Background

The Regulatory Reform (Fire Safety) Order 2005 imposes requirements on the ‘Responsible Person’ to take such general fire precautions as will ensure, so far as is reasonably practicable the safety from fire of any of their employees or other relevant persons.

The principal requirement is to make a suitable and sufficient assessment of the risks to which relevant persons are exposed.

A relevant person is any person (including the responsible person) who is or may be lawfully on the premises, including any person in the immediate vicinity of the premises who may be at risk from a fire on the premises.

The main duty-holder is the ‘Responsible Person’. The duties imposed on the responsible person cannot be delegated but are extended to every person, who has to any extent, control of those premises, so far as the requirements relate to the matters within his control. If a third party is appointed to carry out the fire risk assessment it is expected that the responsible person will exercise the principles of due diligence in choosing such a contractor.

It is a requirement that the fire risk assessment is reviewed by the responsible person periodically so that it is up to date; particularly if there is reason to suspect that it is no longer valid.

Methodology

The basic purpose of a “Fire Risk Assessment” (FRA) is to identify the general fire precautions the responsible person needs to take. The FRA should only be carried out when a premise is occupied and in normal use. If, in the case of a new or refurbished premises, there is a need to carry out a ‘pre-occupation’ FRA, a further assessment should be carried out as soon as the premises is in normal use.

This FRA has been conducted with regard to the principles and approach of the latest revision of Publicly Available Specification 79 (PAS 79) 2012, with the overall mission of ensuring that all has been done to reduce both hazard and risk to a level that can be demonstrated to be as low as reasonably practicable (ALARP).

The assessment, observations and recommendations are only relevant to the conditions within the premises at the time of the survey. This fire risk assessment is non-invasive unless specified otherwise, and the methodology is not intended to address:

• the protection of property (i.e. the premises and its contents)

• environment

• business continuity

• safety of fire-fighters in the event of a fire on the premises

It otherwise covers the relevant occupied areas, common parts, landlord areas and adjacent property risks.

The significant findings arising from the assessment are contained in the report with a summary of the necessary remedial actions being produced in table form. The responsible person should act on these findings to achieve compliance with the Order. Photographs, plan drawings and other relevant documentation may be provided to assist clarity as appropriate.

Description of building and occupancy

• Ground floor – 3 classrooms, reception area, entrance area, office, kitchen, bathroom

• First floor – communal area, 3 classrooms

Additionally, policies, procedures and close co-operation with the others ensures that all aspects of fire safety within the building are being effectively managed and maintained.

Fire safety provisions within the building include a fully addressable fire detection and alarm system, emergency lighting, portable firefighting equipment, fire safety signage, and where visible, adequate levels of passive fire protection.

Significant findings identified at the time of the site survey were generally of a minor nature and related to maintenance and record keeping of safety systems for planned preventative maintenance activities.

Having assessed the occupancy profile and fire hazards present, evaluated the preventative and protective measures both in place and to be put in place, it is concluded that if the matters highlighted in this report are addressed, the risk to relevant persons from fire will be as low as is reasonably practicable.

Any actions necessary are explained within the Significant Findings and Remedial Actions table.

Assessor observations

There is a range of fixed and portable electrical appliances in use within the building; these include kitchen equipment such as toasters, kettles, fridge freezers and hoovers.

Regular maintenance of the centre owned equipment is co-ordinated by the Departments.

Records relating to the 5 yearly inspection of the fixed electrical installation were not available at time of assessment. However, the next test date is in November 2021.

At time of assessment records relating to the testing of portable appliances were available and last carried out in November 2018.

Comments / actions / recommendations

All staff should be reminded to reduce the risk of fire by switching off all non-essential electrical equipment at the socket when not in used. A check of their workspace or area of responsibility should be made before leaving at the end of the day to help minimise fire hazards.

The following are simple risk reduction measures to reduce possible ignition sources to as low as reasonably practicable and staff should be made aware as necessary:

• Unplugging low usage appliances when not in use

• Remove any unwanted appliances

• Any damaged or electrically unsafe items should be replaced

• ‘Daisy chaining’ of extension leads is prohibited

• Limit use of extension leads to the minimum necessary and where practicable, provide additional fixed sockets instead of using extension leads

The main access to the building is via the ground floor entrance foyer, which leads directly into a protected stairwell which serves the ground and upper floors

Means of escape is available in more than one direction on the ground floor. Upper floors lead on to the main stairwell. A second stairwell is available if necessary.

The current evacuation strategy of the building is one of total simultaneous evacuation.

Generally, compartmentation where visible in the form of fire doors and surrounding walls appeared mainly to be in a good condition, and very likely to be original doors. However, some fire doors did not close flush to the frame.

General Advice.

A fire door can only offer protection in limiting the spread of smoke and fire if the door seals are working effectively and if the door can fully close under the action of its door closer. The self-closing device should be capable of closing the door securely into its frame from any open position, and overcoming the resistance of the door latch and edge seals. All fire door self-closing devices should be regularly checked and maintained to ensure that they are operating correctly.

The building is provided with a fully automatic and L1 addressable fire detection and alarm system. The system consists of a main fire panel in the entrance, heat and smoke detectors, emergency break glass manual call points, sounders and visual indicators.

The main fire panel is located in the entrance foyer at ground floor level. A Zone Map is located by the main fire alarm panel.

Upon activation of a single detector head or manual call point the system goes into full alarm bringing about the simultaneous evacuation of the building.

The weekly fire alarm test for the building is undertaken by the Landlord.

All manual call points are fitted with a protective cover to help stop malicious or accidental false fire alarms.

Conclusions

This report presents the significant findings of the fire risk assessment which took into account the occupancy profile, the fire hazards and risks present while evaluating the general fire precautions in the premises at the time. The measures highlighted in the following table of remedial actions are recommendations which it is considered should be put in place to achieve compliance with the Regulatory Reform (Fire Safety) Order 2005 and reduce the risk to people from fire in these premises to a level which may be considered as low as reasonably practicable (ALARP).

This form of quantification serves purely as a broad indication of the situation for the benefit of the “Responsible Person” to then determine how best to achieve and manage the actions to be taken/recommendations contained in this report.

Where appropriate remedial actions may be recorded in red text as outstanding from the previous assessment (where this has been made available to the assessor) and still require action in accordance with their remedial action risk rating.
