Meeting 29-30 November 2008 In addition to the decisions on the “World Archery“ brand and the allocation of World Championships—Field 2010 in Visegrad (HUN) and Outdoor Target 2011 in Torino (ITA)—already announced in the November issue of this newsletter, the following decisions made by the FITA Council during its November meeting held in Lausanne (SUI) have to be noted: World Ranking Tournaments As of 1 January 2009, the number of events counting for the World Ranking will increase from three (3) to four (4). International School Sport FITA-ISF Agreement On 10 December 2008 an agreement was signed between the International School Sport Federation (ISF) and the International Archery Federation (FITA). ISF President Mr Jean Louis BOUJON and FITA Secretary General Mr Tom DIELEN—representing FITA President—signed this agreement at the CNOSF (National Olympic Committee) Headquarters in Paris, France. This is the start of cooperation between the two organisations to further develop archery in schools. The first concrete step in this cooperation will be the inclusion of archery in the programme of the ISF Gymnasiade 2009 (World Schools’ Championships) taking place in Doha, Qatar, on 7-12 December 2009. Two distinct competitions will be held in this major event: one for young archers who are in school and one for teams of schools that use archery as an optional sport but are not regular members of the National Archery Associations. For the second group a set of standard archery equipment will be used so that there is no difference between the children.

The agreement is the result of a discussion started a year ago between ISF and the FITA Youth Development Committee headed by Mr Thierry ZINTZ. Further details will be communicated in the coming months to the Member Associations of ISF and FITA. For further details on the Gymnasiade please have a look at www.isfsports.org.

FISU Temporary Office The International University Sport Federation (FISU) will set a temporary office at the Maison du Sport International in Lausanne renting one of the rooms within the FITA Office until 2010.

Virtual Olympic Congress Deadline Extension The IOC’s Executive Board and the 2009 Congress Commission have decided to extend the deadline for submissions to the Virtual Olympic Congress. Olympic Family and public contributors now have until 28 February 2009 to submit their views and ideas on the themes of the Congress. To date, the Virtual Olympic Congress has received 4,500 registrations and 700 contributions. The information gathered through the Virtual Olympic Congress will form the basis of discussions at the 13th Olympic Congress held in Copenhagen, Denmark, from 3 to 5 October 2009.

Clean Sport Member Associations Statistical Reporting As per the provisions of the World Anti-Doping Code and the FITA Anti-Doping Rules (Book 1 Appendix 5, Article 14.2), Member Associations are requested to report to FITA on their anti-doping activities at the end of each year. In order to assist on this process for the year 2008, a brief questionnaire has been addressed to all Member Associations. It is also available in the section “Clean Sport/Anti-Doping News” of the FITA website. Member Associations are requested to send their response back to the FITA Anti-Doping Administrator, Françoise DAGOURET by 27 February 2009 the latest, by email at [email protected] or by fax at + 41 21 614 30 55. Member Associations in countries where Doping Control and/or Results Management responsibilities have been delegated or assigned by statute to a National Anti-Doping Agency or their National Olympic Committee are invited to contact them for assistance. Therapeutic Use Exemptions (TUE) With the new FITA Anti-Doping rules coming into force as of 1 January 2009, a number of changes will affect the TUE processes. However, discussion and coordination between the various stakeholders on the practical implementation of the new World Anti-Doping Agency (WADA) TUE Standard, including the ADAMS TUE Module updates, are still on their way. Therefore, it was not possible to have the subsequent detailed information and instructions to Member Associations and Athletes ready in time for publication in the present newsletter. More news is to come in January on the FITA website and in the next newsletter, and in the meantime, should the case occur we invite all athletes to use the current TUE forms until further instructions. Françoise Dagouret, FITA Anti-Doping Administrator ([email protected]) will also be at your disposal as of 5 January 2009 to discuss any individual issue that may arise in relation to this transitional period.

Publications Target Magazine In order to reduce publication and mailing costs, FITA has decided to publish its magazine “The Target” twice in non-Olympic years, except for Olympic years where there will be three issues. Furthermore, each Member Association will only receive two free copies. If a Member Association needs additional copies, they will have to subscribe to the magazine. Archery fans can subscribe to three consecutive issues for 20.- Euros or 25.- USD (including post shipment) using the order form available in the section “Publications/Magazine” of the FITA website. Judges Newsletter The new issue of our Judges Newsletter is available from the section “News/Newsletter/Judges Newsletter/No. 70 – December 2008” of the FITA website.

Development Agent in West Africa We inform our Member Associations and Officers that the non-official (yahoo.fr) email address of Mr Paul ZINSOU—FITA Development Agent in West Africa—has been hacked and is used by someone trying to get money under his name. Until further notice, please make sure you only use his official FITA address [email protected] to contact him. Mission in Senegal From 13-17 December 2008, Mr Paul ZINSOU, FITA Development Agent in West Africa, went to Dakar, Senegal, for a mission in order to make an inventory of archery fixtures. Another goal of the visit was to negotiate with the Senegalese Olympic Committee (CNOS) for 2009 in favour of the structure in charge our sport, the programme of development of the local structure.

Indoor Archery FITA 3x20cm Vertical Indoor Faces FITA informs that the JVD vertical indoor faces can use and sell its old stock of vertical indoor faces. The FITA Rule Book states that the distance from centre to centre should “approximately” be 22 cm on a 3x20cm face. JVD has in recent years always printed their target faces with a centre separation of 21 cm. FITA has asked JVD to become compliant with the 22cm in future target faces, but since the current JVD faces have been used for many years without any issue, they can still be used until the old stock is finished.

Events E-mail Archery Competition The Estonian Archery Association invites all archers to take part in their e-mail competition. Last year we had archers from 11 countries taking part. This year it is going to be even bigger! You get a chance to compare your results with others from all over the world for FREE!! You only have to shoot an 18 metre round (30 + 30 arrows) and send the score with details to [email protected]. The score can be shot at your own practice round or in official competition (fair play). First round lasts until 18 December 2008. And check www.archery.ee! LAST REMINDER: World Games 2009 We remind all Member Associations concerned to inform us by 31 December 2008 if it is their intention to accept their qualifying places for the World Games 2009 in Chinese Taipei. It is mandatory for all Member Associations to confirm the places by this date. Important dates in summary 31 December 2008 - Deadlines for:

Judges Appointments 2009 The judges who will serve at the 2009 archery events have been appointed by the FITA Judges' Committee. The complete list has been published and is available in the section “Organisation/Judges” of the FITA website. Ski Archery Competition Calendar 2009 Information on Ski Archery competitions known at the FITA Office as of 15 December 2008 is available in the section “Disciplines/Ski Archery” of the FITA website. Para-Archery World Championships 2009 The dates of the Para-Archery World Championships have been moved one day earlier than previously announced. Due to the availability of the Sports Centre Nymburk, the event will take place from 14 to 23 August 2009. World Ranking Events 2009 The following tournaments have been added to the list of FITA World Ranking Events 2009:

Please note that as of next year the deadline for Continental Associations to apply for World Ranking Event status will be 30 November of the previous year. Applications sent to the FITA Office after this date will be rejected. Youth Olympic Games 2010 On 10 December 2008 the Executive Board of the International Olympic Committee (IOC) approved the sports competitions programme for the 1st Summer Youth Olympic Games (YOG) to be held in Singapore in 2010, as well as the qualification system for each event. Some 3,594 athletes will compete in Singapore in 26 sports comprising 201 events. The number of sports in the programme is identical to the London 2012 programme. Each event has its own age group competing, either 15-16 (27 events), 16-17 (111 events) or 17-18 (63 events). The qualification system for each sport and discipline, which was prepared in close collaboration with each International Federation (IF), strives to guarantee participation of the best athletes in their age category and to respect the principle of universality by allowing NOCs to benefit from the “Universality Places”. The qualification system for the archery competition of the Youth Olympic Games 2010 will be published early January on the FITA website.

Member Associations Montenegro applies to the FITA Membership This country has submitted a membership application file conformed to our rule 1.4.2. According to our rule 1.4.3, the current FITA Member Associations and the members of the FITA Council, have 60 days to raise in writing to the FITA office any objection to this request of membership. Without any serious objection within these 60 days (1 February 2008), a temporary FITA membership will be granted to the “Montenegro Archery Association” until our 2009 Congress. During this FITA Congress the final membership of this National Archery Association will be submitted to a vote. BYLAW Approved by FITA Council on 29 November 2008 Effective as of 1 April 2009 ADDENDUM The Addendum includes: 1. Definitions and Rules of Construction; 2. Summary of changes; 1. DEFINITIONS AND RULES OF CONSTRUCTION 1.1 Definitions “Distribution” is defined as a publication being:

• sent by mail, or • sent by fax, or • notice sent by e-mail and publication placed on the FITA website, as

requested by the Member Association. • Sent by CD or other data storage method which is widely available.

“Publication” is defined as printed matter or documents in electronic format to be

able to be read through commonly available computer systems.

7.2.2.3 When using a three-center horizontal set-up at 30m, the centers of the faces

will be at 130cm (± 5cm) above the ground. The minimum distance between the scoring zones will be 2cm.

7.2.2.4 Material of target faces

Target faces may be made of paper or any other suitable material. All faces used for the same competition class will be uniform in colour and of the same material.

7.5.1.4 When shooting on 80cm-center multiple set-ups each athlete will

shoot his or her arrows at his or her own center.

• With three (3) athletes per target when using a triangular three-center set-up at 30m, the athlete positioned on the left will shoot at the center bottom left, the athlete positioned in the middle at the top center and the athlete positioned on the right at the bottom right center.

• With three (3) athletes per target when using a three-center horizontal set-up at 30m, the athlete positioned on the left will shoot at the left, the athlete positioned in the middle at the middle and the athlete positioned on the right at the right center.

• With four (4) athletes per target butt, athlete A will shoot at the top left center, B at the top right center, athlete C will shoot at the bottom left center and D at the bottom right center.

8.2.2.1.1 The set-up for a single face or a pair of faces:

The centre of the single face or the centre of the middle face of the vertical triple face will be 130cm above the floor. The tolerance measurement must not exceed +/- 2 cm. When using triangular triple faces the height refers to the two lower centres of the triple faces. When using a pair of faces, the minimum distance between scoring areas of the 2 faces will be 10cm. For 60cm faces the distance will be a minimum of 2cm between the two scoring zones.

8.2.2.1.2 Set-up for four (4) 40 cm single or triple triangular faces:

In case of four (4) 40 cm faces, the maximum height of the centres of the upper faces will be 162 cm above the floor. The centres of the lower faces will be a minimum of 100 cm above the floor. The tolerance measurement must not exceed +/- 2 cm.

In the case of triple triangular 40 cm faces, the maximum height refers to the highest centres of the triple faces and the minimum height refers to the lowest centres of the triple faces. The minimum distance between the scoring zones of 2 faces at the same height will be 10 cm. Each face will be placed in its quarter of the target butt (see Appendix1, book 3, drawing).

8.2.2.1.3 Set-up of four (4), three (3) and two (2) 40 cm vertical triple faces:

When using three (3) or four (4) vertical triple 40 cm faces, the centres of the middle faces will be 130 cm above the floor. The tolerance of measurement must not exceed +/- 2 cm.

With four (4) vertical triple faces, there will be a space of at least 10 cm between the scoring zones of the second and third column, and a maximum distance of 5 cm between the scoring zones of columns 1 and 2, and columns 3 and 4.

With three vertical triple faces, there will be a space of minimum 10 cm between the scoring areas of each column.

With two vertical triple faces (individual and team event), there will be a space of minimum 25 cm between the scoring areas of each column. With one vertical triple face set-up horizontally (team shoot-off), the center of the vertical triple face will be 130cm above the floor. The tolerance of measurement must not exceed +/- 2 cm.
