In view of the monsoon season, as part of flood control and preventive measure for
disaster response, immediate relief and rehabilitation, the following orders are
hereby made:
A Flood Control Room has been set up at the Collectorate, w.e.f. 01-06-2017
(The Control Room will draw staff on rotation basis from all the Departments of DNH
district), to monitor the rainfall situation, release of water from Madhuban Dam and in
case of flood situation to provide relief, rehabilitation and assistance to the
affected persons. The Flood control room will function for 24 hours till 15/10/2017 or
till further orders. Any information/complaint regarding flood, heavy rains, water
logging and any other calamity may be given to the Flood Control Room by the
officers, NGOs and

4. Communicating flood early warning information by Madhuban Dam
Authority to the Flood Control Room, at District Co llectorate, Silvassa
The Madhuban Dam has a catchment area of 1813 square kilometers. Even if the
rains in DNH is moderate, the heavy rainfall in catchment areas in the adjoining
States of Gujarat and Maharashtra results in constant flow of large volume of water
in the Dam. It becomes pertinent to coordinate with Madhuban Dam authority to
ensure that the information regarding discharge of water is disseminated in timely
fashion and there is regulated release of water from dam even in case of heavy rain
in the Union Territory. The Line Diagram of Daman Ganga River Basin with all its
tributaries in the adjoining areas is given in Figure 4.

4.1 Full Reservoir Level (FRL)/ Danger Level at Mad huban Dam and Warning/ Danger level at Athal Bridge(Daman Ganga R iver):-
The flood response and preparedness measures are based on key water levels at Madhuban Dam Reservoir and Athal Bridge connecting Silvassa and Naroli. The levels are as given at Table 2.

4.2 Discharge Level from Madhuban Dam and correspon ding response mechanism
The discharge of water from the Madhuban Dam has direct implication on the flood response mechanism and is given in Table No. 3

The Deputy Executive Engineer, Madhuban Dam and Rehabilitation Sub. Dn
Madhuban Colony shall furnish the data of rain-fall, discharge data of river and
information relating to the release of water and inflow of water in catchments
areas, Danger level of water in the Dam daily every two hours on phone and copy
in confirmation by fax/email to the Flood control room at the Collectorate, Dadra &

4.3 Water Discharge Data from Major River Gauge Sta tions of Daman Ganga River Basin by Central Water Commission, Silvassa:-
Sub Divisional Engineer, Central Water Commissioner at Silvassa shall provide
necessary information at an interval of two hours about the water level at Athal
Bridge, on Damanganga River. The daily rainfall data of Dadra & Nagar Haveli
from all available stations of CWC shall also be communicated to flood control cell
via phone and copy in confirmation by fax/email to the Flood control room at the
Collectorate, Dadra & Nagar Haveli– 0260- 2630304, [email protected]
4.4 Rainfall Data to Flood Control Cell by Farm Tra ining Center, Silvassa:- The Deputy Director , Agriculture Department , DNH shall direct Farm Training
Center , Silvassa to provide daily and cumulative rainfall information to the Flood
Control Room, Silvassa on daily basis.
4.5 Daily Report to Central Agencies:-
The Flood Control Cell, shall send the daily rainfall reports to the
i. Flood Monitoring Cell ,Central Water Commission, New Delhi
ii. NERC, MHA, New Delhi
iii. Upload the daily report to NDEM Geo-Portal
5. Low Lying Areas/Relief Centers for Emergency Eva cuation:-
The areas which are affected by heavy rains and flooding waters are identified as
low lying areas. A list of low lying areas and places of shelters where affected
persons could be evacuated for relief is given at Annexure –XI. Government and
other agencies will take up the work at the Relief Centers. The specified agencies
should take up the work at the Relief Centers immediately. It will be the
responsibility of the Mamlatdar (Silvassa), Mamlatdar (Khanvel) and the Executive
Magistrates to caution general public in low lying areas whenever information
regarding flood warning is received. This needs to be done at the time of water level
crossing danger level and for this purpose they must keep their staffs i.e. Patel
Talati, Kathias and others ready for the work at short notice. The District Panchayat
will also support the revenue official in warning and mobilizing relief during such
emergency. The staff must be given proper training and instructions regarding
evacuation procedures. They should also maintain registers at relief camps for
registering the details of people evacuated.

6. Services of NGOs:-
NGOs in Dadra and Nagar Haveli support relief and rehabilitation post floods or in
the time of need. To assist government efforts the services of these NGOs will be
pressed into service. A list of NGOs is given at Annexure-X. The NGOs should work
in co-ordination with the departments concerned and the Collectorate. The NGOs
shall endeavor to provide food items, shelter, non-food items, clothing and other
essential required items for persons at various Relief Centers.
7. Services of Food suppliers:-
A list of Caterers is given at Annexure-XII. The NGOs may take services of these
caterers whenever required. The Indian Red Cross Society, Silvassa shall co-
ordinate between the NGOs and Caterers.
8. Hospitals and Medical Institutions:-
To provide medical relief and rehabilitation to the affected persons the Government
and private Hospitals/Institutions are specified for the purpose. The victims shall be
shifted or taken to the nearest hospitals for treatment. The 108 services will be put to
immediate use in case where needed. Some hospitals in the neighboring District,
Valsad of Gujarat State may be approached in case of need and emergency. The
detailed list and contact numbers of Government/ Private Hospitals are given in
Annexure-IX.
9. Implementation of Flood Response Plan at Distric t/Local level & Measures
to be taken by departments of DNH, Administration:-
All the offices of the Administration should implement the flood response plan mentioned in the flood control order. The departments shall take immediate action to provide immediate relief to the victims of flood or other natural calamity. The table no. 4 may be referred for this purpose.

1. Daman Ganga Reservoir Project (Madhuban)
� Hourly updation of water level data and water discharge data information to Flood Control Room.
� Precise analysis and alerts based on IMD warnings and forecast bulletins needs to be communicated to DNHDMA and FCR (Flood Control Room)
� Rainfall Data of all available location in upstream and downstream needs to be communicated to FCR.
2. Central Water Commission (Silvassa Field Office)
� Sharing daily rainfall data of all rain Gauge station in time – both upstream and downstream if necessary, data to the Flood Control Room
� Sharing daily Water level data/ water discharge data of all River Gauge stations to the FCR
� Update the warnings and alerts issued from Central Agencies to FCR

Electricity Department � To identify feeders in low lying areas and to keep vigil during heavy rains and flood for preventing mishap due to electrocution. Etc.
� To provide flood light at the place of relief Centers whenever required.
4. Dadra & Nagar Haveli Disaster Management Authority
� Assisting Relief Commissioner, OSD-DM for Response and Rehabilitation in the U.T
� Information Dissemination to various stake holders at the time of Emergency.
� Coordination with agencies. (NDMA, MHA, NEIGHBOURING STATES AND DISTRICTS etc)
5. Flood Control Room (Emergency Operation Centre)
� Respond to calls 24x7 and go to field if necessary.
� Maintain log book of the car allotted to control room.
� Forward the emergency calls to concerned department as per the reported case.
� Maintain the ATR of the reported case. � Communication of daily reports to MHA –
Control Room � Control Room Staff will be mandated to work
for 24x7. � Timely Dissemination of alerts as per the

levels of alerts.
6. Police Department � Control and restrict vehicular traffic to and fro towards the vulnerable or affected areas.
� Control and restrict the entry of any person into a vulnerable or affected area.
� Assist the SDRF/ Fire Personnel in search and Rescue, if needed
� Law and order maintenance at Relief Shelters.
7.
Silvassa Munic ipal Council
� Information Dissemination from District Authority to community members through councillors and panchayat representatives.
� Keep at least one JCB on standby from 1st June 2017 to 15th October 2017, 24x7
� Removal of debris, conduct search and rescue operations, if needed.
� Construct temporary bridges or other necessary structures and demolish structure which may be hazardous to public or aggravate the effects of the flood.
� Provide resources (Portable de – Watering Pumps, Sand Bags, Locally available boats, JCB’s Generators, earthmovers Cutters) If, needed at the time of emergency
� To provide toilet booths at relief shelter in council areas.
� To take precautions to prevent vector borne diseases in co-ordination with DHMS.
� To arrange drinking water and ensure sanitation at relief centers in necessary.
� To help and do dewatering in water Logging areas.
� To keep the required labour force ready for all works to be carried out during flood and heavy rains or other calamity.
8.
Directorate of Health & Medical Services
� Cases reported due to natural calamities to be shared with Flood Control Room/ DNHDMA.
� Weekly updated data of IDSP (Integrated

Diseases Surveillance Programme) to be shared with Flood Control Room/ DNHDMA
� To provide medical Relief at the time of an emergency
� To take preventive measures for waterborne/vector borne diseases
� VBCH shall function as nodal agency for coordination among the hospitals at the time of Emergency.
� To keep all equipment, medical, para medical and other staff at service disposal 24x7 to attend any emergency.
� 108 Ambulance services to be available round the clock for any emergency service.
9. Fire Department � To be ready to attend any contingency and help removing fallen trees and other materials in co-ordination with P.W.D. and Forest Department.
� To be prepared to remove debris, conduct search and rescue operations in case of emergency.
� The department should identify qualified divers well in advance and be in touch with Coast Guard Daman, for rescue of trapped persons.
10.
P.W.D. (Dn. I, II and III)
� To prepare and keep ready labor force for any relief, rehabilitation and other works.
� To ensure communication in flood prone areas.
� To maintain/repair road immediately, dewatering in water logging areas, removal of fallen trees from the road
� To erect structures for shelters wherever required and to keep all materials ready for relief centers.
� To procure tents and other materials for relief/rehabilitation purposes.
� The Executive Engineers should co-ordinate with Secretary, IRCS, DNH, Silvassa for emergency situation.
� Remove debris, assist SDRF/Fire Department in search and carry out rescue operations.
� Construct temporary bridges or other

necessary structures and demolish structures which may be hazardous to public or aggravate the effects of flood.
11.
Forest Department � To arrange and co-ordinate rescue operations with PWD and quick removal of fallen trees on the road and isolated areas.
� To keep the required labour force ready for all works to be carried out during flood and heavy rains or other calamity.
� Ensure assistance to DNHFES if needed. 12.
Education Department � To issue directions to the Schools, Hostels to provide premises for relief centers and attend relief activities with N.G.Os and other Depts. If necessary.
� The Director of Education and the C.E.O. (DP)/EO (DP) shall report immediately to the District Magistrate if schools are required to be closed due to heavy rains/ floods and for activating relief centers.
13.
Mamlatdar Office (Silvassa, Khanvel)
� To co-ordinate all relief and rehabilitation work, disseminate warning through Patel Talatis and other staff and Field Publicity Department.
� To assess & report damages and prepare cases for monetary relief to the victims of flood and other natural calamities as per procedure of U.T.D.R.F

Agriculture Department
� The Agriculture Dept. shall report Rainfall data every morning to the Collectorate/ Flood Control Room.
� The Deputy Director, Agriculture shall undertake immediate survey of damage to crops and agricultural land and send report to District Magistrate in case of heavy rainfall.
� The agriculture department shall take charge of dewatering water inundated areas using motor pumps
� To assist DNHDMA, if needed. 15
Field Publicity Department
� To attend all Publicity work. � To shall carry out publicity of warning to public
about flooding rivers/rivulets in low lying areas and also issue Press Notes.

Indian Red Cross Society
� The Indian Red Cross Society shall carry out relief works in association with DNHDMA will

be the Nodal agency for all other N.G.Os. � The IRCS will also make arrangement of food
caterers tenting requirements if necessary at Relief centres.

Nehru Yuva Kendra � To mobilize/form volunteer Groups of Youth
Clubs for relief/rehabilitation works and keep them ready to press into service.

Transport Department � To ensure availability of private buses for public transports.
� To keep in readiness the vehicles such as trucks/tempos, Jeeps, JCB/cranes for evacuation, rescue and relief work.
� To assist other departments for relief work

� To ensure adequate quality/quantity of food and essential items to be provided to the affected families in relief shelters

B.S.N.L. � To establish emergency communication systems in the affected areas.
� Quick Restoration of network failure, dedicated teams needs to be on standby.

The Head of offices to issue directions to their field staff to attend flood
control/natural calamities duties and to be in all alert to inform the officer and
Collectorate of any flood / calamities in their areas. The Command and Control
Chart for Emergency Response is attached as Annexure XIII.
It is brought to the notice to all concern that for non-compliance of the order action
shall be initiated under the provision of Section 51 -58 of the Disaster Management
Act, 2005.
This order will remain in force up to 15 -10 -2017.
