worth HK$10m in prize money. Upgraded to Gr.1 level for thefirst time this season, the race has been won for the past twoyears by Military Attack (Oratorio). The seven-year-oldended last year with a short-head second in December’sGr.1 Hong Kong Cup, but missed his intended comeback inthe local Gr.3 Centenary Vase three weeks ago.

Both those races were won by last year’s Horse of theYear, Designs On Rome (Holy Roman Emperor), who isin flying form, according to his trainer John Moore. Hesaid, “I couldn’t be happier with Designs On Rome. Heseems to have hit a purple patch of form right now, like alot of the European horses I have in the yard. For somereason, with the spring coming on, they seem to beworking even better. And Designs On Rome had beendoing everything right anyway!”

Military Attack is a former stablemate of Designs OnRome and was his predecessor as Horse of the Year, andMoore had this to say about his former charge, “MilitaryAttack will be a tough rival if he’s over that setback he had.Caspar [Fownes, trainer] said he had lost weight, so itcould be that he’ll be vulnerable, but we know howtalented a horse he is.”

Moore will also saddle the US-bred five-year-oldHarbour Master (Mizzen Mast), who has won three ofhis last four starts, including twice over 1800m, but will befacing 2000m for the first time tomorrow.

The Tony Cruz-trained Blazing Speed (Dylan Thomas)has won six races since being imported from Britain,including a defeat of Military Attack in last November’sGr.2 Jockey Club Cup over this trip. Last time out he wasfourth, beaten just over two lengths in the Gr.1 StewardsCup, but none of his rivals that day face him here. Alsofrom the Cruz stable are the nine-year-old CaliforniaMemory (Highest Honor), who was seventh of ten lasttime in the Centenary Vase, and the US-bred Irish importHelene Super Star (War Front), formerly the MeydanGr.2 winner Lines Of Battle, who has won only once from15 outings in Hong Kong.

The two remaining runners are from the John Size yard.Endowing (Danehill Dancer) won the Gr.2 Jockey ClubCup in November 2013 but has only been placed once ineight subsequent starts, and the New Zealand-bredKhaya (Librettist) was third at a big price in December’sGr.1 Hong Kong Cup and was another to finish unplacedin the Centenary Vase, after making the running.

OVER 170 YOUNG PEOPLEATTEND YITBA CAREERS SEMINARA large crowd packed in to the Keadeen Hotel to hear theadvice of Clodagh Kavanagh, Jim Bolger and Bill Dwan, ina careers evening entitled “Racing To A Better Future”hosted by the YITBA and chaired by Richard Pugh lastWednesday.

The audience, as Pugh pointed out, was “at an age whereyou are asking, what’s next?” Pugh, who gained a degree infinance, detailed his experience in founding p2p.ie, whichidentified a niche as a service provider. He warned thatsetting up a business was not for everyone and advised:“You need to decide where you yourself fit in.”

Clodagh Kavanagh studied Agricultural Science at UCDand worked with horses around the world before she wasappointed General Manager at RACE, a role she now fillswith the Darley Flying Start Programme. “Like a lot ofpeople I did my own ‘Flying Start’ by writing letters andringing people and asking if I could go and work withthem,” she revealed.

When asked what the most common pitfall in CVs was,she said: “Spelling and formatting. Employers are lookingfor someone who will do the best they can. If your CV issloppy it won’t get you an interview.” She also warned of

Bill Dwan’s first job away from the family farm was atCoolmore, where he spent six months in Ireland and sixmonths travelling with the shuttle stallions. “Travellingopened my eyes and I picked up some good ideas,” hetold the audience. He later made the decision to set upThe Castlebridge Consignment, having seen theprofessionalism of consignors in the USA. “I had nobusiness plan and no money,” he admitted. “Not a goodidea, but I survived. If you’re going out alone you’ve got tobe prepared to do a lot of sweating and living on yournerves. A lot of success in this business is based on wordof mouth and you either get a good reputation or a badreputation.”

Jim Bolger, who chose to gain a degree in accountancy“as I felt if I was to make a bit of money along the way I’dneed to know how to look after it”, gave a highly amusing“road map” to success and strongly advised students toget a part-time job in order to know what it’s like in theworkplace. “One thing you have to do is make animpression,” he advised. “Your employer is an importantperson and you’ve to gain a reputation for yourself, not aneasy thing to acquire. Three or four years later I will get acall from someone asking me, ‘what was so-and-so like?’If you don’t like a job, give two weeks’ notice and leave inan honourable way.” He stressed the importance of beingimmersed in knowledge. “If you want to get somewhereyou need to be informed. Ask plenty of questions and finda mentor. When you do have your own farm, you can stillbounce things off people to help you.”

YITBA Chairman Mary Kilduff concluded proceedings byemphasising the sterling work her committee are doing forthe future of Irish breeding and racing enthusiasts. In order

to continue this work she called on the audience to submitany ideas and get involved and advised that the search forthe YITBA 2015/2016 Apprentices will commence shortly.

You will not find many horsemen, especially in America,who are more adamantly anti-drug than I am. As regularreaders will remember, I have long and heartily lamentedAmerican racing’s drug addiction and lobbied vociferouslyfor decades now against our current morass of permissivemedication and ridiculously lax enforcement of even thoserules.

I will even take some credit for providing our anti-druginitiative some of its earliest ammunition. In 1995 Iauthored a two-part study in the late much-lamentedThoroughbred Times, documenting the dramatic declinein number of career starts and starts per year for AmericanThoroughbreds and noting the chronological connectionto the relaxation of drug rules in the 1970s.

That said, the British Horseracing Authority’s new ruledisqualifying any horse who has ever been administered asteroid of any kind is a misguided if well-intentioned steptoo far.

The first and most obvious problem is that certainsteroids have legitimate therapeutic uses that haveabsolutely no connection to performance enhancement. Toforbid veterinarians from using a medication that includesa steroid to promote healing in a foal or yearling for a fewdays is scientifically nonsensical. It is a rule that serves nopurpose to the detriment of the health of the animal.

The second obvious problem is that in the real worldsteroids are everywhere. Feeding programs in the US areas carefully controlled and monitored as anywhere, but,regardless of location, occasionally horses are going toaccidentally ingest something that contains steroids. It isinevitable. It is one thing to penalize an incident like thatwhen a horse is in training. It is quite another – not tomention totally illogical and scientifically insupportableand ethically unfair – to penalize a horse, trainer, andowner for something that happened at a time when theywere not in control of the horse.

The third, and from our point of view most egregious,problem is that under the proposal as we understand itcurrent European-bred horses will be exempted in for anyprevious ingestion of steroids while American-breds willnot. You will have to explain to me how that can possibly

be defined as fair, because it is beyond my understanding.No matter how many parallel universes Stephen Hawkingmight postulate, that rule is unfair in any of them.

When I first read of the BHA’s proposed rule last year, Iwas immediately reminded of a story in the British press afew years ago after an American-trained two-year-old hadwon at Royal Ascot. I cannot quote it directly frommemory but the commentator was astounded at the size,maturity, and muscularity of the horse and questionedwhether such superior maturity could be natural. Hissolution to this perceived problem was that Americanhorses should be banned from English racing. Othercommentators joined in, roundly condemning the horse,the trainer and American-trained horses in general.

I, of course, have no knowledge of that particularhorse’s pharmacological history but that is hardly thepoint. It is the attitude that perturbs me.

A little over 100 years ago, after a series of victories byAmerican-breds exported to England because of the shut-down of New York racing, the English Jockey Club madea change to registration rules for Volume 22 of the GeneralStud Book that effectively transformed almost allAmerican-breds into unregisterable half-breds, at least inEngland. That rule, however, exempted in any American-breds registered in previous volumes of the GSB.

In America, that rule became known as the “Jersey Act”after the Jockey Club Steward Lord Jersey, who hadlobbied in favour of the rule. From an American point ofview, the change was made essentially because theEnglish did not like American-breds winning Englishraces. Less than 40 years later, the rule became untenableand was rescinded because horses defined as half-bredswere winning too many of your best races anddescendants of those exempt horses, particularly thosedescending from an American-bred stallion with theappropriate name of Americus, were regularlydemonstrating the ridiculousness of the rule.

One hundred years on, we are beginning to wonder if thesame spirit of isolationism is again a factor. Otherwise,why would your horses be exempt from the new steroidrules while ours are not?
