COVID-19 situation in Guwahati deteriorates

GUWAHATI, June 24:From banks to malls, to pri-vate hospitals and apart-ments – COVID-19 casescontinued to be detectedfrom across Guwahati,prompting the Health De-partment to admit onWednesday that the citywas in grip of the first stageof community transmissionof the virus.
During the day, 226 new
COVID-19 cases were de-
tected in the State taking the
tally to 6282.
The State Bank of India
was forced to close down four
of its branches – New Guwa-
hati, Fancy Bazar, Lokhra
LCPC branch and Khanapara
– after detection of positive
cases. Fourteen have tested
positive in the SBI’s LCPC
branch at Lokhra and six at
the Fancy Bazar branch.
“One floor of the SBI local
head office at Dispur was also
sealed after an employee test-
ed positive. The branches are
being sanitized and they
should resume operations
from Monday. All the prima-
ry contacts of the patients are
being tested,” an official said.
A staff of the PWD NH of-
fice at Chandmari has also test-
ed positive. An electrician of
Nemcare Hospital has also
tested positive, but hospital
authorities said he was at
home for the last few days and
there was no chance of the
transmission in the hospital
from him.
An employee of the North
East Small Finance Bank has
also tested positive. Three of
his primary contacts have
been quarantined and his of-
fice cabin sealed. “The office
is being sanitized following all
disaster management proto-
cols,” a bank official said.
“Yesterday, of the total 203
cases detected in the State,
102 were from Guwahati
alone which is a dangerous
sign. We urge people to avoid
travelling to Guwahati unless
it is essential. Those in the
city should remain at home
as much as possible,” Minis-
ter of State for Health Pijush
Hazarika told reporters.
He admitted that the spike
was an indication of the first
stage of community transmis-
sion as cases were being de-
tected “anywhere and every-
where”.
The Minister also indicated
that more wards may be
locked down if the need aris-
es. The State government had
imposed a complete lockdown
in 11 of the 31 wards in Guwa-
hati from 9 pm of Tuesday.

tors, while, the Act East Pol-
icy can also help the entire
North East region to become
an attractive destination for
investors, said senior IAS of-
ficer, Ravi Kota, who has been
appointed as the Minister
India’s investment climate.
The Department also deals
with the issues relating to the
World Bank and International
Monetary Fund. Only three
Indian Embassies have such
posts and the other two plac-
es apart from USA are Lon-
don and Tokyo.

The country saw the highest
single-day jump of 15,968
COVID-19 cases and 465 fa-
talities, taking the infection
tally to 4,56,183 and the death
toll to 14,476, according to the
Union Health Ministry data.
India registered over
14,000 cases for the fifth day
in a row and witnessed a surge
of 2,65,648 infections from
June 1 till June 24, with Ma-
harashtra, Delhi, Tamil Nadu,
Gujarat and Uttar Pradesh
remaining the top five con-
tributors to the rising tally.

GUWAHATI, June 24: The
tea industry is heading for a
major crisis in the face of heavy
crop loss during the season.
The Tea Association of India
(TAI) estimates that the crop
loss for the period March-June
this year is likely to be approx-
imately 132 million kilograms
in North India (Assam and
West Bengal).
Out of this estimated decline,
orthodox production is expect-
ed to drop by 12-14 million kil-
ograms. The export levels are
also likely to witness a drop by
10-15 per cent at around 225
million kilograms.

The flood situation in the
State worsened today with
five upper Assam districts
bearing the brunt of the sec-
ond wave that has claimed
one more life in Sivasagar.
With this a total of 14 per-
sons have died in the flood
this year, including three in
the second wave. Significant-
ly, all three fatalities in the
second wave of flood have
been reported from Sivasa-
gar district.
In the past 24 hours, the
flood has affected a huge pop-
ulation and more than 5,000
hectares of crop lands in the
districts of Dhemaji, Jorhat,
ditiously, in accordance with
the bilateral agreements and
protocols, would help ensure
peace and tranquillity in bor-
der areas and the develop-
ment of broader relationship
between the two countries,”
the MEA said.
The talks were held be-
tween Joint Secretary (East
Asia) in the Ministry of Ex-
ternal Affairs Naveen Srivas-
tava and Director General in
the Chinese Ministry of For-
eign Affairs Wu Jianghao.
The MEA said the two
sides also agreed to maintain
communication both at dip-
lomatic and military levels
including to resolve the ex-
isting situation peacefully.
The talks took place two
days after Chinese and Indian
armies arrived at a “mutual
consensus” to “disengage”
from all the friction points in

27 relief camps spread across

The flood report further
said that the Brahmaputra riv-
er has been flowing above the
danger level in Jorhat and Dhu-
bri districts. Its tributaries
Dikhow and Disang in Sivasa-
gar district, Dhansiri in Gola-
ghat district and Jia Bharali in
Sonitpur district are also flow-
ing above the danger level.

Court issuesarrest warrantagainst Garga

GUWAHATI, June 24: The
subdivisional judicial magis-
trate of Kamrup (Metro) on
Wednesday issued an arrest
warrant against Kolkata-based
political commentator Garga
Chatterjee who had made of-
fensive remarks on Swar-
gadeo Chaolung Siu-Ka-Pha
on social media.
The court instructed the of-
ficer-in-charge of Chetla police
station in Kolkata to arrest the
accused person and produce
him before the court on or be-
fore July 3. It also directed
Kolkata Police Commissioner
to execute the warrant of ar-
rest against Chatterjee and
ensure his production before
the court at the earliest.
Earlier, an Assam Police
team that left for Kolkata to
arrest Chatterjee returned
empty-handed on Tuesday
due to “lack of cooperation”
from the local police stations
of West Bengal.
After Chatterjee’s deroga-
tory remarks on Chaolung Siu-
Ka-Pha several organisations
in the State had filed FIRs
against him demanding his im-
mediate arrest.

mu and Kashmir, Odisha and
Uttarakhand.

“These are grim pointers to
the health of the industry as
less of crop translates to more
overheads in term of fixed
cost. The crop and market out-
look for the tea industry at this
point of the season looks bleak,
in the aftermath of prolonged

ident Raj Bansal said.
“The industry is heading for
a major crisis because loss suf-
fered in terms of crop till date
and the prospects of recoup-
ing in the coming months is
difficult on the face of massive
rainfall reported from North
Indian tea growing regions,
both in Assam and West Ben-
gal,” he added.
The rainfall of above 400
mm in the month of May (100
mm more than the corre-
sponding period of 2019) is
bound to impact the availabil-
ity of crop in the coming
months, the planters associa-
tion felt.
“The tea industry in North
India now has to face the twin
challenge of how it meet and
balance production targets
while managing operation of
the gardens in the face of addi-
tional operative costs in cop-
ing with challenges posed in
combating COVID-19,” in-
dustry sources said.

BEIJING, June 24: Asserting
that China and India are “impor-
tant neighbours to each other”,
Chinese Foreign Ministry on
Wednesday said maintaining
peace and tranquility along the
Sino-India border is in the com-
mon interests of both the par-
ties and requires joint efforts.
In separate statements, the
Chinese Foreign and the De-
fence ministries, however, re-
peated Beijing’s stand that In-
dia was responsible for the
June 15 violent face-off in east-
ern Ladakh.
Defence Ministry Spokes-
man Col Wu Qian said the two
Defence Ministers are nego-
tiating on the phone. “The two
sides held a second military-
level meeting on June 22 to
exchange in-depth views on
controlling tensions and main-
taining peace and stability in
the border areas,” he said.
Noting that China and India are
important neighbours to each
other, Wu said that maintaining
peace and tranquility in the bor-
der area is in the common inter-
ests of both parties and requires
the joint efforts of both parties.
“We hope that India and
China will meet each other,
effectively implement the im-
portant consensus between
the leaders of the two coun-
tries, strictly abide by the
agreement reached by the two
parties, and continue to prop-
erly resolve relevant issues
through dialogue and negotia-
tion at all levels. We will make
joint efforts to ease the situa-
tion in the border areas and
maintain peace and stability in
the border areas,” he added.
Foreign Ministry spokes-
man Zhao Lijian said the For-
eign Ministers of the two sides
during their telephone talk on
June 17 agreed to deal with this
serious matter in a just way.
“The two sides will stick to
the Commander-level meeting
consensus and cool down the sit-
uations soon as possible. The two
sides will also maintain peace and
tranquility of the border areas,
in accordance with the agree-
ment reached so far,” he said.
Zhao also said that a secondround of Commander-levelmeeting was held on June 22
and 23 during which the “twosides agreed to take measuresto de-escalate the situation andjointly promote peace and tran-quility.” – PTI

MOSCOW, June 24: Defence Minis-
ter Rajnath Singh on Wednesday said that
he was proud that a contingent of the
Indian Armed Forces was participating
in the 75th Anniversary of Victory Day
Parade here.
Singh arrived here on a three-day visit
on Tuesday at the invitation of the Russian
Ministry of Defence to attend the 75th An-
niversary of Victory Day Parade.
“Attending the Victory Day Parade at Red
Square in Moscow today to commemorate
the 75th Anniversary of Victory of the So-
viet People in the great Patriotic War of 1941-
1945,” Singh tweeted on Wednesday.
“I am proud that a Tri-Service contin-
gent of the Indian Armed Forces is also par-
ticipating in this parade,” he tweeted.

about what it means for the

The thermometer hit a like-
ly record of 38 degrees Celsius
(100.4 degrees Fahrenheit) in
the Russian Arctic town of
Verkhoyansk on Saturday, a
temperature that would be a
fever for a person but this is
Siberia, known for being frozen.
The World Meteorological
Organization said on Tuesday
that it’s looking to verify the tem-
perature reading, which would
be unprecedented for the region
north of the Arctic Circle.
“The Arctic is figuratively
and literally on fire,” it’s
warming much faster than we
thought it would in response
to rising levels of carbon diox-
ide and other greenhouse gas-
es in the atmosphere, and this
warming is leading to a rapid
meltdown and increase in wild-
fires, University of Michigan
environmental school dean
Jonathan Overpeck, a climate
scientist, said in an email.
“The record warming in Si-
beria is a warning sign of major
proportions,” Overpeck wrote.
Much of Siberia had high
temperatures this year that
were beyond unseasonably
warm. From January through
May, the average temperature
in north-central Siberia has
been about 8 degrees Celsius
(14 degrees Fahrenheit)
above average, according to
the climate science non-profit
Berkeley Earth.
“That’s much, much warm-
er than it’s ever been over that
region in that period of time,”
Berkeley Earth climate scien-
tist Zeke Hausfather said.
Siberia is in the Guinness
Book of World Records for its
extreme temperatures. It’s a
place where the thermometer
has swung 106 degrees Cel-
sius (190 degrees Fahrenheit),
from a low of minus 68 degrees

BMC to procure one lakhantigen testing kits
MUMBAI, June 24: The Brihanmumbai Municipal Corpo-
ration will purchase one lakh antigen testing kits to ensure
speedy results for suspected COVID-19 patients, an official
said on Wednesday.
According to a release issued on Tuesday, the civic body has
initiated Mission Universal Testing, under which it will use
ICMR-approved antigen testing kits that provide results with-
in 15 to 30 minutes.
These kits will be used at all civic, state-run hospitals and
COVID-19 treatment facilities to test suspected patients and
ensure timely treatment, the release stated. At present, RT-
PCR tests are being used to detect infections, but the results
of antigen tests will be comparatively faster, the civic body
said. – PTI
Finalise formation of over 1 lakhvirus screening teams: UP CM
LUCKNOW, June 24: Uttar Pradesh Chief Minister Yogi
Adityanath on Wednesday directed officials to finalise the for-
mation of over one lakh screening teams to check the corona-
virus spread.
“Medical screening is very important to check the spread
of coronavirus. The constitution of over one lakh screening
teams should be finalised after training,” the CM said at re-
view meeting with official here.
According to an official statement, the CM said pulse oxi-
meters and infrared thermometers should be made available
to the screening teams and adequate protection like gloves,
mask and sanitizer should also be provided to them. – PTI
Sheena murder: Indrani Mukerjeaseeks bail citing coronavirus
MUMBAI, June 24: Indrani Mukerjea, the prime accused
in the Sheena Bora murder case, has filed a plea in a special
CBI court here seeking interim bail citing the risk of contract-
ing coronavirus. She is currently lodged in the Byculla wom-
en’s prison in central Mumbai.
The court had earlier rejected her four regular bail applica-
tions filed on medical grounds, while another one moved on
the merits of the case is still pending.
In her latest plea filed on Tuesday, Mukerjea sought tempo-
rary bail for 45 days citing the coronavirus outbreak and her
medical history. The application said that she has suffered from
blackouts time and again and has been on medication. – PTI
Telangana govt issues orders forpayment of full salaries from JuneHYDERABAD, June 24: The Telangana government on
Wednesday issued orders giving effect to the decision for
payment of full salaries to its employees and pension payout
from June, nearly three months after it effected a cut.
On March 30, the government had announced a 75 per cent
cut in salaries of the Chief Minister, State Cabinet members,
MLAs and others, besides 60 per cent for IAS, IPS and other
such Central service officers due to the COVID-19 pandemic
adversely impacting the State’s economy. The cut was 10 per
cent for Class IV, outsourcing and contract employees and 50
per cent for all categories of pensioners. “Orders and instruc-
tions, vis-a-vis payment of arrears, if any, will be issued sepa-
rately,” the Government Order added.– PTI
3,788 fresh COVID-19 cases inDelhi take tally to over 70K
NEW DELHI, June 24: Delhi recorded 3,788 fresh corona-
virus cases on Wednesday, taking the tally in the city over the
70,000-mark, while the death toll from the disease climbed to
2,365, authorities said.
On Tuesday, the city reported the highest single-day spike
till now of 3,947 cases. From Friday-Sunday, 3,000 or more
fresh cases were being reported per day in the national capi-
tal. On Monday, 2,909 cases were recorded.
Sixty-four fatalities have been recorded in the last 24 hours,
the Delhi health department bulletin said on Wednesday.
The death toll from COVID-19 in Delhi stood at 2,301 on
Tuesday. The bulletin said the death toll from coronavirus
infection has risen to 2,365 and the total number of cases
mounted to 70,390. – PTI

tual Control with China as it
has shown on the Line of Con-
trol with Pakistan, simply to
protect its “self respect” and
defend its land “till the last
inch”.
Madhav said the solution to
the present standoff is active-
ly engaging with China both
diplomatically and militarily.

as we see today is more ag-
gressive. But he claimed that
an aggressive China today is

The BJP general secretary
claimed that China by nature
never wanted to settle a bor-
der dispute. That was the rea-
son it refused to insert the
word “existing” in a mutual
agreement when PV Narasim-
ha Rao was Prime Minister.
Madhav also blamed the ris-
ing Chinese aggression on past
political responses. “We want-
ed peace every time,” said the
BJP leader.
He listed that be it Rajiv Gan-
dhi in 1988, Narasimha Rao in
1993 or Deve Gowda or UPA
government, “All tried to make
peace with China only to be
betrayed by the dragon.”
The senior BJP leader said
the solution is to engage with
China diplomatically while be-
ing militarily assertive to de-
fend India’s land. “India will
take a firm position on ground.
We will fight for our self re-
spect,” he remarked.
Madhav also took potshots
at the Congress party to sug-
gest it has been undoing efforts
by Prime Minister Narendra
Modi vis-a-vis China.
RSS’s Ram Lal, who made
an introductory speech, made
an even more serious political
charge. “There are elements
in this country who seem to
be playing into the hands of
China. They are destroying the
morale of our forces,” he al-
leged, without naming the
Congress.
This strong assertion
comes in the wake of 20 In-
dian Army men, including an
officer, being killed on Mon-
day night during a violent
face-off with Chinese Peo-
ple’s Liberation Army troops
at Galwan Valley in eastern
Ladakh region.
These are the first casual-
ties faced by the Indian Army
in a clash with the Chinese
PLA since 1975 when an In-
dian patrol was ambushed by
Chinese troops in Arunachal
Pradesh.
Following this, Prime Min-
ister Modi sent out a clear sig-
nal to China, saying that India
won’t tolerate misadventure
when it comes to defending
its sovereignty and territori-

Over 73.5 lakh samples have
been tested for COVID-19 till
June 23, of which 2.15 lakh
were examined on Tuesday,
the highest in a day since the
beginning of the pandemic,
ICMR officials said on
Wednesday.
The apex health research
body on Tuesday validated
the 1,000th testing laborato-
ry, ramping up the capacity
for detection of COVID-19 in
the country. Currently, three
lakh samples can be tested
per day, an official said.
“A cumulative total of
73,52,911 samples have been
tested up to June 23, with
2,15,195 samples being test-
ed on Tuesday,” the ICMR
said.
Of the 1,000 COVID-19
testing laboratories, 730 are
in government setups, while
270 are in the private sector.
This includes RT-PCR labs
(557), TrueNat Labs (363)
and CBNAAT Labs (80).
“However, in spite of
these developments, access
to testing still remains a huge
challenge in a large country
like India. There is a definite
need to increase the outreach
of testing by introducing rapid
point of care diagnostic
tests,” the ICMR noted in its
advisory issued on Tuesday.
Also, there is value in con-
ducting serosurvey with
IgG-based antibody tests in
certain situations, it said.

suggested to include addi-
tional testing methods to
improve access and availabil-
NEW DELHI, June 24: The Indo-Ti-
betan Border Police on Wednesday took
over a 10,000 bed capacity COVID-19
care centre in Delhi, officials said.
A team of officials from the border
guarding force visited the Radha Soami
Beas facility and held discussions with
the Delhi government and other stake-
holders who will be partners in running
the centre.
Union Home Minister Amit Shah had
on Tuesday said the centre has been
entrusted to the Indo-Tibetan Border
Police (ITBP).
“The force took over the COVID-19
care centre at Radha Soami Beas in Chat-
BHADERWAH (J&K), June 24: Union
Minister Jitendra Singh on Wednesday e-in-
augurated ‘Puneja Bridge’ on the strategical-
ly important under construction Bhaderwah-
Basholi-Pathankot National Highway in Jam-
mu and Kashmir’s Doda district.
The 50-metre-span bridge over Puneja
stream, 10 km from Bhadarwah town on the
highway, was built by 114 RCC of the Border
Roads Organisation (BRO) in 36 months at an
estimated cost of Rs 409.25 lakh, officials said.
They said the completion of the bridge
would facilitate the widening of the road at a
rapid pace and would also pave the way to
move heavy machinery which are required
for the construction of the proposed Chatta-
gala tunnel on this road.
Singh, the Minister of State in the Prime
Minister’s Office, addressed the gathering
through video-conference from Delhi after
the e-inauguration of the bridge.

been deployed for diagnosis
of COVID-19 in view of avail-

These platforms have
widespread availability even
at district and primary health
centre levels as these are
widely used for diagnosis of
tuberculosis and other infec-
tious diseases. These plat-
forms have a quick turna-
round time (30-60 minutes)
but only one-four samples
can be tested in one run, lim-
iting the maximum number
that can be tested to 24-48
samples per day only, the
ICMR said.
The ICMR recently also
approved the use of rapid-an-
tigen test for coronavirus in-
fection that gives results in

ITBP takes over largest COVID-19care centre in Delhi
tarpur, New Delhi on Wednesday.
“The home ministry had nominated
ITBP as the nodal agency to provide doc-
tors and team of other professionals to
this centre as requested by the Delhi
government,” an ITBP officer said.
It is expected that a 2,000 bed facility
will be operational at the centre from
June 26, another officer said.
The total bed capacity may go upto
10,200. This will be the largest COV-
ID-19 care centre in the National Capi-
tal as well as the country, he said.
More than 1,000 doctors of the ITBP
and other Central Armed Police Forces
(CAPFs) and 2,000 paramedics and se-
curity staff are expected to be deployed
at this facility, the officer said.
The south Delhi district administra-
tion will provide administrative support
to the centre, he said.
The ITBP was the first organisation
in the country to have created a 1,000
bed quarantine centre for coronavirus
affected people.
The centre in Chhawla area of south-
west Delhi has treated about 1,200 peo-
ple, including 42 foreigners who were
brought to India on special evacuation
flights from Wuhan in China and Italy,
after the COVID-19 outbreak few

CPC in Beijing for exchang-
ing high-level information and

“The MoU also provided
the two parties with the op-
portunity to consult each oth-
er on important bilateral, re-
gional and international devel-
opments,” said the plea.
The plea, filed against the
INC and its leaders Sonia
Gandhi and Rahul Gandhi, also
sought details of the agree-
ment as the Congress party
failed to be transparent on a
matter of national impor-
tance. “True spirit of liberty,
and fraternity could be
achieved through medium of
transparency and proper in-
vestigation and just judgment
which could be achieved only
if the agreement is investigat-
ed and secured by the NIA,”

on the road are also being upgraded. There is
also proposal for construction of a tunnel at
Chattergala Pass (10,540-ft above the sea lev-
el) on this road to ensure the all-weather con-
nectivity to the Kashmir Valley from the Pun-

The most populouscountry led by Mao Zedong defeat-ed the US-supported Kuomintang(the Chinese National Party led byChiang Kai-shek) and became animportant part of the Socialist Bloc.However, by the 1950s, Maoist doc-trine replaced Leninist thought. Theweaning away of China from the So-viet Bloc is an interesting recent po-litical history, scripted by the Nixon-Kissinger policies of the 70s.

Millions of refugees (al-
most 10 million till October, 1971)fled to neighbouring India – WestBengal, Assam and Tripura in partic-ular. The powers that be were moreinterested in aligning with a dictato-rial country rather than with theworld’s largest democracy. Strange,but true.
The American administration wasinterested to use Yahya Khan, thethen President of Pakistan as a ‘cou-rier’ of sensitive documents to Chi-na after considering many other clan-
destine channels. Theworld press was hood-winked by the US incourting an ally of SovietRussia, in the thick of theCold War. Bass wrote, “Aspromised, Yahya spokepersonally to Zhou Enlai,China’s premier, andscored impressive re-sults: an invitation fromMao himself for the Unit-ed States to send a spe-cial envoy to Beijing. Ac-cording to Yahya, Zhou hadpraised the use of him asan intermediary, since hewas a head of state and Pa-kistan was ‘a great friendof China’.” Yahya was per-sonally picked by Kissing-er and Nixon.

So, it is unlikely that Marxwould have condoned China’s subse-quent move to incorporate marketforces into its economy. He mighthave been intrigued by the continua-tion of the communist political sys-tem governing an economy thatshares challenges such as inequalitycommon with the most capitalistic ofeconomies, the United States.” Pre-mier Li Keqiang recently warnedPresident Trump to avoid any ‘con-frontational relationship’ and refer-ring to enormous investments by theUS firms in China, said: “Such deci-sions should be left to markets andbusiness instead of government in-terventions.” Isn’t it music for thecapitalist ears?
However, these modern-day com-munists ironically honoured KarlMarx during his bicentenary birthcelebration when the world chose toignore him. In 2017, China present-ed a statue for his birth place, Trier inGermany. The USA cannot absolveof its responsibility by propagatingChina as a ‘perceived Frankenstein’.Due to Cold War politics, it hadpropped China despite unfathomabledifferences in ideology. To govern such a hugeregion was a tremendously difficulttask for Ashoka as messengers tookmore than four days on horsebackto reach the extreme corners ofthe kingdom which means that tillthe time there was an official mes-sage from the Emperor, the situa-tion either escalated or de-escalat-ed with little or no effort from theMauryan Empire. The only way tocontrol this distressing gap andgovern the entirety of the subcon-tinent was to introduce a commonreligion. India at the time of theMauryan conquest was a fragment-ed concept. The vast majority of
the population were a diversebunch with society, customs, reli-gions and habits differing form onepart to another. What Ashoka need-ed now was a common fixturethrough which the people could beheld responsible for their actionswithout the interference of theMauryan Empire. The contemporary times definethis subject in much better perspec-tive, the paradox being that lock-down will stop the spreading ofcoronavirus and hence save livesbut enforcing lockdown will se-verely impact the livelihood of thepeople and hence take lives. India
was praised due to the fact that inspite of being the largest democra-cy in the world with 1.3 billion peo-ple, it was able to enforce strin-gent lockdown in almost all partsof the country. But what followedwas a mass exodus of migrant work-ers from neighbouring Stateswhich resembled the mass exodusduring the Partition in 1947, if notmore. The lesser of the two evilshere is much harder to find.
Nothing in life is permanent ex-cept death and taxes. The conceptof taking one’s life is the ultimatedefinition of choosing the lesser ofthe two evils. The concept of evilis different for all; what is consid-ered evil for someone is actuallychaotic good for another; what isgood for some is chaotic evil forsomeone. The advent of lockdownhas highlighted to us how evil isdifferent in different minds, theelite condemned the violation oflockdown to do petty things likearranging for food and earning alivelihood as their food and liveli-hood was not hindered by the dif-ferent curfews, the poor con-
demned the enforcing of the lock-down as it threatened their nextday’s meal. Just as freedom was dif-ferent for different people duringthe Independence struggle, theconcept of evil is different for dif-ferent people with both treadingthe same dense water but neveroverlapping.

The 1st Battal-
ion NDRF team
assisted the plant
employees in planning and coordina-
tion at the initial stage. Rescuers of
the team assembled all required re-
sponse tools and equipment in the
exercise and demonstrated their us-
age and utility. Effective methodolo-
gy and response drills were re-
hearsed and practised to ensure ef-
fective, speedy and safe operation
with very limited equipment.
The purpose of conducting such
industrial disaster response and
mitigation exercises is to gener-
ate awareness among all sections
of society and among first respond-
ers of disaster-prone areas in par-
ticular. Such exercises also devel-
op better coordination among
teams of various responding agen-
cies, which is essential in real dis-
aster situations.

setups because there is little or no
warning of industrial chemical acci-
dents and the loss incurred is very

trial setup are un-
der immediate
threat.
Disaster re-
sponse is not only the task of spe-
cialised groups. Community groups,
youths, volunteers, NGOs, various
authorities and civil administration
also play a role in effective and ac-
countable disaster management.
Community should be aware of the
hazardous installations and know-
how to combat the situation. The
local community has to be informed
about the response steps to be tak-
en in case of an accident. Also, com-
munity members should monitor
the pollution levels of the industry
and participate in mock drills for
evacuation, the NDRF sources said.

Minister Sarbananda Sonowal to-
day met Governor Prof Jagdish
Mukhi at Raj Bhavan here and ap-
prised him of the COVID-19 situ-
ation in the State, the Baghjan gas
blowout incident and the prevail-
ing flood situation.
In an approximately 30-minute
long meeting, Sonowal drew the
attention of the Governor to differ-
ent measures being taken by the
government, particularly the local-
ity-based lockdown clamped in
CM discusses COVID situation,other issues with Governor
Guwahati. He also said that the gov-
ernment is maintaining a strict vig-
il over the situation and will take
appropriate steps seeing the devel-
opment over the next one week.
On the Baghjan incident, the
Chief Minister apprised the Gov-
ernor that sustained efforts are be-
ing made round-the-clock to put a
cap on the blowout areas. On being
asked about the reported tremor
around the affected areas, Sonowal
informed the Governor that the
North East Institute of Science and
Technology, Jorhat, is conducting an
in-depth study with the help of the
IIT Guwahati to find out the proba-
ble cause behind the tremor.

city against the recent sharp hike
in petrol and diesel prices.
Workers of the party, led by
former Chief Minister Tarun Go-
goi and Assam Pradesh Congress
Committee (APCC) president
Ripun Bora, staged the protest
at the Rajiv Bhawan here. They
shouted slogans against the BJP-
led Central and State govern-
ments and called for a rollback of
the hike in prices of petroleum
products.
Speaking on the occasion, Go-
Cong protests hike in fuel pricesgoi alleged that the Narendra
Modi-led Central government is
insensitive to the plight of the
common masses. He said that the
government’s refusal to roll back
the huge excise duties on petrol
and diesel have led to increase in
prices of other essential com-
modities and made the lives of
the masses, who are already suf-
fering from the impact of the
COVID-19 pandemic and the eco-
nomic slowdown, even more
miserable.
“The real face of the Modi gov-
ernment has got exposed. By in-
creasing the excise duty on petrol
and diesel, the Modi government
has proved that it does not bother
about the masses. Rather than pro-
viding relief to the people, the gov-
ernment has increased the duty on
petrol and diesel. The Modi gov-
ernment is only working for the
benefit of the corporate houses,”
said Gogoi.
Bora, on his part, said that retail
prices of petrol and diesel in India
have touched a historic high at a
time when global crude prices
have tumbled. “The wrong poli-
cies of the government have hurt
the masses. The people are suf-
fering but the government refus-
es to do anything to ameliorate the
situation,” Bora said.

Stating that Assam did business ofagricultural products worth Rs 357crore during the 70 days of lockdown,Sonowal said that due to the Stategovernment’s initiative Assam’s farm-ers could export their produce to themarkets of London, Abu Dhabi, Dubaiand Singapore.
He said the government has tak-en steps like providing Rs 5,000 eachto 4.5 lakh farmers for buying agri-cultural equipment under the
Mukhya Mantrir Krishi Sa-Sajuli Yo-jana, besides distributing a tractor toeach of the 26,000 villages under theChief Minister Samagra Gramya Un-nayan Yojana (CMSGUY), and pro-viding 48,000 shallow pumps to thefarmers of the State.
He called upon the newly recruit-ed ADOs to guide the farmers andsolve their problems while makingthem aware about latest technologiesin the field of agriculture.
Congratulating the newly re-cruited ADOs on their opportuni-ty to serve the farming communi-ty of the State, the Chief Minis-ter informed that the agriculturedepartment would recruit an ad-ditional 3,189 personnel, includ-ing Agricultural Extension Offic-ers and Village Level ExtensionWorkers (VLEW), while 157 tech-nical recruitments would be madeby the department, including
those of junior engineers, withinthis year itself.

KOCHI, June 24: An NIA
team probing the theft of com-
puter parts from the under-
construction Indigenous Air-
craft Carrier (IAC) at the
Cochin Shipyard Ltd on
Wednesday recovered the
processors from a person who
had brought the gadgets from
the two arrested thieves.
In September last year, theft
on board INS Vikrant had sur-
faced. Kerala Police had regis-
tered a case of criminal tres-
pass and theft of critical elec-
tronic components installed on
board the IAC following com-
plaint by the Cochin Shipyard
authorities.
The NIA took over the
probe on September 26, 2019
NIA recovers stolen computerprocessors of INS Vikrant
following national security
concerns since sensitive infor-
mation was stored in these
hard disks.
The NIA had arrested two
suspects from Bihar and Ra-
jasthan this month. The arrest-
ed accused Sumit Kumar
Singh, 23, of Munger district,
and Daya Ram, 22, of Hanu-
mangarh were engaged in
painting activities when they
committed the crime.
After their arrest, the NIA
team had brought the two here
and continued with its probe.
According to NIA officials,
four computers were disman-
tled and their hardwares sto-
len, including five microproc-
essors, 10 RAMs, five Solid
State Drives (SSDs), from the
Multi-Functional Consoles
(MFCs) aboard the ship.
By now, the NIA team has
recovered all stolen parts of
the computers.
INS Vikrant is the first in-
digenous aircraft carrier of the
Indian Navy. The work on the
ship’s design began in 1999,
and the keel was laid in Febru-
ary 2009. As of 2019, the ship
is expected to start sea trials
in February 2021 and enter
active service as early as 2023.
The project cost has neared Rs
20,000 crore.
With the completion of INS
Vikrant, India will join the
ranks of the US, UK, Russia,
France and China in the con-
struction of aircraft carriers. –

PANAJI, June 24: Union
minister Shripad Naik on
Wednesday said that Patanjali
Ayurved has submitted to the
Ayush ministry its report on
the company’s medicine,
which it has launched with the
claim that it can cure corona-
virus in seven days.
The Ayush minister said
that the ministry would look
into the report and then de-
cide about giving final permis-
sion to the company over the
medicine.
He was speaking to PTI
over phone from New Delhi,
a day after his ministry asked
Patanjali Ayurved to provide
“at the earliest” the composi-
tion and other details of the
medicine. The ministry had
also ordered the firm to stop
advertising the product until
the “issue” is examined.
“Baba Ramdev has pro-
duced a new medicine. What-
ever research they have done,
it should come to the Ayush
Ministry for authentication,”
he said.
“We will be able to speak
about it only when we look into
the claims. I was told that they
(Patanjali) have submitted a
report to the ministry. The
ministry will look into the re-
port and final permission will
be given after going through
it,” Naik said.
Patanjali Ayurved launched
the ‘Coronil and Swasari’ med-
icines on Tuesday with the
claim that it has discovered a
cure for COVID-19. The firm
claimed its medicine has shown
100 per cent favourable results
during clinical trials on COV-
ID-19 patients, except those on

The COVID-19 infection is
known to affect individuals
with weak immunity more
severely. “Therefore, en-
hancing immunity is definite-
ly one of the ways the doctors
across the globe have been
using for treating COVID-19
cases,” according to a Patan-
jali report.
According to the report, to
combat COVID-19 with Ay-
urveda, “We have screened
close to 1,000 phytochemicals
from more than 100 medici-
nal plants. We looked for their
binding affinities to COVID-
19 essential proteins and host
protein interactions.
“We have discovered that
natural phytochemcials in
ashwagandha, giloy and tulsi
have the potential to combat
COVID-19 and its pathogenic-
ity,” Patanjali said.
In reply to a questionnaire
from the Ministry of Ayush,
the Patanjali Research Insti-
tute, Haridwar, pointed out
that the clinical trials for the
Ayurvedic medicines were
conducted and registered
with the Clinical Trial Regis-
try of India (CTRI) as per the
guidelines of the Clinical Eval-
uation of Ayurvedic Interven-
tions by the Central Council
for Research in Ayurvedic
Sciences, Ministry of Ayush.
The Patanjali reply, signed by
Acharya Balkrishna, said the
clinical trials were also commu-
nicated to the Director Gener-
al of the Council in an email by

to hasten up the process of dis-
bursing the pending subsidy in
these times of financial stress.
The subsidy component is 25
per cent of the total amount
spent by the garden on Tea
Board’s developmental works.
The industry had committed
almost Rs 1,200 crore for such
developmental work for which
the subsidy works out to be
roughly Rs 400 crore.
The industry has been push-
ing for release of the subsidy
component for quite some time
and the Tea Board has been able
to release only a portion of it.
“But amount in some cases
going back to past five-year pe-
riod (12th Plan, etc.) remains
pending and hence, the associa-
tion craves for its release which
shall go a long way in providing
some succour to the industry in
these times of stressed financial
conditions,” the association said.

Replying to a question, Kota
said that Assam has the poten-
tial to attract investments from
the US in several key sectors.
He pointed out that there are
enough opportunities to either
attracting investments or collab-
orating in the energy sector as
Assam has crude oil and coal.
He said that as presence of sul-
fur in Assam coal is a major is-
sue, efforts should be made to
look for technologies to remove
sulfur from coal to make it more
suitable for use in the energy
sector. He said that some US
companies may have some tech-
nology and this issue should be
explored.
The second major possibility
is the tea sector. Kota said that
apart from the conventional use,
tea is now also used widely by
the cosmetic industries and
American companies might be
interested in it.
Kota said that the third major
area can be tourism. Assam can
not only attract tourists from
America but also bring in invest-
ments in the sector in a big way
and such possibility should be
explored. He also said that there
is immense potential for attract-
ing investments in horticulture
sector and the possibility of ex-
porting organic horticulture
products should also be ex-
plored. He assured that during
his tenure in the USA, he would
try to work in these lines for
the benefit of not only Assam
but other parts of India.
Kota further admitted that
most Indian IT companies have
linkages in the USA and major-
ity of the clients of such compa-
nies are in America. It would be
part of his job as the Minister
(Economic) to properly brief the
potential investors about the
investment climate and make
them aware of the nuances of
the bilateral trade agreements
between India and USA.
Chip-enabled e-passports tostrengthen security of travel
documents: JaishankarNEW DELHI, June 24: The
procurement process for pro-
duction of chip-enabled e-pass-
ports is under way and their
introduction will greatly
strengthen the security of In-
dian travel documents, Exter-
nal Affairs S Jaishankar said on
Wednesday.
In his address on the occa-
sion of the Passport Seva Di-
vas, Jaishankar also said the
government intends to open a
Post Office Passport Seva Ken-
dra in every Lok Sabha con-
stituency.
“We have so far been able
to provide for 488 Lok Sabha
constituencies,” he said.
That process has stopped on
account of the COVID-19 pan-
demic, but it will move for-
ward as the lockdown eases up,
he said.
Jaishankar said his ministry
is working with Indian Securi-
ty Press, Nashik and National
Informatics Centre for chip-
enabled e-passports with ad-
vanced security features.
“I am very confident that the
introduction of e-passports will
greatly strengthen the securi-
ty of our travel documents. I
understand that the procure-
ment process for its produc-
tion is currently under way and
I would emphasise the need
to hasten that as much as pos-

IMPHAL, June 24: A Central Bureau
of Investigation (CBI) team today took
the statement of Congress leader and
former Manipur Chief Minister O Ibobi
Singh in connection with an ongoing
probe into a funds misappropriation case,
sources said here.
The CBI team conducted its investi-
gation at the official residence of Ibobi
Singh who is currently the leader of the
Congress Legislature Party (CLP), the
sources added.
The team had arrived here from the
CBI headquarters in New Delhi on Tues-
day to continue the probe into the case,
which it had taken over from the Ma-
nipur Police in November last year.

AIZAWL, June 24: Anoth-
er earthquake measuring 4.1
on the Richter scale struck
Mizoram this morning. This
is the fifth earthquake to
have hit the State within a
week, triggering panic
among the people.
Today’s earthquake had its
epicentre, 31 km south-west
of Champhai. A 5.5 magni-
tude quake had rocked east-
ern Mizoram on Monday
morning, partially damaging
at least 30 buildings.
In Khawbung, Vaphai and
Samthang villages in Champhai
district, which were the worst
hit in Monday’s quake, many
families either stayed awake
throughout the night or slept
outside their houses.

AIZAWL, June 24: Three
more persons, including a
woman without travel histo-
ry, have tested positive for
COVID-19, while three pa-
tients were cured and dis-
charged from hospitals in Mi-
zoram on Wednesday.
The State’s COVID-19 tal-
ly now stands at 145.
A statement issued by the
Department of Information
and Public Relations this
morning said three more
positive cases, including
two women, were report-
ed in the State, while 617
samples tested negative in
the last 24 hours.
Of the three new cases, two
were reported in Aizawl dis-
trict and one in Lunglei, it said.

Earlier, the delegation flew
in here from Guwahati this
morning, where they were
joined by the Meghalaya Chief
Minister who had landed from
Borapani. Obviously, the dele-
gation was aware of the dead-
line of returning on the same
day to escape the COVID-19
quarantine protocol. The Ma-
nipur MLAs, who were flown
in from Imphal last evening, had
halted at Guwahati for the night.
Meanwhile, Congress Lok
Sabha member Gaurav Gogoi
told newsmen here this after-
noon that the fall of the N Bi-
ren Singh-led coalition Gov-
ernment in Manipur was just
a matter of time as there was a
division within the BJP itself.
Apart from the four NPP
MLAs, three others from the
BJP, one from the All India
Trinamool Congress and one
Independent had withdrawn
support to the Government.
Reacting to the news of a

from chairing its annual meetings. “I will
extend my full cooperation during the
investigation,” he said.
In another development, BJP national
general secretary Ram Madhav arrived
here today to take stock of the current
political situation in the State.
On his arrival at the Bir Tikendrajit
International Airport near Imphal, Mad-
hav said, “We are going to felicitate our
newly elected member of the Rajya Sab-
ha. It was a grand victory for the people
of Manipur and the BJP leadership.”
Responding to another question, the
BJP leader said, “We have been asked
about stability of our Government in the
State since the last one year, but we have
been winning elections. We will be sta-
ble till 2022.”
Later, Madhav attended a felicitation
programme of Maharaja Leishemba Sana-
jaoba who had won the recently conclud-
ed Rajya Sabha elections, sources said.

54 active cases in SikkimGANGTOK, June 24: With four more persons testing pos-
itive, the number of COVID-19 cases in Sikkim rose to 83,
including 54 active cases. Director General-cum-Secretary of
Health, Dr Pema T Bhutia said that four persons, all from South
district, tested positive for COVID-19 on Tuesday night. So far, 29
patients have recovered from COVID-19 in Sikkim.
Nine COVID-19 patients were released from the isolation
ward of the Ayush Hospital at Kyongsa in West Sikkim. West
district DC Karma R Bonpo urged them to follow the proto-
cols of home quarantine. The remaining five positive patients
at the hospital are asymptomatic and receiving all necessary
treatment at the isolation ward where they have been kept

SHILLONG, June 24: The
Meghalaya Government is
seeking to put an official stamp
on Chief Minister Conrad
Sangma’s recent visit to Ma-
nipur to tackle the revolt with-
in the NPP unit of that State.
Sangma has no official busi-
ness with the Government of
Manipur as the Chief Minis-
ter of Meghalaya, but he vis-
ited that State on Sunday last
in his capacity as the national
president of the NPP as four
of his party MLAs in Manipur
had reportedly joined hands
with the Congress.
But Deputy Chief Minister
Prestone Tynsong is now citing
an official notification of the State
Health Department dated June
22, which states that the Chief
Minister and other higher offi-
cials can move outside the State
on urgent official work.
Sangma’s “political” visit to
Manipur is being sought to be
justified under this provision
of “urgent official work”. When
a journalist quizzed the Depu-
ty Chief Minister on Sangma’s
“political visit”, Tynsong re-
torted: “Are you saying that
politics is not official?”
The Deputy Chief Minister
maintained that Sangma had
rushed to Manipur to sort out
“issues” in that State and add-
ed that even Assam Health
Minister Himanta Biswa Sar-
ma had gone there too.
Tynsong said that both these
leaders rushed to Manipur as
otherwise “people of Manipur
would have suffered and so we
treat this as an official visit”.
Meanwhile, Sangma has
been criticised for undertaking
this “political” visit at the time
of the pandemic condition.

49 more cases in ManipurIMPHAL, June 24: With 49 new cases reported in the past
24 hours, the total number of COVID-19 cases in Manipur has
increased to 970, including 642 active cases.
“In the last 24 hours, 49 persons, including 25 women, test-
ed positive,” said Dr Khoirom Sasheekumar Mangang, Addi-
tional Director and spokesperson of the State Health Depart-
ment in a press release. Among the news cases, 11 each are
from Churachandpur and Ukhrul districts, five each from Sen-
apati, Kakching and Kamjong, three from Imphal West, two
each from Imphal East, Kangpokpi and Tamenglong, and one
each from Jiribam, Noney and Thoubal.
All of them are returnees from other States and they have

This came to light from the
June 18, 2020 reply of the PE
Division to the RTI queries
made by RTI-cum-environ-
ment activist Rohit Choud-
hury to it on June 2, 2020.
Some leading environment
groups have been alleging for
quite some time that the Gov-
ernment declared the Dehing-
Patkai Elephant Reserve on
April 17, 2003 without any
proper scientific study. This
was so done only to defeat the
popular demand for carving out
a wildlife sanctuary compris-
ing a 500 square kilometre
contiguous rainforest area of
the Joypore, Upper Dehing
and Dirak Reserve Forests of
the Upper Assam districts of
Dibrugarh and Tinsukia.
The June 18 reply of the PE
Division has provided cre-
dence to the doubts ex-
pressed by these environ-
ment groups on the sincerity
of the Government in declar-
ing the Dehing-Patkai Ele-
phant Reserve.
On April 17, 2003 the noti-
fication (No FRW-44/2002/67)
on ‘Dihing-Patkai Elephant
Reserve’ was issued by the
State Government and it was
published as a gazette notifi-
cation on April 19, 2003 with
the signature of Dr Anwarud-
din Choudhury, the then Joint
Secretary, Environment and
Forest Department of the
State Government.
The schedules of this ele-
phant reserve showed that it
would comprise a vast area of
937 sq km spread over the
four forest divisions of Dibru-
garh, Digboi, Dum Duma
(Doomdooma) and Sivasagar
under the then civil (adminis-
trative) subdivisions of
Charaidew, Dibrugarh, Mar-
gherita and Tinsukia of the
then civil (administrative) dis-
tricts of Dibrugarh, Sivasagar
and Tinsukia. The elephant
reserve would be divided into
three main blocks and ‘eight
other disjunct pockets.’ While
Block-1 would comprise an
area of 460 sq km, Block-2
would comprise an area of 156
sq km, Block -3 would com-
prise an area of 170 sq km and
the eight other disjunct pock-
ets would comprise together
an area of 151 sq km, said the
notification.
Though the notification
looks clumsy, what appears
from its reading is that the
elephant reserve would be
spread over the Reserve For-
ests (RFs) areas of Upper
Dihing, Dilli, Joypur (Joy-
pore), Kakojan, Bogapani,
Namphai, Tinkopani, Le-
khapani, Makumpani, Pahar-
pur, Dirak and Tipong and the
Proposed Reserve Forests
(PRFs) areas of Tirap (1st
Addition), Tipong (1st Addi-
tion) and Saleki. The smaller
disjunct pockets it was pro-
posed to comprise included,
among others, parts of the
Abhoypur, Burhi-Dihing
(North and South Blocks),
Duarmara (including its pro-
posed 1st Addition RF), Ko-
tha, Naloni, Phillobari, Tokouni
and Torani RFs. “All these as
well as the blocks have conti-
guity through unclassed for-
ests, riverbeds and tea plan-
tations,” said the notification.
Even though the notifica-
tion proposed inclusion of
Saleki PRF areas within this
elephant reserve, the Saleki
forest area was highly denud-
ed since the pre-Independ-
ence era. It was proposed to
be upgraded into an RF, but
since it became the focus area
of coal mining activities this
proposal was never translat-
ed into reality.
It needs mention here that
only the three RFs – Joypore,
upper Dihing and Dirak – are
contiguous among the above
RFs and the rest have been
reduced into fragmented for-
est areas by unabated anthro-
pogenic activities.

Sonowal distributed cheques
among members of seven
eco-development commit-
tees located in and around
Kaziranga National Park
(KNP) at a special function
held at Burapahar Range of-
fice of Kaziranga National
Park on Monday.
The programme was held
under the initiative of Ka-
ziranga Ecosystem through
the National Adoption Fund
for Climate Change and was
funded by NABARD.
Cheques amounting to Rs 70
lakh were given away formal-
ly among members of eco-
development committees
coming from Japori Pathar,
Kuthori, Amguri, Phulaguri,
Travepal and Gourpal areas
situated in and around Ka-
ziranga National Park.
Speaking on the occasion,
Chief Minister Sarbananda
Sonowal said that due to the
active support of fringe area
population, Kaziranga Na-
tional Park had been relative-
ly safe from the ravages of
anti-social elements as the
local people had over the
years built up a very efficient
intelligence-sharing network
and had all along been assist-
ing the Forest Department
in terms of conservation and
protection of wildlife in the
internationally-famed World
Heritage Site by providing
timely inputs.
Heaping praise on the oc-
casional intelligence inputs
provided to the field staff by
the fringe area population
near KNP, Sonowal hoped
that the bonds of trust among
the local people and forest
staff in the days ahead would
help in the conservation of
prime wildlife habitat and
species, besides restricting
poaching activities.
Sonowal recalled that
since the current BJP dispen-
sation assumed office in the
State, different protective
measures had been initiated
in order to ensure that the
wild denizens of Kaziranga
National Park and its adjoin-
ing forests, including its flag-
ship species, the rhino, re-
mained protected from
poachers.
The fast track court estab-
lished by this government
ensured a better conviction
rate as far as rhino poaching
cases are concerned, said
Sonowal, adding that his gov-
ernment was very much
committed towards conser-
vation of flora and fauna in the
State.
The financial support pro-
vided by the government
aims at enabling the fringe
area population to go for dif-
ferent activities like water-
shed management, piscicul-
ture, organic farming, skill
development, etc.
According to a Forest De-
partment source, this kind of
financial support would help
in economic development in
the fringe areas of Kaziranga
National Park possible, be-
sides help in carrying out con-
servation initiatives.

Union Petroleum and Natu-
ral Gas Secretary Tarun Ka-
poor visited Baghjan on Tues-
day evening. He first visited
the BGR - 5 of Baghjan Oil-
field and took stock of the sit-
uation. The OIL officials
briefed the Union Petroleum
Secretary about the progress
in their plans of dousing the
fire and capping the well.
On his way back, Kapoor
visited a relief camp set up at
Diamoolie TE No. 2 LP
School and interacted with
the inmates of the camp.
Later, talking to the local
scribes of Doomdooma at the
relief camp, the Petroleum
Secretary said, “Everything
is going on according to the
plan. If everything goes well
, a blowout preventer will be
placed in the well on July 7.
After placing the blowout
preventer on the well, the
fire will go up and then the
experts can work under it
and will cap the well.”
When asked about the
compensation to the affected
people , the Union Petrole-
um Secretary told that all the
affected people would get
adequate compensation as
per the procedure.

thalia brothers, businessmen by profession
of Gamiri under Gohpur subdivision in Biswa-
nath district, have been preserving a ‘wood-
en armchair’ for long, reportedly used by
Rupkonwar Jyoti Prasad Agarwala.
According to Raju Santhalia and his broth-
er Uday Santhalia, their father’s maternal
uncle Keshar Dev Murarka once used to live
in the present house of the Santhalias. At that
time, Jyoti Prasad Agarwala had been work-
ing in and around Bholaguri Tea Estate,
Gohpur. He started his noble venture of mak-
ing the first Assamese feature film, Joymati
in the makeshift studio constructed in the tea
garden. The equipment required for the film
and also the actors and technicians were
brought to Bholaguri by the waterway of the
Brahmaputra and they were stationed at
Gamiri, a big village on the bank of the river.
It may be mentioned here that Gamiri
played a pivotal role in transportation during
the British era as there existed a big ferry-
ghat there at that time. Gamiri then became
a hub of Gandhian activists involved in the
freedom struggle and also of culture and lit-
erary workers. Jyoti Prasad used to take rest
at Keshar Dev Murarka’s house while trav-
elling through Gamiri and interacted with lo-
cal people sitting on this armchair. In due

over to the next generation. After Keshar
Dev, his three sons Damodar, Shyamsundar
and Sajal preserved it. Later, the whole prop-

a look at this age-old chair. They have now
urged the Department of Culture, Govern-
ment of Assam to take steps for the preser-
vation of this memorable property of Jyoti
Prasad Agarwala.

threatened to launch a stir
against the State govern-
ment’s alleged apathy to-

they are given a paltry sum
Rs 6,000 as honorarium for
their service. Although the
State Health Minister, Dr
Himanta Biswa Sarma had an-
nounced to hike the amount
from Rs 6,000 to Rs 7,500 last
year, no action has been initiat-
ed so far.

Union (AASU), Pub Kamrup unit staged a strong protest
against opening of a toll plaza in front of the Madartala Vidyap-
eeth High School at Madanpur on National Highway 31 here.
Several activists of the students’ body formed a human chain
on Monday opposing toll collection on the National Highway.
Senior leaders of the AASU unit alleged that the toll plaza
would severely affect the academic atmosphere. “We had sub-
mitted a memorandum to the Chief Minister in this regard,
but so far no action has been taken,” the leaders said.

NAGAON, June 24: With-
in the last 24 hours, 12 more
persons tested positive for
COVID-19 at Nagaon, tak-
ing the total number of pos-
itive cases in the district to
494.
Meanwhile, around 27
positive patients, who were
being treated in various
COVID-19 hospitals in the
district, were discharged on
Wednesday after testing
negative. Among these pa-
tients, 19 were discharged
from Nagaon BP Civil Hospi-
tal, while eight patients from
Kandali Model Hospital.
Sources said that around
94 patients were currently
undergoing treatment in Na-
gaon BP Civil Hospital,
while 34 patients were un-
dergoing treatment in Mow-
amari Model Hospital, 21 in
Kandali Model Hospital and
11 patients in Ujaragaon
Model Hospital.
Besides, 175 stranded
people arrived at Nagaon on
Wednesday from outside the
State. Among those 141
were quarantined at various
COVID care centres in the
district, 22 persons were
quarantined at their homes,
while 12 persons were be-
ing quarantined at private
hotels in the town after col-
lecting their swabs samples.
On the other hand, around
the swab report of around 28
employees as well as the
other medical staff of Na-
gaon-Haiborgaon-based GD
Nursing Home, tested neg-
ative on Wednesday.

The residents of Dibrugarh
town woke up to yet another
flash flooding in the munici-
pality and its adjoining areas
here following heavy down-
pour since last night.
The artificial flood has yet
again laid bare the worth of
the existing and the ongoing
construction of the city’s
drainage system. The flood
waters have submerged all
areas within the 22 wards of
the municipality and the level
is only rising. The Dibrugarh
Town Protection (DTP) drain
is overflowing and, therefore,
spreading over to the resi-
dential and market areas of the
town.
Till this afternoon, nearly
knee-deep flood water inun-
dated residential homes, their
streets, commercial localities,
government office campuses
including the office of the
Deputy Commissioner area,
major roads of the town, be-
sides places of worship, edu-
cational and health establish-
ments.
People from areas like Gra-
ham Bazar, Gangapara, Nali-
apool, Kodomoni, Boiragim-
oth, Molukubasa, Shantipara,
Jhalukpara, West Chowkid-
inghee, Lachitnagar, PWD
Colony, Police Reserve, Amo-
lapatty and Rupnagar etc.,
have said that the flood wa-
ters have entered their living
rooms too.
As every locality is reeling
under the flood waters, the
deluge has crippled normal life
in the city. Traffic movement
and commercial activities
have remained affected due to
the impact.
While the gravity of the wa-
ter logging is felt in entire
municipality, the district ad-
ministration has however,
identified ten wards (ward no.
: 2, 5, 8, 17, 18, 19, 20, 21, 22)
as flooded areas and the rest
as water-logged areas. So far
no rain-related accidents
have been reported. Officials
from the administration in-
formed that pumps are being
used at different locations to
pump out water from the liv-
ing areas.
Elsewhere in Chabua rev-
enue circle area, some eight
villages have been affected by
floods again. The affected vil-
lages are Dodhia, Charkholia
Chapori, Chakia Chapori,
Tengabari-Mirigaon, Rong-
mola, Gereki, Gereki-Nepali
and Raidang. The population
affected counts to about 10622
and affected crop area is about
231 hectares. Cattle and birds
have also been affected in the
area, according to the district
officials.

Sunanda Gogoi (66) of Bolia-
ghat in worst-hit Konwarpur
mouza died in the floods, which
has affected 47 villages in
Sivasagar district till today. The
deceased had gone out to col-
lect cattle fodder and was miss-
ing since yesterday. His body
was recovered by the local
people at around 3 pm today.
Two other persons, Sunil
Nath (22) of Santak and Ratul
Swarnakar of Moiramora gaon
– both of Nazira subdivision
died in the rising waters of
Dikhow on June 22 . State
Minister for Disaster Man-
agement Jogen Mohan distrib-
uted ex-gratia of Rs 4 lakh to
the families of both the de-
ceased from Assam Disaster
Response Fund yesterday.
In Nazira subdivision 24 vil-
lages and in Sivasagar subdi-
vision 23 villages have been
submerged by the Brahmapu-
tra, which along with its tribu-
taries Desung, Dikhow, Dari-
ka, Mitong and Demow are
flowing above the danger mark,
according to an official release
received here. With heavy and
very heavy rainfall indicated
during the next 24 hours in the
catchment areas in Nagaland
of these tributaries by the
MET department, the flood
situation may turn worse.
Meanwhile, over 14,000
people and 4000 animals have
been affected. More than 800
individuals were shifted to 7
relief camps in Sivasagar and
Nazira. Ward no. 9, 10 and 14
are the worst-affected in
Sivasagar town. NDRF and
SDRF jawans have been res-
cuing marooned people from
the worst-affected areas in
Konwarpur, Boliaghat and So-
ley Gaon. The district adminis-
tration has begun distribution
of relief materials in the camps.
Dikhow flood waters have
flowed over the embankment
at Hanhchora and Boliaghat in-
undating the nearby Choulka-
ra, Konwarpur, Nakatani and
several other villages. Kon-
warpur HS School, Hanhcho-
ra HS School, Konwapur ME
School have been submerged.
Altogether 500 hectares of
crop land has been submerged
till Monday, Mun Gogoi, ADC,
Sivasagar informed.

Due to incessant rain that has
been pouring since Tuesday
evening, flood waters coming
out of all the water bodies of
Doomdooma circle have inun-
dated many places here. A
bridge over a stream near
Rupai Tea Estate on Doom-
dooma-Baghjan Road col-
lapsed on Wednesday due to
the floods. Tinsukia DSP Bitul
Chetia had a narrow escape as
he had crossed the bridge just
a moment before it collapsed.
Communication between
Doomdooma and Baghjan area
was severely affected due to
the collapse of the bridge. It
would also affect the process
of dousing the fire of the burn-
ing gas well at BGR- 5 in Dulia-
jan. The Circle Officer of
Doomdooma Revenue Circle,
Nandita Roy Gohain, told this
correspondent that the engi-
neers of the PWD have al-
ready reached the site.

DHEMAJI, June 24: Flood
situation in Dhemaji district is
reported to be grim as flood
waters have submerged new
rural areas of Dhemaji, Sissi-
borgaon and Jonai revenue cir-
cles on Wednesday morning.
The rivers and streams of
the district are swelling due
to overnight heavy downpour
in upper reaches of Arunachal
hills sites and this has created
flood havoc in the riverine vil-
lages of the district.
As per ground report com-
piled by the circle officers,
over 60,000 people of 151 vil-

Water Resource depart-
ment sources said the water
level of the rivers is on the rise
and it might increase the
number of affected people till

The flood has breached
many rural roads, dykes and
embankments besides de-
stroying vast areas of wet cul-
tivation in the affected areas,
which is yet to be assessed.
The district administration
has set up three relief camps–
two at Dhemaji and one at
Jonai circle and it’s distribut-
ing food and other relief mate-
rials among the flood-hit.
Surging water of Jiyadhal in
Dhemaji circle has created
flood fury at Jiyadhal, Samara-
jan and Pachim Dhemaji areas,
while Gainadi water entered
through breached dykes and
flooded Sripani and Moridhal
villages on its right bank un-
der Sissioborgaon circle.
Likewise, overflowing water
of Lali, Sille and Jonai river in-
undated many villages under
Bahir-Silley, Bahir-Jonai and
Rayang-Bijoypur panchayats.
Swelling Siang and Lali riv-
ers today submerged all 4 parts
of Kobuchapori island which fall
under Jonai subdivision.
Flood scene grim in Dhemajidist; over 60,000 affected

DERGAON, June 24: Fol-
lowing a frontline worker test-
ing COVID-19 positive, func-
tioning of a government hos-
pital was suspended for the
first time in Golaghat district
on Wednesday. A frontline
worker of Kamar Bandha
(KB) Ali Primary Health Cen-
tre (PHC), who tested after
contact tracing, was found pos-
itive. Following this, the dis-
trict administration has sus-
pended all the activities of the
centre till the results of swab
tests of the staff come out.
A highly-placed medical
source said that a total of as
many as 79 swab samples of the
medical staff along with other
contacted persons were col-
lected today. After 37 new per-
sons tested positive and 8 pa-
tients were discharged, the ac-
tive cases have increased to 112
in Golaghat district as on today.
The 37 new cases includes
33 passengers while 4 are from
contact tracing. Among the 33
passengers, 31 were in insti-
tutional quarantine while 2
were in home quarantine.
Among the 4 other infected
persons, 2 are related to Gola-
ghat Nursing Home (GNH)
while 1 each from frontline
worker of KB Ali and Life Line
Hospital. All the new patients
were admitted at Swahid Kush-
al Konwar Civil Hospital
(SKKCH) designated as a Cov-
id hospital. The DIPRO in-
charge of Golaghat Papu Gogoi
said that the swab samples of all
the staff of KB Ali Primary
Health Centre were collected
and had been sent to Jorhat
Medical College and Hospital
(JMCH) for testing. He also said
that 107 COVID patients were
undergoing treatment at
SKKCH and 5 such patients
were under treatment at JMCH.
Though the question of com-
munity spread has been lurking
in the minds of Golaghat resi-
dents but Golaghat Deputy
Commissioner Bibhash Ch
Modi has clearly denied the fact.
“As all positive cases have
either directly or indirectly a
history, so no question of com-
munity spread is here,” the
DC said.

KOKRAJHAR, June 24: As
many as 47 persons tested pos-
itive for COVID-19 on Wednes-
day in Kokrajhar. According to
official sources, all these new
positive cases have been detect-
ed following swab test reports
of migrant workers staying at
different quarantine centres in
Kokrajhar district.
All the patients have been
shifted to designated COVID
hospital for care and treatment.
As of now, 162 active cases of
COVID have been found in
Kokrajhar, out of which 51 have
been discharged after recov-
ery so far, sources said.
Meanwhile, around 17,000
samples have been collected and
tested since the outbreak of the
pandemic till Wednesday. More-
over, 6,500 persons have been
released after home quarantine.

‘Smart’ patch
No need to sweat it out anymore in these
social distancing times as scientists have
developed a wearable skin patch that
will monitor your health using simply your
sweat and nothing else.
The device will be on a patch applied to the
skin near sweat glands.
It consists of a small vial containing multiple
chambers that has a hydrophobic - water-
repelling - valve near the opening made of
silicone rubber.
The channel has a hydrophilic - water
attracting - coating for easy collection of the
sweat.
Unlike other devices that require two
openings, the single opening reduces the
amount of evaporation, leading to longer
storage time for later analysis, said the team
from Pennsylvania State University and
Xiangtan University who developed the
wearable device.
“We want to be able to analyze the sweat
from daily exercise or the heat of the sun
because in sweat we have a lot of biomarkers

tics,” said Huanyu ‘Larry’ Cheng, assistant
professor of engineering science and mechan-
ics, Penn State.
The pH or glucose level can be read by the
naked eye or a photo taken with a smart-
phone.
Also, the researchers can analyze the sweat
at different time points using different
chambers - called chrono-sampling.
“The two-valve device is more complicated
and requires using a clean-room technique
called photolithography. Our simpler one-
valve device can be made without expensive
equipment utilizing micromachining,” Cheng
said in a paper that appeared in the journal Lab
on a Chip.
The device will be of interest to the
healthcare industry, and particularly in
athletics, where it can be used to monitor
overheating or to adjust exercise levels for
optimum performance, said the researchers.

HOW TO APPLY

POINTS TO NOTE:
1. The candidates before applying for the post(s)/service(s) should ensure that they fulfill all the eligibility conditions. NEW DELHI, June 24: The govern-ment today said that all urban coopera-tive banks and multi-State cooperativebanks will come under the supervisionof the Reserve Bank of India, a develop-ment aimed at providing comfort to de-positors and prevent repeat of PMCBank-like scams.
The President of India will promul-gate an ordinance to this effect, Informa-tion and Broadcasting Minister PrakashJavadekar told reporters after the meet-ing of the Union Cabinet.
Terming it a landmark decision, theminister said 1,540 urban cooperativebanks and multi-State cooperative bankswill be brought under the RBI supervi-sory process as is applicable in case of
Coop banks to come under RBI supervision: Govtscheduled commercial banks.
“...depositors (of cooperative banks)will get protection and benefit from thisdecision,” Javadekar said.
There are 1,482 urban cooperative banksand 58 multi-State cooperative banks hav-ing about 8.6 crore depositors with totalsavings deposit of about Rs 4.85-lakh crore.
The decision assumes significance in thewake of a scam in the Punjab and Mahar-ashtra Cooperative (PMC) Bank and someother cooperative banks affecting lakhs ofcustomers who are facing difficulty in with-drawing their money due to restrictionsimposed by the Reserve Bank of India.
The RBI had placed regulatory curbson the PMC Bank on September 23,2019, after finding out certain financial
irregularities and misreporting of loansgiven to real estate developer HDIL.
Earlier this month, the RBI had putrestrictions on withdrawals from People’sCooperative Bank, Kanpur, Uttar Pradesh.
Finance Minister Nirmala Sitharamanhad introduced ‘The Banking Regulation(Amendment) Bill, 2020’ in Lok Sabhaon March 3, 2020, which is pending ap-proval. The proposed law sought to en-force banking regulation guidelines of theRBI on cooperative banks.
In her February 1 Budget speech, Sith-araman had proposed amendments to theBanking Regulation Act with an aim toincreasing professionalism and improv-ing governance among the cooperativebanks. – PTI

corrupt approaches during an IPL edition by
an alleged Indian bookie named Deepak

“I took the approaches too casually. When
I met the anti-corruption guy and told them

the evidence and they knew everything
that happened,” Shakib told Harsha Bhogle
on ‘Cricbuzz in Conversation’.
“To be honest, that’s the only reason I
was banned for a year, otherwise I’d have
been banned for five or 10 years,” he added
on the ICC’s investigation.
The 33-year-old, who was in brilliant
form before the ban, amassing 606 runs in
the 2019 World Cup in the UK, said he
regrets how he went about the situation.
“But I think that was a silly mistake I
made. Because with my experience and the
amount of international matches I’ve played
and the amount of ICC’s anti-corruption
code of conduct classes I took, I shouldn’t
have made that decision, to be honest.”
Lesson learnt, Shakib’s advice to all
young cricketers is to never take any such

NEW DELHI, June 24: Deliberation on the nomina-
tion process for its next chairman will top the agenda
when the International Cricket Council’s all-powerful
board converges via video-conference on Thursday.
With the ICC already making it clear that a final deci-
sion on the fate of this year’s T20 World Cup will be
taken next month, the primary agenda of discussion will
be the nomination process for the chairman’s election.
The post is currently held by India’s Shashank Manohar.
“I am still not sure whether the date of election (or
selection) will be announced tomorrow or not. Obvi-
ously the primary agenda is discussion on the nomina-
tion process for Shashank Manohar’s replacement,” an
ICC board member, privy to the developments, told
PTI on conditions of anonymity.
“Obviously, since the members will meet, they will
update (the board) about the situation in their respec-
tive countries. However, no concrete announcement is
expected,” the source added.
Also, the board could be briefed on the investigations
being carried on the leaks of classified emails, a member
said. For being in the running for the chairman’s post, a
member is required to have attended a minimum of two
board meetings and also needs to be nominated by a
current or past director (board member) of the repre-
sentative country.

tions, three associate members (Malaysia, Scotland and
Singapore as per this turn), independent female director

It is very tough for us to stay positive when the entire world is dealing with the COVID-19 pandemic. The word positive is now seen as ‘negative’, while the word negative is deemed to be good, maybe for the first time in history. But, there is also a good side to this pandemic. There has been a revolution in online education. Even though development has slowed down, through online classes, a new kind of development is simultaneously happening. Another thing that we had noticed was that the pollution levels went down during the first phase of lockdown. So, think positive thoughts and the hard days would soon be over.
Well, the first step to remain positive during these times is to follow a healthy diet. As our physical activities have decreased, it would be best to start our day with some yoga. And, other than sticking to our phones all day long, we should take up some activities like art and craft, cooking, baking, playing indoor games like ludo, chess, etc. We should also read the newspaper everyday and watch the news on TV. And, of course, let us not forget to do our homework!
We all know that the current situation is a difficult one and it is very essential for us to stay positive. Being optimistic might seem like an obvious idea, but it is really very important. We can achieve this by being generous and helping others. Being generous doesn’t necessarily mean we have to spend money. We can start maintaining a journal where we can write down three things that we are grateful for, everyday. This will help us erase some negativity from our lives. Lastly, we should utilise our time and make productive use of it. We can start a new hobby or continue an old one.

The lost kitten
took the healthier of the two. But pets are not allowed inside our apartment, so I put the other kitten in a safe place and gave some food for the night.
The next morning, when I opened the door to get the newspaper, I found the
kitten sitting outside my apartment. The first thing that struck me was how did the tiny kitten climb the staircase and reach the third floor of the building. The kitten entered my home and started following me. I enjoyed the company of my new-found friend and called her “Meme”. Meme seemed tired and sleepy; perhaps, she did not get sound sleep in the cold
night. After several attempts, she climbed the sofa and fell asleep immediately. She woke up and realising that our main door was open, she walked up to the next floor.
But sometime later, she came to my house again, ate some food and went to sleep on the sofa. In the evening, I found our main door open again, and Meme had disappeared from the sofa. I went outside and looked for her. But, there was no response and no trace of Meme. I cried a lot because Meme had simply vanished.

Teenagers with overly strict parents struggle to form emotional relationships when they get older, researchers claim. Researchers from the University of Virginia found that children with overbearing and controlling parents at
13 also have trouble with educational attainment by age 32.
This goes against the traditional maxim of ‘spare the rod, spoil the child’, with researchers saying strict parents risk harming their child’s long-term prospects. Lead author Dr. Emily Loeb says that parents, educators and doctors should be aware of how parents’ attempts to control teens may be stunting their progress.
“This style of parenting likely creates more than a temporary setback for adolescent development because it interferes with the key task of developing autonomy at a critical period,” said Loeb.
For this new study, the team set out to determine the long-term impact on youth of parenting that is psychologically controlling. Loeb said
that parents attempt to control their children in this way through ‘intrusive’ and ‘harshly manipulative’ means. This includes withdrawing love and affection when the parent is angry at the child, or making the child feel guilty for upsetting the parent. She said that children whose parents use such tactics tend to have problems such as lower grades and lower self-esteem, most likely because children are discouraged from asserting themselves and gaining independence.
The findings were published in the journal Child Development.

T ojo Hideki (1884-1948) was a Japanese army general who served as the country’s Prime Minister from 1941 to 1944, during World War II (1939-1945).
Born in Tokyo, Tojo was the son of an army general. He attended the Imperial Military Academy in 1905, and
graduated from the Army Staff College at the top of his class in 1915. Tojo established a reputation as an efficient, decisive, and aggressive staff officer; his tough disciplinary policies earned him the nickname ‘The Razor’. He was called back to Tokyo in 1938 to serve as the Vice Minister of War. An ardent supporter of a strong offensive in the Second Sino-Japanese War, Tojo was promoted to war minister in 1940. Tojo became convinced that Nazi Germany would win the ongoing war in Europe, and supported Japan’s signing of an alliance with Germany and Italy; the three countries became known as the Axis Powers.
As tensions with the United States mounted in 1941, Tojo again took a hardline position. He opposed any compromise that might undermine Japan’s position in East Asia or diminish its national prestige. By the Fall of that year, it appeared that Japan’s entry
into World War II was inevitable. Tojo, viewed as a man who could both represent military interests and keep the army under firm control, was named Prime Minister in October. In December 1941, his cabinet of civil and military officials decided to declare war on the United States and attack the American naval base at Pearl Harbor, Hawaii. Although Tojo never became a dictator like Adolf Hitler or Benito Mussolini, he assumed more and more authority as the war progressed.
In 1944, substantial Allied victories in the Pacific undercut Tojo’s political position. American forces captured the island of Saipan, putting Japan within reach of American long-range bombers. Forced to take responsibility for this setback, Tojo resigned as Prime Minister in July 1944 and remained in retirement until the end of the war.

Plastic bottles, made from raw materials derived from petroleum and manufactured much like glass types, offer the advantage of break-age resistance and lightness, and their contents often can be dispensed by squeezing. “It’s 6.50 a.m. already! You don’t want to be late for your classes, do you?”
Rohan’s mother came to wake him up for what it
seemed like the hundredth time. It was so unfair! The education minister had himself declared summer vacations for educational institutions, but the classes and homework seemed to go on and on. He felt exhaust-ed but he got up.
The school classes were over in four hours. But alas! Rohan still had two tuitions to attend to and God knows what amount of homework was waiting for him. The pressure of studies would incessantly hound him, but during the lockdown it seemed to have increased (if that’s possible!). But, he still had a two-hour break. He tried to cheer himself up with the thought. “Maybe I can continue reading the book I left last night. Or I can draw some anime characters…” He thought, and went to the drawing room to see the news headlines.
“The same news again and again. Isn’t there anything other than COVID-19?” Rohan’s father wondered aloud.
“Hey, Rohan. I was waiting for you. I have enrolled you into an online coach-ing class for NEET. I know you are only in Class-IX. But you will have to start preparing early if you want to get good results and it is the best time as your
school is closed.” His father said in a cheerful voice.
“Are you okay? You look sick.” He asked, seeing Rohan’s expression.
“No. I mean… I am fine. When will the classes start?”
“From tomorrow onwards.”“Okay. Now if you’ll excuse me…”He left the drawing room, not even
giving a glance at his father’s questioning eyes. He shut the door to his bedroom
with a bang. “I don’t know when the schools will open, I don’t know when I will spend time with my friends again. There are tonnes of online classes and homework.” He thought, with tears rolling down his cheeks. He knew the situation. But still it was hard to stay positive. A notification popped up on his mobile screen. He opened it. It was the online exam routine from his school. “That’s all I needed!” Rohan thought.
His throat tightened. After the lockdown, all he was facing was sadness. The marks of his online tests were deteriorating, his friends had stopped playing video games with him as he was no longer a ‘pro’. Before lockdown, he used to be a winner in drawing competitions, but now, he was losing one after another.
Another notification brought him back to his senses. The message left him shocked. A famous actor had died. The cry he was holding back was no longer in his control.
He opened the curtains of his window to have a look at the world. The same, famil-iar neighbourhood. His gaze shifted to two small figures under his window. A puppy and a kitten playing happily together. They were very small. “Maybe a month old.” Ro-han thought. There was something about the sight that seemed to bring light into his grim life. He had read in an article that be-cause of the lockdown, street animals were facing a lot of trouble as there were no food stalls to feed them. But, both the animals seemed to tell him that the lockdown could make them hungry, but not unhappy! A little smile played on his lips. He ran to the kitchen to get a packet of biscuits for those little angels. At that moment, he felt that taking care of those animals was more important.
Going forward and making life better every single day is the only way out.

The elephant inthe room
“T he elephant in the room” is used to describe an important and obvious topic, which everyone present is aware of, but which isn’t discussed, as such discussion is considered to be
uncomfortable.The expression is of U.S. origin, although the
precise source isn’t known. The meaning, if not the exact wording, dates from at least the 1950s and is possibly some years older than that. The first refer-
ence to the phrase that I have found is in The Charleston Gazette, July, 1952: “Chicago, that’s an old Indian word meaning get that elephant out of your room.”
It isn’t quite clear what the author in-tended, but we can be
sure he was being ironic. ‘Chicago’ is a word coined by the people who now prefer to call themselves Na-tive Americans. Their original meaning for the word isn’t known, but we can be sure it wasn’t anything to do with elephants.
The first known citation that uses the phrase with the clear intention of conveying our current understanding of the phrase is the title of Typpo and Hastings’ book An Elephant in the Living Room: A Leader’s Guide for Helping Children of Alcoholics, 1984.
A brave queen

history with you. On June 18, 1858, the brave Rani Lakshmibai died while fighting the British in India’s First War of Independence. Her bravery, knowledge of war strategy and ability to mobilise forces made her the stuff of legend. Even today, women of guts and gumption are called ‘Jhansi Ki Rani’.
Children, we must be committed to fight for what we believe in. There are things greater than ourselves and it is our duty to put our idealism to work. We salute this martyr queen and let us be inspired by her.

I want to share some sweet memories of my grand-ma, whom I called Aita. These are from the stories that my mother and my grandfather shared with me.
When I was just a month old, I went to my aita’s home in Jamugurihat for the first time. When it was time for us to return to Itanagar, Aita said to me, “O’ my sweetheart, you will leave me and go away,” and I started sobbing loudly. I don’t know how I could un-derstand her at the age of just one month. But, when I cried, Aita also cried and even my parents cried.
During festivals, we always visited Aita. Sometimes my cousins Loyona (Manu ba) and Neelarnav (Bumon dada) would also visit Jamugurihat. We played a lot and Aita loved to see us playing. She had a pet dog named Tom. One day, Tom was sick and Aita was very sad. Meanwhile, around the same time, in Itanagar, I started crying, saying I wanted to visit Aita. So, we came down to her place and then Tom died. We buried him. Aita was glad that we were there with her. Every time my
aita has been sick or sad, I would cry in Itanagar and force my parents to visit Aita. Once when Aita cut her finger very badly, I forced my parents to visit her and on seeing us, Aita was surprised. I don’t know how, but it really did happen. My dad says that was telepa-thy.
Aita was an interesting lady. She never liked it if any-one called her old. Her hobbies were singing, travelling, reading books, etc. She loved eating pizza, ice-cream, pulao, biryani, just like me. Whenever Aita visited us in Itanagar, we used to go to parks, where she played on the swing. We used to visit restaurants and have lots of fun.
But Aita left us five years ago. I could be with her only for four years. After Aita’s death, we rarely visited Jamugurihat. Aita’s home feels empty without her. I miss you a lot, Aita, and I love you.
