala; S.S. Bhandari, IGP & Dir/SCRB, West Bengal; Sarbjeet Singh, IGP, Computer, Punjab; Janardan Singh, Deputy Director, NCRB, Delhi; Kishore Jha, AD(T); Dir/CFPB, NCRB; M.P. Singh, AD(Ops), NCRB and P.B.R. Menon, JAD(S), NCRB. Advanced scientific equipment for detection, development and examination of latent and other fingerprints have to be acquired by FPBx and installed for day-to-day use as per the recommendations of the Committee. Gadgets like comparators, high intensity light sources, various types of F.P. kits with UV and IR arrangements, good quality fluorescent powders and lenses, electrical fuming and developing chambers, microscopes, camera systems, Dust Print Lifters, analysers and Automated Finger Print Identification System etc. are being used in some FPBx in India, and

are also in the process of being acquired by the remaining ones. EQUIPMENT Some of the latest scientific equipment essentially needed for present day finger print work for aiding the crime investigating agencies quickly and efficiently are listed below:

6 Iodine Fuming Cabinet and Heating Chamber etc

For enhancement and fixation of the latent prints, this kit is essential for both laboratory and field use.

8 Lifting Tapes etc. The lifting tapes of different sizes are essential to lift the developed prints either single or sequential.

All the 30 districts/commisionerates are connected through online with central server at

the State Head Quarters.

Scene of Crime to AFIS Project

All the 30 Fingerprint Units functioning in the Districts/Commissionerates are provided with Digital cameras, Laptops and Data Cards for the rapid identification of offenders under the “Scene of Crime to FACTS project” implemented in the year 2008. This latest technology is enabling the FP experts for taking photographs of chance prints at the crime scene itself in a remote place/village, with digital camera, process it with Laptop having FACTS software and transmit the chance prints to the FACTS Server located at the State Head Quarters for instant identification of the offenders from the crime scene. This is first of its kind in India.

KARNATAKA The Karnataka Finger Print Bureau, Bengaluru acquired software for Automated Finger Print Identification System “Net.AFIS”, from M/s Zygox Software (P) Ltd in 2002 for the State Finger Print Bureau, Bangalore and 30 other FP units in the State. From March 2001 to April 2002, M/s. Zygox Software (P) Ltd., Bangalore installed the AFIS software on trial basis with a data of about 68,000 FP Record slips of convicted persons. M/s NEC (India) Pvt. Ltd., Bangalore have taken over from M/s Zygox and maintaining the AFIS system. In 2006 AFIS has been upgraded to release 2.2 of net AFIS by M/s NEC India Ltd. At present all the City and District .Units have been equipped with an independent AFIS workstation and connected with the Central AFIS Server located in the FPB, Madivala, Bengaluru with WAN having 2 mbps BSNL leased lines.

As a result, the search of both ten print and latent prints, registration/verification of FP record slips of convicts are conducted on-line by the concerned city/District units.

At present 344 Police Stations including 118 of Bangaluru City are equipped with Live Scanners where fingerprints of convicted, arrested and suspected are taken live.

10-DIGIT FINGER PRINT RECORD SLIPS: Ten digit finger print slips of criminals convicted for certain specified schedule of offence are prepared, with the name, parentage, address and details of convictions recorded on them, to be maintained as permanent record in the Finger Print Bureaux. These slips are classified and recorded in such a manner that a duplicate slip if available on record can be retrieved within a reasonable period of time.

10-DIGIT FINGER PRINT SEARCH SLIPS: The recorded slips are useful in establishing the identity and proving the previous final history of persons arrested during the investigation of crime by a reference of these slips on record, known as search. Proof of previous conviction is necessary for enhanced punishment on subsequent convictions u/s 75 IPC. Criminals absconding after committing crimes or are wanted for specific offences are often traced with the help of their finger print slips during the process of search. These finger print slips are also of immense help in establishing the identity of dead bodies, thus developing leads and establishing motives; and are usually the first step in leading to the solution of a crime.

SCENE OF CRIME: One of the most important contributions sciences has made in the investigation of crime and administration of justice is the development of chance prints left behind by criminals at the scenes of crime and their identification. Despite all precautions, these prints are invariably left behind by criminals at the scene of crimes, or on crime articles. As these prints come directly from the body of a person, their development and identification help to establish his physical presence at the scene of crime. They, thus serve as a valuable connecting link between the crime and the criminal. A fragment of a print found at the scene of crime or on a crime article as long as it is inconsistent with the innocence is considered sufficient to convict a person for murder and sentence him to death.

APPENDIX - I

Relevant Provisions of Law Governing Preparation of Record and Search Slips

Identification of Prisoners Act, 1920 Section 3: Related to Convicted Persons:

a) Every person who has been convicted of any offence punishable with rigorous imprisonment for a term of one year or upwards or of any offence which would render him liable to enhanced punishment on a subsequent conviction and

b) Every person ordered to give security of his good behaviour under

Section 118 CRPC shall if so required allow his measurements and photographs to be taken by a police officer in the prescribed manner.

Section 4: Empowers police officers for taking fingerprints of non-convicted

arrested persons in connection with an offence punishable with RI for one year or more.

Section 5: Empowers a magistrate of first class to order a person to give his

fingerprint for the purpose of any investigation or proceedings. Section 6: i) Empowers the use of necessary means to secure the fingerprints

of any person who resists or refuses taking of fingerprints.

Ii) Resistance or refusal is deemed to be an offence u/s 186 IPC. Section 7: Deals with destruction of finger print slips on acquittal or on

discharge or on release without trial.
