Introduction

Baseball and softball are fun! One way to ensure Little League remains a fun as well as a safe environment is for every league to perform background checks as required by Little League regulation I (c) 8 & 9.

A background check must be conducted on all Coaches, Practice Coaches, Board Members, Umpires, and all General Volunteers who provide regular service to the League or have repetitive access to children. General Volunteers include, but are not limited to, Practice Coaches, Umpires, Equipment Managers, Field Maintenance personnel, Scorekeepers, Announcers, Concession Workers, and Team Parents.

Since 2003, a unique alliance between Little League and First Advantage has offered local Leagues access to a background check website designed specifically for Little League. The site offers instant access to the First Advantage National Criminal File database at deeply discounted prices. Little League International provides each League’s first 125 searches for the season no cost to the League. All searches beyond 125 will cost $1.00 per search. For billing purposes, the season is defined as beginning November 1 of the current year and ending October 31 of the following year.

Accessing Background Check Tool

You can access the Background Check Tool, as well as find in-depth information about the Background Check Program in the Little League website.

1. Go to http://www.LittleLeague.org/

2. Click learn more. A new screen with all the features available in this website opens.

3. Under Programs, click Child Protection Program. This takes you to the Child Protection Program page.

4. Scroll down to the bottom of the Child Protection Program page and click Background Check Tool or Local League Background Check Information.

You can also reach the Background Check Tool directly by going to http://littleleague.fadv.com. You can add this page to Favorites in your internet browser for future use.

Registration

To use the Background Check Tool, you must first complete a one-time registration at http://littleleague.fadv.com.

1. Click Registration or New Users click here.

2. Complete the Subscriber Application and Service Agreement form.

NOTE: Your League ID is required. Other required fields are denoted by red text. Be sure to review the Agreement for Service before submitting your application.

Key points to remember:

• New account number and password for login will be e-mailed to the user when the account application is approved.

• Only VISA, MasterCard, and American Express cards are accepted.

3. Submit your Registration by clicking Process My Application (located toward the bottom of the page, just above the Agreement for Services section).

First Advantage validates all registrations. This can take from 7-10 business days. For questions about the status of your registration, contact the First Advantage Little League Credentialing Group at (866) 837-8661, option 1.

After your registration has been confirmed, First Advantage will provide your account and initial login information by e-mail.

Billing

Leagues can register any time via the internet using a valid credit card. All searches above the 125 free search limit will be billed to that credit card. Invoice or deposit accounts are not an option with the Little League website.

Search

Performing a Search Before you begin, be sure you have signed Volunteer Application Form with authorization to conduct a search for all volunteers. You cannot conduct a search without the volunteer’s signed authorization.

If you have a large number of volunteers to screen, see Ordering on Multiple Volunteers.

1. Go to www.littleleague.com

2. Place the cursor on LEAGUE OFFICERS tab and click Local League Background Check Info.

3. Scroll to the bottom of the Local League Background Check Info page and click Access to Background Check

Form. The search request screen will open.

4. Complete all mandatory fields (middle name is also recommended).

NOTE:

• Last Name - Enter the person’s legal last name. Enter only one last name with no spaces or hyphens. Do not enter a suffix like “Jr.” or “Sr.”

• DOB (Date of Birth) - mm/dd/yyyy format. Example: 02/05/1990.

• SSN - Enter the Social Security Number without dashes (numbers only).

• League ID – Drop any leading zeros. Example: If League ID = 024138, enter 24138.

5. Confirm that the Volunteer Application has been signed, and then check the Volunteer Authorization Obtained? box.

6. Click View Possible Name Matches to run the search.

Viewing Search Results After you have run the search, you may review results for that search right away or continue to enter orders for additional searches. Follow these instructions when you are ready to view your search results.

1. Click the Review Account tab at the top of the page.

2. Click the box next to the person whose results you wish to view.

3. Select View/Print.

4. Click Go.

Understanding Search Results

First Advantage uses sophisticated search logic to find all possible record matches within the National Criminal File. The following automated searches are performed simultaneously on each background check that is ordered:

• Exact first name, last name, and date of birth match across the entire First Advantage National Criminal File database.

• Exact first name, last name and Social Security Number match (if provided) across the entire First Advantage National Criminal File database.

• Extended variation of first name (E.g., Mike to Michael), plus exact match to last name, date of birth, and, if provided, Social Security Number.

• A match on 2 or more identifiers (E.g., first and last name and date of birth) will return results from the state sex offender registry records for 39 states.

o Exact match on first and last name only will return results from the state sex offender registry records for the following 11 states: Arizona, Georgia, Hawaii, Indiana, Massachusetts, Montana, Nevada, Pennsylvania, Virginia, Washington, and Wisconsin.

Individual Criminal Search Results

Individual criminal search results contain the following pertinent record information. The exact information on the report depends on what is available from the source. If the search finds no criminal record, the report will read “No Record Found.”

• Source of the record ( E.g., Florida Department of Corrections)

• Name on file

• Date of Birth on file

• Case Number

• Charge Class (Felony or Misdemeanor)

• Disposition (For example: Guilty, Sentenced to 10 days jail)

Sex Offender Registry Results

First Advantage provides sex offender registry data based on Name and DOB match in the following 39 states. Results are matched on at least two identifiers.

39 States (and D.C.) with full sex offender search criteria: Alabama, Alaska, Arkansas, California, Colorado, Connecticut, D.C., Delaware, Florida, Idaho, Illinois, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Michigan, Minnesota, Mississippi, Missouri, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, West Virginia, and Wyoming.

First Advantage provides sex offender registry data based on Name match only in the following 11 states .As a result, significantly more records will be returned. Results from these states are matched on First and Last Name Only and may not belong to the applicant.

11 States with name-only search criteria: Arizona, Georgia, Hawaii, Indiana, Massachusetts, Montana, Nevada, Pennsylvania, Virginia, Washington, and Wisconsin.

Search results from these Name-Only searches will be in the body of the report, and the local League’s) further review of the State Sex Offender Website is required in order to determine if the record on the report applies to the applicant. To do this, visit http://www.nsopr.gov and search for the applicant to retrieve possible photos and more demographic information. This additional information will help exclude records that do not belong to the applicant.

As part of the sex offender registry records returned from the First Advantage National Criminal Record File database, photos of sex offenders will be included when available. Middle name or middle initial information will also be matched if provided.

Ordering Multiple Volunteers To screen large numbers of volunteers at one time, First Advantage offers “batch” ordering. The First Advantage site has a file formatted for use with Microsoft Excel, which you can use by submitting your orders all at one time and receive results in 24-72 hours.

Follow these steps to submit a Batch Order:

1. First, make sure your Excel spreadsheet application is set to allow macros from trusted sources. Here is how to check that setting:

a. Open the Excel spreadsheet application

b. On the Files menu, click Option. Excel Options box will appear.

c. Select Trust Center tab and then click Trust Center Settings button. The Trust Center Settings box opens.

d. Select the Macro Settings tab, and then select the Disable all macros except digitally signed macros option.

e. Click OK.

2. Login to the First Advantage Background Screening site for Little League and select the Batch tab.

3. Download the Batch Order template. On the pop-up window, click Save (not Open). Give the file a name that you will recognize and save the file to a location where you will be able to find it again (E.g., under My Documents).

4. In Microsoft Excel, open the batch order file you saved. When you open the spreadsheet, a security warning may pop up. If the warning states that the macros contained in the document are from First Advantage, perform the following steps:

a. On the Security Warning dialog box, click Details.

b. On the Digital Signature Details dialog box, click View Certificate.

c. On the Certificate dialog box, click Install Certificate.

d. Click Next to start the installation.

e. Click Next to allow Windows to automatically install the certificate in the proper location.

f. When the installation is complete, click Finish.

g. If a dialog box pops up asking whether you want to enter the certificate to the Root Store, click Yes.

h. Close all dialog boxes and exit from Microsoft Excel.

i. Re-open the batch order template. You should not see the security warning again and the template should function normally.

NOTE: If the spreadsheet is not signed or the signature is other than First Advantage, do not open the document. Download the latest template by repeating the procedure from the beginning of step 3.

5. Enter all required fields in the spreadsheet (listed below) and as many non-required fields as possible, using one row per volunteer:

• Account Number (in lower case)

• Password

• League ID (On spreadsheet listed as Special Billing ID)

• Last Name

• Middle name or initial

• First Name

• Date of Birth

• SSN

• Street #

• Street Name

• City

• State

• Zip

• Requestor Name

• Requestor Phone

6. When you have completed the batch file, first save it in Excel workbook format (“.xls” file extension) as a backup. Then Save As a comma delimited file type (“.csv” file extension). The file with the “.csv” extension is the one you will upload to the First Advantage site for Little League.

7. On the website, click on the link to Submit a Batch File. Follow the onscreen instructions to submit your

comma delimited file.

IMPORTANT! Do not e-mail a batch file unless you first encrypt it or apply password protection to it, to ensure volunteers’ personal information is protected.

Your results should be available on the website within 24 – 72 hours. To view results, follow the instructions in Viewing Search Results.
