Fleet Sustainability, Citywide Fact Sheet, Summer 2020 NYC operates the largest municipal fleet in the country with over 30,000 units. Through the NYC Clean Fleet plan, NYC also aims to be the most sustainable fleet in the country. NYC is working to reduce greenhouse gas emissions 50% by 2025 and to transition to all electric on road fleet units by 2040. Highlights As per the Preliminary Mayor’s Management Report (PMMR) for FY20, NYC operated 19,019 fleet units that use some type of fuel alternative including electric, hybrid, solar, natural gas, or biofuels. NYC Fleet overall fuel use and costs have declined, while at the same time the City has made critical public investments that increased fleet size. The fuel economy of the fleet has dramatically improved. Through Local Law 38 of 2005, NYC Fleet must report its Federal CAFE equivalent new vehicle fuel economy each year for non-emergency light duty on-road fleet units. There has been a steady and dramatic increase in EPA fuel economy. Fact Sheet, Summer 2020

NYC operates the largest municipal fleet in the country with over 30,000 units.

Through the NYC Clean Fleet plan, NYC also aims to be the most sustainable

fleet in the country. NYC is working to reduce greenhouse gas emissions 50% by

2025 and to transition to all electric on road fleet units by 2040.

Highlights

• As per the Preliminary Mayor’s Management Report (PMMR) for FY20,

NYC operated 19,019 fleet units that use some type of fuel alternative

including electric, hybrid, solar, natural gas, or biofuels.

• In Summer 2019, DCAS and NYPD announced a transition to all hybrid

police vehicles. In FY20, all new NYPD police cars were hybrid. NYPD

operates nearly 2,200 alternative fuel vehicles, the largest alternative fleet of

any City agency.

• NYC Fleet currently operates 2,682 electric plug-in and solar fleet units.

This includes 2,134 on-road and 548 off-road units. NYC will operate at

least 4,000 EV units by 2025.

• NYC Fleet operates the largest EV Charging Network in NY State. By

the end of 2021, NYC Fleet will operate at least 1,200 EV charging ports

including level 2, Fast chargers, solar carports, mobile charging, and light

pole charging.

• NYC Fleet operates the largest free-standing solar carport program in

the world with 87 solar carports. These carports are not tied to any

infrastructure. NYC Fleet produces solar power every day to charge fleet

units.

• NYC Fleet has increased electric use for fleet units by 71% since FY15.

NYC Parks is the City’s largest EV adopter.

• NYC Fleet is also one of the nation’s leading adopters of biofuels. NYC

began using biodiesel for fleet in 2005 at NYC Parks. Currently, all

agencies including DSNY, NYPD, FDNY and DOC use biofuels for fleet

trucks. In 2019, DCAS implemented a successful initiative to use nearly 1

million gallons of renewable diesel, a next generation biofuel

• NYC Fleet is also managing the nation’s leading program of biofuels for

heating oil. Over 70% of NYC government buildings used 10% biodiesel

for heating in FY20. All buildings used at least 5% biodiesel. DCAS has

also published an initial report on the potential to use renewable diesel in

• In partnership with FDNY, NYC Fleet is procuring a new generation of

hybrid and plug in eligible ambulances. Over 400 ambulances (60%+)

have anti-idling and fuel reduction technologies in place. All ambulances

will by 2025.

• NYC Fleet is also implementing off-road electric and solar units such as

these new solar light towers.

• DSNY manages an emissions testing facility in Woodside Queens to

study truck and specialized equipment emissions and alternatives.

includes international Future Fleets Award in 2020 for NYC Parks, Sloan

Public Service Award to the NYC Chief Fleet Officer in 2019, NY State

DEC Environmental Excellence Award in 2014, Federal EPA

Environmental Equality Award in 2014, National Biodiesel Board Influence

Award in 2011, and the very first national Green Fleet Award from the

National Association of Fleet Administrators (NAFA) in 2008.
