Trademark Statement

Chief Commander Robert Baldridge SN of Baton Rouge, LA joined the Baton Rouge Squadron in 1976 as a college sophomore so his father would let him take the boat out by himself. His first job was on the squadron phone committee. He went on to serve on the Executive Committee, Sea-manship instructor, Chairman of Local Boards, Administrative Officer, Executive

Officer, and squadron Commander. He continues to serve as Newsletter Editor, Instructor Development Chairman, Opera-tions Training Chairman, and Membership Chairman.

In District 15, he has served as Computer Systems Committee Chairman, Rules Committee Chairman, Nominating Committee Chairman, Administrative Officer, Executive Officer, and Com-mander.

His first national job was as a member of the national Comput-er Systems Committee in the mid 80’s. He went on to chair that committee and serve on the Marketing and Planning Committees. He was an aide to Chief Commanders Gordon, Kennedy, and Jensen and has served as the Assistant National Secretary, Secretary, Administrative Officer, National Execu-tive Officer, and now as Chief Commander. He is a Life mem-ber with 30 Merit Marks.

Where has the summer gone! I can’t believe that the temperatures went from hot and humid to temperatures in the 40’s at night. I hope you all had a great summer with lots of boating and lots of fun.

I enjoyed several District 9 and squadron events this summer- the LSPS/DPS Kensington Metro picnic in June; Sable Point COW in beautiful Ludington; the Coast Guard Festival weekend in Grand Haven which included our Friday picnic and marching in the parade; the DSPS Steak and Chicken Roast at the Ford Yacht Club and the GTBSPS Lobster Bake in Northport in August. Wish I could have attended more.

Governing Board: Many of us recently returned from the Governing Board meeting in San Diego. As many of you are aware, one of the main issues that National focused on this year was cost reduction. Suggestions were to reduce the number of national meetings from two per year to one which would save on reimbursements to the leaders for travel expenses and on other costs of having those meetings; institute a registration fee for the national conferences; raise dues; and use electronic means to do our business. Also under discussion was the validity and necessity of districts. In correspondence with the National Executive Officer, we thought there was going to be some discus-sion in the D/C and D/X/O all–day meeting with National Officers about the USPS business model, but that discus-sion did not take place.

I had asked our Squadron Commanders, PDC’s and District Bridge their thoughts on some of these issues prior to going to San Diego. I received many thoughtful responses and some suggestions which I will put in a separate report to share with you. There was no real consensus on most of the issues. Some people were in favor of going to one National meeting and, perhaps, one District conference per year. Others were concerned about the loss of motivation and new ideas they got by attending the National meetings and the value of making new friends. Some of our Members felt that we should not pay registration fees and others commented that every other organization charges fees, why not USPS? Most of our members did agree that the District structure had value, particularly as the go-between the Squadrons and National. There were some strong opinions from our Members regarding the USPS business model.

The results: National Meetings: Two National meetings will continue to take place. The proposed by-law amendment to allow one National meeting per year and giving the Board of Directors the opportunity to schedule an additional meeting without vote of the Governing Board failed. The language which passed gave the Board of Directors the ability to cancel a meeting based on extenuating circumstances (which does not include budgetary circumstanc-es). Districts: No change to the district structure at this time. The only change was reassigning members of District 31 to other districts and dissolving it.

Conference Registration Fee: No fee discussed or voted on.

Dues Increase: Governing Board approved a $4.00 dues increase for single active members and $6.00 increase for family units.

It’s Merit Mark Time!

Squadrons: Please send merit mark reports for your members to our area monitor, Bob David.

Squadron Commanders: Please send your own merit mark report to our D/9 Merit Mark Committee Chair: R/C Mary Ann Jensen, SN as soon as possible but no later than 15 OCTOBER 2015.

Please make sure your Squadron members’ merit mark reports get submitted. You will not receive your own merit mark until the squadron merit mark reports have been submitted.

District Bridge: Please request merit mark reports from your Committees and send those as well as your own reports, to R/C Mary Ann Jensen, SN. She must have these reports no later than 15 October 2015.

Fall Conference Coming Up:

Our Fall Conference is being held 16-18 October 2015 at the Auburn Hills Marriott Pontiac.

“Halloween” is the theme and those who like to wear costumes, please do so! We have some good seminars scheduled for Saturday morning, although we can’t put times on them at this time. We are expecting to hold a “GoToWebinar” Town Hall meeting but we have not yet been given the time slot by National. Look for a list and description of the sessions in the Interlaker.

Please make your hotel reservations no later than 24 September 2015 to get the conference rate and your meal reservations by 9 October 2015. Please complete the registration form even if you are only attending the Friday night Hospitality rooms as we will be giving our wrist bands.

There are several new 50 year members being honored this year and two squadrons have anniversaries. Congratulations to all! Squadron Commanders, please contact your new 50 year members and invite them to the District Conference to receive their plaques and pins.

D9 hosts an educational cruise each year for students, members and families on the CG cutter the Bristol Bay out of Detroit. As a Thank You to the crew we purchase, with the ed cruise proceeds, items that the crew desires or needs. This year it was backpacks for each crewmember. These were delivered on August 3, 2015 prior to the crew leaving for Baltimore for the renovation of the ship. This was a summer of “Firsts” for me. I was responsible for organizing and coordinating the efforts for the D9 picnic in Muskegon and the D9 participation in the Coast Guard Parade and Festival in Grand Haven. Since I had not participated in these events before, I went through a severe learning curve. Fortunately, I had the guidance of many D9 veterans of these events.

The Grand Haven Coast Festival and Parade took place on Friday, 31 July and Saturday, 1 August. D9 hosted a picnic on Friday at the Great Lakes Marina in Muskegon. D/C Dawn Flynn and P/D/C Jay Stevens handled the grill with ease. I was impressed by the participation of so many of the squadrons across the district for this event. We had great weather and fellowship.

On Saturday, 1 August, D9 members walked in the parade. It is a huge parade held in downtown Grand Haven. It draws thousands of people to the area. People were hanging out of windows and sitting on roof tops to watch the parade! As we passed the review stand, D9 was playing the Coast Guard Anthem and saluted the review stand. In return, the members in the Coast Guard review stand rose and returned the salute. It was a very moving moment. We had a chance to meet with the Coast Guard Auxiliary and Coast Guard members who were walking in the parade prior to the start of the parade. They thanked us for the help and contributions that we make as USPS members in keeping the water safe and making their job easier.

There were many D9 members who made my job of coordinating and organizing these events easier. I would like to give special recognition to some members of the Grand Rapids Squadron. The biggest obstacle we faced this year was the loss of the boat we had used in the Coast Guard parade in previous years. Milo DeVries of Grand Rap-ids had sold his restored Navy whaleboat in early spring. However, D9 members jumped into action. With the help of Bob Rehkopf of the Grand Rapids Squadron, we secured the boat of P/C Alan and Sarah Veen of Grand Rapids for the parade. I owe them a special thanks for sharing their boat with the District. D/Lt/C Ralph Ziegler, Lansing squadron, took the lead on the picnic. He made arrangements at his marina where the picnic took place, coordinat-ed with me on food, and pretty much told me what I needed to do. We had a great picnic and made a fine showing in the parade.

Participation in the two events allowed me to get to know District 9 members on the Western side of Michigan much better. I am always amazed at how easy it is to develop friendships with members of the USPS. I am always overwhelmed by the willingness of USPS members to help. I think that the members who don’t come to events and take advantage of the fellowship that they can experience are missing out on one of the very real benefits of being a USPS member.

I also attended the USPS Governing Board meeting in San Diego. There was much discussion about the continuing drop in membership and budget issues. These are the same issues that we deal with at the Squadron and District level. Some key comments which came out of the District Commander/District Executive Officer meeting with the USPS National Officers are:

1. They are not eliminating Districts.

2. There will be a Governing Board meeting next year.

3. Attendance at Fall Conferences by a National Representative are being eliminated unless a change of watch is occurring. There will be a Representative of the Chief Commander via a webinar at the Conference.

4. We can now go the USPS website to see what we have done regarding Vessel Safety Checks.

5. We don’t have to do the life jacket report anymore since the jackets are now five years old. It is possible to get cartridges for the jackets.

6. SailAngle is being revamped and will be rolled out this winter.

7. At the Governing Board meeting, a vote was passed to raise dues for the next year by $4.00 for individuals and $6.00 for families.

There are changes coming in Cooperative Charting. I am still looking for a Chairman for this activity for D9. Please contact me if you are interested or know of a member who might be a good candidate.

I am also looking for someone to take over being the Boat Show Coordinator for D9. I have approached a number of people and not found a candidate to replace P/C Bob Krieg, who has graciously agreed to stay on until I can find his replacement.

I would like to thank the D9 Executive Officer staff for the help they have provided me over the past six months and for faithfully executing their duties. I look forward to seeing everyone at the Fall Council and Conference.

Ahoy all D9 members!

WOW! What a summer! First, there was none, and then, better late than never, there it was. Now, it’s almost gone. Mother nature always bats last. At any rate, I sincerely hope yours was great. Patti and I transitioned from our 38’ Chris Craft Catalina to a 28’ Marinette. The Marinette is a bit of project boat. She’s a 1978 with only 600 hours, but the topsides show her age. Runs great, and cruises very nicely.

Our USPS National Education Department, and it’s many committees, continues to be very busy adding new seminars, revising and updating classes, and balancing the needs of the Squadrons with the needs of students, and prospective new members. This is a tough balancing act. I have just returned from our annual Governing Board meeting, where I spent about 10 hours with other DEOs and ADEOs along with our USPS Ed Dept. leaders and committee chairs learning about future plans, recent accomplishments, and discussing issues and inhibitors.

I have 5 pages of notes, but I won’t share them in their entirety. I will highlight significant items for your awareness. Our basic boating course, America’s Boating Course, 3rd edition, has been updated, and released. Section 2 reflects the changes in life jacket nomenclature; Section 4 has been updated to address the latest Navigation Rules released in 2015; Section 8, State Requirements, has been revised and is being reviewed by the State of Michigan, and Indiana; the optional Chapter 5, Intro to Navigation, now includes OpenCPN, and new navigation software (to be downloaded from the web), and the Rose Point and ABC Courseware CDs will no longer be included. An updated version of Naviga-tion has just been released. Work continues on researching e-readers, digital downloads, Social Media, and online interactive training. We also continue to work closely with our colleagues from CPS to ensure that we optimize resources.

Autumn is just around the corner. This summer of 2015 is too rapidly moving towards a close. My husband, John Bennett, and I were fortunate to do some traveling, some boating, and, some relaxing. In all these instances, we were able to share fun and laughter with family and friends. What could be more important!!!

The D/9 Education Cruise unfortunately had to be canceled. USCG reported that necessary repairs to the USCG Bristol Bay had to have emergency repairs. Hopefully, everything will again be a goal for next year.

Lt. Dale Ellis, AP, handled the Predicted Log again this summer. The event was great! The winners will be announced at the Fall Conference. My thanks to Dale for his continued, unrelentless help and support year after year.

P/D/C Denise Samu successfully organized the D/9 Rendezvous at Kean’s Marina in Detroit. Several members and friends from various squadrons helped to carry on this wonderful weekend. Many more enjoyed the friendship and, of course, the fine boating setting! Thanks to Denise and all her helpers!

I look forward to seeing one and all at the D/9 2015 Fall Conference.

The biggest challenges facing United Power Squadrons today, both nationally and locally, are the myriad of changes that have taken place the past few years. These changes involve almost every aspect of USPS; particularly, with increasing use of technology in education and declining membership. Because of the social change of family focal points and economic priority shifts, people are limiting their participation in service organizations and adjusting their lifestyle and their spending accordingly. An interest in boating is almost always a requirement for people to enjoy the experience of association with USPS. The core mission of USPS still remains its original three tenets: the promotion of boating education and safety, camaraderie, and civic participation. As members, we should continue to follow the core USPS direction. Many of us have spent decades enjoying USPS activities, attending classes, participating in squadron social and on-the water activities including spending time with family and friends.

With the Fall 2015 D9 Conference fast approaching I hope this finds you well and that everyone had a Great Sum-mer. Whether you say it was too hot, too cold or just right all that matters is that you got out and enjoyed all it had to offer with family and friends. I’m sure one thing we can all agree on that it’s never long enough.

As far as the D9 Secretary’s department goes I am happy once again to report all is well. I am really starting to get the hang of this conference stuff.

Once again I am blessed to have the help of a few dedicated individuals that I must give a lot of credit to. First off I would not be able to get things ready for conference if it were not for the continued work of D/Lt Peggy Schwaller, AP (Birmingham) and the fantastic job she does to get the “Interlaker” not only done but done well. It’s a huge task and Thanks to her, D9 won the 2014 Distinctive Communicator Award for our District Newsletter.

The other District 9 Newsletter editors out there deserve recognition and a humongous “Thank You” as well. It’s a tough job as I know since I was the Grosse Pointe “Tars and Tripe” editor for a few years. Your efforts do not go un-noticed. P/C Sue Rayburn, SN (Dearborn) is the D9 reporter for the District for The Ensign. She reviews the District 9 newsletters and activities such as cruises, rendezvous’, educational efforts and other activities of national inter-est. She forwards the articles and photos for consideration in the “The Ensign”. Thank You Sue.

I would also like to recognize Lt/C Joanne VanAmeyden, P (Sable Point) for continuing to perform the duties as Dis-trict 9 Historian.

Finally another big “Thank You” goes to P/D/C Jay Stevens, SN for continuing to keep the D9 website up to date. In its current form it’s a bit of a struggle behind the scenes but Jay has it under control keeping things up to date and looking great for members and non-members when they visit. He also keeps our D9 email lists up to date.

Technology and the issue of “Social Media” are more and more important these days and there have been and will be discussions on how that would help the District and Squadrons. It’s the way many new and non-members first discover who we are and about our classes. There will be discussions about expanding the use of “Social Media” for the squadrons and expanding our reach to those who depend on it for news and information. Does your squadron have a website or Facebook page? It will be interesting to hear your feedback and if it’s helped you at all.

Dear D/9 United States Power Squadron members,

Summer is fast coming to a close, boats coming out for winter storage, leaves turning to red, yellow and gold and then shortly the snow and winter will be in full force; ah let spring and summer return swiftly. Summer was busy and all too short with all the squadron events, D9 picnic, US Coast Guard parade and vessel safety checks going on.

So much for reminiscing, let’s get to the financial state of our district. We have been keeping pace with revenue income from membership dues from National. We however did not receive any revenue from the USCG Bristol Bay Educational Cruise as projected. As you probably know by now the Bristol Bay had to go to the east coast for major repairs. We are hoping that we will be able to have the cruise next year. We did however incur expenses for the return of all prepaid admissions and also for some of the refreshments that we would supply on the cruise. We did proceed with buying and presenting the gift of the backpacks to the Bristol Bay crew, which was a budget-ed item. We did receive some revenue from the D9 Rendezvous at Kean’s Marina which helped offset some of the Bristol Bay Ed Cruise expenses. Overall we should not fall outside our budget at the current income and spending rate.

All current bills and expenses have been paid. As a reminder, some expenses have not been submitted yet for the D9 picnic and spring conference. Please submit reimbursement requests within in 30 days if possible so we have an accurate picture of our financial status.

1. Revise SOP 9 dealing with the Treasurer to accurately reflect the current District Assessment and provide for a central place for members to look up the current amount of the District Assessment

2. Revise the SOPs to create a recommended procedure for the appointment of PlanCom members and Budget and Finance members by the Council

3. Review and make recommendations on the Birmingham resolution that calls for, to the extent possible, Dis-trict Conferences to be scheduled in the Detroit Metro area at least 50% of the time.

District Assessment

After consideration, the Planning Committee recommends against placing the amount of the District Assessment in the SOPs. Standing Rule 66 normally contains the amount of the District Assessment. In the proposed revision, Standing Rule 66 is referenced in the SOP to provide information as to where a member can find the information about the current District Assessment. The Planning Committee also finds that the United States Power Squadron website already provides a place where the District Assessment is shown, and that information is automatically up-dated. A link to the Squadron Dues Calculator has been placed on the Menu Bar of the District 9 website. Se-lecting a squadron on that page will give all of the dues information for a squadron, including the current District Assessment.

Several changes, however, are recommended in SOP 09 dealing with the Treasurer. A copy of the proposed SOP is attached. Deleted language is shown with a strike-through, and new language is shown in italics.

Paragraph 2(A)(1) is revised to state that it is the Treasurer’s responsibility to notify USPS promptly of any change in the District Assessment. That paragraph also specifies that the effective date of a change in the District Assessment coincides with the date that the change becomes effective in HQAB.

Paragraph 2(A)(3) is deleted, as there is no longer a National Allotment.

Paragraph 3(C) is revised to reflect the current name of the Budget and Finance Committee.

Additional Comments – In connection with consideration of the revision of the Treasurer SOP 9, the Committee re-ceived several comments that the District Assessment should be revised to reflect the USPS dues structure – that is, Active members pay 100% of a designated assessment amount, Family Units pay 50% of the designated assessment amount, and Life or Apprentice members pay 0% of the designated amount.

Changing the manner in which the District Assessment is collected would affect the budget. Further, setting the Dis-trict Assessment is a Conference responsibility in connection with recommendations of the Budget and Finance Committee. This matter has not been referred to the Planning Committee for review and comment, and in the view of the Planning Committee, issues regarding the amount and structure of the District Assessment should be referred first to the Budget and Finance Committee. The Planning Committee accordingly did not address this question.

Appointment of Planning Committee Members

The Planning Committee was asked to develop a procedure for the appointment of members of the Planning Com-mittee. Under the most recent By-Laws revision, the members of that committee are appointed by the District Council, and not the District Commander.

At the 2015 Spring District Council Meeting, three matters were referred to the PlanCom

For the appointment of members of the Planning Committee, the Planning Committee recommends that the Council receive recommendations from the District Commander prior to the Council meeting, with the opportunity for mem-bers of Council to submit additional nominations. Candidates receiving the most votes would be appointed.

In the event that a vacancy occurs between Council meetings, the District Bridge would be delegated the authority to fill vacant positions, effective until the next Spring District Council Meeting, when elections are normally held.

The Planning Committee would select its own Chairman.

The revision to SOP 14 includes some additional updates to comply with current By-Laws and policies.

Paragraph 4(D) is deleted. We no longer have a District Operations Manual.

Paragraph 5 is deleted. Section 2.10.1 of our current By-Laws already require that if practical, at least half of the Planning Committee be Past District Commanders or Past District Lt. Commanders.

Appointment of Budget and Finance Committee Members

The Planning Committee was asked to develop a procedure for the appointment of members of the Budget and Finance Committee. Under the most recent By-Laws revision, the members of that committee are appointed by the District Council, and not the District Commander.

SOP 15 is a new SOP for the Budget and Finance Committee. A copy is attached. Deleted language is shown as strike-through. New language is shown in italics.

Appointment of members of the Budget and Finance Committee is the same process as the appointment of mem-bers of the Planning Committee. The Budget and Finance Committee would select its own Chairman and Secretary.

Location of District Conferences

The Planning Committee was asked to report back with recommendations on a Resolution by the Birmingham Squadron that would require the Conference Coordinator to plan approximately 50% of the district conferences for the Detroit Metro area.

SEO/ASEO Seminar (2 hours)

Hear about all the changes in the education department from DEO Tom Smith and ADEO Jan Curle with the assistance of the NEO Representative R/C Richard Pfenniger, SN-ACN. In addition to being “in the know” regarding the National education program, Dick is the DEO for District 8.

USPS released an updated ABC course which addresses updated laws and regulations , an updated Naviga-tion course, and updated delivery channels. We will review what our national committees have been work-ing on. Please make every effort to attend this meeting. D/Lt/C Thomas Smith, JN DEO

R/C Richard Pfenniger, S/N

D/Lt/C of District 8

R/C Richard Pfenniger, SN joined Hollywood Power Squadron in 1968, serving as

Administrative, Executive Officer, and then Commander in 1972-73. He has also

served as Squadron Educational Officer several times. During that time he earned

the grade of SN.

As a member of District 8, he served as Administrative, Executive Officer, and Com-

mander in 1993-94. In addition, he was DEO 1986- 1989 and is currently serving as

District Educational Officer.

The first job in National was a member of the Advanced Piloting Committee in 1986. Since then has served

as Stf/C & R/C Educational Business Committee, R/C Inland Coastal Committee, R/C Publishing Committee,

a member and Assistant Regional Director of the BOC program. In the BOC program he is a certifier

trainer for IN, CN, and ACN. He has served as Stf/C for the National Committee on Nominations and is cur-

rently the Brunswick Program Representative. He has earned 46 Merit Marks.

He has lived in several parts of the country and moved to Florida in 1965. He started boating at age 13 with

his family. Over the years has owned 9 boats plus currently owning a 35 ft Viking Sport Fisherman and a

22 ft Angler runabout. He is a graduate of Kent State University with a BS in Business Management. Most of

his career he has been an independent salesman of professional medical books.

His wife, Doris was a woman's certificate holder before becoming a member of Hollywood Power Squad-

ron. She has served as District 8 Secretary and is currently Commander of Hollywood. They have a blended

family of 5 children and 7 grandchildren.

Detroit Mail Boat, J.W.WESTCOTT: (1 hour)

June 1895 marked the first mid-river mail delivery by a Westcott mail boat beginning more than 100 years of "mail-by-the-pail". All deliveries are carried out by the 45-foot J.W. Westcott II, with the Joseph J. Hogan standing by as a back up boat. Sam Buchanan, a Mail boat captain, speaker at a D/9 Fall Conference session, will talk about the Westcott’s ship-to-shore services marine delivery services for freighters during the navigation session. Sam is also the builder of intricate scale ship models during the off-season.

The story of the Westcott is fascinating. Located in Detroit at the foot of 24th street just west of the Ambassador Bridge, the J.W. Westcott Company was originally formed in 1874 by Captain J.W. Westcott to inform passing vessels of changes in orders. The Westcott Company's role has changed to include a wide range of services. Come listen to Sam tell about Westcott past and present and share interesting stories. See you there!

Michigan Sea Grant: (1 hour) Michigan Sea Grant supports research, outreach and education to enhance the sustainable use of Great Lakes re-sources benefitting the environment, quality of life and the Michigan Great Lakes and National economy. In this presentation we will provide an overview of Sea Grant’s current projects that connect current science with stake-holders to inform decision-making for the stewardship of the Great Lakes as a coastal community development.

US Coast Guard, Sector Detroit: (1 hour) Cdr Kevin Floyd, USCG, Sector Detroit (or his Rep). Sector Detroit has responsibility for the territory including the Great Lakes and as far east as Buffalo, NY. Information will be provided on their operations, including ice-breaking, commer-cial vessel escort, search and rescue and statistics related to safety, equipment, etc. There will be time for Q & As.

Town Hall: (1 hour) This will be a GoToWebinar session, started by a message from the Chief Commander. There will be a discussion with the National Rep and Q & A period. Come with your questions/comments!

Membership/Marketing: (1 hour) Presenter: D/Lt (P/C) Alanna Harvey, P - D9 Membership Chair Want to rejuvenate your squadron? Come find out about strategic planning, ways to gain visibility, partnering possibil-ities and what appeals to different age groups.

Boating Activities 2016: (1 hour) Wow! The results of the Boating Activities 2015 seminar were amazing. Many Squadron rendezvous were attended by D9 members due to the publishing of a consolidated list created this Spring and the D9 rendezvous held in July was a great success both in keeping the cost down for our members and providing value and plus with D9 wide attendance. We can start our planning now for season 2016 so Squadrons can work together on more jointly hosted events and the potential of a D9 rendezvous. Be sure your Squadron is represented so we can help you with maxim-izing attendance at events hosted by your Squadron.

Social Media: (1 hour) We found out why we need social media last spring. This time we are going to show you how to put together a Face-book page. Of course, you can’t learn everything in a short session, but you can get started.
