BIPT’s strategic plan 2014-2016
To increase transparency on networks quality
• Consumers should be able to compare the coverages of the different operators on the BIPT’s website.
• BIPT should be able to give support to the Ministry of Economy and to the European Commission in order to identify white areas.

To increase transparency on networks quality
• BIPT will build an atlas of the networks coverage which will include data on the quality of services (speed, installation and repair times, etc.)
• Consumers should be able to compare the coverages of the different operators on the BIPT’s website.
• BIPT should be able to give support to the Ministry of Economy and to the European Commission in order to identify white areas.
• To provide objective information to reply to questions or complaints from the citizens, mayors and the Minister (Parliement). • To raise awareness and stimulate deployment.

• In cooperaton with the 3 Mobile Network Operators
• Controled by the BIPT BIPT controls on the ground:
drive-tests, scanner (≈ 250 K scans per technology & MNO)
BIPT validates the maps: minimum reliability of 97% of pixels
• Publication on the website Maps Method + control report
• MNOs provide binary data per pixel of
200 m x 200m (2,187,500): -105 dBm in 3G et -115 dBm in 4G outdoor
