THE COUNTY

THE POSITION

Santa Barbara County, located approximately 100 miles northwest of Los Angeles and 300 miles south of San Francisco, was created on February 18, 1850. Bordered on the west and south by the Pacific Ocean, on the north by San Luis Obispo County, and on the east by Ventura and Kern Counties, Santa Barbara County has 110 miles of coastline and covers 2,745 square miles. As of 2019, the County had a total population of over 446,000 people living in eight incorporated cities--Buellton, Carpinteria, Goleta, Guadalupe, Lompoc, Santa Barbara, Santa Maria, and Solvang--and various unincorporated communities. Major economic sectors include leisure and hospitality, educational and health services, government, and agriculture. The County is home to the University of California, Santa Barbara as well as Vandenberg Air Force Base.

THE DEPARTMENT

The County Executive Office is the heart of county administration, responsible for implementing policy directives from the Board of Supervisors, overseeing operations of the 22 other county departments, and working with various community organizations and constituents. Through collaboration and innovation, the County Executive Office provides the Board of Supervisors, departments and the community with expert fiscal guidance, analysis, policy development and organizational leadership to reach goals. Employees in this department have the opportunity to gain a comprehensive view of county operations and assist in achieving our goals and objectives. The Budget and Research Division is responsible for research collection and evaluation, forecasting,

data analysis, public presentations, and developing recommendations for

decision makers.

The Fiscal and Policy Analyst reports directly to the Budget Director and is an at-will position exempt from Civil Service Rules. The position may be filled at the Analyst I (entry), Analyst II (journey), or Analyst III (advanced journey) level. Incumbents in the Fiscal & Policy Analyst series undertake increasingly difficult and complex assignments and projects for the County Executive Office.

The Analyst I receives direct supervision and training, less complex department and project assignments, and may assist higher-level analysts with specialized studies.

The Analyst II receives general supervision, department and project assignments of medium complexity, and may assist higher-level analysts with specialized studies.

The Analyst III is responsible for the most difficult and complex assignments and projects and may act as a lead worker in an assigned area or on large scale projects.

Analysts at all levels are typically assigned a set of several county departments to provide direct support on budget preparation and management, staffing plans, Board letter review, and expenditure and revenue monitoring throughout the year. Fiscal and Policy Analysts also work closely with executive staff in the County Executive Office on special departmental or countywide projects, including fiscal reviews, specialized studies, and research projects. Analysts prepare reports, correspondence, and presentations pertaining to various county functions, and may present research findings and recommendations to county departments, the Board of Supervisors, and the general public.

Analyst I

1. Possession of a bachelor’s degree in public or business administration or a related field (candidates who are within 12 semester units or 18 quarter units of completing their degree may compete in the examination and be considered for appointment, but completion of the degree is required by time of appointment); or,

2. Possession of an associate’s degree in public or business administration or a related field and two years of experience that would demonstrate basic knowledge of fiscal management and budgeting; or,

3. A combination of training, education, and/or experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Analyst II

1. Possession of a bachelor’s degree in public or business administration or a related field; and one year of professional experience in fiscal, organizational, or operational analysis related to governmental agencies; or,

2. Possession of an associate’s degree in public or business administration or a related field and three years of experience that would demonstrate basic knowledge of fiscal management and budgeting; or,

3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Analyst III

1. Possession of a bachelor’s degree in public or business administration or a related field; and three years of increasingly responsible professional experience in fiscal, organizational, or operational analysis related to governmental agencies; or,

2. A combination of training, education, and experience that is equivalent to the employment standard listed above and provides the required knowledge and abilities.

A master’s degree in public policy or public or business administration or a related field is desired and may be substituted for one year of the required experience.

EMPLOYMENT STANDARDS

The ideal candidate will be a dedicated problem-solver with strong analytical skills, communication skills, a curiosity for learning, and a desire to put ingenuity to work to fulfill the shared mission and goals of the Budget and Research team.

Fiscal and Policy Analysts at all levels will demonstrate the ability to:

• Compile and analyze information and develop recommendations based on the analysis

• Collect and evaluate research data using a variety of technical tools

• Write in a clear and effective manner to communicate core messages and relevant information

• Communicate effectively with others individually and in groups of various sizes

• Organize and plan work to meet deadlines

• Establish and maintain working relationships with colleagues, staff in other departments, and members of the public

• Represent the County Executive Office and the County with tact and diplomacy

• Maintain confidentiality of information

In addition, the Fiscal and Policy Analyst III will demonstrate the ability to:

• Work independently and use independent judgment

• Serve as lead worker on projects

• Develop and implement policy decisions and accomplish intended results

• Employ creativity in solving problems and resolving conflicts effectively

• Plan, coordinate, and organize major studies or projects

• Identify the need for policy development and manage the process by which agency-wide or interagency policies are proposed and implemented
